A fresh look at the concepts of economic and macroeconomic crises: General, priority, and institutional approach

Subject. The article addresses approaches to understanding the economic and macroeconomic crisis. Objectives. The aim is to study and update the concepts of macroeconomic crisis and economic crisis, taking into account modern crisis phenomena and processes, for easier identification and timely anti-crisis measures. Methods. The study draws on the abstract-logical method. Results. The paper clarifies the terms "macroeconomic crisis" and "economic crisis", adds two approaches to the traditional general economic approach to understanding macroeconomic and economic crises, i.e. priority-economic (new approach) and institutional- economic (updated approach). I offer a new systemic grouping of signs of macroeconomic crises and examples that reveal the impact of new signs of these crises on macroeconomics. I formulated a new idea of the unity of intermittent and persistent crisis. Conclusions. The priority-economic approach indicates the priority areas of effort mobilization in the process of crisis management of macroeconomics. The institutional-economic approach broadens the perception of the crises and confirms the need to apply an updated institutional approach to all phenomena and processes studied in macroeconomics.

External threats such as war have been shown to disrupt representation as politicians ‘put politics aside’ and cooperate across cleavages. This article examines whether a severe economic crisis can have a similar effect. It introduces a new approach that provides a spatial representation of how political parties represent societal actors in their public interactions, based on more than 140,000 machine coded news events from eleven eurozone countries between 2001 and 2011. The study shows that in bad economic times, there is a compression of political representation: parties’ relationships with the societal groups they are closest to become less cooperative, while their relationships with the groups they are least close to become less conflictual.

The article terminates the author's series of publications on the impact of system of stereotypes of behaviour – "success formula" - on the development of phases of the life cycle of the socio-economic systems [7-11]. The author argues in favor of the view that lifecycle of any object of management is a complex spiral consisting of 10 phases, each of which, in turn, can be regarded as a separate life cycle. Because of the stereotypes of behaviour, prevailing during previous lifecycle phases, a change of lifecycle phases often leads to a crisis and is accompanied by painful correction of exchange proportions. The author motivates his conclusion that the modern economic crisis is caused by the distortion of exchange proportions. The indexes of changes in exchange proportions are proposed to use as an indicator of stability of the world market. Proposals on overcoming the crisis are made.

A systematic review of past economic recessions occurred in developed countries confirms that social and economic crises often have serious effects on fertility while, beyond national differentiations, these effects have certain characteristics, e. g. a weak effect on generational fertility;an postponement on the timing of first birth, closely related to a late marriage or union;a close relationship between unemployment and age-specific fertility. The sensitivity of fertility behavior to economic crises is less marked in countries with longstanding family policies and strong social security systems. The recent social and economic recession in Greece took place under different social conditions than many recessions in the past. More women than ever are participating in the labor market, most couples use reliable contraception that enables them to postpone childbearing, while social security and health costs are burdened from the rapidly expanding numbers of elderly. All these factors can affect reproductive decisions and potentially aggravate the negative effects of the recession on fertility. This work, using the latest available official data of Greece, provides an investigation of the impact of the current economic crisis on fertility levels, as well as the evolution of these levels through time.

Abstract Aims Unmet needs for mental health treatment are large and widespread, and periods of economic crisis may increase the need for care and the treatment gap, with serious consequences for individuals and society. The aim of this systematic review was to summarise the empirical evidence on the association between periods of economic crisis and the use of mental health care. Methods Following the PRISMA statement, MEDLINE, Embase, Scopus, Open Grey and Cochrane Database were searched for relevant publications, published between 1990 and 2018, from inception to June 2018. Search terms included (1) economic crisis, (2) use of mental health services and (3) mental health problems. Study selection, data extraction and the assessment of study quality were performed in duplicate. Results Seventeen studies from different countries met the inclusion criteria. The results from the included articles suggest that periods of economic crisis might be linked to an increase of general help sought for mental health problems, with conflicting results regarding the changes in the use of specialised psychiatric care. The evidence on the use of mental health care specifically due to suicide behaviour is mixed. The results also suggest that economic crises might be associated with a higher use of prescription drugs and an increase in hospital admissions for mental disorders. Conclusions Research on the impact of economic crises on the use of mental health care is scarce, and methodologies of the included papers are prone to substantial bias. More empirical and long-term studies on this topic are needed, in order to adapt mental health care systems to the specific needs of the population in times of economic crisis.

The main focus of this article is the role of organized civil society in facilitating citizen engagement in Central and East European new EU member states after the EU accession and the recent economic crises. Using international comparative methodologies and data this article analyses democratic processes in the new member states focussing on the changes in strengths and weaknesses of citizen engagement. It shows the ways in which the post-enlargement process, especially the economic crisis affected the ability of CEE citizens — both directly, and via civil society organisations and trade unions — to be active participants of the multilevel governance processes. It finds that one of the key remaining gaps of the democratization process remains the relative weakness of state—citizens relationship. The impact of the economic crisis on the CEE countries was significant, in particular in regard to financial viability of organised civil society. However, economic crisis also acted as an important mobilization factor, and in all countries under study, civic participation, enabled by civil society and trade unions increased. New initiatives — in particular those tackling corruption and party campaign finance, saw NGOs focussing their advocacy efforts towards the government as well as actively mobilizing and engaging citizens. Across the CEE region, we are seeing gradual social learning, internalization of new norms and emergence of new identities — active citizens engaged with (and if necessary in opposition to) the state — directly (public mobilization and protests) and via organized civil society.

The coronavirus (COVID-19) pandemic has had serious repercussions on the global economy, work force, and food systems. In Lebanon, the pandemic overlapped with an economic crisis, which threatened to exacerbate food insecurity (FI). The present study aims to evaluate the trends and projections of FI in Lebanon due to overlapping health and economic crises. Data from Gallup World Poll (GWP) 2015–2017 surveys conducted in Lebanon on nationally representative adults (n = 3000) were used to assess FI trends and explore its sociodemographic correlates. Predictive models were performed to forecast trends in FI (2018–2022), using GWP data along with income reduction scenarios to estimate the impact of the pandemic and economic crises. Pre crises, trend analyses showed that FI could reach 27% considering wave year and income. Post crises, FI was estimated to reach on average 36% to 39%, considering 50–70% income reduction scenarios among Lebanese population. FI projections are expected to be higher among females compared to males and among older adults compared to younger ones (p < 0.05). These alarming findings call for emergency food security policies and evidence-based programs to mitigate the burden of multiple crises on the FI of Lebanese households and promote resilience for future shocks.

This paper studies the extent to which economic crises bust different reactions depending on individual ideological identity. Our argument is that individual left-right identification shapes how citizens evaluate the functioning of democracy, and consequently, it moderates the impact of economic crises on democratic discontent. We argue that left-wing individuals’ views on democratic performance would be more heavily affected by economic results and strongly shaped by the (in)capacity of a democracy to represent its citizens in its reaction to the economic crisis. After testing our argument with data from the ESS, we provide evidence from a survey experiment conducted in Spain. Both analyses show that economic crises are relevant in explaining democratic dissatisfaction, but the strength of their impact depends on ideological identities. Economic results have a stronger effect on the satisfaction with democracy of left-wing individuals by negatively affecting their perception of the functioning of democratic representation.

The last global financial and economic crisis started in 2007–2008; it had serious effects on public sectors of OECD countries and was still affecting some of them when the COVID-19 pandemic began. Different streams of literature contribute to understanding the public management and governance challenges emerging from economic crises: the public administration literature on cutback management of the late 1970s and 1980s, the contemporary literature on managing austerity, and the more generic management literature on organizational decline. Although public administrations are reacting to the same global crisis, they are expected to adopt a variety of approaches when designing policy and managerial responses, including strategic approaches, across-the-board approaches (cheese-slicing or piecemeal incremental shifts), or rhetoric and inertia, avoiding real change and manipulating discursive frames. A strategic approach is based on systematic, selective, or targeted measures, and it includes different reactions to the crisis, such as a directive, hollow, or communitarian approach. In light of the different approaches available to public administrations for addressing an economic crisis, attention turns to the factors that determine such a choice. Public administrations’ responses to austerity are shaped by external and internal determinants. The external drivers make the crisis faced by each public administration longer or more severe and shape the way public managers react. External forces include economic and social features of the environment in which the public administration operates as well as national austerity policies. According to the literature, the harsher the fiscal stress, the more likely it is that targeted cuts will be adopted, instead of an across-the-board approach that doesn’t take into account the different levels of efficiency of public administrations or the strategic priority of different policy areas. Internal forces influencing crisis management approaches are financial and fiscal dimensions, such as financial autonomy (reliance on central government for revenue), spending autonomy and flexibility, degree of fiscal stress, and financial vulnerability. All these forces influence a proactive response to the crisis. Another key factor is leadership: the literature is excessively focused on incentives faced by political leaders, and few studies examine the role of administrative leadership. Finally, the crisis management approach matters in terms of impact; the literature developed after the 1970s and 2007–2008 global economic crises all agrees on this. Such a link, however, is difficult to assess. Strategic and longer-term approaches seem to favor the strengthening of trust, resilience, and avoidance of electoral costs, whereas shorter-term changes lower employee morale, create recruitment and retention problems, cause loss of managerial expertise, cause distraction from the core purpose of the service, and increase costs.
