Airport is a vital subsystem in the air transport system which has an important and strategic role in smoothening air traffic, so that an airport must be designed to be always ready in all situations and conditions to serve airline flights securely, orderly, smoothly, and quickly. The frequent delay faced by Indonesian domestic scheduled airlines is not fully caused by internal factor of the companies. Instead, it can be caused by the airport factor. The problems faced by airports in Indonesia which have impacts on the performance of flight punctuality among other things are capacity, slot time, quality of flight navigation devices, accessibility, professionalism of  airport and ATC human resources, infrastructure, facilities, equipment, and the human resources handling security and safety of flights in airport. This article recommends that an in-depth study should be carried out to map the interrelations between the airport factor in the flight delay related to facilities integration and the airport authority in the flight activities in Indonesia.

Over the past decade, the air transport system has undergone profound changes, mainly driven by the evolution of reference legislation and markets globalization process. The primary cause also goes by the name of "deregulation", which has profoundly revolutionized the tariff methodology and air transport management. With deregulation, airlines have seen disappear of barriers and constraints that incentivized growth and development for many years (Arrigo, Giuricin, 2006; Postorino, 2009).The globalization of markets has also proved decisive in the growth of demand for air transport, which has become an irreplaceable means of transfer that allows the connection from one part of the terrestrial globe to another in a few hours. Impressive growth in air traffic and deregulation has at the same time led to millions of frequent passengers and unpleasant complications, such as delays. In the absence of a specific discipline in this area and with the desire to give balance to a situation partially unbalanced to the detriment of consumers/travelers, the European Union decided to take action to remedy it, equipping passengers with effective protection tools against these afore mentioned situations. The European Union has made the rules issued in 1991 on compensation and assistance to air passengers more rigid and afflictive for airlines by providing, at the same time, new provisions aimed at mitigating the inconvenience of passengers abandoned at airports due to canceled flights or of prolonged delays. The EU legislation covering these changes, which was preceded by the Passenger Rights White Paper, is contained in EU Regulation 261/1994, which came into force in February 2005, which sets out how and operational rules on assistance and reimbursement to air traffic users (Fraschina, 2009).The three different hypotheses of "denied boarding", cancelled flights and prolonged delays are the subject of regulation. In this study, however, we will mainly address the rights and reimbursement of passengers in the event of delays of air flights, in fact according to the new legislation, more protection will be provided to passengers who will face the painful and common circumstances of the delays. Community bodies believed that adequate assistance and reimbursement should be provided to passengers who were forced to long waits at airports due to a flight delay.

<p>Abstract<br />This article aims to find out how legal protection is provided to passengers in commercial air transport <br />activities in Indonesia, especially regarding airline responsibilities to passengers and the compensation <br />provided in case of flight delays due to negligence of the carrier. This research is performed with legal <br />research, using prescriptive characteristic. The research is using statute approach by reviewing the <br />regulations related to the issues. The source of the research is derived from primary legal materials namely <br />legislation, secondary materials from legal literatures, as well as tertiary or non-legal legal material. The <br />collection of legal materials was done by literature studies, and analyzed with deductive reasoning patterns. <br />Based on the result of the research, it can be concluded that the regulation of compensations given by <br />the airlines to passengers has been quite well regulated in the Minister of Transportation Regulation <br />No. 89 of 2015, but in the implementation, the government is still less firm in cracking down on airlines <br />that do not carry out their responsibility of the compensation regulated in Regulation of the Minister of <br />Transportation Number 77 in year 2011.<br />Keywords: compensation; flight delay; commercial air transportation.</p><p>Abstrak<br />Artikel ini bertujuan mengetahui bagaimana perlindungan hukum yang diberikan kepada penumpang <br />dalam kegiatan angkutan udara komersial di Indonesia, khususnya mengenai tanggung jawab maskapai <br />penerbangan terhadap penumpang serta apa kompensasi yang diberikan apabila terjadi penundaan <br />penerbangan karena kelalaian pihak pengangkut.

The Libyan air transport system plays a crucial role in the transportation of people across the nation; it also contributes in minimizing traffic congestion and accidents on intercity highways. The air system seems to deliver secured and comfortable transportation, as against the other alternative means, such as bus. Nevertheless, still the Libyan air transport system needs to improve in certain aspects to better serve the needs of its consumers. In this context, we believe that, it is essential to pay attention to 'service quality', which could make this mode of travel the preferred choice to local, as well as international travelers. Consequently, the purpose of this study is to assess service quality of the air transport system, measure the levels of service quality, and also gauge the quality of the factors, impacting the current service delivery in the air transport in Libya, using Importance-Satisfaction Analysis (ISA). It is noteworthy that, this study is the first of its kind in Libya, as it has examined the satisfaction of customers with the service delivery of the domestic airline. For this purpose, the self-administered questionnaire was personally distributed to the target population of domestic air travelers within Libya. We have used a stratified sampling procedure in this research; the final research sample consisted of 312 participants. Ultimately, several possible corrective actions to improve the quality of services of the airline, with each critical item were highlighted.

By looking at the growth of air transport has increased quite significantly, certainly not independent human resources needs to guide them in Air Traffic Control personnel. In this case one of the problems encountered in field of aviation is the imbalance between supply and demand on Ihe one hard, the growth of air transport have increased and on one side of the energv needs of ATC is not in accordance with the operation of the flight. In connection with this case was the result of the ability of the Aviation safety Techical Academy, in terms of manpower needs in Particular ATC Sultan Hasanuddin Airport in Makassar, which now number 144 ATC personel, whereas the ideal number to 145 people personnel. However, the results of estimates / projections for 2015 amounted to 182 personnel required by the ATC.

This study aims to obtain a description of whether there is an influence between the movement of wide-body aircraft both departure and arrival on flight delays as a measure of the smooth flow of flight traffic at the Makassar Air Traffic Service Center. The research concludes that there is a positive relationship between the operation of wide-body aircraft and flight delays of 0.870. The positive correlation indicates that the more wide-body aircraft operations, the flight delay will increase, which if there is an increase in flight delays, the smooth flow of flight traffic will decrease. The coefficient of determination is 75%, which means that the effect of the operation of wide-body aircraft on flight delays is 75% and the rest is determined by other factors not included in the research section. The equation obtained from the regression test is Y = -5,679 + 1,872 X. So, if the operation of wide-body aircraft increases by 1, the flight delay will increase by 1,872 at a constant of -5,679.

Nowadays, most human resources (HR) managers are confronted with cost pressure, the demand for offering “high-quality-HR services” and the necessity for strategic contributions (Hewitt, 2004). Human resource management (HRM) with its current structures and tools is often unable to completely fulfill these requirements. Therefore, a strong need for reorganization of HR as a function is obvious. In the last few years, many efforts have been undertaken by HRM practitioners to re-structure HRM at the level of organizations as reflected in surveys or case studies from leading firms. Examples can be found in Som (2003) and Fairbain (2005). Moreover, the restructuring of the HR function has been the subject of a broad discussion among scientists and researchers in the field of management (Becker & Huselid, 1999; Caldwell, 2003, 2004; Truss, Gratton, Hope- Hailey, Stiles, & Zaleska, 2002). It is remarkable that this discussion has mainly focused on the strategic role of HRM (Lawler III, 2005), and consultants in the practical field have particularly given advice to improve the quality of HR services (Hewitt, 2004; Towers Perrin, 2005). A more complex view on the restructuring of HRM is rarely to be found.

This article aims to examine the importance of character education to create Indonesian people who have knowledge, have noble morals, have personality and character. The writing of this article uses the librarian method and in-depth study of the literature. The issue of the character of students and the character of the nation is currently the most important issue for the world of education in the country. Education includes two main interests, namely the development of individual potential and the inheritance of cultural values. There are three foundations that make up the philosophy of education, namely: the ontological, epistemological and axiological foundation. A person who is studying education is required to think about essential problems regarding education. Various problems of the nation today can only be fixed by individuals of the younger generation with character: smart, quality, ethical, disciplined, honest, hard work and moral. It is hoped that the development of Indonesia's young generation can become the identity of the nation's children in the era of globalization and acculturation of world culture, and can encourage independence in an effort to increase the competitiveness of Indonesia's young generation. The back and forth of the nation's future is very much determined by the quality of human resources who are intelligent, have character, have good character, in accordance with the philosophy and goals of national education.

Indonesian nation experienced a very complex problem. It realized that the powerlessness of education has potential to create a problem that is simple. Education has a very strategic role as a means of human resources and human investment. In the concept of humanist religious education, religion can’t be separated and become a unity of integrity. The Qur'an used four terms to refer to humans, namely are; Bashar, Al-nas, Bani adam, and Al-insan. In the practical level, humanistic religious education has three main objectives that are; quality of culture, autonomous and critical thinking, and authentic personality and has 5 strategies in implementation: there are a balanced combination between approach and objectives, a balance between orientation and information, educational climate or supportive academic culture, a conspicuous and characteristic curriculum, and a good relationship and communication in education.
