The introduction of the best modern approaches to public management in the economic sphere is of particular importance for Ukraine. The relevance of the study is determined by the fact that the initiated structural reforms in Ukraine put forward new requirements for public management in the economic sphere. Thus, existing approaches to public management in the economic sphere require transformation. The lack of sufficient scientific justification for improving public management in the economic sphere in modern Ukrainian science indicates the importance of paying attention to this particular problem. The purpose of the study is to develop practical recommendations for improving public management in the economic sphere in Ukraine. In the paper, it is proposed to develop a concept of public management strategy in the economic sphere in Ukraine, which takes into account the tasks of increasing the economic independence of regions and territorial communities, supporting their economic development, increasing their economic activities, and ensuring competitiveness in the long term. Attention is also paid to identifying priority areas for improving the state regional policy in the economic sphere; creating conditions and eliminating internal and external threats to the economic development of the country, regions, and territorial communities; improvement of forecasting and policy documents on economic development.

Introduction. The influence of political factors on economic processes in Ukraine is extremely important. Changes in political elites, their use of certain social and economic instruments, types and models, affect the state of social and economic development of the country in the short, medium and long term. That is why research and analysis of the economic situation in political cycles is an important issue that needs to be studied. Methods. The theoretical and methodological basis of the research are the fundamental positions of modern economic theory, scientific works of scientists on the problems of economic cycles. The general development of the Ukrainian economy under the influence of political factors is analyzed in the course of the research on the basis of the historical approach, as well as the method of analysis and synthesis used to determine the influence of political cycles on the development of the country's economy, abstraction and synthesis, comparison and analogy when comparing the results obtained by researchers and establishing the possibility of their use for carrying out tasks for the prevention of economic imbalances. Results. The article deals with the influence of political cycles on the economic situation, the dynamics of macroeconomic indicators and economic development in Ukraine. The main problems of economic policy are outlined and recommendations on elimination of economic imbalances and increase of welfare of citizens, increase of efficiency of fiscal measures in Ukraine are developed. It has been determined that in order to overcome the above-mentioned problems in the economic sphere in the process of elaboration of the economic development strategy for the long-term perspective, it is necessary to involve experts from among the scholars, business circles, expert analytical organizations in forming the directions of implementation of fiscal policy in the long-term perspective, as well as to ensure transparent and open relations. between state authorities and other actors in the social and economic sphere. Discussion. The study of political transformations and the analysis of their impact on economic fluctuations will enable future researchers to use better the results of their work to prevent economic imbalances in Ukraine. The model of long-term planning of sustainable regional development in the context of providing a effective state regional policy is developed in the article. The received model is simulated and it’s involves the coordination of macro and micro indicators of sustainable development. The GRP value is calculated with the forecasted values of these indicators, and then their equilibrium is estimated which is possible, as was noted above, on the basis of the Gini coefficient. This allows to receive an agreed forecast for all indicators. To ensure the effectiveness of the state policy influence on sustainable development is possible by systematizing the activity and formalization of the state regional policy and improving its organizational, legal and methodological support, in particular, correction of the defining and adjusting parameters of the sustainable development in the scale of separate regions and the state. Since the normatively fixed criteria for evaluating such a development differ significantly among themselves (applied for the quarterly and annual evaluation). The main stages of planning of regional development processes in the social and economic directions are specified. In view of them, information and analytical technology is built. The forecasting technology should provide a refinement of the system of indicators of the sustainable development of regions and expansion of those indicators that are necessary to describe the conditions of this development in relation to the state as a whole. In our view, the realization of this task should take place provided that the correlation analysis of the indicators is applied. The choice of a method of research of development of regional processes is proved. The adequacy of the model of long-term planning of sustainable regional development in Ukraine is estimated. The results received are the basis for working out of a complex of actions for indicative plans and monitoring of the development of the state regional policy.

The article emphasizes the limited possibilities within a market mechanism for regulating externalities and providing citizens with public goods. Therefore, there is a necessity for state regulation of the economy and the related areas such as life of people and the use of natural resources. It is noted that regional programming is an important tool for such regulation (regarding sustainable development of various territories, in particular, rural ones). The purpose of the article is to find the scientific and practical ground for programming rural sustainable development in Ukraine by means of a series reforms. In the article, regional programming is considered as an important tool of state regional policy, which is implemented by using long-term strategies, plans and programs for development of territories or regions. It is noted that regional programs are a type of state target programs, which may be either complex or special considering content, and either short or medium or long-term in terms of implementation. Examples of complex (development of the Tennessee Valley in the USA) and special (sustainable development of rural areas of the EU) regional programs are shown in the article. The article suggests including suburbs and territories outside a city or town with private buildings to rural area. The author proves that sustainable development is a good decision for the territories as well as for other ones. For that purpose, it is important to harmonize the interaction of three components - the environment, society and economy. That is possible in case of achieving Pareto optimum, which does not allow increasing the effect of one of the components, without reducing the effect on other constituents. The features of regional programming of rural sustainable development are shown with the example of the regional program "Rural Development" development and implementation (hereinafter - the Program) based on presentation and scientific analysis of individual components of its conceptual scheme. The normative-legal support of the Program consists of documents of a methodological and informative nature. It is noted that the content of the Program should be based on the provisions of the Constitution of Ukraine, the Law of Ukraine "On the Principles of State Regional Policy", the State Strategy for Regional Development up to 2020 (hereinafter - the Strategy) and other important documents. The strategy focuses on intensifying the endogenous potential of territories (regions), in particular, rural, rather than on their direct state support. At the same time, sustainable development of rural areas is directly related to the problems of territorial and political unity of Ukrainian regions. The author considers that significant impact on the implementation of the Program was made by adoption of the Cabinet of Ministers of Ukraine the Resolution "Some Issues of National Strategy Implementation for Regional Development for the period up to 2020", dated September 12, 2018, which includes the concepts presented by Min Region of Ukraine. After having conducted a rigorous analysis of the Program the author concluded that, it is presented in a schematic form, and therefore requires in-depth scientific analysis, refinement and concretization, starting from the preconditions for its development and ending with the justification of corrections. It is shown that in order to solve the problems of sustainable development of rural areas in Ukraine; a dialectical approach is needed that involves coordinating the development trends of rural and urban areas. It is noted that this was reflected in the purpose of the Program. The objectives of the Program, in accordance with the Strategy, are set out in three directions: 1) diversification of entrepreneurship in the countryside; 2) improving the quality of life in rural areas; 3) creation of conditions for social development. It specifies the persons responsible for the implementation of the Program, outlines its geography and features of financing. The research says that since the Program is very important for the future of Ukraine, it is necessary to use not only EU grants but also financial resources from other sources envisaged by the legislation for its realization. One of the significant shortcomings of the Program is the lack of necessary pre-investment research. It is indicated that the most popular are studies aimed at justifying which regional development projects (in the direction of the Program) should be supported by the state. The importance of the most critical projects of the Program is foreseen: in its first direction - diversification of agricultural production, as well as development of alternative types of economic activities, organic farming and processing and service enterprises on the basis of cooperation; the second - creation (improvement) of conditions for returning youth in rural areas, improvement of engineering, informational and educational, social and ecological infrastructure of the countryside; the third - planning of rural development, development of partnership of business and government, activation of rural development on the basis of the received support. In each of the three areas, the author advises to set the expected results and indicators of the implementation of the Program, which is necessary for its adjustment, based on the possibilities of state support for individual projects.

Topicality. One of the main tasks of the state regional policy is to stimulate the development of the regions, and, taking into account the successful experience of the European Union countries on this issue, the primary task and the main goal of the state regional policy should be connected with to reduction of disproportions of social and ecological and economic development. Balanced development of the regions is a necessary prerequisite to achieve the effectiveness of the state regional policy, which will ensure the social and economic development of the country as a whole. State regional policy requires that achievement of its goals should be gained by means of modern mutually interconnected mechanisms, as well as, provision of them with all the necessary resources for their implementation. Taking into account the experience of developed countries and the goals set in many normative and strategic documents of Ukraine on reducing the disproportionate development of regions, it is necessary to consider positive trends in preventing and overcoming divergent processes on the basis of reducing regional development imbalances in a context of the administrative-territorial reform of Ukraine and creation of new effective tools for legal and institutional structural impact on the development of regions of Ukraine. Aim and tasks. The purpose of the article is to study an experience of the European Union countries regarding the assessment of disproportionality in development of regions and measures aimed at reducing regional development imbalances, as well as the implementation of such experience in accordance with Ukrainian realities. Moreover, a scope of objectives of the current study includes allocation mechanisms of regional policy of the EU according to characteristics of the areas that are subject to state intervention for a further implementation of the positive experience of the EU countries in the aspect of overcoming the disproportions of regional development, as well as, development of practical recommendations for improving institutional support and assessment tools for measuring disparities of regional development in Ukraine. Research results. A foreign experience regarding assessment of regional disproportions is being considered within the article. Approaches to selection of indicators for assessment of disproportionality of regional development and features for definition of indicators, which perform as stimulators or as de-stimulators in different countries depending on local features of territorial development, - are analyzed. It was found that the practical difficulties arising from the use of GRP per capita, as a universal indicator characterizing the level of economic development of the region in the EU countries, - are related to a difficulty in choosing of method for determining the of output volume in conditions where activity goes beyond regional boundaries because of the fact that national statistical offices apply different approaches to calculation of this indicator. It was established that the development of a method for assessing of intra-regional disproportionality in the development of regions in Ukraine is complicated due to lack of a necessary statistical base provided by all necessary indicators at all levels; therefore, the proposed algorithm for comparing statistical information on monitoring of different levels of development of the country's territories will enable further development of a set of mechanisms that will stimulate socio-ecological and economic development at the regional level and will increase a regional competitiveness. The article provides recommendations on methodical provision of state evaluation of disproportionate development of the regions of the country; and proposes an algorithm for the implementation of statistical information on monitoring the levels of development of regions based on the European experience of organizing statistical and territorial division on economic grounds. Conclusions. It has been established that in different countries of the European Union there are different approaches and methods used to identify areas in which disproportions of development are inherent; factors that serve as a source of developmental imbalances are also perceived differently, hence the choice of indicators that can be used to measure the detected imbalances is a subject of consideration by each EU country separately. In some EU countries, as in Ukraine, there is a problem with the collection and processing of statistical information at the NUTS III level, which corresponds to the Ukrainian administrative-territorial division of rayon level (district) or a group of rayons (group of districts). Development of the method for assessing of intra regional disproportionality in the development of regions in Ukraine is complicated due to lack of adequate statistical base provided with all necessary indicators at all levels, therefore the proposed, within the current study, - algorithm for comparing statistical information on monitoring of different levels of development of territories of the country will provide further development of a set of mechanisms that will stimulate social and ecological and economic development and increase the regional competitiveness. Methodological basis for assessing of disproportionality of a regional development is the subject for further research in this area and provide a perspective for a study of intra-regional disproportions of development as a separate issue in the context of administrative-territorial reform in Ukraine.

Apart from that the author substantiates the idea that e-mail marketing is a promising and widely used trend in advertising and marketing, an effective tool of promotion in conditions of fast changing market environment and that it requires strategic approach to attain the set parameters of efficiency

This chapter critically examines the major achievements and challenges of the education sector in Ethiopia between 1991 and 2017 from the perspective of long-term economic development and structural transformation. The chapter finds that Ethiopia has achieved enormous success in terms of increasing access to all levels of education throughout the country but the achievement has been at the cost of a vicious cycle of low education quality. In addition, the chapter argues that failure to significantly change the productive structure of the economy has resulted in persistently high levels of unemployment, underemployment, and brain drain of the better-educated human resources of the country. The chapter concludes that there is a need for synergistic, dynamic, context-specific, and comprehensive policies and strategies aimed at progressively moving the Ethiopian economy away from its current specialization in nature-intensive, low-skill, low-knowledge, low-technology economic activities towards ‘mind-intensive’, higher-skill, and technology-intensive economic activities.

Rural residents, particularly recent in-migrants, are often characterized by preferences for a tranquil rural lifestyle based on the attributes of an open countryside. A survey of residents of an isolated rural county in West Virginia was conducted to explore the proposition that recent rural in-migrants are more opposed to the growth of natural resource based activities which are detrimental to the rural countryside than are long-term residents of the County. The hypothesis was not supported, as both recent in-migrants and long-time residents strongly favored economic development of the County's natural resources over preservation of the natural countryside.

The present research featured the issue of regional strategic planning as part of Russian economic system. The research objective was to study the role of strategic planning in improving the sustainable development of local economy. The study was based on the methods of analysis, synthesis, and grouping. The Strategy of Economic Development of Kuzbass through 2035 turned out to be more relevant in its content than previous strategies. The analysis of regional typology helped to identify a wider range of problems that aggravated or appeared over time. The problems were formulated as key priorities aimed at improving the life of local population and boosting the economic growth. The author believes that the main goal of the state regional policy is to reach and maintain a high level of economic development of the region. Regional policy is a set of legislative, administrative, and economic measures aimed at improving the quality of life and productive in the region. The state regional policy has the same economic orientation for all regions, which should be regulated by strategic planning, thus increasing the level of sustainable economic development.

The object of this research is budget expenditures. The limited financial resources are typical for most countries of the world, therefore, it is important to find and improve the ways of forming and implementing the budgetary policy of the state at every stage of the budgetary process. The budget of any country reflects important economic and social aspects of the life of society as a whole and each person individually. Of course, the budget is a powerful regulator of the main economic processes. One of the most problematic areas is ineffective and inefficient use of budget expenditures. Therefore, this study is aimed at developing practical recommendations for optimizing the process of managing budget expenditures in the context of decentralization to ensure sustainable socio-economic development of the state. To achieve this aim, the author used the problems of managing budget expenditures on the example of Ukraine in the context of the introduction of decentralization processes in the country. The research used the methods of scientific abstraction, systems approach, grouping and classification. To determine the integrated indicator of the efficiency of budget expenditures management at the level of a budgetary institution, society, region, state, a statistical method was used that reflects the correlations of the constituent indicators. To optimize the process of managing budget expenditures, which is considered as a cycle of public policy, two main approaches are proposed. First, a change in the concept of budget expenditures management – a transition from the consumption budget to the development budget, which will allow achieving sustainable economic development in the long term. Secondly, it is proposed to introduce an assessment of the effectiveness of budget expenditure management by calculating an integrated indicator, consisting of all components that reflect the effectiveness of the budgetary policy being implemented. Thanks to the proposed methodology, it is possible to timely adjust the policy for managing budget expenditures in the event of an unsatisfactory value of the integrated indicator of the effectiveness of managing budget expenditures. This provides the advantage that such an adjustment will have a positive effect, since it will be carried out both at the level of a budgetary institution, society, region, and the state as a whole.

Recent practice clearly shows that the implementation of the Strategy of spatial development as the basis of the state regional policy faces significant difficulties. One of these problems, significantly reducing the effectiveness of regional development policy is the lack of methodological approaches to the implementation of this policy on a targeted basis, taking into account the specifics of different groups of the subjects of the Federation. The article, basing on the authors’ methods of building a regional index of economic development and ranking of the subjects of the Russian Federation, undertakes an attempt to identify specific groups of regions of the country as the objects of the federal policy of regional development and the regulation of the spatial structure of the country’s economy. The authors formulate and evaluate in dynamic the basic “economic development potentials” of the regions of Russia. On this basis the authors identify — as a whole and in the context of separate groups of regions — the main factors and patterns, which ensure the steady growth of the regional link of the Russian economy. Taking into account the revealed patterns, the paper defines the possibilities of targeted addressing of various institutes and instruments of the federal policy of regional development in relation to specific groups of regions in the course of their ranking according to the authors’ methodology.
