Modeling the possibilities of entrepreneurship existence in the Chuvash Republic

Subject. This article analyzes the conditions for the existence of entrepreneurship and business undertakings in the Chuvash Republic. Objectives. The article aims to assess the possibilities of entrepreneurship existence in Chuvashia using mathematical modeling. Methods. For the study, I used a systems approach in the form of mathematical modeling of holistic changes in statistical and cluster analysis results. Results. The article explains the basis of business activity as self-movement, caused by economic contradictions. Conclusions and Relevance. The opportunities for entrepreneurship in Chuvashia are due to the potential and conditions of overcoming the economic structure limits, which become obvious in international trade. The results of the study extend the scope of knowledge, and form new competencies for making managerial decisions to ensure the existence and development of entrepreneurship in lagging regions.

Subject. The article addresses a strategy for socio-economic development of the region. Objectives. The purpose is to define contradictions and opportunities to achieve the expected results of the "Strategy of Socio-economic Development of the Chuvash Republic until 2035". Methods. The study rests on the systems approach, using the methods of statistical, neural network, and cluster analysis. Results. The statistical analysis of trends in expected outcomes of the Strategy implementation enabled to build a median hierarchy of their growth rates, where the indicator of an increase in the number of visits to cultural institutions is a priority in setting the goals for the region’s development. The neural network analysis demonstrates the importance of the growth rate of real accrued wages of employees of organizations and the insignificant value of the increase in the number of visits to cultural institutions for effective achievement of all objectives of the Strategy. The cluster analysis shows the importance of growth rates of indicators of the proportion of organizations engaged in technological innovations, and the proportion of shipped innovative products. The analysis of growth rates of GRP and expenditures of the consolidated budget of the Chuvash Republic reveals a decrease in the cyclical lag of the first dynamic pattern from the second one. Conclusions. For the Chuvash Republic, a strategic priority is to overcome the GRP growth limit through the innovative development of backbone areas of economic activity.

Subject. The article addresses the foreign trade competitiveness of the region. Objectives. The aims of the study are to investigate the efficiency of international trade of the Chuvash Republic; to conduct aggregated and segmented assessment of foreign trade competitiveness of the Chuvash Republic, and to provide recommendations for improving the trading performance. Methods. The study rests on the systems approach, using the statistical and cluster analysis. Results. We considered the current condition of the Russian economy, highlighted the main problems of its development, and substantiated the possibility of resolving them through increasing the efficiency of foreign trade at the level of the country and its regions. We performed an aggregated and segmented assessment of foreign trade competitiveness of the economy of the Chuvash Republic. It enabled to reveal strengths of importer countries in the general commodity turnover and seasonal fluctuations of exports. Our recommendations for improving foreign trade competitiveness rest on the cluster analysis of significant imports and exports. This analysis unveiled countries that contribute to turnover growth in the Chuvash Republic, as well as the main groups of commodities contributing to the balance of sales volume. Conclusions. To improve the competitiveness of foreign trade of the Chuvash Republic, it is crucial to increase the efficiency of trade flow, i.e. imports from Belarus and the Netherlands, and exports to Armenia and Lithuania.

Subject. The study determines directions for developing the business activity in the Russian regions. Methods. The study is based on the systems approach and methods of statistical, neural network and cluster analysis. Results. I review the current aspects of the regional business development when business rules are changed due to the COVID-19 pandemic. The article scrutinizes the concept of entrepreneurship in terms of historical development and legal status. Having conducted the content analysis of the business activity in a lagging region of the Russian Federation, I found its highest concentration, with small businesses (and microbusinesses) taking the lead and maintaining the employment. Businesses tend to trade in goods of other producers, thus decreasing the average headcount for smaller businesses, including microbusinesses. Studying the hierarchy of economic activity types small businesses engage in by share of investment in the capital stock (in terms of new and imported fixed assets), I note the unprofitable investment n such foreign trade activities, such as Agriculture, forestry, hunting, fisheries and fish farming, and Construction. The dynamism of small businesses drops earlier, longer and deeper if compared to sole proprietors. In a lagging region, smaller business forms can evolve only if they deal with trade. Conclusions and Relevance. The content analysis of the Russian regional business gave an understanding of its development limits from perspectives of a lagging region, which determines the growth rates of business activity in Russia. The content analysis reveals high growth rates of trade in goods that smaller businesses sell, without being their producers. The findings contribute to the knowledge and competence of specialists working for the Russian Ministry of Economic Development to make consistent managerial decisions concerning the distribution and redistribution of investment resources.

This article studies the scientific research literature that focuses on the terms related to international trade and sustainability. For this, a bibliometric analysis using the Web of Science database and a cluster analysis on the results obtained carried out. With regard to the results, it can be pointed out that, despite being closely linked, the terms have opposing characteristics and are included in a wide variety of research trends such as those related to agriculture, industry or carbon footprint. This article is of special importance for researchers who want to have a holistic view of international trade and sustainability by identifying its main indicators in the scientific literature.

Subject. The article addresses conditions for sustainable development of the Russian economy. Objectives. The purpose is to link the limit of sustainability of the Russian economy with required conditions. Methods. The study draws on the systems approach, using the methods of statistical, neural network, and cluster analysis. Results. I describe scientific ideas about sustainable development of economy, which have been developed in theoretical and practical activities. The World Bank data on environment, social affairs and governance on 17 key sustainable development topics, covering environmental, social and management categories, are used to determine conditions for sustainability of the Russian economy. The neural network analysis of the importance of indicators’ rate of increment shows a hierarchy of priorities. The cluster analysis of indicators’ rate of increment identifies significant clusters. The analysis of key priorities of sustainable development of the Russian economy enables to reveal significant deviations in political stability and in access to electricity. Conclusions. Conditions for sustainable development of the Russian economy are determined by their proximity to the United Nations Sustainable Development Goals. Identifying these conditions in the globalizing world creates an understanding of the real limit and opportunities of the country's development.

Summary The Health Promoting University (HPU) concept encourages universities to incorporate health into the university culture, processes and policies in an effort to promote the health of the university community. Universities worldwide have adopted the approach and a framework for action has been developed to guide universities to become a HPU. However, information on how universities translate the framework into actions is scarce. This study explored the way in which 54 universities from 25 countries across the world implemented the HPU framework. An online questionnaire was used to assess the action areas and items of work addressed by the universities and to determine their adherence to the components of the HPU framework: use of the whole systems approach; multiservice collaboration; recognition by the university authorities; funding availability; membership of a HPU network and evaluation of the initiative. The results showed that these components were addressed by most universities. A Multi Correspondence and cluster analysis identified four types of universities based on the implementation of the components: ‘emerging’ HPUs that are not recognized by the university authorities and tend to not apply the whole systems approach or evaluation of the initiative, and ‘established’ HPUs that are recognized by the authorities, apply the whole systems approach and evaluate the initiative but that differ with regard to funding and membership of a HPU network. These results demonstrate that universities implement the HPU framework for action differently in order to become a Health Promoting University.

Subject. The article considers the symbiosis of Russia with developed countries. Objectives. The purpose is to identify conditions and possibilities for the symbiosis of Russia with advanced economies to establish a process of concentrated internationalization of financial capital for the market economy development completion, formation of full-fledged capitalism with stable dynamics of productive forces. Methods. The study rests on the systems approach, using the methods of descriptive statistics, neural network, nonparametric and cluster analysis. Results. The study reveals favorable conditions for the symbiosis of Russia with developed countries. They appear due to low requirements to the volume and connectivity of attracted high-tech capital. This enables to use the potential of small countries, motivating them to satisfy their ‘resource hunger’. Russia's transition to the said symbiosis is hindered by the policy of smooth devaluation of the national currency, which is used to increase the growth rate of total government expenditure and current GDP, and adversely affects the growth rate of gross national saving. Conclusions. The grounds for emergence of conditions and opportunities for the symbiosis of Russia with developed countries include the high values of financial development and low economic growth in Russia against the declining growth rates of the world economy and weakening of globalization process. The basis of Russia's symbiosis with developed countries is the mutually agreed necessity to internationalize capital in the form of investment financial institutions, which increase its concentration in production for the development of productive forces in conditions of the increasing risk of global recession.

Subject. The article focuses on the modern financial system of Russia. Objectives. I determine the limit of the contemporary financial system in Russia. Methods. The study is based on methods of descriptive statistics, statistical and cluster analysis. Results. The article shows the possibility of determining the scope of the contemporary financial system in Russia by establishing monetary relations as the order of the internal system and concerted operation of subsystems, preserving the structure of the financial system, maintaining the operational regime, implementing the program and achieving the goal. I found that the Russian financial system correlated with the Angolan one, and the real scope of the contemporary financial system in Russia. Conclusions and Relevance. As an attempt to effectively establish monetary relations and manage them, the limit of the contemporary financial system is related to the possibility of using Monetary Aggregate M0 to maintain the balance of the Central Bank of Russia. To overcome the scope of Russia’s financial system, the economy should have changed its specialization, refocusing it on high-tech export and increasing the foreign currency reserves. This can be done if amendments to Russia’s Constitution are adopted. The findings expand the scope of knowledge and create new competence in the establishment of monetary relations, order of the internal system and concerted interaction of subsystems, structural preservation of the financial system and maintenance of its operational regime.
