In the process of creation the knowledge-based economy, the development of higher educa-tion and the courses that respond to challenges of civilization, plays a very important role. In thecircumstances of the acceleration in the processes of globalization and European integration,the potential and the quality of higher education is a very important factor of the social andeconomic and cultural development. It enables the improvement of the competitive position oflocal, regional, national and international structures. The knowledge is the main resource ofboth organizational and personal development.The article presents the important national and European documents that take knowledgebased-economy and increasing innovation economy as the priority. Also it presents the docu-ments showing the main directions of research. The author emphasizes the difference betweenpotential of science in European Union and the development of knowledge-based economy innational and regional structures.

Interdisciplinary academic research is one way to improve education quality via research as this implies scientific development, incorporating high technology into academic processes as well as formulating innovation-driven processes and services. Having these objectives in mind, the current project seeks to act along two major directions: on the one hand, improving the quality of academic research, on the other hand boosting its efficiency and noteworthiness on a world scale. The first vista aims to strengthen academic research capacities, which must be achieved by having education processes meet knowledge-based economy exigencies. From the perspective of this research under discussion, this paper explores the effects of European integration on the quality of Romanian economic higher education in its positioning on the European educational market and the attempts to define its specific profile in the central and eastern-European area. The authors raise questions regarding the roles universities want to play in the future, regarding the awareness towards the needs of the institutions, the needs of the teaching and research staff and, mainly, the needs of the students. On a particularly aggressive market, it becomes necessary that Romanian academic research and higher education on the Academy of Economic Studies should reflect on the first lessons which the new status of the country's European Union membership gives to the Romanian prestigious universities.

Perguruan tinggi merupakan satuan penyelenggara pendidikan tinggi sebagai tingkat lanjut jenjang pendidikan menengah di jalur pendidikan formal. Kualitas perguruan tinggi, khususnya perguruan tinggi di Indonesia diukur berdasarkan 9 standar utama. Salah satu aspek yang berpengaruh ialah mahasiswa dan lulusan. Ketepatan waktu studi mahasiswa adalah hal yang penting dalam perguruan tinggi. Ketepatan waktu mahasiswa dalam menyelesaikan studi menjadi salah satu penunjang penilaian kualitas perguruan tinggi. Metode Naïve Bayes dapat digunakan untuk memprediksi ketepatan lama studi. Klasifikasi Naïve Bayes dalam penelitian ini menggunakan beberapa variabel yang sangat erat kaitannya dalam menyelesaikan studi khususnya pada aspek sosial ekonomi mahasiswa. Adapun variable dari sisi sosial dan ekonomi tersebut diantaranya jenis kelamin, nilai IPK, tempat lahir, tipe sekolah, jumlah keikutsertaan organisasi, tingkat ekonomi, dan dukungan orang tua. Pada penelitian ini, metode Naïve Bayes diimplementasikan pada kasus prediksi lama studi mahasiswa menggunakan 200 data set. Hasil penelitian menunjukkan tingkat rata-rata akurasi sebesar 80,5% dengan menggunakan K-Fold Cross Validation diperoleh standar deviasi 3,02%.   Higher education is a higher education provider unit as an advanced level of secondary education in the formal education pathway. The quality of tertiary institutions, especially tertiary institutions in Indonesia, is measured according to 9 main standards. One influential aspect is students and graduates. Timeliness of student studies is important in higher education. Timeliness of students in completing their studies is one of the supports for assessing the quality of higher education. The Naïve Bayes method can be used to predict the accuracy of the study duration. Naïve Bayes classification in this study uses several variables that are very closely related in completing studies, especially on the social economic aspects of students. The social and economic variables include gender, GPA, birthplace, type of school, number of organizational participations, economic level, and parent support. In this study, the Naïve Bayes method is implemented in the case of prediction of student study duration using 200 data sets. The results showed an average level of accuracy of 80.5% using K-Fold Cross Validation obtained a standard deviation of 3.02%.

Today’s learning landscape differs greatly from that of a few years ago (Bates, 2015; Daniel, 2016; Mathes, 2019; Ossiannilsson, Williams, Camilleri, Brown, 2015). The main global challenges highlighted so far and affecting and influencing education are globalization, changing demographics and increasing digitization (Schwab, 2016). The United Nations’ UNESCO sustainability goals aim to meet these challenges (2015a; 2015b). In the field of education, the SDG4 focuses on education for all through its core areas of access, equity, equality, equality, inclusion and lifelong learning. Mobile learning is the first choice for most people today. The way learners learn is changing dramatically, due to the fourth industrial revolution, not just the way we learn, but also the way we live, perform, communicate, and interact (Schwab, 2016). Today, learning is possible anywhere, anytime and through any type of device. In the context of globalization and the knowledge-based economy, the quality of higher education is increasingly seen as strategically important for national economic development and competitiveness. High quality and relevant higher education provide students with the knowledge, skills and transferable core competences they need to succeed after graduation, in a high-quality learning environment that recognizes and supports good learning and teaching. The combination of educational technologies is both natural and demanding, so quality aspects must be taken into account (Bates, 2017, Daniels, 2016, Heurtas et al., 2018).

Starting from the fact that higher education is an activity of special social interest and the initiator of the development and improvement of society, in theory and teaching practice questions are often asked regarding the quality of higher education and the possibility of its improvement. The quality of higher education in terms of the increase in its effectiveness is one of the shared aims of the Bologna convention, that is, the current reform process in European countries. It is determined by the quality of the study programs and the quality of the teaching process, which requires a competent teacher, prepared for the process of innovating teaching plans and programs, and the realization and improvement of the teaching practice. Considering the social importance of education and teaching, research into the social group which performs work-related tasks in the educational process, as well as into the quality of the teaching itself, is of special importance. The paper presents the results of research regarding student perceptions of the characteristics of teachers manifested during the course of educational practice in higher education institutions, which were based on the following: the human, professional and pedagogical qualities of teachers, the quality of the university education/teaching process and learning outcomes/learning achievements (the prevalence of theoretical knowledge, practical application of knowledge, etc.). The aim of the paper is to, on the basis of three empirical studies, from a sociological standpoint evaluate the perception of the social role and competencies of teachers and the quality of university education from the viewpoint of the student youth(in 2009, 985 students from 30 colleges in Serbia were surveyed, in 2012, 2208 students of the University of Niš (818), University of Bitolj (804) and the University of Veliko Trnovo (586), and in 2019, 374 students from 13 faculties of the University of Niš). The empirical findings indicate that teachers are qualified professionals who lecture clearly, comprehensively and are able to emphasize the most important points, but that their lectures are still insufficiently interesting, and that they are often unjust and biased. Considering the noted differences between the competencies of teachers working in higher education settings, and the quality and outcomes of the teaching/learning, “models” of teaching/learning have been proposed in this paper for each of the countries included in the study (Serbia, Macedonia, Bulgaria). Based on noted disparity between theory and teaching practice, the paper points to the need for new scientific research in the context of reform processes in higher education, with the continued redefinition of its goals and tasks with the aim of improving the quality of the teaching process and teaching practice.

The present century is an age of knowledge-based economy. Though India's achievement in the field of higher education in the post-independence period is remarkable, gross enrollment ratio in higher education and the quality of higher education in India is not encouraging. ICT infrastructure is one way of stimulating growth in national innovation and economic productivity. According to NSSO survey in India, in higher education, 85.4% of students are able to operate computers, 81.6% of students are able to search the internet, and 78.2% of students are able to e-mail. The Government of India has taken various innovative strategies in higher education including online courses and facilities. The chapter has also highlighted different digital initiatives in higher education in India. In India MOOCs are offered by SWAYAM, IITBX, mooKIT, and NPTEL. Other digital innovation includes E-PG Pathshala, SWAYAM Prabha, e-Shodh Sindhu, Shodh Gangotri, Shodhganga, AISHE, National Academic Depository (NAD), etc.

A market paradigm shift towards a ‘knowledge-based economy’ means Australia is moving towards a major skills crisis whereby the workface will lack skills attainable from higher education. Moreover, those from low socio-economic backgrounds, and who are confronted with disadvantage, still face challenges in gaining entry to university. The Fast Forward Program (FFP) aims to increase attainment of higher education for X high school students in years 9–12, with a focus on dismantling the social barriers preventing attainment. To achieve this aim, the program hosts a range of student and parent in-school workshops and on-campus visits. To capture the social impact of the program for all participants, the social return on investment (SROI) methodology was implemented. The SROI ratio is represented as a return in dollar value for every dollar invested; due to the success of the program, the investment represented $5.73 for every $1 spent. The key findings indicated that students and parents gained a deeper familiarity and understanding of university which, in turn, created a deeper confidence and motivation for students to enter higher education. Additionally, participants reported being able to better use their time to cater for study, and were more comfortable about going onto a university campus.

The objective of the current research is to analyze the relation between the variable of leadership performance and its dimensions (independence, innovation, proactive, competition and risk competition) and the variable quality of higher education represented by its dimensions (strategy of higher education organizations, quality of faculty member, quality of curricula, Collectively and individually.       The research was designed to raise several questions about the nature of the relationship and the impact and the difference between the two variables of research, and was developed a hypothesis of the research consisting of five hypotheses President have been subjected to multiple tests and adopted the questionnaire method of data collection and analytical descriptive approach to describe the variables of research and their dimensions and analysis, Teaching in public and private universities in the city of Erbil and a sample was selected based on the scientific title and the years of university service amounted to (306) teaching, and after the distribution of questionnaire on the sample prepared (258) form valid for analysis, Through the application of SPSS V.20. The research found a number of conclusions, the most important of which is the existence of a significant relationship between the two research variables, the existence of a significant effect on the leading performance in the quality of higher education, the existence of a difference in terms of the effect of independent variable dimensions in the dependent variable in the investigated universities, . In the light of these conclusions, a number of proposals were put forward, the most important of which is the interest of the universities in assigning faculty members who have leadership qualities to qualify them for administrative and scientific positions in order to ensure the quality of higher education and follow- Neutralize and develop them

Introduction. The article actualizes the problem of monitoring the qualitative indicators of higher education in modern Russian universities. The opportunities for monitoring to identify the levels of university graduates’ satisfaction with the obtained education considering the rapidly changing socio-cultural and economic conditions are disclosed. Goal: substantiation of heuristic possibilities for monitoring the quality of higher education in accordance with the social demand. Methods. At the basis of the study methodology lies the systemic approach allowing the authors to conduct a comprehensive analysis of the specific features of monitoring. The analysis, generalization, and classification of the main indicators constituting the foundation for the study of university graduates’ satisfaction with the quality of education are conducted. Results. The article presents the results of monitoring studies and proposes a classification of methodological and methodical approaches to the study of the topic. Scientific novelty. The topic of monitoring university graduates’ satisfaction with the quality of education allows the authors to explore the main relevant problems of modern universities and disclose the potential of higher education. Practical significance. The acquired study results can be used in further research, scientific and methodical developments, and project activity aimed at improving students’ satisfaction with the educational process and promote the quality of pedagogical work.
