This paper will explore the phenomenon of local politicians who perpetuate power through political dynasties at the local government level. This is important to discuss because Indonesia as a democratic country in an era of transparency and accountability needs visionary leaders who properly represent the people in accordance with their capacities and capabilities. The focus of this study examines the electoral system that occurs at the local level through politicians who build political dynasties in Riau Islands Province. Riau Islands Province was made a study area because there were still phenomena of families becoming politicians in the 2019 general election. To obtain comprehensive data, the authors used research data collection through library research. The results of the study found that political dynasties can occur due to several factors, among others, in the context of a plural or plural society such as Indonesia, individual political behavior will be strongly influenced by the production of social, economic, psychological, historical, political and cultural factors. Second, the absence of periodic restrictions makes candidates who have charismatic and popularity in the community continue to run themselves as a great opportunity for families to participate in electoral politics at the local level.

This chapter introduces the concept of m-government and its implications for both citizens and public institutions. Although m-government is currently in an initial phase of development, its potential in the relationship between the public sector and the citizen is obvious because of, for example, the large number of mobile phone users among the public. In addition, the development of m-government initiatives generates a good number of bene?ts for the public sector that operates it as well as for the public, who experience improved accessibility to electronic public services. Because of this, this chapter analyses m-government initiatives developed by the Zaragoza City Council (Spain) in order to describe its bene?ts, implications for the relationship between the City Council and the citizen, and the future perspectives of these initiatives. We have speci?cally chosen a country like Spain due to the fact that mobile telephone usage is widespread and, at the same time, local government level has been chosen as the citizen participates more in the relationship with the public sector when it is at the local level.

Abstract Populist radical right (PRR) parties have increasingly occupied positions of power in recent years, inspiring much scholarly interest in the mainstreaming consequences of government responsibility. This article analyses the extent and manner of mainstreaming of the Rassemblement National (RN) while in power at the local level of government in France. A municipal-level focus enables the novel inclusion of the party into the debate about the consequences of government participation for the PRR. We conduct a paired case study analysis of RN-led Hénin-Beaumont, the political base of Marine Le Pen and her ‘de-demonization’ strategy, alongside nearby Lens, which is led by a mainstream party. We analyse the policy and discourse of the administration through a qualitative content analysis of mayoral statements and data from semi-structured interviews with local politicians. The results show a partial mainstreaming due to the strategic exercise of local government power to present a more moderate and capable image, as well as the use of populist discourse to frame mainstream opposition forces and the local press as working against the interests of ‘the people’.

Therefore, the aim of this paper is to examine the relationship between risk management and internal audit effectiveness at local government level. The paper is a literature review paper and the paper concluded that risk management can influence the effectiveness of internal auditors at local level. The paper needs to be validated empirically.

The Regional government which carried out based on the principle of autonomy as wide as possible implies that the regions are given the authority to regulate and manage all their own affairs. So, this study tried to conduct a study of normative law to further examine the nature of the implementation of regional autonomy, and the second tried to analyze the role of regional regulations in order to support the implementation of regional autonomy through library research using the statute approach and conceptual approach. The results of the study indicated that one of the important ideals and rationalities for implementing regional autonomy was to make the policy process closer to the society, not only in the central government. For this reason, authority needs to be given so that local governments can take their own initiative to make decisions regarding the interests of the local community through laws at the local government level. Thus, the contents of the Regional Regulations are to accommodate the interests of the people in the regions in order to achieve happiness and prosperity that is distributed equally to the people in the area.Pemerintah daerah dilaksanakan berdasarkan prinsip otonomi yaitu memberi dan melaksanakan rumah tangga itu sendiri. Untuk alasan ini, penelitian ini adalah studi hukum normatif untuk memeriksa lebih lanjut tentang pelaksanaan otonomi daerah dan pendekatan lain yang dapat dianalisis dengan menggunakan pendekatan perpustakaan menggunakan pendekatan Statuta dan pendekatan konseptual. Hasil penelitian menunjukkan bahwa salah satu cita-cita dan rasionalitas penting pelaksanaan otonomi daerah adalah membuat proses lebih dekat dengan masyarakat, tidak hanya di pemerintah pusat. Untuk alasan ini, perlu mengisi ruang sehingga pemerintah dapat mengambil inisiatif sendiri untuk membuat keputusan tentang lingkungan masyarakat melalui peraturan di tingkat pemerintah daerah. Ini adalah konten materi dari Peraturan Daerah pada dasarnya untuk mengakomodasi manfaat masyarakat di daerah dalam rangka mencapai kebahagiaan dan kemakmuran yang didistribusikan secara merata kepada orang-orang di daerah tersebut.(The regional government is carried out based on the principle of autonomy is giving and carrying out the household itself. The system that Indonesia is currently using as a form of realizing people's sovereignty is to hold elections. Both elect legislators and presidents who in principle are to make the community prosperous and prosperous by maximizing the available potential by managing natural resources in accordance with the mandate of the 1945 Constitution Article 33 Paragraph 1 to Paragraph 4. The purpose of this paper is to find out the benefits from elections for the welfare of the people. This assessment method uses a qualitative approach by tracing matters of public benefit to the electoral system and using data search techniques in the form of literature reviews or literature studies and using triangulation techniques to validate the data the authors get from library research. The results of the study show that elections are useful as a tool for democracy, a means of community participation, solutions to change leadership, legitimizing elected leaders, where people submit their aspirations, socialize and establish relationships.

Municipalities by design are at the grassroots and the gateway for providing direct development interventions to the masses of the people of South Africa. There is, however, evidence that success in implementing youth development programmes is limited, owing mainly to the lack of performance management application at the local government level. Nkangala District Municipality (NDM) was used as a case to explore the extent to which municipalities apply the prescripts and principles of performance management to the youth development programmes. The study sought to establish whether municipalities have performance management frameworks and systems, and whether youth development matters are included in the same. Evidence from the study shows that there are still gaps to be addressed in NDM. Finally, the study suggests a Youth Development Performance Management Framework, which will also integrate youth participation, monitoring and evaluation.

The article considers the prerequisites for the implementation, nature and significance of institutional measures to counter corruption at the local government level in Russia during the reforms of the 50-ies of the XVI century. The problems of evolutionary development or deliberated formation of new ways of combining public and private interests at the local level, interchangeability and complementarity of different forms of state administration, regional and local self-government are put. The article shows that in the search for ways to counteract abuse by vicegerent, the Central government gives wide powers to the bodies of local self-government. But the state will be able to completely abandon the vicegerent system only by the beginning of the XVII century. In turn, corruption costs were also evident in the activities of local authorities, which forces the state to create additional internal institutional mechanisms, and to impose anti-corruption expectations on new bureaucratic bodies voivodes, which were becoming a local continuation of the prikaz system.

AbstractThe article is devoted towards the application of managerial accounting for deliverology development at the local government level in countries and comparing them to the stage of fiscal decentralisation implementation in Ukraine. The aim of the article is to show how the application of the managerial accounting approach in the public sector can contribute to the introduction of deliverology at the local level using Ukraine as an example. The methodology is based on the application of Difference in Difference method for the implementation of deliverology at the local government level. It has been proved that the use of multi-criteria decision-making methods in the analysis of the performance of budget programmes at the local level will contribute to the improvement of public services delivery. The main contribution of this study is to provide the basis for developing recommendations for the use of a single or uniform standard of electronic databases on regional development indicators and local budgets. This will help to ensure operational control over deviations of actual indicators from planned ones, as well as identify regions where local authorities are using resources inefficiently.
