Based on the perspective of the regional innovation system, this study constructs an analytical framework for the influence of government R&D funding on regional innovation quality and uses 283 Chinese cities as research samples to empirically test the influence of government R&D funding methods such as subsidies and tax preferences on regional innovation quality by the spatial Durbin model. According to the study, China’s regional innovation quality has a positive spatial correlation. Subsidies can improve regional innovation quality, which is mainly realized by increasing the input of innovation resources from local direct innovation subjects, attracting the inflow of innovation resources from neighboring areas, and increasing the innovation support from local indirect innovation subjects. Besides, spatial competition for subsidies makes it beneficial to improve the regional innovation quality in neighboring regions, while the promotion effect of tax preferences is not significant. When considering the heterogeneity of the city location and administrative hierarchy, it shows that the government R&D funding cannot improve the innovation quality of the Eastern cities and higher-administrative-hierarchy cities, while it can improve that of the Middle and Western cities and general-administrative-hierarchy cities. Furthermore, government R&D funding widens the gap of regional innovation quality, which may be related to the existing “insufficient intervention” and “excessive intervention” of government R&D funding. This study provides insights into the implementation of R&D funding by the government to promote the development of regional innovation quality.

Differences between the territories in economic-geographical situation, socioeconomic development, and political conditions of economic activity, the accumulated knowledgebase and competences, generate nonuniformity of the innovation space, where each region is unique and has its own innovative trajectory of innovative development trajectory. The subject of this research is the the process of formation and development of the regional innovation system (RIS) of Primorsky Region. The hypothesis is advanced that the RIS of Primorsky Region has certain peculiarities substantiated by the impact of economic-geographical location, which are reflected in engraining the specificity of marine management in localized innovation processes. The object of this research is the Kaliningrad Oblast located on the coast of the Baltic Sea. The article covers the period from 1945 to 1990, which allowed determining the peculiarities of the three stages of the life cycle of RIS  (origin, development, and maturity), as well as assessing the influence of the factor of coastal location  upon them. The author examines the qualitative and statistical data that characterize the five components of RIS: human resources, infrastructure, research and development, innovation environment, and framework conditions. The novelty of this work lies in application of comprehensive approach towards studying life cycle of RIS in its structural complexity in different time periods, as well as in consideration of coastal specificity of the economy. It is demonstrated that the RIS of Kaliningrad Oblast of the Soviet period specialized in marine management, formed as a result of concerted efforts of the government.

Abstract Background The persistent quality gap in maternal health services in Nepal has resulted in poor maternal health outcomes. Accordingly, the Government of Nepal (GoN) has placed emphasis on responsive and accountable maternal health services and initiated social accountability interventions as a strategical approach simultaneously. This review critically explores the social accountability interventions in maternal health services in Nepal and its outcomes by analyzing existing evidence to contribute to the informed policy formulation process. Methods A literature review and desk study undertaken between December 2018 and May 2019. An adapted framework of social accountability by Lodenstein et al. was used for critical analysis of the existing literature between January 2000 and May 2019 from Nepal and other low-and-middle-income countries (LMICs) that have similar operational context to Nepal. The literature was searched and extracted from database such as PubMed and ScienceDirect, and web search engines such as Google Scholar using defined keywords. Results The study found various social accountability interventions that have been initiated by GoN and external development partners in maternal health services in Nepal. Evidence from Nepal and other LMICs showed that the social accountability interventions improved the quality of maternal health services by improving health system responsiveness, enhancing community ownership, addressing inequalities and enabling the community to influence the policy decision-making process. Strong gender norms, caste-hierarchy system, socio-political and economic context and weak enforceability mechanism in the health system are found to be the major contextual factors influencing community engagement in social accountability interventions in Nepal. Conclusions Social accountability interventions have potential to improve the quality of maternal health services in Nepal. The critical factor for successful outcomes in maternal health services is quality implementation of interventions. Similarly, continuous effort is needed from policymakers to strengthen monitoring and regulatory mechanism of the health system and decentralization process, to improve access to the information and to establish proper complaints and feedback system from the community to ensure the effectiveness and sustainability of the interventions. Furthermore, more study needs to be conducted to evaluate the impact of the existing social accountability interventions in improving maternal health services in Nepal.

This study aims to determine the impact of business planning for the development of MSMEs. The research method uses is a qualitative method with a descriptive and explorative descriptive approach. From the results of the research conducted, the results show that proper business planning and the application of a good marketing strategy have a positive impact on the sustainability of MSME activities. In addition, the quality of production that has a competitive advantage is also one of the driving factors. For the development of MSMEs, there are several obstacles faced, especially related to capital and guidance from the local government. With the development of MSMEs, it is expected to improve people's welfare, including helping the government in reducing unemployment.

Daerah penelitian terletak di desa Muaro Limun, Kecamatan Limun Kabupaten Sarolangun Provinsi Jambi. Sungai limun, salah satu sungai besar di daerah kabupaten sarolangun yang dimanfaatkan oleh mayarakat sekitarnya sebagai sumber penghidupan. Penelitian bertujuan untuk mengetahui pengaruh kegiatan penambangan terhadap kualitas air sungai Batang Limun, dan perubahan sifat fisik dan  kimia yang diakibatkan   kegiatan penambangan.Metode yang digunakan adalah  metode grab sampel, serta stream sedimen untuk dianalis di laboratorium. Sejumlah sampel diambil di beberapa lokasi Penambangan Emas berdasarkan Aliran Sub-DAS dan dibandingkan dengan beberapa sampel lain yang diambil pada lokasi yang belum terkontaminasi oleh kegiatan penambangan. Analisis kualitas air mengacu pada  SMEWWke 22 tahun 2012 dan standar baku mutu air kelas II dalam PP No 82 yang dikeluarkan oleh Menteri Kesehatan No. 492/Menkes/Per/IV/2010. Diketahui sungai Batang Limun telah mengalami perubahan karakteristik fisika dan kimia. Dari grafik  kosentrasi kekeruhan, pH, TSS, TDS  Cu, Pb, Zn, Mn, Hg terlihat bahwa penambang emas tanpa izin (PETI) dengan cara amalgamasi yang menyebabkan terjadinya penurunan kualitas air sungai. Sejak tahun 2009 sampai tahun 2015  sungai Limun dan sekitarnya terus mengalami penurunan kualitas air. Penurunan kualitas yang cukup tinggi terjadi  yaitu peningkatan nilai Rata-rata konsentrasi merkuri pada sungai Batang Limun dari 0,18ppb (0,00018 mg/l)  menjadi 0,3ppb (0,0003 mg/l), peningkatan tersebut dipengaruhi oleh proses kegiatan penambangan dan nilai tersebut masih dibawah standar baku mutu air kelas II  pp nomor 82 tahun 2010.Kata kunci :   Kualitas Air, Sungai Limun,TSS, Merkuri, PETI Limun river is one of the major rivers in the area of Sarolangun, which utilized by the society as a source of livelihood. The aim of study  to analyze the effect of mining activities on  the water quality of Batang Limun River, and the changes of physical and chemical properties of water. The method used are grab  and stream samples to  sediment analyzed in the laboratory. A number of samples were taken at several locations based Flow Gold Mining Sub-watershed and compared to some other samples taken at the location that has not been contaminated by mining activities. Water quality analysis referring to SMEWW, 22nd edition 2012 and refers to Regulation No 82 that issued by Minister of Health No. 492 / Menkes / Per / IV / 2010.The results showed that the Limun river has undergone chemical changes in physical characteristics. These symptoms can be seen from the discoloration of clear water in the river before the mine becomes brownish after mining, based on graphic of muddiness concentration: pH, TSS, TDS Cu, Pb, Zn, Mn, Hg have seen that  the illegal miner which used amalgamation caused deterioration in water quality, data from 2009 to 2015 Limun river and surrounding areas continue to experience a decrease in water quality. The decreasing of water quality showed in the TSS parameter which found in the area is to high based on  the standard of water quality class II pp number 82 of 2010. An increase in the value of average concentrations of mercury in the Batang Limun river before mine 0,18ppb (0.00018 mg / l) into 0,3ppb (0.0003 mg / l) on the river after the mine. The increase was affected by the mining activities and the value is still below the air quality standard Grade II pp numbers 82 years 2010, although the value is still below with the standards quality standard, the mercury levels in water should still be a major concern because if it accumulates continuously in the water levels will increase and will be bad for health. In contrast to the concentration of mercury in sediments that have a higher value is 153 ppb (0,513ppm ) .Key Words :   Water Quality, Limun River, Mercury, Illegal gold mining

<p>This study aims to find empirical evidence about the role of accounting information system (AIS) as intervening factors that affect the quality of financial reporting information of the government. This study uses a questionnaire that primary data collected from respondents, namely employees of the accounting department of the government units, especially a partner institution in the State Treasury Office (KPPN) 2 Jakarta. Data processing is performed by the method of partial least squares (PLS). The results of this study are the accounting information system has significantly the impact on the quality of government financial reporting information. While the capacity factor of human resources, control data input and application of Government Accounting Standards (SAP) have a significant direct effect on the AIS, is larger when compared to a direct influence on the quality of financial reporting information. Other factors, organizational commitment and internal control system has a significant influence either directly or indirectly on the quality of financial reporting information. The findings of the study are expected to provide input to the government the importance of improving the accounting information system, such as strengthening the capacity of human resources and accounting applications in realizing quality financial information.</p>

The high level of competition among private universities is happening now requires every college has the right strategy to attract the interest of new students. Each college offers the advantages of each. However, not all universities have a particular brand image compared with other universities.One of the determining factors of brand image is the satisfaction of its customers. While satisfaction itself arises as a result of service perceived by the customer.College is not only required to provide a good quality education, but they also must be able to provide good service to students as well. Good service is expected to provide satisfaction for students. Of course in the long term, the impact of satisfaction that will form a good image for the college concerned anyway.STIE IBBI Medan is one of the private high school that has a good image in the city of Medan. However, STIE IBBI still have to further improve the quality of services provided to students. It is necessary to maintain the good image that has been owned STIE IBBI today.The plan of the research will be conducted in STIE IBBI Medan. The population is all students STIE IBBI. The long term goal of this research is to STIE IBBI to increase public confidence in higher education that will take in high school applying good quality excellent service. Expected from the results of this study, STIE IBBI can also implement appropriate marketing strategies to improve the quality of service to students. In addition, the results of this research can be a good reference for prospective new students who will pursue higher education in the STIE IBBI Medan.

Regional innovation network has become an important way to improve national independent innovation ability and promote regional and social development. This paper studies the evolution of the synergetic innovation system of industry-university-Research Collaboration under the government behaviour, constructs an asymmetric evolutionary game model between the government and industry-university Research collaboration, and analyses the influence of parameter changes on synergetic innovation decisionmaking behaviour. The results showed that the government’s regulatory costs, subsidies from the government, the production, will take the profit resulting from the synergetic innovation behavior, coordination costs and government punishment, and one party to the cooperative behaviour decision to bring the other side of the loss factors such as size, to participate in Innovation decision-making behaviour of the subject of dynamic evolution path and the results have important influence to the use of MATLAB software evolution paths of related factors under different conditions and the trend of simulation test and verify.

Abstract The calculation for the influence of high-speed railway on knowledge spillover is based on the results of global instantaneous equilibrium in the mechanism explanation of knowledge spillover. In real production, the interaction between the high-speed railway and the regional innovation system is dynamic and local. In order to simulate the impact of high-speed railway on innovation activities in the time dimension, it is necessary to simulate scenarios under appropriate parameter assumptions. Based on the interaction of economic participants, a discrete evolutionary simulation model is established, which is helpful to predict and estimate the evolution of spatial effect of high-speed railway according to the theory of cellular automata. It is concluded that high-speed railway accelerates the formation of knowledge innovation industry cluster in the region in the process of regional knowledge innovation and evolution. Under the influence of high-speed railway, the node city will gradually evolve into a regional innovation center. By comparing the production evolution of knowledge innovation system with and without high-speed railway, the results show that high-speed railway has a more significant impact on knowledge spillover in higher knowledge privatization environment. Under the background of low labor migration rate, high-speed railway has increased the potential of regional innovation to external knowledge spillover. In the case of higher labor migration rate, the convergence rate of influence of high-speed railway on the concentration of innovation is faster.

Cross-border flows of people, capital, and information along with inbound tourism flows can act as an important vehicle that benefits the innovation system in tourism destination areas. This study addresses the unintended but far-reaching impact of international tourism by focusing on the influence of inbound tourism on regional innovation in China. Data from 30 Chinese provinces for the years 2003–2012 are used for the empirical analysis, employing a spatial panel data model. The results show that inbound tourism may be a new and powerful driving force for regional innovation, while the effect of inbound tourism on technological innovation appears to be weaker than that on social innovation. Our findings also show that a higher market percentage of domestic tourism may weaken the impact of inbound tourism. Furthermore, the impact of inbound tourism on innovation tends to be relatively stronger in the richer and more internationally oriented provinces of China.

AbstractThe authors develop a theoretical model that elucidates the relationship between the quality of governance, the composition of government spending and pollution as a by-product of the consumption process. In particular, they determine the impact of government spending that alleviates market failure such as subsidies to the poor which reduce credit market failure and environmental regulations to correct for pollution externality. It is found that a shift in government spending towards goods that alleviate market failure has countervailing effects – consumption pollution rises due to increases in income, but consumption pollution also falls due to increasing environmental regulations. Conditional on the government adopting a democratic regime, the effect through environmental regulations outweighs the effect through income leading to lower consumption pollution. The authors estimate an empirical model and find that the results support their theoretical predictions.
