Abstract: There are many solutions to improving the quality of teaching and learning foreign languages in general and teaching and learning English in Vietnamese schools in particular. One of the most important solutions is probably the renovation in curriculum design and textbook development. This is the focus of this paper. The paper is organized around five main sections. Following Section 1 - Introduction, Section 2 provides an overview of the National Foreign Languages 2020 Project, focusing on the points related to the design of school English curriculum and the development of school English textbooks. Section 3 is concerned with the design of three pilot English curricula for Vietnamese schools and highlights their innovative points. Section 4 discusses in some detail the design and development of the ten-year English textbook series for Vietnamese schools under the National Foreign Languages 2020 Project and highlights its innovative points. Section 5 presents the achievements related to the development of the ten-year English textbook series. Finally, Section 6 summarizes the main points discussed in the paper and makes some recommendations for further improving the quality and the effect of use of the ten-year English textbook series before putting it into use on a large scale.Keywords: The 2020 Project, the three pilot English curricula, the ten-year English textbook series, the six-level foreign language proficiency framework for Vietnam.

Autonomy is a popular research theme among scholars worldwide. This article explains the selection, analysis, evaluation and deployment of learner autonomy model which is suitable for Vietnam’s public officials, civil servants and public employees to acquire and master foreign languages who would benefit from the State-level research project A study to develop foreign language proficiency enhancement models for public officials, civil servants and public employees in the Customs, Foreign Relations, Tourism and Border Guards sectors for public service delivery amidst the international integration trend in the Northwest conducted by ULIS-VNU under the Program “Science and Technology for sustainable development of the Northwest” coded KHCN-TB/13-18. The article also formulates recommendations on ways to improve foreign language proficiency for Vietnam’s public officials, civil servants and public employees, considering that there is a need for innovation in foreign language teaching and learning methods in order to enable learners to use foreign languages at work effectively.

Integration of the Russian system of engineering education into the global educational domain compelled Russian universities to enhance the importance of humanities in engineering programs with a special focus on foreign languages. However, it must be admitted that the system of language training in Russia at a university level comes up against serious problems of historical, economic or political backgrounds, for which reason there are processes in the system that hamper a solution of the tasks set before the university and the society. The solution requires strong and decisive initiatives capable to improve the situation with the language proficiency among the graduators. Therefore, there is a rapid need in essentially new approaches to teaching foreign languages attain the desired outcomes for engineers, which reflect not only subject-oriented knowledge but also personal skills and the ability to effectively communicate with an opponent or a partner. The need to identify barriers towards high-quality language courses at a university level motivated the authors to carry out a special research based on the methods that are typical to system analysis.

Inadequate research attention has been paid to the learning of a third language. For this reason, this study explores senior English major students’ learning of additional foreign languages in seven universities in Shaanxi Province, China. The study examines the relationship between the participants’ motivation and language proficiency through a questionnaire, and the collected data are analyzed using hierarchical linear regression analysis. The results identify that the participants’ instrumental and integrative motivations positively influence their second foreign language proficiency. Further analysis reveals that the connection between the participants’ motivation and language proficiency is mediated by foreign language enjoyment. These findings form the basis of our suggestions for the sustainable learning and teaching of foreign languages in universities.

The integration of Ukraine into the world community has caused a significant increase in interest in learning foreign languages as a means of information exchange. The modern conditions of development, expansion and deepening of international contacts require a high level of foreign language proficiency from a future specialist, especially in a foreign language of professional direction. High demands to the quality of education provision for the informatization of society. The high level of proficiency in a foreign language of a professional direction allows the future specialist to compete adequately not only in the domestic labor market but also abroad. It is promoted by the informatization of the educational process. It determined the relevance of the research problem. The study aims to establish the effectiveness of informatization of the foreign languages learning process of professional communication; to bring the feasibility of using social networks, cloud messengers, educational platforms in preparing future specialists for professional communication in a foreign language environment. The research methodology uses several methods. The main method in the study is the method of pedagogical experiment, also used the method of questioning, observation, to consider the theoretical material uses descriptive method, as well as methods of synthesis and analysis. The main hypothesis of the study is that the application of the educational potential of social networks, platforms, messengers, quizzes is an effective method of training a specialist with a high level of foreign language proficiency in the professional sphere. The result of the study is to determine the effectiveness of the use of the informatization process at the level of involvement of social networks, messengers to form a high level of foreign language proficiency as per profession. In the future, it is envisaged to study the application of informatization of the educational space during the teaching of a foreign language of professional communication.

<p>This article aims to provide scientific, accurate and overall information on the English teachers fostering activities at secondary schools in Ke Sach district, Soc Trang province. Via the sociological survey method and direct interview, this article has informed comprehensively about the status of teachers’ quality and students’ results in learning English, English teachers’ awareness of fostering activities, implementing teaching contents under the teaching and learning foreign languages project, as well as English teachers fostering activity methods, and forms of English teachers fostering activities of educational managers. Under consideration are main methods and approaches to teaching foreign languages, the main element of which is music and songs. The latest research and scientific publications on the use of musical material in teaching various aspects of foreign languages – grammar, vocabulary, speaking, listening, writing – have been analyzed. The main ideas and stages of introducing musical methods in the educational process have been described. The role of musical material in teaching foreign languages has been determined. The paper highlights basic skills of foreign language proficiency which can be improved by means of music methods and approaches. There have been indicated advantages of each of the presented methods. The effectiveness of the use of music and songs in teaching foreign languages has been proved.

This article examines the efficacy of pedagogical stylistics as a learning tool for developing second or foreign language proficiency. Pedagogical stylistics – an instrument for investigating the linguistic, sociocultural and dialogic features inherent in literary and non-literary texts – has often been criticized for relying too heavily on intuition rather than empirical support to substantiate its employment in language learning classrooms. To better understand this criticism a coding framework adapted from previous research was employed to synthesize 13 studies across four, second or foreign languages in nine countries. Three themes emerged from this synthesis: (1) stylistics as a tool for improving L2 performance; (2) stylistics’ contribution to building language awareness; (3) stylistics as a tool for building academic skills beyond L2 acquisition. This work explores these themes and discusses the research practices informing the claims made therein, highlighting a consistent underreporting or under collecting of data as a recurring problem in the literature. This shortcoming precludes a meta-analysis of the literature, and this article argues that this shortcoming contributes to a justifiably weak representation of stylistics in second or foreign language contexts. To rectify this issue suggestions are made for more thorough reporting of data and a more robust research agenda in second or foreign language-based, stylistic contexts.

The field of language teaching and curriculum development has been characterized by its constant development, with a concomitant impact on the quality of education and training. The drive is mostly due to the rapidly changing world characterized by globalization and the result of openings on other fields of research. One area that has informed this field is the teaching of L2 pragmatic competence, with the commonly expressed generalization being that there is a gap between what research in pragmatics has found and how language is generally taught today (Ishihara &amp; Cohen, 2010). On this view, this paper purports to investigate the role of pragmatic competence in the teaching of English. We provide evidence that language proficiency should not only be equated with grammatical well-formedness, but also with how to use it appropriately and efficiently in the target language. This being the case, however, we will show that the implementation of this view is far from being easy, especially in a trend that has for long been characterized by a focus on the grammatical competence, both in terms of training and curriculum design. This is paired with a similar difficulty in terms of how to translate the pragmatically-based approach into L2 classroom practices and how to identify modes of assessment. Addressing these issues, we believe, will shed light on some of the challenges and implications on the teaching of English along with the applicability of the suggested approach to the current ELT reform in the Arab world in general and in Morocco in particular.

С опорой на положения психолингвистических теорий, предложенных в разное время А.А. Залевской, анализируются результаты свободного ассоциативного эксперимента у испытуемых - русских студентов факультета иностранных языков с хорошим уровнем подготовки по английскому языку и молодых людей - носителей американского английского в возрасте 22-24 лет на материале стимулов - семантических коррелятов, объединяемых абстрактностью значения, высокой частотностью употребления и политической тематикой. Based on the psycholinguistic theories proposed and developed by A.A. Zalevskaya in different years, the article presents a free-association test results in two groups of Russian foreign languages faculty students with intermediate, upper-intermediate and advanced levels of foreign language proficiency and in a group of North Americans aged between 22 and 24 years. The stimuli included semantic correlates (or equivalents) in Russian and English, representing political vocabulary characterized by frequency of occurrence and abstract meaning.

The 20th century legal education system is said to have failedto teach students practical legal skills, critical analysis anddecision-making methods, as it did not give studentssystematic training in effective techniques for learning the lawfrom the experience of the legal practice. At the end of thecentury, a pedagogic method known as the clinical legaleducation was developed which broadens legal education inall of these dimensions. It is important for a member of a lawschool academic to examine this pedagogical approachtowards enhancing students’ knowledge and skills in meetingthe needs of the changing time. Law schools in Malaysia andto some extent in Brunei Darussalam have some or limitedautonomy in introducing Innovative Teaching and Learningmethods into the curriculum design, but no true success couldbe lauded either as difficulties and realities in the study of lawwithin the common law jurisdictional context requires strongcognitive elements before a student could really delve inpractical legal skill exercises. The realities cover two main areasof development: (1) the components of legal studies, and (2)the outcomes of the studies. The difficulties may be associatedwith (1) the governing educational policies; (2) qualificationand quality of students admitted to law school, (3) theexperience of the law teachers; and (4) the learningenvironment. The traditional method could not simply beblamed or ignored, if there ever be a failure in the system, onthe one hand, and the much ushered innovative learningmethods may not necessarily be the success factor, on theother.
