Social policy of the regions: Reducing poverty among families with children and stimulating fertility

Subject. This article analyzes the differentiation of the subjects of the Russian Federation in terms of fertility and material well-being of average-revenue families with children, and considers maternal capital as a regions' social policy aspect. Objectives. The article intends to justify the priorities of the Russian Federation subjects' social policy in the context of the expansion of federal subsidies for multiple-child families, based on an analysis of the relationship between the well-being of families and fertility. It also aims to develop general recommendations for groups of actors to improve social policy in the face of budgetary constraints. Methods. For the study, I used general scientific, economics and statistics methods of research. Results. Combining the subjects of the Russian Federation in eight clusters, close in birth rate and material well-being of families, the article offers general recommendations on the choice of priorities of regional social policy. The article shows that maternal capital gets transformed into a lump-sum benefit to support the current revenues of low-income families. Conclusions. To secure demographic increase, maternal capital must be paid from the Federal budget at the birth (adoption) of each child in the family without additional conditions, regardless of the region of residence. The eradication of poverty among families with children and support for multi-child parenting should be key priorities of the social policy of the regions.

In this article, the authors conducted a comprehensive study of the main directions of the modern social policy of the Russian Federation in relation to low-income citizens living alone and low-income families. Namely, based on the analysis of doctrinal sources, the provisions of international acts and the norms of the current Russian legislation: we formulated the definition of the concept of "poor"; justified the opinion that it is necessary to use a set of objective indicators and indicators to determine a decent standard of living. The identified problems and the proposed system of scientific views significantly expand the previously obtained theoretical teachings on the types and forms of state social support and protection of low-income families and low-income citizens living alone, considering the realities of modern politics and trends in the development of the Russian Federation.

The subject of this research is the changes in the Russian social security legislation during the spread of new COVID-19 infection. The article examines the transformation of material legal relations associate with granting allowance for temporary incapacity for work, unemployment compensations, lump-sum payments and monthly payments to families with children. The author meticulously analyzes the questions of legal regulation of the additional compensations to various categories of citizens, established by the normative legal acts of the constituent entities of the Russian Federation. Special attention is paid to the implementation of distance interaction of citizens with the social security bodies of the Russian Federation, as well as the possibility to render assistance without the need to apply. The scientific novelty of this work consists in the comprehensive research of the dynamics of social security legislation aimed at neutralization of negative consequences of proliferation of the new COVID-19 infection and maintenance of the level of well-being of the citizens. The author’s special contribution lies in determination and analysis of the grounds for granting social security at the time of pandemics, as well as changes in the size of compensations. The conclusion is made on underutilization of resources of the compulsory social insurance, which led to the need for implementation of a set of new measures on social security of the citizens on the federal and regional levels.

The article deals with the theoretical, methodical and practical principles of forming a new model of targeted social support of low-income families with children on the basis of guaranteed minimum income. Approbation of the new approaches to targeted social support of low-income families with children was implemented in Vologda oblast. The target representative sample was 70 families. It has been found out that after the targeted social support under the current legislation (lump-sum payments excluded), basic income in these families averaged 35.3 per cent of the differentiated equivalent subsistence minimum, thus being evidence of the inefficient state social assistance. The author has substantiated introducing additional monthly targeted social payments to parents besides the set regular payments (additional family poverty benefit) that will enable families to improve their economic sustainability. He substantiated a number of threshold values of the guaranteed minimum income that would ensure current consumption ranging from the cost food basket up to the size of the differentiated equivalent living standards of families, depending on the financial capacity of the regional budget. The guaranteed minimum income of low-income families with children averaged 54.6 per cent of the regional differentiated equivalent subsistence minimum. There have been developed methodical recommendations for identifying untapped socio-economic potential of families as a source of raising income from employment, as well as criteria for removal of families from the recipients of targeted social assistance in the form of cash benefits. Proposals on correcting the current legislation on the state social support have been formulated.

We present statistical data on the number of low-income population and low-income families in the Russian Federation. The concepts of “low-income”, “low-income family”, “living wage” are characterized. The problematic field of low-income families is studied. The main reasons for the increase in the number of low-income families in the Russian Federation are revealed. The relevance of the research topic is substantiated. Measures are listed to improve the quality of life of low-income families within the framework of state social policy. The legal framework for social work with low-income families is studied. The essence, stages and principles of the social counseling technology are considered. We list the main personality traits that a specialist in social work should have. The need for social institutions to use the social counseling technology when working with low-income families is revealed and substantiated. The developed and implemented social project to inform low-income families using the social counseling technology is presented. The relevance is substantiated and the effectiveness of the implementation of this social project is proved. The novelty and practical significance of the project is revealed, which consists in the pos-sibility of increasing the level of awareness of low-income families on social and legal issues, in the cooperation of efforts of various social institutions in solving the problems of low-income fam-ilies, in attracting and training volunteers to acquire the necessary knowledge on social and legal issues.

Clarification of target groups of Russian citizens for the implementation of the financial education strategy. The Main Provisions of the Article. In today's reality, financial literacy is becoming a necessary skill for personal and social well-being. In the conditions of active development of the financial market, increasing financial literacy of the population provides citizens with the opportunity not only to effectively use various financial products and services, make profitable economic decisions, but also to be full participants in the entire socioeconomic system of the state. However, currently there is a fairly low level of financial literacy of Russians, and this trend is observed from year to year, due to the complexity of the financial market as a whole, an erroneous idea of the essence of certain concepts, and as a result, the construction of financial strategies in accordance with this understanding, and this may indirectly indicate the inefficiency of the current system for improving financial literacy of Russian citizens. To implement the strategy of improving financial literacy of the population, first of all, it is necessary to clearly understand who will receive the training. It is a well-thought-out classification of target groups that is the basis for building a system of financial education, forming a methodological basis, training specialists to broadcast financial knowledge and creating educational channels. According to the author, it is recommended to clarify and supplement the existing classification of target groups, approved by the current strategy for improving financial literacy in the Russian Federation for 2017-2023, by including such categories of citizens as preschoolers, citizens with disabilities, vulnerable segments of the population (orphans, children in orphanages and boarding schools), as well as to clarify the current structure of the "adult population" group, dividing it into low-income citizens and families, and citizens with medium and high incomes (including families). In addition, it is recommended to divide each target group by the level of available financial knowledge and skills, which will allow you to create a targeted, personalized, thoughtful training system that promotes financial literacy, awareness as well as evaluate the results of such training.

The article makes an attempt to analyze a new type of social assistance to low-income citizens, low-income families, as well as citizens in a difficult life situation in order to formulate proposals for its improvement. The President of the Russian Federation Vladimir Putin during the meeting with senators held on 23 September 2020 pointed out that "One of the key factors in war on poverty is the social contract" (https://ria.ru/20200923/bednost-1577654986.html). The social contract is a very effective type of social assistance, as it is aimed to activating the citizens themselves in increasing their level of material security. As a result of the contract, they get the opportunity to find a permanent income, including by opening their own business or running a personal subsidiary farm, solve their difficult life situation, retraining. Despite the positive dynamics of the increase in the number of signed social contracts, the mechanism of these contracts itself needs to be improved. In particular, the author suggests that social protection institutions move to proactive social work with poor citizens, informing them more fully about the features of the social contract. It is also proposed to transfer the distribution of quotas for the conclusion of a social contract in various areas of the activities carried out within its framework to the subjects of the Russian Federation, to revise the terms of the social contract in the direction of «job search».

The principles of drawing up the Federal Budget for 2021–2023, adopted in December 2020, are based on macroeconomic conditions. The probability to fulfill these conditions can’t be rated as high. In addition, these conditions ignore a number of significant threats to  the  economic  security  of  the  Russian  Federation  caused  by;  the  continuation  of  the COVID-pandemic  in  2021  and  the  increased  risk  of  similar  threats;  the  reduction  of the  trade  balance;  the  continuation  of  the  general  reduced  in  the  level  of  the  Russian population’s well-being, and by the lack of resources for investments. It is also impossible not to draw attention to the fact that within the framework of the budget concept, they set up a task to ensure the growth rate of the national economy at the level of a stagnant three  percent.  Moreover,  in  the  context  of  the  ongoing  development  of  the  pandemic, the President of the Russian Federation postpones until 2030 the achievement of many important goals that they forecast to achieve by 2024. Therefore, the trend of a long-term policy of sluggish, and in principle decaying, economic development with the minimization of inflationary processes at the level of four percent is forming. At the same time, budgeted principles generate not only the direction and dynamics of socio-economic development of the Russian Federation, but the same pace and guidelines for the development of the subjects  of  the  Russian  Federation.  But!  Today,  new  trends  in  the  development  of  a rapidly transforming post-pandemic economy require the search for new internal drivers of development, including financial ones, require a transition to a model of breakthrough economic growth at both at the federal and regional levels. The country is entering an economy that has other priorities. So, we need other rules of fiscal policy.

In the first half of 2021, positive trends in the economy led to a pronounced increase in revenues of the consolidated budgets of RF subjects. Corporate income tax and personal income tax receipts increased most significantly. In most subjects of the Russian Federation, this year’s revenue growth has compensated for last year’s drop, but in a number of regions whose economies have a raw material orientation, the 2019 pre-crisis year indicators have not yet been exceeded. The total amount of the federal transfers remained practically at the level of 2020. At the same time, the structure of this aid has changed significantly. Unconditional grants receipts have decreased and subsidy receipts have increased significantly. The growth of expenditures of sub-federal budgets lags behind the dynamics of revenues, ensuring a pronounced budget surplus. The main areas of spending remain social policy, education and the national economy. Federal subsidies account for a significant portion of the increase in spending on social policy. The high growth rate of expenditures on the national economy is largely ensured by one subject of the Russian Federation Moscow. Health care spending, which grew ahead of schedule in 2020, has declined this year, but remained above precrisis 2019 levels. While in general all subjects of the Russian Federation executed their consolidated budgets in the first half of the year with a surplus, in a number of regions there is a budget deficit. In several regions, the surplus values turned out to be very significant due to the growth of income, which was not predicted.
