Sustainable infrastructure demands that declared principles of sustainability are enacted in the processes of its implementation. However, a problem arises if the concept of sustainability is not thoroughly scrutinized in the planning process. The public interest could be undermined when the rhetoric of sustainability is used to substantiate a proposed plan. This chapter analyses the manifestation of sustainable development in the Boggo Road Busway Plan in Brisbane, Australia against the sustainability agenda set in the South East Queensland Regional and Transport Plans. Although the construction of the Busway was intended to improve public transport access in the region, its implementation drew significant environmental concerns. Local community groups contested the ‘sustainability’ concept deployed in Queensland’s infrastructure planning. Their challenges resulted in important concessions in the delivery of the Busway plan. This case demonstrates that principles of sustainable infrastructure should be measurable and that local communities be better informed in order to fulfill the public interest in regional planning.

ABSTRACTThis paper develops a formal framework to model a process in which the formation of individual opinions is embedded in a deliberative exchange with others. The paper opts for a low-resolution modeling approach and abstracts away from most of the details of the social-epistemic process. Taking a bird's eye view allows us to analyze the chances for the truth to be found and broadly accepted under conditions of cognitive division of labour combined with a social exchange process. Cognitive division of labour means that only some individuals are active truth seekers, possibly with different capacities. Both mathematical tools and computer simulations are used to investigate the model. As an analytical result, the Funnel Theorem states that under rather weak conditions on the social process, a consensus on the truth will be reached if all individuals possess an arbitrarily small capacity to go for the truth. The Leading the pack Theorem states that under certain conditions even a single truth seeker may lead all individuals to the truth. Systematic simulations analyze how close agents can get to the truth depending upon the frequency of truth seekers, their capacities as truth seekers, the position of the truth (more to the extreme or more in the centre of an opinion space), and the willingness to take into account the opinions of others when exchanging and updating opinions.

When looking for new solutions to the old social problems, people pay attention to important issues for the good functioning of today’s society, including interpersonal relations, trust, or standards. The term “social capital” has been used for several decades to describe and explain social and political as well as economic changes that took place as a result of the social and economic transformation. It also refers to activities including, among others, the creation of partnerships and democratic relations in local communities in which the social capital forms a basis of permanent networks of social involvement, trust, and mutuality. The purpose of this article is to present the benefits of the local community arising from social capital resources and their positive impact on public safety.

This study aims to uncover and explain the meaning of change (development) for local communities, behavioral changes that occur in local communities, and what are the ideal expectations of local communities after the Batu Hijau mining company took place. This study uses qualitative methods and data collection by: in-depth interviews, involved observation and review of relevant documents. Data analysis used an interactive model and the validity of the data was controlled by triangulation. The results of the study show: (1) the local community interprets change as an improvement in living standards while maintaining the values and norms that have been adopted. (2) The presence of the Batu Hijau mining company has led to a transformation of the social behavior of the local community in general but not to the point of eliminating the basic principles of behavior originating from religious values and local traditions. The indications are: 1) the traditional knowledge system (indegenous knowledge) is not used as much in the decision to behave as before 2) the local value system and norms are reduced in their binding power and embracing power to the younger generation, 3) the social behavior and orientation of the cultural values of the local community has reflected the community. open and economically oriented. (3) The ideal hope of the local community is the realization of an environmental conservation system, the availability of job opportunities and business opportunities that become a vehicle for community interaction and the realization of the former mining area as an educational tourism area based on sustainable forest ecology.

This study aims to analyze the process of local participation in the development of Klayar Beach tourism in Pacitan Regency by looking at the compatibility between the dynamics of increasing tourists and the participation of local communities in development. From this, it is known to what extent the contribution and participation of local communities in tourism development participation efforts. The implication of this research is an explanation related to the results of the analysis of the gaps in the stages of participation by the local community as managers. The research method is descriptive analytic by using triangulation as a data analysis technique. The results show that local participation runs in all stages of the development of the Klayar Beach tourist area from the beginning, tourism issues, planning, implementation and governance, to monitoring and evaluation. The lack of local participation lies in participation in terms of anticipating tourist arrivals at certain times and moments, in which case the local community as managers experience limitations in terms of capacity. To overcome this, the researcher suggests that efforts be made to increase local capacity both in terms of quality and quantity so that local participation efforts can run optimally in the development and sustainability process, and be able to overcome unexpected problems through the role of participation. This effort also refers to the opinion of several experts who state that local participation is one of the main keys in developing the tourism sector

This paper describes a successful case of collaboration among a south-north project team, a Community Multimedia Centre (CMC), and community beneficiaries, for the design and implementation of a small-scale project to improve CMC services for the local community of Quelimane, in Mozambique. The project is part of RE-ACT, a broader scale research and development project which aimed to investigate the social meanings and understandings attributed by different stakeholders to Mozambican CMCs, and use these insights to co-design and implement CMC services with inherent relevance for the local communities. The case reported is considered the most successful of nine action research and co-design projects implemented through RE-ACT. The services designed for the Quelimane CMC can be considered a success not because of perfect alignment with initial goals but rather due to responsiveness and flexibility in the implementation approach: activities and goals were constantly revised by teams to cope with emerging challenges, while at the same time keeping a clear orientation towards set targets. The paper discusses five underlying factors thought to heighten the chances of success of action research and co-design projects involving local communities, ranging from local proactivity and initiative, to commitment to project success, and high perceived self-efficacy of local stakeholders.
