Decolonisation and South African TVET: A Different Missing Middle

This paper explores the South African Technical Vocational Education and Training (TVET) sector in relation to calls for decolonisation that have emanated from higher education institutions (universities) and basic education institutions (schools). Both the public and the academic community have echoed these institutions’ calls for transformation through protests and articles in academic journals and the popular media. Apart from two articles in the popular media the silence on decolonisation and TVET has been deafening. A key phrase during the #FeesMustFall protests was “the missing middle,” referring to those students who were too rich for NSFAS bursaries but too poor to afford university fees. I argue that the TVET sector is a different missing middle in that it is missing from debates about decolonising education in South Africa. Through a document analysis of TVET related legislation, I argue that it is too “high” for basic education and too “low” for higher education. By drawing on Jan Blommaert’s notion of “voice” and Gayatri Spivak’s notion of “the subaltern,” the paper considers why there has been such silence on decolonising the TVET sector.

One of the stark realities of Africa today is the crisis of youth unemployment. Every year,about 10–12 million poorly skilled young people exiting the various levels of the educationsystem enter the labour market (AfDB & OECD, 2012), where they end up in insecure andsometimes hazardous employment with no prospect of further education or training. Evengraduates of higher education institutions are not spared the frustration of seeking and notimmediately finding a job. In countries such as Zambia and Ethiopia, young graduates maytake up to five years after training before finding a job in the formal sector (ILO, 2013). InGhana, it is estimated that the economy needs to create 300 000 new jobs per year to absorbthe growing number of unemployed (Honorati & Johansson de Silva, 2016). In Tanzania,approximately 800 000 people enter the labour market each year (ILO, 2012), in contrast tothe absorptive capacity of the public sector of only 40 000.

This study aims to assess South African universities' adoption of online teaching and learning during COVID-19. The literature review and document analysis were used to analyze the data. The study found that the Department of Higher Education and Training worked with universities to develop a plan to implement online teaching and learning. Various stakeholders such as media and mobile companies supported the online teaching and learning through financial resources in the form of data subsidizing, media airtime, and campaign for the initiative.

RESUMO O Programa Institucional de Bolsa de Iniciação à Docência (PIBID) objetiva incentivar a formação de docentes para a educação básica pública, contribuindo para a valorização do magistério. A presente pesquisa visa avaliar a repercussão do referido programa na qualificação e formação de professores para a educação básica da rede pública, a partir da opinião de alunos do PIBID da Universidade Federal do Ceará (UFC). Para tanto, três objetivos foram delineados: analisar as repercussões do PIBID na qualificação docente; identificar a influência que o programa exerceu na escolha profissional do egresso; e identificar a percepção do egresso sobre a escola pública durante a experiência como bolsista. Enviou-se questionário para o endereço eletrônico de 584 egressos do PIBID, obtendo-se retorno de 14,4% (n = 84). A partir dos resultados, concluiu-se que o PIBID contribui consideravelmente para a qualificação da formação docente, além de despertar e reforçar o interesse pela docência. Palavras-chave: Ensino Superior, Avaliação Educacional, Formação de Professores. Evaluation of Institutional Program in Initiation in Teaching Scholarship (PIBID): a case study at the Federal University of Ceará (UFC)ABSTRACT The Institutional Program in Initiation in Teaching Scholarship (PIBID) aims to encourage the training of teachers for basic public education, contributing to the enhancement the magisterium. This article is a thinking exercise to re-imagine some of the principles of a transformational vocational education and training (VET) approach underpinned by participatory democracy and governance, and is drawn from a longer work on an ABC of the principles that could be considered when discussing ways to transform VET for South African learners and teachers. The purpose of this article is to scope out the social, cultural, political, economic and environmental context of VET and to suggest some of the possible ingredients to inspire co-created design. Thus the article is just a set of ideas for possible consideration and as such it makes policy suggestions based on many ways of knowing rooted in a respect for self, others (including sentient beings) and the environment on which we depend. The notion of African Renaissance characterises the mission of a VET approach in South Africa that is accountable to this generation of living systems and the next.

This article sets sights on highlighting the effectiveness and efficiency of higher and vocational education and training, as well as exploring ways to address and implement the current reform agenda in the field. The research was conducted on the basis of a generalizing and comparative method, to identify the problems and development of vocational and higher education. Within the framework of the conducted research the current state of vocational and higher education has been characterized; the features of online learning at leading universities and its advantages has been clarified; the prospects of introduction of continuity of education have been studied, for the development of personality abilities, taking into account changes in society in the context of improvement of the system of vocational and higher education caused by the European integration process of education; directions for the development of vocational and higher education as part of the national education system and society in general have been outlined. It is determined, that at the present stage the domestic education system should be improved and transferred to an innovative way of development in accordance with developed countries. In the near future, such modern forms of education as: distance education, dual education, continuing vocational education and others, should be improved and implemented into the educational process.

Dual study programs are hybrid forms of work-based higher education that have expanded very rapidly in Germany—a country traditionally considered a key model in both higher education (HE) and vocational education and training (VET). The continued expansion of these hybrid programs increasingly raises questions if, how, and why they may be internationalized. Although comparative research suggests that this could be challenging due to the uniqueness of the German education and training system, strong forces support internationalization. This study examines the current state and the future prospects of internationalization of such innovative dual study programs by focusing on student mobility, a key dimension of internationalization. We find growing interest in but still relatively little mobility related to dual study programs, whether among German (outgoing) or international (incoming) students. Based on expert interviews and document analysis, we extend existing typologies of student mobility regarding specific features of work-based HE programs. Furthermore, we discuss opportunities—at home and abroad—for increasing student mobility in this rapidly expanding sector.

Stakeholders’ perceptions towards a career in vocational education and training (VET) in Vietnam negate the country’s industrial development plan. During the last 15 years, the Vietnamese Governments investment in to the sector increased annually. However, parents and their children still pursue the goal of higher education via the mainstream rather than a career path way using the vocational education and training system. Although stereotypical views of vocational students are being challenged, Confucian ideology maintains some influence over stakeholders’ educational decisions leading to the sustained popularity of higher education. This study explores the perceptions of students on the image of and their loyalty towards vocational education and training. A sample of 300 lower secondary school, 300 upper secondary school, and 300 vocational students was drawn from across the Northern and Southern regions of Vietnam. A survey questionnaire was used to collect data and mean analysis conducted to explore the data. The findings indicate that agreement with statements about facilities and equipment, teacher’s ability, curriculum, and soft skills are the clearest indicators of enhanced perceptions about the image of vocational education and training. Encouragement from parents appears most influential to positively affecting lower secondary students’ loyalty. Unexpected was that vocational students had less interesting continuing in vocational education and training compared to lower and upper secondary school students inclination towards a career in VET. First-hand experience seemingly leads to diminished perceptions and loyalty towards vocational education.

As Geographic Information Systems (GIS) have only been included in the curriculum in the last decade, many educators globally struggle to integrate GIS practice into their teaching strategies. Following the global trend, South African educators might feel ill equipped as they did not receive formal GIS training in a higher education institution. This paper highlights key global and South African challenges regarding GIS integration. To compare the challenges that South Africa faces with those experienced elsewhere, this mixed method study gleaned data from student educators (n=78) who completed a questionnaire regarding their GIS FET Phase education, followed by in-depth interviews with FET Phase educators (n=10) and two provincial heads of Geography for the Department of Basic Education (DBE). Results from this study indicate a clear global and national pattern of barrier categories.
