Multi-disciplinarity as a way to strengthen the positions of Russian technical universities in international rankings

Subject. The article is devoted to the problem of improving the ranking of the leading Russian technical universities by transforming them into multidisciplinary research universities with the limitation of technical faculties (programs) to 40–50% of the admission plan of entrants. Objectives. The study focuses on improving the position of Russian technical universities in international rankings, providing an opportunity for students to change their specialty or shape it, according to the requirements of the employer. Methods. I analyzed the structure of world-class technical universities in terms of differentiation of specialties and methods of improving the rankings. Results. The analysis shows that the leading positions in international rankings belong to multidisciplinary research universities that provide training and conduct integrated research at the intersection of different sciences. Conclusions. There is a need for gradual reforms of Russian research technical universities, in terms of compliance with global trends in multidisciplinarity, differentiation of funding, and research activities. Such reforms can be carried out in the form of mergers and creation of network structures on the basis of agreements on cooperation between technical universities and research institutes of the Russian Academy of Sciences.

The article presents the author’s reflection on the topic of scientific communication and forms of presentation of scientific results in the form of journal publications. As a starting point for reflection served the meeting that took place on March 28, 2019 held by the editor-in-chief of the Russian Journal of Philosophical Sciences Khachatur Marinosyan with new researchers. The event was mainly devoted to the structure of the representation of modern knowledge, a crucial role in which is continued to be played by a scientific journal that should be considered as a special phenomenon of intellectual culture. The operation of a journal is considered from the communicative perspective. In addition to the main topics of scientific communication, during the meeting some relevant to the institutional functioning of knowledge topics were also discussed: ageism, interdisciplinarity, transmedia, formalization of knowledge, international unification and formal indexation of journals. The meeting, which format was unusual for contemporary Russian science, aroused the interest of the professional community. The relevance and just-in-time character of the “dialogical” approach to the functioning of science was evidenced by the participants. The Social Philosophy Department of the Institute of Philosophy of Russian Academy of Sciences hosted the meeting, which was attended by the beginning scientists from Lomonosov Moscow State University, National Research University Higher School of Economics, Institute of Philosophy of the Russian Academy of Sciences and independent researchers who do not have an institutional position in academic institutions but are engaged in research activities. The most important conclusion of the meeting is that there are the possibility and necessity of thematic updating of humanitarian and, in particular, philosophical knowledge by the work of beginning but promising authors, and editorial boards should be ready to that if they want to maintain journal’s leading status and keep up with the times.

The Russian Oriental studies are rich and diverse in their disciplines. The focus of research activities conducted mainly at the university centres of St. Petersburg, Moscow, Kazan, and during Soviet times in the capitals of some republics (Azerbaijan, Kazakhstan, Tajikistan, Uzbekistan, etc.), was largely determined by the domestic political and geopolitical interests of the Russian Empire. Thus, a philosophical aspect in oriental studies, as well as university philosophical education practical^ did not exist. The changes brought by the revolution of 1917 have greatly affected all fields of social life, including the academic milieu. The article examines a complex and contradictory path of development of the national philosophy, on the example of the Institute founded in 1921 by Gustav Gustavovich Speth (1879-1937), nowadays the Institute of Philosophy of the Russian Academy of Sciences. The latter has become the main focal point of the philosophical research activities in the former Soviet Union. Particular attention is paid to the liberation from the Eurocentrism inherited from imperial times concerning the spiritual heritage of the peoples of the East as a whole, and in philosophy in particular. The pivotal points of its activity became “History of Philosophy” in 3 Volumes (19411943) and “History of Philosophy” in 6 Volumes (1957-1966). The real breakthrough was the encyclopedias, such as: “The New Philosophical Encyclopedia” in 4 volumes (2001); “Indian philosophy. Encyclopedia” (2009); “The Philosophy of Buddhism: Encyclopedia” (2011). The Orientalist aspect in higher philosophical education nowadays becomes more visible. The recent international recognition of the achievements of the Russian Orientalist philosophical studies regardless of a relatively small number of specialists is largely due to their collective efforts and close cooperation.

The concept of “world-class university” has been there for some time, and everyone wants a world-class university, and no country feels it can do without one. This battle to develop world-class universities lies not only in the gained status but also in the symbolic role of such universities. Universities exist mainly for research and dissemination of knowledge, which have become critical drivers of economic growth. For this reason, world-class research universities are recognized as central institutions in the 21st century economies. This recognition comes with pressure for universities to rethink their research activities and with the need to raise their research status to that of internationally accepted world-class universities. However, in order to attain the world-class research status, there is a need to sustain the efforts being put in place at both national and university levels. This study analyzed university data over nine years, from 2008 to 2016. It examined how Nanjing Agricultural University has strived to sustain its efforts towards attaining world-class research status. The results reveal that consistency and sustainability have resulted in excellence in research and increased research production. The conclusion is that the sustainability of the efforts significantly increases research production and excellence.

The article presents the results of a study of the scientific diaspora of the PushchinoResearch Center of the Russian Academy of Sciences (PRC RAS): the geography of the distribution of representatives by country and organization, as well as their scientific success and implementation. Using the example of one of the research institutes of the Research Center of the Russian Academy of Sciences, the Institute of Biochemistry and Physiology of Microorganisms of the Russian Academy of Sciences, it is shown in which directions the representatives of the scientific diaspora of this research institute are developing. As a result of the study, it was found that representatives of the foreign diaspora and their Russian colleagues work in parallel in the same scientific areas. As a result of the study, it turned out that only a little more than a quarter of all emigrating specialists achieved tangible successes in the scientific field, and more than a third altogether stopped doing science. The study is based on the integrated use of scientometric, bibliometric, bibliographic, factographic and sociological methods.

Kovalenko” of Russian Academy of Sciences Different aspects of sanitary and hygiene in the premises and units of poultry processing enterprises are highlighted in relation to modern safety concepts in the meat branch of food industry. The programs and protocols for sanitary procedures and control providing quality and safety of poultry meat and meat derived products are described. Special attention is paid to the terms of regular disinfection of different objects and to the preparations for the effective disinfection of premises, equipment, packing materials, and devices. The necessity of constant upgrade and perfection of the application protocols for different detergents and disinfectants and labor safety and hygienic standards for the operations with alkaline and acidic disinfectants is emphasized. The article presents an analysis of the current state of the Russian segment of publications on physical and chemical biology (PCB) in the international database Web of Science Core Collection (WoS CC) for the period 2000–2019. The main task of the study is to analyze the dynamics of changes in the arrays of Russian publications in the field of physical and chemical biology, including determining the average citation rate of publications; analysis of the impact of international cooperation on publication activity; identification of leaders at the level of research institutions and individual specialists. The study is based on a bibliometric analysis of publication arrays presented in the Web of Science Core Collection (WoS CC) database for the period 2000–2019. It is shown that after a period of decline in publication activity, starting in 2015, previously lost positions in the share of publications in the world array were restored in Russia. However, the citation of Russian publications lags significantly behind the performance of the of the main competitor countries. It is shown that Russian publications without foreign participation are cited 3–4 times less often than workswith foreign co-authorship. Throughout the entire study period, there was an increase in the number of co-authors in publications, as well as the share of publications made with the participation of five or more co-authors: by 2019, such publications accounted for almost 64%, in 2000 there were about 40% of such publications. It is shown that the main contribution to the Russian documentary stream on physical and chemical biology is made by the research institutes of the Russian Academy of Sciences (RI RAS) – 68% of publications and 67% of all citations. Research institutes of the Russian Academy of Sciences have a significant impact on the publication activity of universities: in the period 2012–2019. The share of joint publications of universities and research institutes of the Russian Academy of Sciences was 55% of the array of university documents and 62% of all citations to university publications. The article presents the ratings of Russian scientific organizations by the share of publications in the Russian array in the field of physicochemical biology, as well as scientists by the largest number of publications and the highest average citation.
