Definition of General Requirements for Graph Visualization SoftwareThis paper contains comparative analysis of some modern graph visualization packages (for example, "Graphviz", "yFiles", "Wilmascope 3D", etc) in order to outline and characterize general requirements that could be useful for development of new graph visualization software (GVS). Relations between identified requirements and necessary related components of potential GVS are being derived. To precise these requirements there were studied an additional theoretical information sources. The main goal of this research is to improve development of new GVS providing mechanism of design templates for different kinds of tasks (for example - visualization of general graphs, diagrams, routing and communication networks, etc). The result of this research is presented in tabular form. That allows identifying the set of main components of new frameworks at early stages of software development (starting with a list of desired features and transforming it into a list of necessary components). An example of using such table in DBMS MS Access environment is provided in a study of development of imaginary GVS as a part of generic air traffic control routing system. There is made conclusion about the achieved results. It is presented information about future researches in this field.

The paper presents an analysis of the concept of competence and competency in the works of domestic and foreign authors, and a comparative analysis of the characteristics of the concepts of competence in foreign and domestic science is carried out in tabular form. The author's definition of competence is given, which made it possible to conduct an empirical pilot study of the formed competencies of the university teaching staff.

The article provides a comparative analysis of the influence of L.N. Tolstoy and I.I. Sergiev (John of Kronstadt) on the formation of personal worldview in Russian society. The analysis is based on the testimonies of the contemporaries and the previously not reissued publication of “Novy Put” (“New Way”) journal on the subject. In the context of the declared problematics, special attention is paid to the question of transformation of religious consciousness in the course of the personality formation in relation to the period under consideration (the beginning of the 20th century). The author reveals and analyzes the main components of the life stand of Tolstoy and Father John of Kronstadt in the context of their influence on contemporaries. The results of the study allow to reveal the following antitheses that characterize Tolstoy and John of Kronstadt, respectively: doubt - faith, search for oneself – following the once chosen path, preaching of non-resistance as part of the philosophy of not-doing (not doing evil) – preaching of active upholding of faith (doing good), “simple living” – real life with and for common people.

The article reveals the main features of the competence approach in the practice of European public administration. The features of the competence approach in public administration are determined on the basis of analysis of the basic concepts of public administration. In the dynamics of the formation and development of popular theories of interaction between state and local authorities, such as the theory of a free community, community (public) and public and state (the theory of municipal dualism), we can trace a number of characteristic features of a competency approach, which manifests itself both through the general theoretical relations and manifestations, and through the practice of coexistence of public authorities. There is a problem of definition and distribution of public functions as a prerequisite for defining and shaping the competences of public institutions. An important issue in the context of a competent approach is the institutional consolidation of functions in the context of the existence of the basic models of territorial organization of power. In each of the varieties of the Governance concept (Responsive Governance concept, Democratic Governance concept, Good Governance concept), the specifics of the use of competencies are defined. The archetypal symbols in the European public administration are singled out using the analysis of competence in public administration in its main constituents. A brief description of the archetypal aspect of European public administration is given. The main components of competence are shown in connection with the existing archetypal symbols and the characteristic trends of their development. Their connection is shown according to the scheme “the entity component (who?) — the object component (what?) — the administrative component (how?) — the basis (in what environment?)”. Concerning the trends of development of a competence approach in the context of practice and theory of public administration, it is determined that modern concepts of public administration are characterized by shifting the balance between state and public institutions to the sphere of common goals and tasks, and thus responsibility. The joint activity of all subjects of society requires new forms of cooperation, definition of the spheres and subjects of each entity’s activity for effective cooperation, distribution of functions and competences of the entities, formation and consolidation of their status characteristics.

The paper represents the analysis of the concept of communicative. The choice of topic is determined by the search for criteria and tools for assessing the results of strategic communication, taking into account the development of its interactive forms. The author leads the existing approaches to the definition of the concept of engagement and identifies the areas for further interdisciplinary research of the specified subject, and raises the issue of the appropriateness of using the engagement indicators in the assessment the social potential of communication. The work is based on the phenomenological tradition in the interpretation of communicative processes and the metamodel of communication of R. Craig. The author uses the methods of comparative analysis, analogy, generalization, and combined methodology of interdisciplinary analysis.

Advanced automatic traffic control systems and various other ITS (Intelligent Transport Systems) applications and services rely on real-time information from the traffic system. This paper presents the overview and general functions of different information sources which provide real-time information that are used or could be used in ITS. The objective is to formally define the quality of information sources suitable for ITS based on formal models of the traffic system and information sources. The definition of quality encompasses these essential factors: traffic system information that exists or may be requested, user requirements and attributes that describe the information sources. This provides the framework and guidelines for the evaluation of information sources that accounts for relevant factors that influence their selection for specific ITS applications. The article presents a comparative analysis of the theory of Ferdinand Tönnies “Gemeinschaft/Gesellschaft” and the philosophy of catholicity in the works of A.S. Khomyakov and I.V. Kireevsky. The theory of Tönnies is considered in the light of the concept of “sociological conservatism” manifested by A.F. Filippov. It is shown that the conceptual opposition “Gemeinschaft/Gesellschaft” can be seen continuation of the discussion about the “nature of the social”. In this light, the main reference points of Tönnies sociology are the political theories of Aris­totle and Hobbes, with an emphasis on the definition of the “natural state” of man. Based on the analysis of Tönnies theory, it is shown that its comparison with Slavophilism is possible in three parameters: appeal to the factor of sub­stantiality, the dichotomy of “historical” and “non – historical” and the use of the concept of “organic”. It is proved that in the context of a “conservative” reading of the philosophy of sobornost, its argumentation turns out to be mainly political and sociological

The study carried out a comparative analysis of the effect of 24 epibrassinolide (EB) and 6-benzylaminopurine (BAP) on the growth and state of the main components of the glutathione system in the roots of wheat seedlings under the action of 2% NaCl, which for the first time revealed the ability of these phytohormones to similarly stabilize stress-induced decrease GSH / GSSG ratio, positively regulate the activity of glutathione reductase and glutathione-S-transferase. A comparable level of protective effect of BAP and EB on root length was revealed. The data obtained indicate that endogenous cytokinins may play the role of hormonal intermediates in the implementation of the protective.

Внедрение стандартов цифровой радиосвязи в гражданской авиации происходит практически без взаимодействия с международными организациями по стандартизации в области телекоммуникаций. При этом цифровая связь используется в первую очередь для обеспечения безопасности полетов воздушных судов. По радиоканалу в вещательном режиме каждое воздушное судно передает информацию о своем местоположении, обеспечивая таким образом ситуационную осведомленность экипажей других судов и диспетчеров. Поскольку число пассажирских и грузовых судов растет, а кроме того, в последнее время многократно возросло число беспилотных судов,которые должны быть интегрированы в общее воздушное пространство, то назрела необходимость рассмотреть существующие стандарты цифровой авиационной связи и провести сравнительный анализ их параметров. В данной работе выполнен сравнительный анализ физического и канального уровней стандартов VDL mode 4 и 090ES,а также представлены критерии качества передачи данных с помощью технологии автоматического зависимого наблюдения-вещания. Сравнение проведено по результатам моделирования работы стандартов в условиях высокой загруженности воздушного пространства. Digital communication standards implementation in civil aviation is now performed practically without collaboration with international telecommunications standardization organizations. At the same time, digital communication is primarily intended to ensure the safety of aircraft flights. Each aircraft transmits its position report messages over a radio communication channel in a broadcast mode, thus providing situational awareness for other aircrafts and the air traffic control staff. Since the number of passenger and cargo aircrafts grows, and in addition, the number of unmanned aircraft that must be integrated into the common airspace has recently multiplied, it is time to consider the existing digital aviation communication standards and perform a comparative analysis of their parameters. In the article, a comparative analysis of the physical and link levels of the VDL mode 4 and 1090ES standards was carried out. The ADS-B data transfer quality evaluation criteria are proposed. The VDL mode 4 and 1090ES standards modeling results in conditions of high airspace congestion are compared.
