Gerokgak district has a majority of poor households in Buleleng regency. The number of poor households in this district tendsto increase significantly. The government has tried to overcome the poverty and improve the welfare of poor households in this district by launching various programs on poverty but has not been able to lower the poverty rate. By considering the previous background, the aims of this study areto analyze the effect of the government's role and social capital toward the welfare of poor households in district of Gerokgak, Buleleng regency. This research was conducted in the district of Gerokgak,Buleleng regency on the 40 heads of poor households, where each village was taken some samples according to the population of poor households. This study uses a quantitative analysis approach that are supported by diskritif and qualitative things. After analyzed by using PLS SEM analysis . It si concluded that :(1) There is a positive and significant  influence of the government's role toward the norms of social capital, 2) There is a positive and significant influence of the government's role toward the social networks of social capital, 3) There is positive and significant government influence toward the trust of social capital, 4) There is positive and significant impact of  norms of social capital on the welfare of poor households, 5) There is positive and significant  influence of networks of social capital toward the welfare of poor households, 6) There is a mediation on the role of government to the welfare of poor households through the constructs norms of social capital, 7) There is mediation on the role of government toward the welfare of poor households through the construct of social capital networks.

The commitment in building Indonesia as a prosperous country gives consequence to the role of government in prospering the community. It is conducted by empowering the programs having potency of financial sources for developing this state. Beside the tax as the financial source of state development, the government enforces the policy of zakat management.  The policy is the act number 23 in 2011 concerning zakat management in which the fund derives from the national / regional budget. In this case, the national or regional zakat council manages the zakat management. It is expected, it can help the process of state development and be a media in improving the social welfare as one of the government’s roles

Purpose of the study: This study tried to examine the correlation between social capital and the poverty level of farmers in Aceh. It was linked to the uneven agricultural development of some rural areas in Aceh had caused the poverty rates in villages are higher than in the urban areas. Hence the social capital is important as other capitals in development and become the energies for the development and decreases the rate of poverty. Methodology: This research used a quantitative method by distributing the questionnaire to 300 respondents in Aceh Tamiang, Pidie Jaya and Aceh Tengah, Indonesia. The data analyzed by using the Spearman correlation with the assistance of the Statistical Package for Social Sciences to determining the relationship between two variables; social capital and poverty in farmers. Main Findings: This study found that there is a positive and significant correlation between social capital and the level of poverty. Famers who have a higher stock of social capital are found to be lower in the poverty rate. Applications of this study: The finding of this study is useful for the government of the Aceh government to explore and strengthen farmers' social capital to empowering their economies. It would be relevant to decreasing the poverty rate according to farmers in Aceh. Novelty/Originality of this study: The case of poverty in Aceh was widely explained by the numbers of the researcher. But there is no recent publication that has explained the relationship between poverty and social capital in Aceh. Therefore a strong level of social capital will be able to significantly reduce poverty in Aceh.

The purpose of research include studying the characteristics of social capital in the communities especially poor fishermen fishing in the coastal areas, Kabupaten Pesisir Selatan, studying characteristic of social networks and institutional owned by poor households, which is the primary vehicle for empowerment, and to analyze the contribution and role of social capital to welfare of fishermen households in Kecamatan Koto IV Tarusan Kabupaten Pesisir Selatan, and to formulate and create a model for institutional development for the empowerment of poor fishermen.The regression results obtained influence SC (social capital) on the level of social welfare is positive, the higher the social capital of the area, the higher the welfare seaboard district. Kec. Koto XI Tarusan. So also with the HC (human capital) suggests that increased education will improve the welfare of the community. Effect of land will provide opportunities to increase the welfare of society. Variable Z (number of household members) suggests that the increase in the number of family members will reduce the level of social welfare.

Role of Social Capital in Preserving Subak Bukti Batan Badung in GulinganVillage, Mengwi Sub-district, Badung Regency Subak Bukti Batan Badung is one of the subaks found in Bali. The area of Subak BuktiBatan Badung was previously 65,25 hectares and had undergone land conversion of7,25 hectares. Seeing the current development, it is highly likely that the existence ofSubak Bukti Batan Badung could be threatened. Thus, there is a need for the role ofsocial capital is preserving Subak Bukti Batan Badung. The data analysis method usedwas descriptivr qualitative.The results of this study showed that social capital owned bySubak Bukti Batan Badung to keep its sustainability was good which could be seen in:(1) the farmer’s belief in other farmers, the farmer’s belief in subak administrators,farmer’s belief in the government program and religious rituals, and the farmer’e beliefin the cooperatives, (2) the norms; awig-awig owned was not strong enough to suppressland conversion. Other norms were still strong and obeyed by all the subak member. (3)The social network owned could br said to be good, it could be seen from subak’srelationship with banjar/adat village, subak relationship with Public Work andAgricultural Departements.The suggestion that can be made from this research is toreinforce regulation accompanied bu sanction for related parties violating the awig-awigand awareness of subak members not to do land conversion.

Weaving industry is one of the creative industries based on local wisdom of Bali, need to be developed with the concept of modern entrepreneurship (orange economy). Regional economic development strategies need to take into account the dynamics of local community life or social capital in addition to the role of government and other physical capital, in order to improve the performance of weaving industry in Jembrana regency, Bali. Based on empirical theory and facts, this study aims to analyze how the direct and indirect influence of the role of government, social capital and business performance on and subjective wellbeing on the business actors of weaving industry in Jembrana, Bali. Through the modeling of the resulting structural equations is studied: (1) the direct influence of the government's role on business performance and subjective well-being; (2) the direct influence of social capital on business performance and subjective wellbeing; (3) the direct impact of business performance on subjective well-being; (4) the indirect and total influence of the government's role on subordinate welfare mediated by business performance; and (5) the indirect and total social capital influences on subjective well-being mediated by business performance. Based on surveys and structured interviews on 70 business actors of weaving industry in Jembrana District, Bali through data analysis techniques using SEM-PLS with the help of Smart PLS 3.0 software, in the business actors weaving industry found that: (1) directly the role of government have positive and significant (2) direct social capital has a positive and significant effect on business performance, but not significant to subjective wellbeing, (3) directly the business performance have a positive and significant effect on subjective wellbeing, (4) the role of the government indirectly has a positive but insignificant effect on subjective wellbeing, but through full mediation of business performance, the role of the government has a positive and significant effect on subjective wellbeing, and (5) social capital indirectly has a positive and significant effect on the subjective achievement, so totally through the full mediation of business performance, social capital has a positive and significant impact on subjective wellbeing although it directly does not have a significant effect.

One of the efforts to develop the rural economy is the establishment of economic institutions such as Village-Owned Enterprises (BUMDes) which are supported by the role of the local government and are based on the wishes of the village community. This BUMDes is expected to be able to increase market demand based on proper management of the existing village potential. Through cooperative behavior (social capital), synergy and a good entrepreneurial orientation in BUMDes managers and the positive role of the government it is hoped that there will be an increase in BUMDes business performance in Jembrana Regency. The purpose of this study is to comprehensively analyze the role of government and social capital of business managers through entrepreneurial orientation towards BUMDes business performance in Jembrana Regency. The basis of multivariate analysis used is Structural Equation Modeling (SEM). Through a research sample of 90 respondents from BUMDes managers in Jembrana Regency, the results are obtained: (1) social capital and the role of government directly have a positive but not significant effect on business performance, while entrepreneurial orientation has a positive and significant effect on business performance, and (2) social capital and the role of the government in a total positive and significant effect and require full mediation (full mediation) through entrepreneurial orientation to the business performance of BUMDes in Jembrana Regency, Bali.

This chapter discusses the social dimensions of contentment. In the past, many people in the United States experienced a certain sense of unease, of troubled conscience and associated discomfort when contemplating those who did not share the good fortune of the fortunate. During the time of Ronald Reagan, Americans were being rewarded as they so richly deserved. The chapter first considers the role of the government in subsidizing the well-being of Americans before exploring how the economically and socially fortunate who used to be a small minority have become a majority, not of all citizens but of those who actually vote. It suggests that self-regard is the dominant—indeed the controlling— mood of the Contented Majority. It also examines the most important characteristics of the contented majority, including its attitude toward time, a highly selective view of the role of government, and tolerance of pronounced differences in incomes.

(1) What is the role of the government in enhancing social economy? South Korea has implemented projects and programs to enhance social economy. This paper discusses the positive role of government intervention by looking at the case of community business in South Korea. In addition, some limitations are discussed. (2) Qualitative data based on in-depth interviews with diverse stakeholders and participants were included. In addition, a comprehensive analysis of government documents and literature was conducted. (3) In spite of some bureaucratic and institutional limitations, the village company program of Korea has played an important role in enhancing the social economy for ten years. In particular, the early stages of government intervention in Korea have been successful. (4) However, when the government intends to get involved in enhancing the social economy, it is necessary to carefully prepare formal and informal institutions.

The objectives of this research are: (1) Identification of groups of Sakai residents who want to obtain (2) The role of local government in cultural development and local wisdom, (3) The appropriate model for strengthening social capital for the Sakai tribe. This study uses a qualitative approach by expressing phenomenology, exploring and describing the current condition of the Sakai people. The research informants were the Head of the Bengkalis Regency Tourism and Culture Office, Tualang Mandau Sub-District Head, Mandau Sub-District Head, Village Head Bathin Salopan District and the Head of Bathin (tribal chief) in three Sakai areas, namely the Industrial Plantation Forest area, the Rokan Muandau River Area, and the Batin Salopan Traditional Area. This research was conducted in July 2018 to April 2019. The results of this study are (1) identification of finding groups of Sakai residents divided into four groups who are in different areas. (2) The role of the government is considered to have not been maximal in the development and empowerment of the Sakai people in the Bengkalis district (3) The social capital strengthening model in the Government, the private sector and the community must mutually strengthen and support the development and empowerment of the Sakai tribe
