The main aim of this paper is to analyze the approaches to the system of classification of accommodation facilities in the Russian Federation. The United Nations World Tourism Organization pays great attention to the unification of classification systems for accommodation facilities in all countries of the world, issuing appropriate recommendations on tourism statistics systems, classification of economic activities, as well as criteria for interregional harmonization. In the Russian Federation, there are a number of laws, regulations, state standards, building and sanitary norms and rules concerning the classification of accommodation facilities. They are so imperfect that they have to be revised almost annually or even several times a year. The general statistics of accommodation facilities currently do not correspond to world recommendations. The classification system needs to be revised and brought into line with international standards as much as possible.

This article is a further continuation of the work on the review of the foundations of public administration of the use of national resources in relation to the field of scientific and state scientific and technical activities in the Russian Federation. The basic functions of the state management of scientific and technical activity are considered from the system positions, the analysis of the existing legal regulation of preparation and acceptance of system of scientific specialties on which scientific degrees are awarded is carried out, system shortcomings of the approved nomenclature of scientific specialties on which scientific degrees are awarded are revealed. The substantiation of the classification system for “Nomenclature of scientific specialties for which scientific degrees are awarded” is carried out.

The meeting highlighted the issues of biological danger and social significance of ixodic ticks and tick-borne diseases in the Russian Federation, the current epidemiological and epizootological situation, the use of geographic information systems, satin mapping and mathematical modeling in the system for monitoring these diseases, as well as control methods of tick-borne infections and invasions, especially in protected natural areas.

Через призму обязанности государства соблюдать и защищать права и свободы человека и гражданина в Российской Федерации в статье рассматриваются правовые основы возможности образования нового суда – российского суда по правам человека. Рассмотрены существующие нормативные правовые акты, устанавливающие порядок осуществления защиты органами судебной власти прав и законных интересов граждан страны и иных лиц, проживающих в России. Использованы мнения членов Совета при Президенте Российской Федерации по развитию гражданского общества и правам человека, а также участников «круглого стола», проведенного в Общественной палате Российской Федерации и посвященного вопросам создания российского суда по правам человека. По итогам проведенного анализа сделан вывод, из которого следует, что вместо создания очередного государственного органа судебной власти следует наладить эффективную работу существующей судебной системы, для чего сформулированы конкретные предложения. Through the prism of the state's obligation to respect and protect human and civil rights and freedoms in the Russian Federation, the article examines the legal basis for the possibility of forming a new court – the Russian Court of Human Rights. The existing normative legal acts establishing the procedure for the protection of the rights and legitimate interests of citizens of the country and other persons residing in Russia by the judicial authorities are considered. The opinions of the members of the Presidential Council for the Development of Civil Society and Human Rights, as well as the participants of the "round table" held in the Public Chamber of the Russian Federation on the establishment of the Russian Court of Human Rights were used. Based on the results of the analysis, it is concluded that instead of creating another state body of judicial power, it is necessary to establish the effective functioning of the existing judicial system, for which specific proposals are formulated.

On October 18, 2018, the National Library Russia (NLR) hosted the Round table “Implementation of citizens’ rights to library services” within the framework of the visiting Session of the Presidential Council for Civil Society and Human Rights. The discussion of library issues in the human rights context, initiated by the NLR, was held for the first time. The participants of the meeting considered the activities of libraries and their founding parties - government authorities - on ensuring the legal rights of citizens to access to culture and information. The topics of discussion included the implementation of cultural policy, library legislation, normative standards of library allocation, physical and information availability of libraries and library collections, the problem of access to online electronic resources and the organization of services for special groups of readers. The article uses the materials of the annual monitoring of the National Library of Russia, the reports (presentations) of the central libraries of the subjects of the Russian Federation, placed in the open database, formed in the framework of the research work of the NLR “Actual problems of transformation of the regional library systems in the information society” (http://clrf.nlr.ru/). The author presents the opinions of specialists from the libraries of St. Petersburg, the Leningrad and Pskov regions, as well as the members of the Presidential Council for Civil Society and Human Rights. Based on the presented views and factual data, the author concludes that libraries do not practically analyse their activities from the human rights perspective, and the state library policy does not fully contribute to the activities of public libraries to ensure the constitutional rights of citizens to use cultural institutions and to have access to cultural values and information of the Russian Federation.

В статье кратко рассмотрены перспективы реформы отечественного законодательства об административной ответственности, озвученные в докладе на круглом столе «Законодательство об административной ответственности: современное состояние, перспективы развития», состоявшемся в Дальневосточном федеральном университете 9 апреля 2019 г. Кодекс Российской Федерации об административной ответственности претерпел на 2019 г. уже более 3000 изменений (правок), а нормы об административной ответственности на сегодня содержатся в большом количестве федеральных законов, сам Кодекс содержит большое количество бланкетных норм, а правоприменители отличаются слабыми знаниями законодательства, что в совокупности затрудняет правоохранительную функцию законодательства об административной ответственности. Автором на основе материалов судебной и правоприменительной практики предлагается внесение в концепцию реформы законодательства об административной ответственности инициатив по введению специального общественного квалификационного экзамена для правоприменителей законодательства об административной ответственности; установлению строгой категории вины юридического лица и вины должностного лица, учитывающей избежание наказания двух лиц за совершение одного административного проступка; либерализации административной ответственности по административным проступкам, совершённым впервые, вплоть до ограничения такой ответственности замечанием. Автор убеждён, что реформа федерального и регионального законодательства об административной ответственности в Российской Федерации должна носить комплексный характер и должна быть направлена не на карательную функцию норм, а на правоохранительную, с целью избежания злоупотребления правоприменителями своими полномочиями и создания условий для нормализации функционирования коммерческих и некоммерческих организаций в Российской Федерации, повышения уровня защищенности бизнес-климата в стране. The article reviews the prospects of reforming the legislation on administrative responsibility based on the round table report “Legislation on administrative re-sponsibility: modern state, development prospects” in the Far Eastern Federal University on April 9, 2019. As of 2019, over 3000 changes (amendments) had been introduced into the Russian Federation Code on administrative responsibility; administrative responsibility norms can nowadays be found in many federal laws; the Code contains a lot of blanket norms; law enforcers have an insufficient knowledge of the legislation thus hindering the law-enforcing function of the legislation on administrative responsibility. Based on the material of court and law-enforcement practices, it is suggested to introduce the initiatives on implementing a special public qualifying examination of the law-enforcers for the legislation of administrative responsibility, strict categories of the corporate body’s guilt and office holder’s guilt that would avoid punishing two people for committing the same administrative offence, liberalization of administrative responsibility on administrative offences committed first time including reducing this responsibility to admonition. The author of the article is sure that reforming the federal and regional legislations on administrative responsibility in the Russian Federation has to be complex and switch its function from punishment to preventing the law enforcers from misusing their authority; it also has to create the conditions for normalizing the functioning of commercial and noncommercial organizations in the Russian Federation and increase the level of business climate protection in the country.

The article studies the practice of municipal control and account bodies interaction in conducting external municipal control. The information about agreements on interaction and cooperation with such structures as control and account and finance bodies, law-enforcement bodies, other territorial divisions of federal bodies of power, bodies of power of entities of the Russian Federation and municipal formations was summarized and analyzed. Interaction of municipal control and account bodies is carried out at all stages of work, starting with planning and exchange of necessary information and finishing with sending the results of control and expert-analytical procedures to lawenforcement bodies and other concerned bodies so that steps within their competence can be taken. Within the frames of the said agreements joint meetings, conferences, round table discussions are conducted; employees of the control and account bodies are invited by law-enforcement bodies for participation in control procedures or rendering practical help; municipal control and account bodies send to law-enforcement bodies materials of control procedures so that steps within their competence can be taken; joint control and expert-analytical procedures with other control bodies are carried out; methodological aid on the part of control and account bodies of entities of the Russian Federation is rendered. To exchange experience control and account bodies take part in joint commissions, ad hoc groups, counsils. The authors put forward proposals aimed at improvement of the system of interaction of municipal control and account bodies with different organizations within the frames of their competences in order to raise the efficiency of external municipal finance control, which implies the decrease in corruption risks and provision of effective use of budget funds.
