Four-year postsecondary education institutions in Tennessee have sought systemic balance during a period of unprecedented change as a result of Tennessee Promise, a last-dollar scholarship program. The present study explored how administrators at four-year private, not-for-profit, and public-assisted postsecondary educational institutions responded to the need for structural change, as defined by Buller (2014) and Kezar (2013), through the delivery of orientation services. Investigators found that administrators reacted to anticipated change differently. Administrators who embraced the change sought to control the situation, create a culture of innovation, and seek coherence when the status quo was disrupted.

Purpose This paper aims to study waqf practice in Pakistan with regard to its utilisation in funding for higher educational institutions (HEIs) and investigates waqf raising, waqf management and waqf income utilisation. Design/methodology/approach The paper is based on the views of 11 participants who are actively involved in the waqf, its raising, management and income utilisation, and is divided into three subcategories: personnel of higher educational waqf institution, personnel of waqf regulatory bodies and Shari’ah and legal experts as well as archival records, documents and library sources. Findings In Pakistan, both public and private awqaf are existing, but the role of private awqaf is greater in higher education funding. However, due to lack of legal supervision private awqaf is considered as a part of the not-for-profit sector and legitimately registered as a society, foundation, trust or a private limited company. Waqf in Pakistan is more focusing on internal financial sources and waqf income. In terms of waqf management, they have firm guidelines for investing in real estate, the Islamic financial sector and various halal businesses. Waqf uses the income for developmental and operational expenditure, and supports academic activities for students and staff. Waqfs are also supporting some other HEIs and research agencies. Thus, it can be revealed that a waqf can cater a sufficient amount for funding higher educational institutions. Research limitations/implications In Pakistan, both public and private awqaf are equally serving society in different sectors, but the role of private awqaf is much greater in funding higher education. Nevertheless, the government treats private awqaf as a part of not-for-profit sector in the absence of a specific legal framework and registers such organisations as society, foundation, trust or private limited company. The waqf in Pakistan mostly relies on internal financial resources and income from waqf assets. As the waqf managers have over the time evolved firm guidelines for investment in real estate, Islamic financial sector and various other halal businesses, and utilisation of waqf income on developmental and operational expenditures, academic activities of students and educational staff, other HEIs and research agencies, it can be proved that the waqf can potentially generate sufficient amount for funding HEIs. Practical implications The study presents the waqf as a social finance institution and the best alternative fiscal instrument for funding works of public good, including higher education, with the help of three selected waqf cases. Hence, the paper’s findings offer some generalisations, both for the ummah at large and Pakistan. Social implications The paper makes several policy recommendations for policymakers, legislators and academicians, especially the government. As an Islamic social finance institution, the waqf can help finance higher education anywhere around the world in view of the fact that most countries grapple with huge fiscal deficits and are hence financially constrained to meet growing needs of HEIs. Originality/value The study confirms that the waqf can be an alternative source for funding higher education institutions whether it is managed by the government or is privately controlled.

AbstractFor almost 100 years, IUPAC has been well known around the world for its efforts in standardizing nomenclature in chemistry. At the start of the present century, it became clear to all involved in chemical structure representation work that, with the extensive use of computers and electronic information in all aspects of chemistry and related sciences, an IUPAC standard was necessary. From this critical need, the IUPAC International Chemical Identifier—InChI—project was launched in cooperation with the US standards agency NIST. The result of this effort has been the development, maintenance, and expansion of capabilities of the open source nonproprietary International Chemical Identifier (InChI), first by NIST and now by the InChI Trust, a not-for-profit UK charity. Over 100 chemical information specialists and computational chemists volunteer to test the software before a public release; this optimal quality control by a world-wide user community has led to improvements to and releases of the software with very few problems. The reliance on input from many volunteers enables the project staff to be restricted to two part-time contractors, a project director and a programmer, thus minimizing the running costs of the Trust.

The scholastic success of Bolongaia (Maria Lock), at the Parramatta Native Institution in 1819, arguably positions her as an academic giant. Bolongaia’s exam results challenged the opinions of the day when she ‘bore away the chief prize’. Bolongaia’s academic success was based purely on her acquisition of western based knowledges and values. In contrast, I was awarded a Masters of Indigenous Education in 2016. This academic achievement draws attention to a significant change in the positioning of Aboriginal Knowledges in the academy. This article is a letter to my ancestral grandmother, Bolongaia, to tell her about the Aboriginal women who have challenged the status quo of western based educational frameworks and research paradigms. This article honours the Aboriginal women who have paved a way for Aboriginal knowledges in mainstream educational institutions in ways that Bolongaia was unable to experience and perhaps even imagine in her lifetime.

The prevalence of a culture of law at a sample of 36 Arab universities is studied in this study. It examines four dimensions of the culture of law: reference to law and its related terms in the universities discourse; teaching of law programmes and law courses; activities practised at the university that raise legal topics; and perceptions of faculty and students on the existence of a culture of law at the university. The results showed that the culture of law is fair to weak. There was not a single university in the sample that was classified as ‘above average’ in terms of the four dimensions. Five universities – all private – were classified as ‘below average’, one of which was religious and the others for-profit. Both expressions ‘rule of law’ and ‘culture of law’ were absent from the discourse. Unlike the discourse, there was not a single university lacking in the law curricula, be it programmes or courses. The existence of a college of law at a university contributes to the expansion of the culture of law at the university. The culture of law is further expanded as well at private not-for-profit universities in comparison with for-profit ones. Public universities in Tunisia lag behind other Arab universities in discourse due to their lack of interest in developing websites, whereas they are ahead in curricula and perceptions. Paradoxically, almost nothing has been written about the issue of culture of law (and the rule of law) in Arab universities. Although there is an abundance of writing on academic freedom, it does not fill the gap. It is not the remit of this paper to investigate the rule of law at Arab universities; that would require data collection on facts, practices and stories, although such a project is badly needed. Instead, it investigates the culture of law, since the author believes it is a reliable indicator of the status of the rule of law.

Curriculum, while often conceived as a static entity delivered as a neutral set of facts arranged in disciplinary categories, is, in reality, a pedagogical artifact—a product generated as a result of decisions made by a range of stakeholders who represent different cultural imperatives linked to contested perspectives about the purposes of school. Students’ and teachers’ experiences of school, then, are dialogic performances of a curriculum that promotes various levels of power and privilege, as well as understandings of equity and diversity. Therefore, whether or not it is recognized, the curriculum delivered in schools serves to either maintain or interrupt the status quo. Given the number of students who participate in public education, curriculum contributes a great deal to shaping the national narrative. Curriculum contributes to social movements, and the nature of the curriculum determines the direction of the movement. Since curriculum development and implementation involves myriad decisions, influence is wielded by those with decision-making power. Social status and cultural capital, both of which are historically linked with political power, largely determine who makes curricular decisions, as well as how decisions are made. These conditions pose challenges for those who have been historically marginalized within educational institutions. Despite obstacles related to systemic inequities, different forms of curriculum can and do contribute to the creation and perpetuation of social movements. Moreover, educators who understand how educational institutions function, how curricular changes occur, and how curriculum can be a source of and vehicle for change can create conditions for transformative activist curricular movements.

Competence Management (CM) has been discussed in contemporary academic and practitioner literature as a managing tool of Core Competences. Most of the studies of CM deal with manufacturing sector and profit organizations. Very little is known about CM in services and almost nothing in not-for profit organization. No research report has yet been found in educational institutions. Although, CM is not only important in manufacturing and profit organizations but also important in non-profit, like educational institutions, in order to meet the required quality and competitiveness of 21st century's education. Thus, an attempt has been made in this research to study CM in the administration of one the top ranking University in a Nordic country. The result results reveal that competencies had been defined in individual, network and unit level, but lack of integration of a comprehensive CM framework unable the higher educational institution to achieve the benefits of core competence. Based on the empirical findings, some policy and research directions are given at the end of the research.  <br /> <br /><br />

&lt;p&gt;The IAPG (https://www.geoethics.org) was founded in August 2012 with the aim to increase the awareness of the geoscientific community on ethical, social and cultural implications of geoscience knowledge, research, practice, education, and communication.&lt;br&gt;In this perspective, geoethics has been initially developed in the context of geosciences, as a rediscovery by geoscientists, and in some cases as a real process of consciousness-raising, of the social role that they can and should play in support of society to face global anthropogenic changes.&lt;br&gt;Currently the IAPG can count on more than 2600 geoscientists (belonging to 130 countries) and its IAPG network includes also 32 national sections, working to develop geoethics by focusing on local specific issues of each country, and 3 task groups. Many international organizations recognize, appreciate and support results achieved by the association, through affiliations, agreements of cooperation and partnerships.&lt;br&gt;The IAPG has coordinated numerous publications, both books and articles, supports a book series on geoethics and a new scientific, open-access, not-for-profit, peer-reviewed journal on geoethics and social geosciences, and promotes a school on geoethics.&lt;br&gt;This presentation provides an update on the status of IAPG activities, and on future perspectives.&lt;/p&gt;

It is 1964 and high in the sky, flying in a figure-eight formation over a 200-mile radius and six Midwestern states, is a plane with a large 24-foot antennae hanging from its belly. Transmitting 24 separate courses recorded ahead of time then played back to member schools in six states, the Midwest Program on Airborne Television Instruction (MPATI) was designed to meet the need of providing educational television to a wider audience. In the late 1950s, the FCC decided that certain channels would be allocated for non-commercial educational use. Schools were bursting with students; teachers were in high demand and educators wanted television classroom instruction to ease their burden. Offering simultaneous programs to schools across the country similar to commercial networks seemed impossible. Hence, the Midwest Program on Airborne Television Instruction, a not-for-profit consortium of educational institutions and television producers, was born.

Delivering broader access to decent, affordable housing is a wicked problem – a seemingly intractable challenge that has incubated in a political space. There are numerous competing explanations of the housing cost crisis and each explanation reveals a particular political leaning and a preference for either incremental action (aimed at protecting the status quo) or deeper structural change, which would be difficult to achieve given that the housing crisis is differently experienced depending on the market position of particular groups and actors (generating divergent self-interest). This chapter unpacks the nature of the housing crisis as a wicked problem, showing how and why remedies are highly contested and single actions are unlikely to deliver the fundamental change that is needed – largely because housing has become the centre of economic gravity in many countries, owing to the financialisation of land and housing and increased reliance on asset sheet growth, as a substitute for productivity growth.
