O presente artigo objetiva analisar os efeitos desinentes às irregularidades nos provimentos dos cargos de livre nomeação, isto é, cargos em comissão e funções de confiança, bem como o papel do Ministério Público como agente fiscalizador da Administração Pública, mormente, em relação à regularização destas ocupações. Tais cargos em fidúcia representam uma excepcionalidade no quadro do funcionalismo estatal brasileiro ao dispensarem prévia aprovação em concurso público: trata-se, logo, de ocupações desprovidas de estabilidade, sustentadas pela confiança depositada pelo agente público. No entanto, a miríade de provimentos irregulares e os ruidosos desvios de finalidade nas repartições públicas do país têm comprometido a qualidade dos serviços públicos, bem como a gestão pública, mormente em relação ao Poder Executivo. O presente estudo desenvolveu-se mediante pesquisa bibliográfica e revisão de literatura embasadas em fontes de pesquisa tais quais jurisprudências, doutrinas, artigos científicos, notícias, leis e textos em geral, correspondendo, assim, a pesquisa documental com método indutivo. Concluiu-se, destarte, que o controle externo exercido pelo órgão ministerial configura fator essencial à fiscalização, correção e conscientização quanto aos vícios culturais e políticos inseridos nos provimentos dos cargos em fidúcia – máxime em razão de sua autonomia funcional e comprometimento com a defesa dos interesses coletivos –, desse modo, restabelecendo a qualidade almejada pela população em relação aos serviços públicos e reafirmando os princípios constitucionais basilares da Administração Pública.   PUBLIC PROSECUTION CONTROL OVER CIVIL SERVICE MANAGEMENT: A REVIEW OF COMMISSION POSTS AND POSITIONS OF TRUST   ABSTRACT The present paper aims to review the effects resulting from irregularities in the provision of free nomination posts, that is to say, commission posts and positions of trust, as well as the Public Ministry role as a supervisory agent for Public Administration, mostly regarding the regulation of those posts. Such fiduciary duty posts represent an exception for the Brazilian State Functionalism scenario when dismissing previous approval in public tendering: it is, therefore, an unstable position, maintained on behalf of the trust in the federal agent. However, a myriad of irregular provisions and misuse at government offices around the country has affected the quality of public services, as well as public management, mostly regarding Executive Power. The present study carried out a bibliographic and literature review based on research sources such as jurisprudence, doctrines, academic papers, news, laws, and texts in general, thereby corresponding to a documental research with the inductive method. Therefore, it was concluded that the ministerial body external control constitutes an essential factor for supervision, correction, and awareness concerning cultural and political behavior embedded with the provision of public posts in fiduciary duty- absolute in functional autonomy and commitment with defending collective interest. Hence, reestablishing the population’s desired quality regarding public service and reaffirming the Public Administration basic constitutional principles.   Keywords: Public Administration. The article is devoted to research of theoretical problems of the concepts of the subject and object of public marketing. The definitions of these concepts are considered in the article, the evolution of their development is studied. The article provides an analysis of the main approaches to the notion of subjects and objects of public marketing, their relationship and role in the processes of public marketing. The authors proposes concrete approaches to their systematization. These approaches allow us to identify specific types of public marketing and their main characteristics. Relying on the analysis of the concept of “subject of public (state) management”, it is concluded that as bodies of state marketing, most often act as executive bodies of state power. In this case, the following levels of marketing subjects in the system of public administration are allocated: the highest level of executive power; Branch central bodies of executive power; Local government bodies; Separate government agencies. It is noted that the diversity of subjects of public marketing is explained, first of all, by the dependence on the tasks of the state and municipal government, the possibilities of introducing the marketing concept of these subjects and certain characteristics of the said objects of state marketing. It is noted that the concept of “subject of public marketing” is not always the identical notion of “subject of public administration”. First, not all public authorities are subjects of state marketing. In some cases, this is not appropriate, for example, in the activities of the Ministry of Defense of Ukraine or the Ministry of Internal Affairs of Ukraine. Secondly, state marketing is just one of many alternative management concepts, which is not always the most effective in the public administration system.

The second part of the paper reviews the transformation movement in PA management and governance in Romania in the last two decades. Public services represent an important dimension of quality of society, as they create the contextual conditions for people to further their quality of life. Romanian public administration reform has brought about a constant institutional transformation, which has influenced both the specific features and the quality of the services. This article aims to analyse trends regarding the perceived quality of public services in Romania, in European comparative perspective, using the data of the European Quality of Life Survey (2003–2016). The article aims to understand the low satisfaction with public services in Romania against the background of the public service reform measures taken by government in this period. The article describes the context of Romanian public administration and public service reform, the most important public policy measures adopted and the most important challenges. The lack of vision in the public service reform, the partial introduction of reform elements, the permanent and, sometimes, conflicting changes are issues that may have influenced the way in which the population perceives the quality of public services. The decentralisation process of public services and the insufficient allocation of public funds for delivering such services at local level might have an impact on their quality and quantity perceived by the population. Purpose The purpose of this paper is to reflect various pathways for public sector accounting and accountability research in a post-new public management (NPM) context. Design/methodology/approach The paper first discusses the relationship between NPM and public sector accounting research. It then explores the possible stimuli that inter-disciplinary accounting scholars may derive from recent public administration studies, public policy and societal trends, highlighting possible ways to extend public sector accounting research and strengthen dialogue with other disciplines. Findings NPM may have represented a golden age, but also a “golden cage,” for the development of public sector accounting research. The paper reflects possible ways out of this golden cage, discussing future avenues for public sector accounting research. In doing so, it highlights the opportunities offered by re-considering the “public” side of accounting research and shifting the attention from the public sector, seen as a context for public sector accounting research, to publicness, as a concept central to such research. Originality/value The paper calls for stronger engagement with contemporary developments in public administration and policy. This could be achieved by looking at how public sector accounting accounts for, but also impacts on, issues of wider societal relevance, such as co-production and hybridization of public services, austerity, crises and wicked problems, the creation and maintenance of public value and democratic participation.

Abstract:After the Second World War, the newly emerged independent third world countries faced immense problems such as poverty, illiteracy, poor health, low agriculture and industrial productivity and social instability. The idea of development administration was born with the above-stated pragmatic concern. Since then, third world countries strived to adopt development administration principles and techniques; in order to transform their conventional traditional public administration into modern development administration that can lead the prospective development.Such conventional public administration deals with regulatory aspects of administration such as law and order, judicial administration and revenue collection, development administration is concerned with the socio-economic developmental activities. Thus, traditional public administration is structure-oriented while developmental administration is action- oriented. Many third world countries failed in realizing such desired shift by converting its conventional public administration to effective development administration; able to achieve the intended national development via the formulation and the implementation of plans, policies, programs and projects necessary for sustainable development purposes. Such bad governance had led the people to go up against such government; as it happens lately in some Arab countries like Egypt and Tunisia.Therefore, the public sector in Egypt need to be deregulated, a new results-based management is a must; to hold managers accountable. This is a fundamental change: holding managers accountable for what they do, not how they do it. The public sector reform initiatives (especially the New Public management –NPM) have resulted in changing the accountability concept; from accountability in terms of procedural compliance to accountability in terms of efficiency and results (effectiveness and cost effectiveness).

The article is aimed at substantiating the major directions of development of the national economy in the context of reforms on the basis of ensuring effective public administration in Ukraine, which will allow achieving high social development in the country. The article explains the importance of increasing the effectiveness of innovation activities in government bodies to ensure the efficiency of the public administration and administration system in Ukraine in the context of reforms. The connection between the process of achieving the development of the national economy and the process of ensuring effective innovative activities by the authorities based on the implementation of effective public administration and management is established. The main obstacles to conduct an effective innovation policy in the country are defined. A further development of an integrated approach to ensuring effective innovation activities in the authorities is specified, which, unlike the existing approach, focuses on improving the regulatory, institutional, personnel, motivational, scientific-methodological, information-communication and financial provision for innovative activities in the authorities. The use of the proposed approach to ensuring effective innovation activities in the authorities will allow achieving sustainable development of the national economy in the country. The directions of development of the national economy of the country are proposed, which are based on ensuring effective public management of innovative activities of authorities in Ukraine in the context of reforms: implementation of innovative personnel policy that will allow to form the necessary professional competencies in officials and reduce resistance to innovations on the basis of accelerating their readiness for these innovations; use of modern information-communication technologies to increase the level of professional mobility of officials during innovation activities; introduction of managerial innovations by the authorities to increase the capacity of communities and reduce the deficit of local budgets; activation of project activities on the part of the authorities; strengthening institutional provision for innovation activities in government bodies to increase the efficiency of the process of coordination and support of this activity, thus creating a favorable innovation environment in the country.

No mundo contemporâneo vem se tornando mencionado em maior frequência os controles nas contas públicas. O controle externo, torna-se uma ferramenta que auxilia o controle das despesas e que na Administração pública vem sendo efetivado pelos Tribunais de Contas. Justifica-se esse estudo pela importância do controle externo das contas públicas e o acesso às informações, afim de obter-se accountability fidedigna dos órgãos públicos. Assim, nota-se a utilidade de instituições que repassem as informações para os habitantes, que proporcionem transparência à gestão pública, que correspondam a reais agências de accountability, de transparência, que disponha respostas e realize prestação de contas dos recursos públicos. O presente artigo tem como objetivo geral identificar as contribuições que o Tribunal de Contas dos Municípios (TCM) traz para o processo de prestação de contas nos municípios objeto de pesquisa. No referencial foram abordados conceitos sobre accountability e sobre a Lei de Responsabilidade Fiscal (LRF). Metodologicamente é um trabalho de natureza bibliográfica, descritiva e qualitativa. Os resultados encontrados mostram que os TCM é um órgão que executa o processo de accountability nos municípios em que existe. Conclui-se que os TCM’s proporcionam fiscalização dos recursos patrimoniais, direcionados pelos administradores do poder público e controle do mesmo, a fim de facilitar o processo de prestação de contas entre a sociedade e a classe dos governantes municipais. PUBLIC ADMINISTRATION IN ACCOUNTABILITY: A STUDY WITH CITY HALLS FROM CEARÁ STATE ABSTRACT In contemporary world the control of public accounts is being mentioned more frequently. The external control becomes a tool that assists the control of expenses and it is what the public administration has been done by Courts of Accounts. This study is justified by the importance of external control of the public accounts and the access to information, in order to obtain reliable accountability of public institutions. Therefore, it is noticed the usefulness of institutions that share information to the citizens, providing transparency to the public administration, which correspond to real agencies of accountability, of transparency, giving answers and performing accountability of public resources. This paper aims to identify the contributions that the Municipal Courts of Accounts (TCM) brings to the process of accountability in the cities that are object of this research. In the referential were used concepts about accountability and about the Fiscal Responsibility Law (LRF). Methodologically it is a bibliographical, descriptive and qualitative work. The results indicate that the TCM is an institution that executes the accountability process in the cities where it is present. It is concluded that TCMs provide supervision of patrimonial resources, directed and controlled by the administrators of public power, in order to facilitate the process of accountability among society and the class of municipal governors.

The article is devoted to the study of conceptual foundations of the Agile management, the need and prospects for implementing its methods in the sphere of public authorities. Systemic shortcomings of traditional governance in public authorities hinder the effective, prompt solution of important tasks of local socio-economic development and the country as a whole, and do not respond quickly to changes in the external environment. Now, during the period of active transformation of social, economic, political systems caused by the COVID 19 pandemic, the speed and quality of digitalization of all processes play a significant role. In the future, such changes will only deepen, covering all areas of socio-economic relations. Emphasis is placed on the processes of reforming the sphere of public administration and local self-government, in particular in terms of digitalization of public administration elements. The analysis of preconditions of active use of flexible methods of management in the public sphere is carried out. The introduction of the Agile technologies to project-oriented structures of public authorities is argued. The essence and practical aspects of effective application of Scrum methodology are considered, and the scheme of its introduction to work of bodies of regional management and local government is offered. The article analyzes the experience of practical application of the Agile approach in the public sector in some countries of the world (such as Great Britain, USA, Australia) and defines the basis for further «State Agile» development in Ukraine. The relevance of further the Agile approach popularization in public administration is confirmed by the need for changes in public-management relations, and prospects for the public digitalization in the following areas such as: development and implementation of a strategy for digital transformation of regions; implementations of digital solutions for increasing the public authorities' efficiency; ensuring electronic interaction between national, regional and local registries; digital democracy development, and so on.

The modernization of the management system and the knowledge management model is needed in the context of the public administration reform, taking into account the concept of decentralization and Good Governance. That is why the article focuses on the author’s approach to substantiating the formation of a modern knowledge system in public management and administration in Ukraine. It is proved that the approach to the knowledge system formation should be based on the identification of the needs of public administration objects. The need to comply with the necessary diversity law for a management subject of public entity regarding its knowledge of the entity has been identified. The content of the principle «from general to specific» for the objects of public administration is considered. The formation structure of the basic knowledge system in the public sphere is presented, which unites a number of blocks. The first block deals with the system of basic knowledge of public management and administration. The second block deals with the idea of a public authorities system at different levels. The third block concerns the formation of basic knowledge about public service. The fourth block concerns the formation of a basic knowledge system about current trends in the development of domestic public administration. The fifth block deals with the knowledge about the development and implementation of public policy and implementation of public administration. The sixth block deals with the consideration of public administration as a deliberate activity to establish internal procedures and processes in public administration to ensure their smooth functioning. The seventh block concerns the knowledge system for ensuring social stability. The eighth block is a glossary of basic terms and the ninth is a bibliography. The proposed approach is the scientific substantiation of the development of educational and professional programs of the basic textbook and standards for the specialty 281 – «Public Management and Administration». Public administration has been challenged by “new public management” and “government redesign” paradigms. In addition, the relationship between government and citizen has been changed dramatically based on the mentioned paradigm shift. Customer orientation in the public sector is one of the changes originated from the private sector’s principles and paradigms. Nowadays, scholars emphasize applying concepts and techniques of customer orientation in e-government. In this text, firstly, customer orientation and its importance in government activities, especially e-government, is described. Then, principles, applications, and experiences of citizen relationship management as a technique of customer-oriented governments are described.
