Abstract This article presents ten priority research problems in the scope of public finance control in Poland with a synthetic discussion of their aims. Implementation of the proposed research should serve a harmonious development of a part of financial law - called control of public finance. The article is mainly based on the Author’s own views and should encourage further scientific discussion on the mentioned topics.

This study shows the importance of introducing control over the work of internal auditors in public enterprises. The aim of the study is to indicate possible benefits in the operations of public enterprises following the control conducted over the work of internal audit by public finance bodies. To reach their aim, the authors conducted a research and determined the existence of differences in the efficiency of operations in public utility enterprises with internal audit in place before and after the control conducted by public finance bodies. The obtained results show there is a strong impact of the control performed by the public finance bodies set up to supervise the work of internal auditors in public enterprises on the operating results expressed as total revenues of public enterprises.

Final account in a construction project is prepared to show the final cost of the project that has been completed by a contractor. Preparation of the final account involves reporting the final cost of construction works, and it is one of the services that must be provided by quantity surveyors. Quantity surveyors display their competencies in preparing a final account by producing the certificate without being disputed and in a timely manner. However, issues and problems usually occur when rolling the final account, often related to quantity surveyors’ competencies. This paper aims to study challenges faced and competencies displayed by quantity surveyors in relation to the final account preparation. An extensive literature review of previous research and content analysis of court cases reported in the Malayan Law Journal were conducted to identify challenges and competencies of quantity surveyors in preparing a final account. In addition, a questionnaire survey was conducted among quantity surveyors to elicit their agreement on the issues and required competencies during the final account preparation. Three categories of issues pertaining to the final account preparation were observed: contractor-related; management-related; and contractual-related issues. This research also revealed six categories of competencies required in a final account preparation: procurement; quantification and costing; project finance control; contract administration; construction practice; and teamwork. Correlation analysis conducted shows that management related issues are likely to occur due to low competencies displayed by quantity surveyors during the preparation of the final account. This research is expected to provide the knowledge related to the preparation of the final account by quantity surveyors, leading to a more satisfactory construction project deliverance.

Abstract Subject and purpose of work: The subject of the study are the elements of the Ukrainian financial control system. A combination of those elements enables formulating a concept which is directed at financial control of communes. The purpose of the study is identifying main directions of modernization of the Ukrainian financial control system over self-government units. Materials and methods: This study provides an analysis of government data and commercial statistics based on official studies, evaluation reports, program documents, website data, open research papers and promotional materials. The main elements and European experience that, in the author’s opinion, are necessary for the construction of an effective finance control system of communes have been used in the construction of the concept of financial control over communes. Results: The key elements of the system of financial control over local self-government units of Poland are revealed. The improvement of financial control over communes in Ukraine and a number of organizational, economic and legal steps to optimize financial control at the local level are proposed. Conclusions: The article presents the main principles, measures and steps functioning in Polish financial control,which constitutes the basis for the formulation of a model of local finance control in Ukraine.

Information technologies (IT) play a key role in corporate infrastructure. They provide unprecedented economic development of enterprises in our era. IT systems help economize resources and give an opportunity to peep in the essence of corporate transactions. Finance service market develops energetically due to digital economy shaping. Digital technologies have penetrated all spheres of life and the level of innovation technology equipment keeps on growing at the expense of mobile technologies. The system of in-company finance control is included n the structure of management functioning as an obligatory element of the current mechanism of management. The development of programs of in-bank control is a necessary component of work of any finance and credit organization according to international and national legislation. The article describes the structure of unique in-bank mechanism of control, oriented to preventing legalization of criminal incomes and raining personnel for services of internal bank control. The article analyzes in-bank programs aimed at its organization and grounds functional responsibilities of employees in divisions of internal control integrated in the system of monitoring and managing bank risks. The role of questionnaires differentiated by clients’ types is assessed, with the help of which the bank can identify its clients. Programs of training employees of internal control divisions are structured.

The article investigates issues connected with the necessity to conduct internal finance control of university functioning. The author tried to show the procedure of finance control in the system of higher education in Russia and ground its need both on the state (municipal) and on the inner -institutional level. The article describes the procedure of university finance control as a tool of raising the e fficiency in using resources. Theoretical base of the article is made by academic works dealing with the theory and methodology of finance control in the Russian Federation, as well as materials of research organizations, high education institutions, perio dicals. As a methodological foundation of the research the author used such methods as grouping, analysis, classification and synthesis. A conceptual approach to conducting internal finance control in university was advanced, which implies control by shaping business-processes with a possibility of graphic presentation of finance control cards in different notations. Finding of the research are useful both for university top management and for certain categories of university managerial workers, who deal with decision-making concerning strategy of university development with due regard to possible risks within the frames of limited finance resources.

Finance management is an integral part of the general system of organization management, it is considered as an object and means of strategic management, as a sum total of methods and ways, which could provide enhancement of finance sustainability and obtaining maximum profits from functioning in the interests of its owners. However, finance management as a part of organization management requires formalization in view of choosing and applying finance tools of strategic planning, where strategy of organization development is seen as goal setting that can ensure the leading positions on market. The article analyzes financial development and organization standing on the basis of finance monitoring conducted by the service of finance control. According to the authors, it could resolve a number of problems, such as development and use of methodology of assessing business value with regard to rising profit, providing full finance accounting to executives and business owners.

As the title implies the article describes essential world problem – financing of terrorism. It is specially noted the role state finance control in the preditictions of financing of terrorism. During the 21st century the topic of terrorism has become one of the most dangerous and large-scale global challenges to the world community. Since the events of September 11, 2001 in the United States of America, the phenomenon of terrorism has become more violent, bloody and cynical. The number of states that have experienced the horrific consequences of acts of terrorism is on the rise, and in turn, bears human toll, destruction of infrastructure, intimidation of people and more. The article shows how terrorist organizations are adapting to the current situation and finding new methods and ways of meeting their specific goals with the use of different sources of funding, and what the methods of counteracting them in international practice and in Ukraine. Also, It draws our attention to to analyze the notion of terrorist financing and international experience in opposing it. Much attention is given to analyze the manifestations of terrorist financing in Ukraine.

As a result of the reforms carried out in previous years, a two-tier system of public finance control was created in Ukraine, consisting of an external independent audit and state internal financial control. Recent changes in the current legislation and the announced plan for further transformations in the field of public finance control require analysis of the effectiveness of previous reforms and the appropriateness of changing the development vector of the relevant state institutions. The aim of the article is a retrospective analysis of the effectiveness of the implementation of the internal state audit function in Ukraine, the identification of problems and prospects for its development based on a systematic approach. The analysis of regulatory acts in the field of public finance control proves that the subsystem of state internal financial control is developing much more actively than the subsystem of external control. In the absence of a single concept for the development of these subsystems, a certain inconsistency of their functioning has been observed. The main achievements in the implementation of reforms in the government sector, carried out with the support of various international organizations, have been characterized. It has been determined that despite a long period of development of organizational and methodological support for the functioning of internal audit units in the public sector, as well as intensive training of employees, the State Audit Service of Ukraine continues to record financial irregularities, the list and amount of which remain unchanged from year to year. It has been substantiated that the described situation bears signs of inconsistency of the efforts made with the actual results of the reform in the internal state audit sphere. The main reasons are the following: low salaries of employees of internal audit units that do not meet the necessary professional competencies and experience; widespread violation of the independence principle of internal state auditors, negatively affecting their ability to perform significant tasks; lack of accessible training and advanced training combining theoretical knowledge and practical cases. The practical significance of the study is to determine the prospects for the further development of the internal state audit function, to ensure the effectiveness of which a systematic approach should be applied.
