In February 2014, the Government of Canada under Stephen Harper introduced the ‘Fair Elections Act’. This reform to the elections act removed provisions for access to voting for individuals lacking certain forms of identification. Noting that this would have a disproportionate impact on people experiencing homelessness, nursing advocates joined with other activists to try to prevent then subsequently overturn this legislation. The purpose of this paper is to explore the 93rd competency of the College of Nurses of Ontario, “Advocates and promotes healthy public policy and social justice,” by unpacking a case example of advocacy for voting rights. This paper addresses the challenges faced by nurses in doing public policy advocacy and concludes with lessons learned. Fulfilling our college mandated requirement to be politically active means ensuring that public policies are just, equitable, and reflective of the progressive values of Nursing.

This article examines the Strategic and Operating Review (SOR) process used by the Government of Canada through a strategic management perspective. Initiated by the Harper government in the 2011 Budget as a one-year process, SOR is expected to secure savings of CDN$4 billion by 2014–15 from the CDN$80 billion operating budget of departments. Our article assesses to what degree the strategic operational cuts support the public policy priorities of the Harper government. Points for practitioners Using Canada as a case study to understand how budgetary cuts are handled, this article provides an opportunity to consider how policy makers align operational cuts with public policy priorities. While the budget cuts in this case study are operational in nature, they require direction from central government to support – not undermine – public policy priorities.

In 2015 the Truth and Reconciliation Commission of Canada concluded a six-year process of listening to the stories of Canada’s First Nations, Inuit and Métis peoples. More than 6000 witnesses came forth to share their personal experiences in listening sessions set up all across the country. These stories primarily revolved around their experience of abuse and cultural genocide through more than 100 years of Residential Schools, which were operated in a cooperative effort between churches and the government of Canada. The Commission’s Final Report includes 94 calls to action with paragraph #60 directed specifically to seminaries. This paper is a case study of how Taylor Seminary, in Edmonton, is seeking to engage with this directive. It explores the changes made in the curriculum, particularly in the teaching of missiology, and highlights some of the ways the seminary community is learning about aboriginal spirituality and the history and legacy of the missionary methods that have created conflict and pain in Canadian society.

The Canadian Government released a document to aid in the relationships between the Government of Canada and First Nations around the ratification and redesign of the Indian Act of 1876. The name of this document was the “White Paper.” The Federal Government's “White Paper, statement of Government of Canada on Indian Policy of 1969,” rejected the concept of special status for First Nations within confederation—they should have the same rights and responsibilities as other Canadians. The Federal Government argued treaty rights were irrelevant in today's society; the important issues demanding attention included economic, educational, and social problems. In Canada's assessment of the “savage” situation, the government could not see wellness wholistically addressing the poverty, social crises, and bleak future faced by most First Peoples was rooted in the very denial of treaty rights and humanness. This article pushes to educate health leaders about current circumstances contributing to racism.

AbstractCanada celebrated its 150th anniversary since Confederation in 2017. At the same time, Canada is also entering an era of reconciliation that emphasizes mutually respectful and just relationships between Indigenous Peoples and the Crown. British Columbia (BC) is uniquely situated socially, politically, and economically as compared to other Canadian provinces, with few historic treaties signed. As a result, provincial, federal, and Indigenous governments are attempting to define ‘new relationships’ through modern treaties. What new relationships look like under treaties remains unclear though. Drawing from a comprehensive case study, we explore Huu-ay-aht First Nations—a signatory of the Maa-nulth Treaty, implemented in 2011—BC and Canada’s new relationship by analysing 26 interviews with treaty negotiators and Indigenous leaders. A disconnect between obligations outlined in the treaty and how Indigenous signatories experience changing relations is revealed, pointing to an asymmetrical dynamic remaining in the first years of implementation despite new relationships of modern treaty.

This research examines the Government of Canada’s changing discourse in relation to the apology to residential school survivors in the two-year period leading to the apology, during which time the Conservative Government of Canada was in power. A combination of critical discourse analysis and grounded theory was used to analyze six key documents or statements related to the apology created from 2006 to 2008. This research seeks to identify themes in the discourse and consistencies throughout the two year time period, despite the vastly changing discourse. Findings reveal that themes present in the discourse leading up to the residential school apology are mostly consistent with those found in apology literature. Findings also reveal that the concept of “closing the issue” was consistent throughout the discourse, despite the Government of Canada’s apparent shift in stance on this issue.

PurposeThe aim of the article is to ascertain the challenges, lessons learned and managerial implications in the deployment of Lean Six Sigma (LSS) competitiveness to micro, small and medium Enterprises (MSME) in India and to establish doctrines to strengthen the initiatives of the government.Design/methodology/approachThe research adopts the Action Research methodology to develop a case study, which is carried out in the printing industry in a Tier III city using the LSS DMAIC (Define-Measure-Analyze-Improve-Control) approach. It utilizes LSS tools to deploy the strategy and to unearth the challenges and success factors in improving the printing process of a specific batch of a product.FindingsThe root cause for the critical to quality (CTQ) characteristic, turn-around-time (TAT) is determined and the solutions are deployed through the scientifically proven data-based approach. As a result of this study, the TAT reduced from an average of 1541.2–1303.36 min, which in turn, improved the sigma level from 0.55 to 2.96, a noteworthy triumph for this MSME. The company realizes an annual savings of USD 12,000 per year due to the success of this project. Top Management Leadership, Data-Based Validation, Technical Know-how and Industrial Engineering Knowledge Base are identified as critical success factors (CSFs), while profitability and on-time delivery are the key performance indicators (KPIs) for the MSME. Eventually, the lessons learned and implications indicate that LSS competitiveness can be treated as quality management standards (QMS) and quality tools and techniques (QTT) to ensure competitive advantage, sustainable green practices and growth.Research limitations/implicationsEven though the findings and recommendations of this research are based on a single case study, it is worth noting that the case study is executed in a Tier III city along with novice users of LSS tools and techniques. This indicates the applicability of LSS in MSME and thus, the modality adopted can be further refined to suit the socio-cultural aspects of India.Originality/valueThis article illustrates the deployment of LSS from the perspective of novice users, to assist MSME and policymakers to reinforce competitiveness through LSS. Moreover, the government can initiate a scheme in line with LSS competitiveness to complement the existing schemes based on the findings of the case study.

Purpose The purpose of this paper is twofold: to introduce scholars and practitioners of foresight to the emerging Canadian foresight ecosystem, and to provide lessons learned on developing policy foresight from the Government of Canada context. Design/methodology/approach The paper provides a series of lessons based in part on informal and indirect observations and engagement with established Canadian foresight entities, including Policy Horizons Canada, and numerous newly established foresight initiatives at Global Affairs Canada, Standards Council of Canada and the Canadian Forest Service. Findings The paper finds that Canada’s newly emerging foresight units and initiatives face structural, institutional and organizational challenges to their long-term success, including in concretely measuring foresight outcome (rather than simply output) in policy making. Originality/value The paper provides a unique and empirically driven perspective of the foresight ecosystem that has emerged within the Canadian federal public service since 2015. Lessons are culled from this emerging network of Canadian foresight practitioners for international application.

Canada is seeking cost-effective means to mitigate anthropogenic greenhouse gas emissions, particularly CO2, that have been linked to global climate change. In 2003 the Government of Canada launched the Forest 2020 Plantation Development and Assessment Initiative to assess the potential for fast-growing woody crops to sequester carbon from the atmosphere. Across the country 6000 ha of plantations were established and monitored on nonforested lands (afforestation) using a variety of methods. Economic analyses assessed the investment attractiveness of this mitigation measure for a range of species and suitable lands, taking into account such factors as growth rates, agricultural opportunity costs and a range of possible carbon values. Analyses illustrated that at current trading prices for carbon and for much of the available lands and expanding markets for forest bioproducts, expected rates of return on investment for afforestation were relatively low. However, higher future carbon prices, combined with monetary values for environmental benefits, could dramatically change the economics of afforestation in the future. This paper describes the implementation of a series of ventilation strategies in a nursery and primary school from September 2020, when the government decided to resume the students’ face-to-face activity in the middle of a COVID scenario. Air quality and hygrothermal comfort conditions were analysed before the pandemic and compared for different ventilation configurations in a post-COVID scenario. Ventilation strategies included the protocols issued by the Public Administration, while others were developed based on the typological configuration and use of the school. Results revealed that it is advisable to implement certain strategies that reduce the risk of infection among the occupants of the spaces, without a significant decrease in hygrothermal comfort. Given the importance of maintaining better IAQ in the future within classrooms, and regarding the pre-COVID situation, these strategies may be extended beyond this pandemic period, through a simple protocol and necessary didactic package to be assumed by both teachers and students of the centre.
