Municipalities by design are at the grassroots and the gateway for providing direct development interventions to the masses of the people of South Africa. There is, however, evidence that success in implementing youth development programmes is limited, owing mainly to the lack of performance management application at the local government level. Nkangala District Municipality (NDM) was used as a case to explore the extent to which municipalities apply the prescripts and principles of performance management to the youth development programmes. The study sought to establish whether municipalities have performance management frameworks and systems, and whether youth development matters are included in the same. Evidence from the study shows that there are still gaps to be addressed in NDM. Finally, the study suggests a Youth Development Performance Management Framework, which will also integrate youth participation, monitoring and evaluation.

Abstract This paper reports the findings of a case study in which a curriculum-based positive youth development program (Project P.A.T.H.S.) was implemented by the class teachers in a school. School-related factors which contributed to the success of program implementation were identified in the study. Results showed that factors facilitating the program implementation were closely related to the “5Ps” model (i.e., program, people, process, policy and place). While all the above factors contributed to the success of program implementation, the “people” factor was identified as the most crucial factor. Overall, both the students and program implementers perceived the program to be effective in promoting holistic development in the program participants.

Purpose – This paper aims to discuss the verification process of the theoretical concepts of the proposed performance management (PM) framework in practice. Design/methodology/approach – A case study based on a focus group discussion (FGD) method is used to describe the application a PM framework and the implementation of a PM system in a case organisation. Findings – The findings show that the case organisation has been applying the Balanced Scorecard framework and show that it needs to add some important aspects to the framework to support the better implementation of its PM system. Research limitations/implications – This paper is based on a single case study due to the need for an effective FGD in a selected organisation. Originality/value – The study drives the development of PM research in the use of a theoretical verification method to confirm the application of the theoretical concepts of PM framework in practice.

This study aimed to know how the kiai as religious figures who had the highest social status in Pamekasan Regency carried out their work as vote brokers. This study was a qualitative research with a case study method. The research depended on verbal data and information of vote raising done by public figures in a Madurese local election. Intensive interview with some kiai as the key informants was done to get the intended information. They were chosen as primary data sources because they were public religious figures whom the people adhere to. The result showed that kiai with their social capital as vote brokers mobilizing the masses properly attracted political bosses who competed in the local election. Kiai with their religiosity played as an intermediary in delivering material for intended voters. However, it was unethical when the kiai as a religious figure provided material for voters. As a local figure who has a good image in a community, kiai became a major element in the progress of the democratic process. It can be concluded that the kiai as a highly respected religious figure contributed to the democracy to be well organized in the future.

Although religious bigotry and military tyranny have been overtly delineated by the first and second generation novelists, especially the ones who witnessed the military maladministration in Nigeria, the contemporary Nigerian novelist also attempts to contribute and provide with more resources on the rights of the people and the liberty to be free from the imposition of religious and/or political doctrines that are socially constructed upon the people. In the Nigerian context, religious and political/military despotism are considered to go hand in hand since their ideologies formulate part of the hegemonic, determinist superstructures that push the masses to be at the corner of receiving end. Within Nigeria’s copious output of literature written in English, this paper, using Yishau’s debut novel In the Name of Our Father as a case study, attempts to develop a bird’s eye view of the religious and military issues in Nigerian society. Adopting the praxis of Marxist critical thinking, this paper acknowledges how the author, Yishau, allows his intellectual capacity in the form of a novel to direct his writing in relation to the religious bigotry and military despotism that spearheaded Nigerian society, most significantly in the military regime between 1966 and 1999. The outcome of this paper is that Yishau has accorded a pedigree for himself on the shore of Nigerian novels by leveraging critical attention to unfold the thematic precepts of religious bigotry and military despotism in his first literary, textual appearance.   Keywords: Religious bigotry, military despotism, Nigerian novel.

This paper will explore the phenomenon of local politicians who perpetuate power through political dynasties at the local government level. This is important to discuss because Indonesia as a democratic country in an era of transparency and accountability needs visionary leaders who properly represent the people in accordance with their capacities and capabilities. The focus of this study examines the electoral system that occurs at the local level through politicians who build political dynasties in Riau Islands Province. Riau Islands Province was made a study area because there were still phenomena of families becoming politicians in the 2019 general election. To obtain comprehensive data, the authors used research data collection through library research. The results of the study found that political dynasties can occur due to several factors, among others, in the context of a plural or plural society such as Indonesia, individual political behavior will be strongly influenced by the production of social, economic, psychological, historical, political and cultural factors. Second, the absence of periodic restrictions makes candidates who have charismatic and popularity in the community continue to run themselves as a great opportunity for families to participate in electoral politics at the local level.

AbstractIn Germany, state and local authorities are repeatedly in conflict with each other regarding the funding of municipal households. Concerning this matter a sufficient fiscal endowment of local public authorities does not only depend on a deemed-to-satisfy provision of state grants but also requires an adequate exhaustion of existing sources of revenues at the local government level. Against this background, the paper analyses local tax policy in order to assess whether the involved potential of budget finance is exploited sufficiently. Taking Rhineland-Palatinate as a case study the degree of tax exploitation (local business tax, local property tax) is empirically estimated for the time period 2007 – 2013.
