Recent practice clearly shows that the implementation of the Strategy of spatial development as the basis of the state regional policy faces significant difficulties. One of these problems, significantly reducing the effectiveness of regional development policy is the lack of methodological approaches to the implementation of this policy on a targeted basis, taking into account the specifics of different groups of the subjects of the Federation. The article, basing on the authors’ methods of building a regional index of economic development and ranking of the subjects of the Russian Federation, undertakes an attempt to identify specific groups of regions of the country as the objects of the federal policy of regional development and the regulation of the spatial structure of the country’s economy. The authors formulate and evaluate in dynamic the basic “economic development potentials” of the regions of Russia. On this basis the authors identify — as a whole and in the context of separate groups of regions — the main factors and patterns, which ensure the steady growth of the regional link of the Russian economy. Taking into account the revealed patterns, the paper defines the possibilities of targeted addressing of various institutes and instruments of the federal policy of regional development in relation to specific groups of regions in the course of their ranking according to the authors’ methodology.

In terms of Government action aimed at ensuring sustainable socio-economic development of the Russian Federation in 2016 22 points are devoted to the situation of small and medium enterprises. However, funding is one-sided. In this connection, the necessity of creation of the state franchise system is justified. A sequence of implementation and the effects of state franchise system on the Russian economy is considered.

The purpose of the work was to assess the timing of the transition of the Russian economy and the economy of individual Russian regions to the dominance of the fifth techno-economic paradigm. By constructing econometric models of economic dynamics, the timing of the beginning of the dominance of the fifth technoeconomic paradigm was estimated. The transition to the domination of the fifth techno-economic paradigm in the economy of the country can expected in 2040. The economy of individual regions has already made the transition to the dominance of the fifth techno-economic paradigm. In the economy of a large part of the regions, the transition to the dominance of the fifth techno-economic paradigm can expected in many years and decades. Estimates of the expected timeframe for the transition to the dominance of the fifth techno-economic paradigm obtained on basis of the assumption that the trends of economic development prevailing in 2001–2015 were preserved.

Aim. The presented study summarizes the results of the analysis of modern approaches to assessing the higher education system in terms of its impact on the social and economic indicators of a region, describing a stakeholder approach to the classification of factors of a university’s influence on regional development.Tasks. The study aims to consider approaches to examining the activities of universities in the context of their impact on the development of a territory; to comparatively analyze social and economic indicators of the constituent entities of the Russian Federation and the education level of the employed population; to update the list of groups of stakeholders of the higher education system and to describe the parameters of university influence on the objects of one of the groups.Methods. This study analyzes the existing approaches of Russian and foreign researchers to assessing the contribution of the higher education system to socio-economic development as well as official statistics on the socio-economic development of the constituent entities of the Russian Federation.Results. A considerable number of diverse factors characterizing the influence of the higher education system on socio-economic development are identified. The authors describe the contribution of universities to the development of human capital, innovative and economic development, social policy and environmental well-being of the region. It is noted that the university’s academic reputation affects the competitiveness of the city and facilitates active international cooperation. A comparison of statistics on the proportion of employees with higher education among the working population (DHE) with various indicators of economic and social development of the constituent entities of the Russian Federation shows that many regions with a more skilled workforce have higher gross regional product (GRP) per capita, higher life expectancy at birth, and lower working-age mortality than regions with low DHE. There are also negative trends in the higher education system, such as the declining number of university teaching staff over the last ten years. A stakeholder approach to the classification of factors of university influence on regional development is proposed. A group of stakeholders of the higher education system defined as “society” is introduced. The parameters of university influence on this group are described.Conclusions. The existing influence of universities on the socio-economic development of territories makes it necessary to put issues related to creating conditions for the optimization of interaction between various groups of stakeholders of the higher education system on the federal and regional agendas.

The purpose of the work was to assess the timing of the transition of the Russian economy and the economy of individual regions of Russia to the dominance of the fifth techno-economic paradigm. The contribution of the fifth technical and economic paradigm in the per capita GDP is given. Based on econometric models of economic dynamics, the time of the beginning of the domination of the fifth techno-economic paradigm in the economy of regions is estimated. The economy of individual regions has already passed to the domination of the fifth technoeconomic paradigm. In the economy of a large part of the regions, the transition to the dominance of the fifth techno-economic paradigm can expected many years and decades hence. Estimates of the expected timeframe for the transition to the dominance of the fifth techno-economic paradigm are received, based on the assumption of the preservation of economic development trends in 2001–2015.

Topicality. One of the main tasks of the state regional policy is to stimulate the development of the regions, and, taking into account the successful experience of the European Union countries on this issue, the primary task and the main goal of the state regional policy should be connected with to reduction of disproportions of social and ecological and economic development. Balanced development of the regions is a necessary prerequisite to achieve the effectiveness of the state regional policy, which will ensure the social and economic development of the country as a whole. State regional policy requires that achievement of its goals should be gained by means of modern mutually interconnected mechanisms, as well as, provision of them with all the necessary resources for their implementation. Taking into account the experience of developed countries and the goals set in many normative and strategic documents of Ukraine on reducing the disproportionate development of regions, it is necessary to consider positive trends in preventing and overcoming divergent processes on the basis of reducing regional development imbalances in a context of the administrative-territorial reform of Ukraine and creation of new effective tools for legal and institutional structural impact on the development of regions of Ukraine. Aim and tasks. The purpose of the article is to study an experience of the European Union countries regarding the assessment of disproportionality in development of regions and measures aimed at reducing regional development imbalances, as well as the implementation of such experience in accordance with Ukrainian realities. Moreover, a scope of objectives of the current study includes allocation mechanisms of regional policy of the EU according to characteristics of the areas that are subject to state intervention for a further implementation of the positive experience of the EU countries in the aspect of overcoming the disproportions of regional development, as well as, development of practical recommendations for improving institutional support and assessment tools for measuring disparities of regional development in Ukraine. Research results. A foreign experience regarding assessment of regional disproportions is being considered within the article. Approaches to selection of indicators for assessment of disproportionality of regional development and features for definition of indicators, which perform as stimulators or as de-stimulators in different countries depending on local features of territorial development, - are analyzed. It was found that the practical difficulties arising from the use of GRP per capita, as a universal indicator characterizing the level of economic development of the region in the EU countries, - are related to a difficulty in choosing of method for determining the of output volume in conditions where activity goes beyond regional boundaries because of the fact that national statistical offices apply different approaches to calculation of this indicator. It was established that the development of a method for assessing of intra-regional disproportionality in the development of regions in Ukraine is complicated due to lack of a necessary statistical base provided by all necessary indicators at all levels; therefore, the proposed algorithm for comparing statistical information on monitoring of different levels of development of the country's territories will enable further development of a set of mechanisms that will stimulate socio-ecological and economic development at the regional level and will increase a regional competitiveness. The article provides recommendations on methodical provision of state evaluation of disproportionate development of the regions of the country; and proposes an algorithm for the implementation of statistical information on monitoring the levels of development of regions based on the European experience of organizing statistical and territorial division on economic grounds. Conclusions. It has been established that in different countries of the European Union there are different approaches and methods used to identify areas in which disproportions of development are inherent; factors that serve as a source of developmental imbalances are also perceived differently, hence the choice of indicators that can be used to measure the detected imbalances is a subject of consideration by each EU country separately. In some EU countries, as in Ukraine, there is a problem with the collection and processing of statistical information at the NUTS III level, which corresponds to the Ukrainian administrative-territorial division of rayon level (district) or a group of rayons (group of districts). Development of the method for assessing of intra regional disproportionality in the development of regions in Ukraine is complicated due to lack of adequate statistical base provided with all necessary indicators at all levels, therefore the proposed, within the current study, - algorithm for comparing statistical information on monitoring of different levels of development of territories of the country will provide further development of a set of mechanisms that will stimulate social and ecological and economic development and increase the regional competitiveness. Methodological basis for assessing of disproportionality of a regional development is the subject for further research in this area and provide a perspective for a study of intra-regional disproportions of development as a separate issue in the context of administrative-territorial reform in Ukraine.

Статья посвящена вопросам прогнозирования развития субъектов Российской Федерации. Рассмотрен прогноз динамики валового регионального продукта Республики Башкортостан на средне- и долгосрочную перспективы, а также ряд взаимосвязанных параметров. Проведен анализ показателей в текущих и сопоставимых ценах, их динамики и соотношения. Выявлен ряд противоречий, указывающих на наличие рассогласованности представленных значений. Раскрыты отдельные противоречия другим документам стратегического планирования. Результаты могут быть использованы для повышения эффективности управления региональным развитием. The article is devoted to the issues of forecasting the development of the subjects of the Russian Federation. The forecast of the dynamics of the gross regional product of the Republic of Bashkortostan for the medium - and long-term prospects, as well as a number of interrelated parameters, is considered. The analysis of indicators in current and comparable prices, their dynamics and correlation is carried out. A number of contradictions are revealed, indicating the presence of inconsistency of the presented values. Some contradictions with other strategic planning documents are revealed. The results can be used to improve the efficiency of regional development management.

The article contains an expert opinion on regional development issues reflected in the Message of the President of the Russian Federation of 2021 (hereinafter – the Message). It is noted that the issues of regional development in the Message correspond to the logic of the principles of coordinated functioning and interaction of the bodies included in the public power system. It has been shown that along with social measures, the key idea of the Message is the economic development of the regions. The prerequisites and setting of regional development goals within the framework of the new regional support scheme proposed in the Messageare revealed. The regional block of instructions for implementation of the Message is presented, the implementation of which will ensure the fulfillment of the role of the Message as a document of spatial development and equality of opportunities for the different territories and population groups.

Subject. The article determines what smaller countries pursue in their economic policy as the uncertainty of the world economy increases. Objectives. I study the economic development of the Russian Federation from perspectives of smaller countries and the efficiency of the common and diverse economic policy of smaller countries, which are closely related with the Russian economy, such as Belarus, Armenia, Georgia, Ukraine and Estonia. Methods. I evaluated how some macroeconomic indicators of countries under study changed over time. To verify the hypothesis, I analyzed documents in public domain, including statistical data on macroeconomic developments of countries, such as the Russian Federation, Belarus, Armenia, Georgia, Ukraine and Estonia. I also applied a systems approach, comparative and statistical methods of research on key macroeconomic indicators. Results. At the current phase of multipolarity and globalization, Russia’s economic development is proved to influence both smaller countries coming along with its development vector, and States that simply have common borders with Russia. Considering the single course of their development and their geopolitical position, smaller countries ensure their sustainable growth. Conclusions and Relevance. Those countries which have chosen the single course of the development and considered their geopolitical position have performed their economic policy in the most successful way.
