Estimates on poverty in Russia and the additional measures to reduce it at the regional level

Subject. This article deals with the issues of social justice and a high quality of life, creating favorable economic and social conditions. Objectives. The article aims to assess the rate and changes in poverty in Russia and the Republic of Bashkortostan and develop complementary measures to reduce it. Methods. For the study, I used the methods of logical, comparative, economic and statistical analyses, the results of sociological studies, and official statistics. Results. The article highlights additional measures to reduce poverty in the region, including the establishment of a minimum social standard of living in each particular region that determines the poverty rate. Conclusions. Various factors, such as economic sanctions, economic slowdowns, territorial and regional imbalances, lead to living standards decline and poverty rise.

The paper presents the results of many-year research into the origin, preservation and rational use of the genetic resources of native livestock breeds in the Republic of Sakha (Yakutia). These breeds are characterized by high adaptability to extreme housing conditions and severe environmental conditions. They are not exacting about feeding and are distinguished by high quality of the produce (milk, meat, sldn and products of their processing). The article analyzes natural climatic, historic, social and economic developmental characteristics of Yakut animal husbandry. The main stages of the concept implementation for breeding and raising cattle of the adapted type on the regional level are described. Themolecularandgeneticresearchtestify to the unique genetic structure of native livestock breeds (Yakut cattle, horses and reindeer). The genetic unique character and adaptability of Yakut cattle, horses and reindeer to the harsh conditions make them a valuable material for further breeding work and research into adaptation mechanisms.

Abstract The concepts of ‘standard of living’, ‘quality of life’ and ‘lifestyle’ are analysed in a comparative manner. The author has made a rating assessment of the regions of the Republic in terms of living standards based on a set of 10 statistical indicators. As a result, regions of Uzbekistan with a relatively high and relatively low standard of living were identified.

In modern conditions, research related to the assessment of the effectiveness of local self-government bodies is very relevant. The demand for monitoring and analysis of efficiency of activity of local governments is the possibility to determine the correctness and effectiveness of chosen activities. The scientific novelty of this study lies in the methodology, namely in the use of an interdisciplinary approach to this problem, based on the use of a set of economic, sociological and statistical techniques and methods. The article reveals the role and significance of the average monthly accrued salary of employees (one of the main indicators of the standard of living of the population at the municipal level) from the position of an indicator for evaluating the effectiveness of local self-government bodies in the Republic of Bashkortostan. The author presents an analysis of the trend, level and degree of wage differentiation in various areas. In the study using correlation analysis identified a medium link between satisfaction with public activities of the head of the municipality and the level of wage workers (according to the municipal statistics). The author suggests ways to improve the existing methodology for assessing the effectiveness of local self-government bodies. The author comes to the conclusion that it is necessary to include in the system of indicators for assessing the effectiveness of local self-government performance criteria for wage differentiation (the scope of variation, the coefficient of funds of the coefficient of variation). It is also necessary to clarify the methodology for assessing the effectiveness of local self-government bodies in terms of the criteria for satisfaction of the population with the activities of the head of the municipality, mainly in relation to indicators of the level and quality of life of its population.

This article is devoted to the application of an integrated approach in the study of the quality of life of the population of the North Ossetia. Aspects of the specifity of objective and subjective approaches are substantiated. The increasing importance of the concept of “quality of life” in the XXI century is indicated. A review of sociological studies of the level and quality of life in Russia, as well as a range of monographic works on the analyzed issues. The results of empirical sociological studies in 2014 and 2018 (a study of the quality and standard of living of the population of North Ossetia and a study of the social wellbeing of the population of North Ossetia using the methodology developed by Lapin N. I. and Belyaeva L. A.) are presented.

In this work the analysis on description of rural settlements boundaries of the Republic of Bashkortostan, based on the experience of other sub-federal units of Russian Federation was made. A range of weak points in collected input data was defined. In total, of 54 municipal districts of the Republic of Bashkortostan (818 rural settlements), 44 districts showed nonconformity of feed data details to regulatory requirements. And the main reason for this is a low quality of input materials such as base maps at scale 1

One of the most important factors affecting the health of modern youth is nutrition. Taking into account the timeliness of this problem, a research aimed at improving the quality of nutrition for students of higher education institutions of various fields of study (Ufa, the Republic of Bashkortostan) was executed. A software directed at studying the nutritional composition of the diet of students was developed, registered and tested. The development and implementation of the program were carried out taking into account regional features of nutrition of the population of the Republic of Bashkortostan. The food ration of university students of various fields of study was also evaluated according to food groups. The insufficiency of the daily ration based on a number of indics was revealed (according to nutritional composition and food products. The nutritional status of students according to the level of insufficiency of daily intake of nutrients in order to identify the degree of risk of abnormalities in the state of health development was evaluated also. According to the document of the Government of the Russian Federation “Fundamentals of the state policy of the Russian Federation in the field of healthy nutrition of the population for the period until 2020”, implementation the development of a set of measures aimed at reducing the prevalence of diseases associated with nutrition is one of the main directions of the state policy in the field of healthy nutrition. In this regard, a conceptual medical-pedagogical model aimed at forming a system of values in relation to healthy lifestyle among students was developed. Currently, there was executed an evaluation of the effectiveness of this model in the educational process of the M. Akmulla Bashkir State Pedagogical University. There was also been studied content of macro- and microelements in the venous blood of the students based on the changes in the quality of nutrition. There was also conducted analysis of hygienic conditions of students’ educational environment of leading universities in Ufa (the Republic of Bashkortostan).

Standard of living reflects the objective dimension of how well the basic needs of life are met, while quality of life is the patient's own subjective view of well-being and satisfaction with her/his life. Sixty-one schizophrenic out-patients completed self-report inventories and participated in interviews about quality of life and standard of living. When living standards were met by a well functioning social service system, patients' perceptions of their quality of life and their standard of living appeared to be independent. Subsequent analyses revealed that ‘inner experiences' was one quality-of-life domain frequently reported as unsatisfactory. Moreover, differences in quality of life were found across patients' age, education, and work status.

The determining content and quality of such training in the education system are innovative processes: complex, mutually influencing and mutually enriching processes. The choice of an innovation-oriented development path contributes to the provision of the education system with a high quality of training of specialists and an increase in the integration level of the market of educational services into the labor market by attracting faculty and students to the innovative activities of the republic's economy sectors. This will make it possible to orient the modern system of higher education towards a science-intensive, practically directed system of training and retraining of specialists [1].
