The report provides an assessment of the innovation factor in the reindustrialisation of Eastern Siberia, based on data on R&D costs and the introduction of innovative products. The Krasnoyarsk Territory has the greatest innovative potential, followed by the Irkutsk Region. The terms of modernisation of industrial complexes in Krasnoyarsk and Irkutsk were compared on the basis of the triple helix model. This model formalises the interrelation of production with university education and the development of interaction between all parties of the innovation process. The leadership of the Krasnoyarsk Territory was confirmed by a more developed innovation infrastructure of universities that interact with local engineering and aerospace corporations. Industrial production of the Irkutsk oblast is more focused on the extraction of minerals and the production of primary processing goods due to its more eastern position and dependence on the needs of the Chinese market.

The article summarizes the factors that determine the innovative development of regional economic systems. It was determined that the desire to diversify the sectoral structure should be based on an understanding of the role of construction as a sector of the economy, outstripping the development of the general economic situation. The hypothesis about the existence of a strong relationship between the volume of work in construction and the volume of output of innovative products in regional economic systems has been put forward and confirmed. In 2010–2018, there is a close relationship between the number of commercialized innovations and the volume of work in the construction industry in Russia. At the same time, the correlation between these parameters in various federal districts and subjects of the Russian Federation is not unambiguous. Russian regions are classified according to the strength of the relationship between these parameters. It is concluded that, mainly, in the border regions, construction is not associated with the development of innovative industries and innovative infrastructure.

Topicality. Under the conditions of the decentralization reforms in Ukraine the communities’ cooperation becomes one of the key tools of their socio-economic development. At the same time, this tool was underused in Ukraine in the sphere of innovation activity. The experience of world in general and Europe in particular showed that the cooperation among territorial and economic systems is efficient in the sphere of innovations and is actively applied by the regions both in the national and cross-border cooperation. Aim and tasks. The elaboration of methodological and applied bases of the realization of innovation vector of economic development and cooperation among territorial and economic systems of Ukraine and elaboration of the classification models of such cooperation in innovation sphere. Research results. The article suggests the methodological, classification, institutional bases of cooperation among territorial and economic systems, implementation of which will facilitate the realization of their innovation potential. The application of the territorial and economic systems as an object of the research allows to approach the studied problem not from the standpoint of administrative- territorial division, that involves the study of inter-municipal cooperation, formation of subregions, agglomerations, conurbations, etc., but from the functional standpoint to explore the inter-territorial innovation process in the context of cooperation within the innovation systems, production clusters, etc. While the issue of the regional innovation systems and clusters formation is well-studied, their formation in the interregional aspect remains topical both in the theoretical and applied aspects for the Ukrainian economy. Conclusion. The methodology of the realization of innovation vector of economic development and cooperation among territorial and economic systems of Ukraine, that is suggested in the research, provides the system approach and determines key orientations of the politics of inter-territorial cooperation activation in the innovation sphere.

In turn, innovative orientation of economic development of regional economic systems requires the development of methodological approaches to assess the regional innovation efficiency. The outlined and others determined the relevance of the scientific research on the development of a methodological approach to assessing innovative development efficiency of regional economic systems, to which this article is devoted. As a result of the research, a methodical approach to assessing the dynamics of innovation efficiency of regional economic systems in the conditions of the creative economy development, which provides for four stages of its implementation, was developed. This approach allows to objectively analyze innovation efficiency of regions by determining the integrated index of innovation efficiency and the coefficient of the innovation efficiency dynamics, as well as to determine the most influential indicators that will further develop mechanisms to enhance innovation processes in regional economic systems and to increase their innovative development efficiency. The proposed methodological approach to assessing innovative development efficiency of Polish voivodeships has been tested.

R&D is increasingly becoming globalized and implemented on a collaborative basis. It leads to the need for search of partners, resources, and ideas from outside the company. Currently authorities all over the world have a tendency to develop regional economic systems into regional innovation ecosystems. It in turn creates new challengers to the innovation intermediaries. The chapter is devoted to the search for ways to unite the innovation ecosystem concept with the theory of innovation intermediation, emphasizing specific types of innovation intermediation and fundamental mechanisms thereof, supporting incentives and the role in the innovation ecosystem. Hence, there needs to be a shift to the network organization of infrastructure that ensures a high level of participants' cooperation. Moreover, end-users of innovations are being considered as key actors in the innovation processes. The research results may be implemented into managerial practices in order to improve the competitiveness of regional economic systems.

The article presents the results of the study of the problems of the development of the innovation infrastructure of the region and the development of the corresponding regional program. The main problems of innovation activity at the regional level are systematized and the possibilities of their solution through the development of regional innovation infrastructure are identified. On the example of the Republic of Mordovia, the possibilities of applying an integrated approach to the development of the Innovation Infrastructure Development Program in order to increase the competitiveness of the regional economy as a whole are substantiated. Variants of the Program development based on the structuring of its activities according to the main subsystems of the innovation infrastructure and depending on the compliance of the activity profile (“affiliation”) of its organizations with specific stages of the innovation process and processes supporting it are proposed. Examples of project activities of the Program for the development of technological entrepreneurship of the residents of the business incubator and the creation of an innovative databank of the Republic of Moldova are presented as the basis for the formation of a regional Technology Transfer Center. It is concluded that the proposed approach can be applied to the development of the Innovation Infrastructure Development Program in other regions with similar innovative and other parameters of activity.
