Improvement of the methodology for calculating the training standards with fire-fighting equipment

Introduction. The article deals with improvement of the differential model of training for decision-making when setting standards of training with fire-fighting equipment. Using a differential training model, the study of the setting training standards with new models of technology and fire-technical equipment was carried out. Goals and objectives. The aim of the study is to improve the training model for calculating the training standards and predicting the number of approaches to ensure the successful development of the training in the framework of the management of professional training of firefighters. Methods. The process of obtaining new scientific results can be divided into three stages. At the first stage, when improving the training model, methods for solving differential equations with separable variables were used. At the second stage of the study, the Student's criterion and elements of probability theory were used in the development of training standards with fire-fighting equipment. At the third stage, the Pearson determination criterion was used in the process of assessing the adequacy of the results. Results and discussion. The authors obtained a partial analytical solution of the general differential training model for the case of linear dependence of the training function on the results of the exercise. A method for calculating standards for exercises with fire-fighting equipment based on truncated data is proposed and the results of calculating standards are compared with the generally accepted method for setting standards for exercises with fire-fighting equipment. A method has been developed for determining the values of the function of training based on the results of repeated exercises, taking into account the training factor. Conclusions. Thus, the proposed modification of the training model consists in establishing a linear dependence of the results of the exercises on the number of approaches, which allows planning actions for the successful implementation of exercises with fire-fighting equipment. The directions of further research in terms of the development of the results obtained in the management of professional training of personnel in fire departments have been determined. The article deals with topical issues of improving the level of training of cadets of educational institutions of the State Fire Service of the EMERCOM of Russia for professional activities in the field of fire fighting. The application of the implemented disciplinary approach, which assumes a time-dispersed nature of studying various disciplines in the field of fire fighting, does not allow you to get concentrated knowledge, skills and sufficient experience in performing combat operations to extinguish fires, which affects the professional readiness of graduates for practical activities. The purpose of the study is to form a subject-professional approach that will allow, through the optional hours of the main educational program on the basis of previously formed skills and abilities, to implement through training courses concentrated training in the field of fire fighting to improve the professional readiness of graduates. To increase the level of professional readiness of graduates, the author studied the experience of practical training in the field of fire fighting, analyzed the activities of fire and rescue units in extinguishing, studied normative documents and scientific works in the subject area, has developed a subject-professional approach for concentrated training, as well as the subject-matter and content of training courses, has formed an evaluation tool for students. The author proposes to implement a subject-professional approach through the development and implementation of basic, special and additional training courses, for the formation of which modular, competence-based and contextual approaches were used, aimed at maximum professional orientation of training, courses that allow to increase the competence of graduates in the field of fire fighting. The author also proposes to implement the subjects of the training courses through practical classes based on the game forms of training that increase the educational and professional motivation of students. The author concludes that in order to increase the effectiveness and further development of the subject-professional approach, it is necessary to expand the subjects of training courses and improve them, taking into account the changing regulatory framework, the experience of fire and rescue units in fires, the development of fire extinguishing tactics and the introduction of new models of fire equipment and fire-technical equipment.

The article studies the problem of control of firefighting at the seaports under uncertainty, which consists of localization and extinguishing fire with minimum effort and resources within shortest time. The author has developed a model of fire fighting control at the seaports under conditions of uncertainty, the main elements of which are: a model of defining the fire area; a model of selecting the fire rank; an analytical model for evaluating resources sufficiency; an analytical model for resources selection; a neuro-fuzzy model for choosing optimal actions; an evaluation model of successful implementation of the plan; a model for implementation of neuro-fuzzy models. In comparison with existing models, distinctive features of the developed model are the following: application of combined membership functions that allow to perform more accurate approximation of input parameters values; implementation of the block of eliminating dynamic errors. This article assesses the model adequacy and confirms it through model verification and validation. The author has developed information and analytical management support system for fire fighting at seaports which can be used by the chief fire-fighters under uncertainty and is based on the developed model. The developed software is designed to raise the firefighters’ efficiency due to the increase of accuracy of managerial decisions taken by the chief firefighters and reduction of time necessary for decision making.

The article investigates the problem of the formation of artistic and creative activity of future teachers of fine arts in the process of professional training. In this context, the author characterizes its main structural components, namely: purpose, principles (nature, culture, humanization, subjectivity, science, problems, active interaction of environmental actors, additionality, optimization, creativity, support for creative initiatives of subjects educational environment, the formation of emotional and value attitude to the world). The article indicates the motivational, meaningful and activity components; highlights the pedagogical conditions (development of a positive attitude of future teachers of fine arts to artistic and creative activities; organization of artistic and creative activities of future teachers-artists on the basis of problem-based learning; use of information and computer technologies in the formation of artistic-creative activity of future teachers of fine arts in the process of professional training). The methods, techniques, forms and tools necessary for the formation of artistic and creative activity of future teachers of fine arts in the process of professional training, are mentioned by the author. Methods: problem-based learning, problem situation, problem statement, exploratory, research, heuristic conversation. Techniques: sharpness and surprises, paradoxes, the struggle of ideas, concretization and personification, comparison. Forms: lectures, practical, demonstration of problem experience, practical solution of a didactic problem, films-presentations, slide-films, debates, classes-opening. Means: textbooks, initial programs, technical equipment (computers, presentation equipment), map of psychological and art analysis of the work of art, map of assessment of figurative expressiveness and literacy of creative work. In the process of developing e-commerce system, enterprises are able to accurately understand and grasp the needs of the user enterprise that is the key to the successful implementation of e-commerce. Based on this, the article proposed a new method which was based on the process of developing consumer demand for e-business decision-making though a rough set theory. This new approach is built using rough set decision model to calculate the different needs of the impact on consumer satisfaction, come to an important degree of each demand and the demand reduction order. This method overcomes the traditional rough set method cumbersome bottlenecks, and helps operating; cases studies show that the proposed method is simple and effective.

The article considers the factors influencing the efficiency of management decisions made by local government bodies in the modern conditions of public administration reform and the development of local self-government in Ukraine. The author outlines the features of this problem, the main features of state-management decisions, the essence of the concepts "effect", "efficiency of management decisions", the main approaches to the study of the problem of decision-making are highlighted. The main attention is paid to the direction of research, which takes into account the human factor. The main ideas of the representative of this direction - the Nobel laureate D. Kahneman, presented in the book "Noise", are considered. This work raises the issue of system errors among those who make decisions. The views of the domestic scientist O. Maltsev on the designated problem and the provisions of D. Kahneman's book are presented. The results of the analysis by scientists of the influence of the human factor and psychological characteristics of management decision-making on the efficiency of decisions are reflected. The conclusions of scientists regarding the need to take into account the qualities of a decision- making person and his professional training are summarized. The main characteristics of the personality that influence decision-making are given from the domestic scientific literature on public administration problems. In accordance with these ideas, the requirements for the positions of civil servants, local self-government bodies, as well as the modern practice of training specialists and managers in this field are considered. It is concluded that the primary importance for making effective decisions by local government bodies is the use by specialists and managers of modern technologies for developing and making management decisions, the development of their personal qualities for making management decisions in the process of training and obtaining specialized management education in universities.

The article is devoted to the issues of increasing the efficiency of innovative activity of an industrial enterprise, which ensures the implementation of the formed portfolio of innovative projects. Innovative development of economic entities is possible if new requirements to the content, organization, forms and methods of management activity are met [1], which means that tools for monitoring the innovative development of an industrial enterprise, methods for assessing innovative opportunities and the effectiveness of managerial decision-making in innovation are needed [3]. To solve this problem, it is proposed to use the algorithm presented in the article for the formation of a portfolio of innovative projects of an industrial enterprise, including the developed methodology for their selection according to efficiency and feasibility indicators, the use of which in management practice makes it possible to make a reasonable assessment of the possibility of successful implementation of these projects and ensure an increase in the probability of achieving a positive result. The selection of innovative projects according to efficiency and feasibility indicators for PJSC "CADVI" was carried out and a portfolio of innovative projects for this enterprise was formed.

Within the management of urban disasters, geo-information systems (GIS) are used in any of the phases of mitigation, preparedness, response and recovery as most of the required data have a spatial component. Examples of GIS-based decision support systems on mitigation are found in simulation models of floods and earthquakes. In the preparation phase all kinds of spatial observations and models can be used to predict which areas will be threatened. To prepare for adequately responding in case of an actual disaster, these systems are capable of developing realistic scenarios that are used within training and virtual reality (VR) systems. During the actual response phase geo-information is used intensively: for getting an impression of the environment, for routing, for obtaining up-to-date information about the actual situation, etc. In the recovery phase, there is often a high public and political interest to judge the situation - comparing the pre- and post-disaster situation - and to set priorities for the rebuilding. Despite this potential of GIS-based support for urban disaster management, the use of these systems or even the utilisation of geo-information itself is still very limited in countries in Africa, Asia and Latin America. The emergency management is usually done with paper maps that are seldom up-to-date. Useful systems to support decision makers in any of the phases of disaster management are nearly completely lacking. To improve the work of decision makers and rescue teams, different premises have to be archived in relation to: meta-information to provide insight on the availability and usefulness of the geo-information itself, the technical equipment of the rescue teams (i.e. communication devices and field computers), and the up-to-date information from the affected areas (images, observations, reports). This paper suggests a framework for “urban and urgent” disaster management to facilitate the work of police forces, fire departments, ambulances and government coordinators in disaster situations by extending and improving the utilisation of geo-information. Within a pre-disaster situation, geo-information support management further can assist planning for prevention and mitigation.
