Facing the global challenge as one of the efforts to build professional Civil Servants and increase their competence is through Education and Training (Diklat). In Government Regulation No. 101 of 2002 on education and training of civil servant positions, it is mentioned that the implementation of the training is expected to create employee resources that have the necessary competencies to improve the quality of professionalism. This study aims to determine the Effect of Education and Training on Civil Servant Professionalism at the Personnel Board of Education and Training Bengkalis Regency. In order to get a detailed description of the authors using descriptive research method with a quantitative approach. Samples in this study were 52 people Employment Agency Employment Education and Training Bengkalis Regency. Data collection is done through questionnaires. Testing research instrument using validity test and reliability test. Data processing techniques using simple linear regression test, and hypothesis testing to find out how much influence of Education and Training on Civil Servant Professionalism at Bengkalis District Education and Training Personnel Board. The results of this study indicate that the Influence of Education and Training on Civil Servant Professionalism at Bengkalis District Personnel Education and Training Agency categorized Strong. Therefore, efforts must be made by the Agency for Human Resources Education and Training of Bengkalis Regency for Civil Servant Competence at the Office of the Personnel Board of Education and Training of Bengkalis Regency is more optimizing the implementation of Education and Training programs of employees, especially education and functional technical training. Because the training program is very influential on improving the competence of civil service officers of the Education and Training Agency of Bengkalis Regency in particular and Civil Servants of Local Government of Bengkalis Regency in general.

This study aims to determine the effect of education and training on the performance of civil servants Kantor Dinas Pendidikan dan Kebudayaan Kabupaten Batanghari. This research is a descriptive quantitative research. The sample of this research is 56 people. Based on the results of the partial test (t test). Obtained tcount value for (X) Education and Training (Diklat) is 6.626 and the value of ttable is 1.67303 because the tcount value is greater than the ttable value, it can be concluded that Education and Training (education and training) has a significant effect on the performance of civil servants in Kantor Dinas Pendidikan dan Kebudayaan Kabupaten Batanghari. Based on the results of the R Square determination coefficient of 0.448. So it can be concluded that the percentage effect of the Education and Training (X) variable on the Civil Servant Performance variable on Dinas Pendidikan dan Kebudayaan Kabupaten Batanghari amounting to 0.448 or 44.8% and the remaining 55.2% is influenced by other variables not examined in this study

The study aims to analyze about the low graduation and certification exam training participants of the procurement of goods / services of the government and its contributing factors, and formulate a strategy of education and training and skills certification exams procurement of goods / services of the government. Collecting data using the method of study documentation, interviews, and questionnaires. Is the official source of information on the structural and functional Regional Employment Board, as well as the participants of the training and skills certification exams procurement of goods / services of the government in Magelang regency government environment. Analysis using 4 quadrant SWOT analysis, to determine the issue or strategic factors in improving the quality of education and training and skills certification exams procurement of government goods / services within the Government of Magelang regency. The results show organizer position is in quadrant I, which is supporting the growth strategy, with 3 alternative formulation strategies that improve the quality of education and training and skills certification exams procurement of government goods / services, and conducts certification examination of the procurement of government goods / services with computer assisted test system (CAT). Based on the research recommendations formulated advice to the organizing committee, namely: of prospective participants of the training and skills certification exams procurement of goods / services the government should consider the motivation of civil servants, is examinees who have attended training in the same period of the year, the need for simulation procurement of goods / services significantly, an additional allocation of training time, giving sanction to civil servants who have not passed the exam, the provision of adequate classroom space with the number of participants of each class are proportional, as well as explore the evaluation of education and training and skills certification exams procurement of goods / services for Government of participants.

Education and Training is a form of institutional intervention so that employees have competency standards so that they are able to carry out their duties properly and appropriately. This study discusses the improvement of teacher competency in the implementation of scientific publications through Training in the Workplace (DDTK) Classroom Action Research (PTK). DDTK aims to improve the technical competence of civil servants and non-civil servants of the ministry of religion according to their duties and positions and develop insight into employee duties related to new regulations / policies / provisions, new technologies, or new knowledge relevant to their main tasks and functions. The main objective of Classroom Action Research (CAR) is the improvement and improvement of learning services. The population and sample of this study were participants of the Madrasah teacher training in the Workplace (DDTK) in Bangka, Belitung, and East Belitung Regencies in the 2016 and 2017. The study used multiple regression using Adjusted Square. Calculations for this multiple regression using SPSS statistical version 16 software. From the results of the research, it was found that the average of DDTK Bangka District Classroom Action Research (PTK) 2016 and 2017 were 51.41, and the average DDTK Class Action Research substance (PTK) Belitung Regency in 2016 and 2017 amounted to 50.39, with a difference in mean scores of 1.02. The average understanding of madrasah teachers in Bangka Regency 2016 and 2017 PTK writing was 118.20, and the average madrasah teacher understanding in Belitung Regency PTK writing in 2016 and 2017 was 118.88, with a mean difference of 0.68. The regression coefficient of the Education and Training Center (DDTK) variable (X2) has a positive sign (0.074), which means that the Education and Training Center (DDTK) variable has a positive influence on teacher understanding. The hypothesis which states that there is an effect of the Workplace Education Training (DDTK) substance on Classroom Action Research (CAR) on the understanding of madrasah teachers in writing PTK is statistically proven. Keywords: Training at Workplace, Classroom Action Research, Teacher's Understanding

Government Regulation No. 53 of 2010 regarding the discipline of the Civil Servant loading obligations, prohibitions, and disciplinary action which could be taken to the Civil Servant who has been convicted of the offense, is intended to foster a Civil Servant who has committed an offense, the form of disciplinary punishment is mild, moderate, and weight. Disciplinary punishment for the Civil Servant under Government Regulation No. 53 of 2010 Concerning the Discipline of Civil Servants. The formulation of this journal issue contains about how the process of disciplinary punishment, and constraints and efforts to overcome the impact of the Civil Servant disciplinary punishment in Government of Demak regency. The approach used in this study is a sociological juridical approach or juridical empirical, that is an approach that examines secondary data first and then proceed to conduct research in the field of primary data normative. The process of giving disciplinary sanctions for State Civil Apparatus in Government of Demak regency begins with the examination conducted by the immediate supervisor referred to in the legislation governing the authority of appointment, transfer and dismissal of civil servants. The results showed that in general the process of sanctioning / disciplinary punishment of civil servants in the Government of Demak be said to be good and there have been compliance with the existing regulations / applied in Government Regulation No. 53 of 2010, although it encountered the competent authorities judge still apply tolerance against the employee, but also a positive impact among their deterrent good not to repeat the same offense or one level higher than before either the Civil Servant concerned or the other. Obstacles in carrying out disciplinary punishment in Government of Demak regency environment is still low awareness of employees to do and be disciplined in performing the tasks for instance delays incoming work, lack of regulatory discipline, lack of supervision system and any violations of employee discipline. There must be constraints to overcome need for cooperation with other stakeholders comprising Inspectorate, BKPP, and the immediate superior civil servants in this way can be mutually reinforcing mutual communication, consultation, coordination so that if later there is a problem in the future could be accounted for.Keywords: Delivery of Disciplinary Sanctions; Civil Servant; Government Regulation No. 53 of 2010.

The main focus of the research includes a leadership role in improving the performance of the Civil Apparatus in Education and Training Body Kutai Timur Regency. Based on the results of the study showed that the three functions of leadership are functions that are interpersonal, role of informational, as well as the role of decision-making in general is already done by the Board of Education and Training of the Middle Kutai Regency, is indicated from various programs and activities already performed and the achievements of employees in realizing all rights and their functions in the body, so it is also an impact on improving the overall performance of the institution .

Unregistered polygamous marriage carried out by civil servants has serious implication for wives’ financial problem, social fate and loss of children’s welfare. The Marriage Law allows polygamy with very strict requirements. In the Government Regulation governing civil servant polygamy, justice is the main requirement in polygamy, because it really determines welfare in polygamy families. Based on the results of in-depth interviews and participant observation by using the constructivism paradigm and socio-legal approaches, it was found that unregistered polygamous marriages carried out by civil servants have implication for the disciplinary punishment of employees, so the polygamists got the sack. This implies their family economic problems, because there is not enough income to meet the needs of family life. Finally, neglect and divorce occur. Wives and children will be victims. Hence, it is necessary for the government to regulate particular policies for the polygamists of civil servants, to save their wives and children’s life. Firing the polygamists is not such a solution, but will instead create more complicated problems for their families.
