Government Regulation No. 53 of 2010 regarding the discipline of the Civil Servant loading obligations, prohibitions, and disciplinary action which could be taken to the Civil Servant who has been convicted of the offense, is intended to foster a Civil Servant who has committed an offense, the form of disciplinary punishment is mild, moderate, and weight. Disciplinary punishment for the Civil Servant under Government Regulation No. 53 of 2010 Concerning the Discipline of Civil Servants. The formulation of this journal issue contains about how the process of disciplinary punishment, and constraints and efforts to overcome the impact of the Civil Servant disciplinary punishment in Government of Demak regency. The approach used in this study is a sociological juridical approach or juridical empirical, that is an approach that examines secondary data first and then proceed to conduct research in the field of primary data normative. The process of giving disciplinary sanctions for State Civil Apparatus in Government of Demak regency begins with the examination conducted by the immediate supervisor referred to in the legislation governing the authority of appointment, transfer and dismissal of civil servants. The results showed that in general the process of sanctioning / disciplinary punishment of civil servants in the Government of Demak be said to be good and there have been compliance with the existing regulations / applied in Government Regulation No. 53 of 2010, although it encountered the competent authorities judge still apply tolerance against the employee, but also a positive impact among their deterrent good not to repeat the same offense or one level higher than before either the Civil Servant concerned or the other. Obstacles in carrying out disciplinary punishment in Government of Demak regency environment is still low awareness of employees to do and be disciplined in performing the tasks for instance delays incoming work, lack of regulatory discipline, lack of supervision system and any violations of employee discipline. There must be constraints to overcome need for cooperation with other stakeholders comprising Inspectorate, BKPP, and the immediate superior civil servants in this way can be mutually reinforcing mutual communication, consultation, coordination so that if later there is a problem in the future could be accounted for.Keywords: Delivery of Disciplinary Sanctions; Civil Servant; Government Regulation No. 53 of 2010.

ABSTRACTThis research is about the Implementation of Village Ministerial Regulation, PDTT Number 21 of 2015 in the utilization of Village Funds for Community Empowerment in Embacang Kelekar Village and Suban Baru Village Kelekar District of Muara Enim Regency in 2016. The research aims to find out the implementation of Village Ministerial Regulation, PDTT Number 21 of 2015 in utilizing village funds for community empowerment in Embacang Kelekar Village and Suban Baru Village Kelekar District Muara Enim Regency in 2016 and what factors are the obstacles to the success of the Implementation of the Village Minister Regulation, PDTT No. 21 2015 in Utilizing Village Funds for Community Empowerment in both villages. This study uses qualitative research methods with a descriptive approach. The data used are primary data and secondary data. The results of this study, in terms of the many developing programs, of course the government of Embacang Kelekar Village is better than Suban Baru Village because in Embacang Kelekar Village out of 8 groups of goat management only 2 groups failed and 6 other groups succeeded. Whereas in Suban Baru Village, out of 3 programs, only 1 group developed and the rest failed. This indicates that the impact in Embacang Kelekar Village is better than in Suban Baru Village. However, as a whole, when viewed from compliance and smooth routines, functions such as supervision are still not good in both villages. Therefore, when referring to the theory that is used as a reference, namely Ripley and Franklin's Theory, which states that even though the level of compliance is high, routine functions can be carried out smoothly, policy implementation can have a positive impact. However, if one of the three dimensions is flawed, the implementation of the policy is said to have yet to succeed. So the conclusion that can be drawn is the implementation of the Minister of Village Regulation, PDTT No. 21 of 2015 in the utilization of village funds for community empowerment in the Village of Embacang Kelekar and Suban Baru Village Kelekar District of Muara Enim Regency in 2016 can still be said to be unsuccessful.

This study highlights the impact of stakeholders on achievement of projects. The recommendations should be used as guideline for Malian projects. The quantitative and qualitative methods, primary data collected by questionnaires and interviews are used. Secondary data are gotten from articles, journals and online resources. The research framework was analyzed using simple regression models. Hypothesis test is adopted to accept or reject the hypotheses formulated in this research. Excel software have been used to perform regression statistics, predicting with the regression equation, Hypothesis test for correlation, ANOVA table and Regression equation plot. The results suggest that stakeholders have significant impact on achievement of projects. Stakeholders have a positive impact on achievement of projects is valid hypothesis. This study makes several contributions to research and theory of key stakeholders and achievement of projects. A greater understanding of stakeholders and achievement of projects provided further investigation of the relationship between of stakeholders and achievement of projects. This model can be used by other project for its achievement. Through the use of this model, project can quickly identify stakeholders requiring special and urgent attention. SODEMA industry needs improvement in communication with stakeholders. The theoretical model developed in this study is applicable in practice.

This research was conducted based on the condition of the development of tourism on the island of Nusa Lembongan, aiming to find out the impact brought about by socio-economic conditions against the tourism society.This study uses qualitative and quantitative approach with mix method, the primary data source that are obtained by observations and direct interviews and secondary data. The sampling technique used was purposive sampling techniques and data analysis using the method of case study. This study shows tourism provides impact on society and the government on the island of Nusa Lembongan are seen from eight aspect among others : impact increasing of foreign exchange, impact toward local community income that increasing before tourism exist, impact toward higher prices than the real prices, impact toward employment for opportunity to local community, ownership and control of tourism accommodation, the distribution of benefits and advantage against indigenous village, development in general are seen from 4A tourism and government income of tax viewed from PHR. Advice can be given to government and businessman and tourism service on the island of Nusa Lembongan in the order of future improve the facilities, infrastructure supporting tourism, reinforce the rules on the division of the proceeds against the indigenous villages, improving access and employment for local community on the island of Nusa Lembongan.   Key Words              : Tourism, Nusa Lembongan Island, Impact

Abstract The paper explores the relationship between the taxpayers’ trust in government and their willingness to pay taxes. When honored, trust promotes feelings of goodwill between individuals, strengthens democracy, and reduces transaction costs in economic exchange. Literature on government regulation finds that if citizens trust the government they are more likely to comply with laws and regulations. In this article, the index of trust in government calculated by the American National Elections Studies (ANES) and the AGI (adjusted gross income) gap produced by the Department of Commerce’s Bureau of Economic Analysis (BEA) are used to test an empirical model if trust in government has a positive impact on tax compliance of the least compliant taxpayers group - nonfarm sole proprietors - controlling for the deterrent effects of tax enforcement. The results indicate that the higher trust in government improves tax compliance. The paper contributes to the existing literature on tax compliance by combining survey and statistical income reporting data to find evidence that perceptions about the trust in the government translate into actual tax payments

Social forestry provides an increase in the production and income of people in Tanggamus Regency as well as Kulon Progo Regency and Gunung Kidul Regency. KTH Tella Serasan also has a positive impact from the economic aspect, but with the covid 19 pandemic, members of the Tella Serasan Forest Farmers Group also experienced the impact of a decline in income, therefore further research was needed to what extent the impact of the COVID-19 pandemic on income for the community, especially the Tella Serasan Farmer Group. The purpose of this study was to analyze the impact of the COVID-19 pandemic on the income of the Tella Serasan Forest Farmer Group, Gelumbang District, Muara Enim Regency, South Sumatra Province. This research was conducted in December 2020 – April 2021. The research was conducted at Tella Serasan Teluk Limau Village, Gelumbang District, Muara Enim Regency, South Sumatra Province with the number of respondents in this study amounting to 54 respondents. The data Collected were primary data and secondary data. The income of the community before the Covid-19 pandemic in the plantation sector was Rp. 212,360,000 years/ha, livestock sector Rp.55,600,000/year and other sources of income Rp. 158.100.000/year. Community income during the COVID-19 pandemic in the plantation sector was Rp.144,335,000 year/ha, the livestock sector was Rp. 35.400.000/year, and other sources of income Rp. 127,835,000/year.

This study is aimed to investigate the impact of senior management support, employees’ involvement and open corporate culture on the motivation of employees in the education sector of Pakistan. To collect the primary data, a self-administrated questionnaire is used while for secondary data collection research journals and articles are used. The sample size of this study consists of two hundred employees (hundred from public and hundred from private institutes). SPSS is used for measuring the association between variables and to see the impact of senior management support, open corporate culture, and involvement of employees on the motivation of employees. Correlation analysis and regression analysis are used to test the hypothesis of the research model. The motivation of the employees mainly depends upon senior management support and employees' involvement in decision making. Findings of the results support hypothesis 1, 2 & 3 while disproving hypothesis 4. Senior management support and employees’ involvement in decision making have a significant and positive impact on the motivation of employees. And the open corporate culture has no meaningful impact on employees’ motivation.

More than billion international and internal migrations around the world as well as the relationship between migrant and its family members have been one of the most discussed policy questions for several years. Main purpose of the paper is to examine the impact of labor migration on household, in order to address arising social problems due to the migration of family member. To find the impact, it was used secondary data named "Life in Kyrgyzstan" which is research based, open access and multi-topic longitudinal survey of households in Kyrgyzstan. It includes more than 3000 households which were recorded from 2010 to 2013. The result of the research is: there is a positive impact of remittances on child education, while negative on nonfood spending. Also housing condition is directly related with migration and significant impact can be seen in terms of facilities and type of household. Based on findings, it was provided some policy recommendations to simplicity of the social and other issues in the household of migrant's. One of the recommendations is: The Government of Kyrgyzstan should pay high attention on keeping citizens inside the country and should consider about shifting its policies which encourage labor migration, instead it should pay more attention on development of small and medium enterprise supporting method, which actually helps to create several number of job positions.

The research aims to describe the impact of the conversion of agricultural land of cloves to the socio-economic condition of farmers. The study was conducted from May to July 2017. The data used are primary data obtained through interviews to 5 (five) respondents who sell land for land converted. Secondary data is obtained from Tetetana Hill nature reserve, Kumelembuai village government, books and journals. Data analysis used is descriptive analysis. The research results showed that viewed from the economic side, land conversion has a positive impact for the farmers family and local society. Positive impacts for farmers family include increasing the income, helping to construction the house of farmers, opening up a new farming businesses, and for local society like existence of jobs. Viewed from the social side, land conversion has positive and negative impacts, that is: change of farmers family life status (positive impact), and the influence of visitor habits toward society (negative impact).

Bad credit is caused by two factors, which are from the bank and from the customer. This study aimed to analyze the fine financing problems in the Islamic of Pawnshop Unit Bone according to Indonesian Ulama Council (MUI) perspective. This research is a normative legal research using a sociological juridical approach. The primary data used are regulations or legal products from the Indonesian Ulama Council, namely the DSN-MUI fatwa regarding fines and direct interviews with employees and customers. Besides, the secondary data used was number of books that contain opinion Indonesian Ulama Council and other literature which is relevant to research. The results showed that the application of fines in financing problems in the islamic pawnshop Unit Bone of South Sulawesi had positive and negative impacts. The positive impact was giving a deterrent effect to customers who face the due while the negative impact is the waste of time for employees who have to work more than working hours. However, the impact of these fines did not reduce the performance of the South Sulawesi specially in the Islamic of Pawnshop Unit Bone in order to become a non-bank financial institution that is still in demand by the public and become a financial institution that can help the economy of Indonesian society, among them is the society in Bone, South Sulawesi. It is because people in Bone regency tend to open up business as their economic livelihoods.

<p>Abstract<br />This article aims to identify and analyze the implementation and obstacles encountered in the implementation of the Joint Regulation of the Five Minister Year 2011 on the Arrangement and Equitable Teacher Civil Movement. This article is included in empirical legal research. Law conceptualized as a manifestation of the symbolic meanings of social behavior as a result of social interaction, by taking research location in Magetan. The data collection is done with interviews and documentary techniques in order to obtain primary data and secondary data. Analysis of data using qualitative analysis inductive logic thinking. The results showed that the implementation of joint regulation to implement the Civil Servant teacher mutations gradually to meet the needs of more than 350 teachers in the suburban areas Magetan. According to the theory of Friedman’s legal system can be described, in the structure of the head of the education unit together with the head of the District Education Unit and the Department of Education to coordinate to determine the condition of the real distribution of teachers. With the cooperation is structured expected the distribution is going well and fairly to meet the needs of teachers, from the legal substance policy applied in order to meet the shortage of teachers needs that there is a mutation teacher Civil Servants gradually, as a component of legal culture, teachers must be willing to be placed in any educational unit. The problem is that teachers mutation makes it vulnerable for abuse of office, a lot of teachers who have received certification allowance, teachers who have been appointed as Civil Servants and has received certification allowance will strive to maintain its position on the workings of the educational unit.<br />Key Words: Policy; Mutation; Civil Servant Teacher.</p><p>Abstrak<br />Artikel ini bertujuan untuk mengetahui dan menganalisis implementasi dan kendala yang dihadapi dalam pelaksanaan Peraturan Bersama Lima Menteri Tahun 2011 tentang Penataan Dan Pemerataan Guru Pegawai Negeri Sipil. Artikel ini termasuk dalam penelitian hukum empiris. Hukum dikonsepkan sebagai manifestasi makna-makna simbolik perilaku sosial sebagai dampak dalam interaksi sosial, dengan mengambil lokasi penelitian di Kabupaten Magetan. Pengumpulan data dilakukan dengan teknik wawancara dan dokumenter guna mendapatkan data primer dan data <br />sekunder. Analisis datanya menggunakan analisis kualitatif dengan logika berpikir induktif. Hasil penelitian menunjukkan bahwa implementasi Peraturan Bersama dengan melaksanakan mutasi guru Pegawai Negeri Sipil secara bertahap guna memenuhi kebutuhan lebih dari 350 orang guru pada wilayah pinggiran Kabupaten Magetan. Menurut teori sistem hukum dari Friedman dapat dijelaskan, secara struktur kepala satuan pendidikan bersama kepala UPT Pendidikan Kecamatan dan Dinas Pendidikan melakukan koordinasi untuk mengetahui kondisi distribusi guru secara nyata. Dengan adanya kerjasama secara terstruktur diharapkan distribusi tersebut berjalan dengan baik dan adil untuk memenuhi kebutuhan guru, dari substansi hukum kebijakan yang diterapkan guna memenuhi kekurangan kebutuhan guru yang ada adalah dengan mutasi guru Pegawai Negeri Sipil secara bertahap, secara komponen budaya hukum, guru harus bersedia ditempatkan di satuan pendidikan manapun. Adapun kendalanya adalah mutasi guru membuat rentan terjadinya penyalahgunaan jabatan, banyak guru yang sudah mendapatkan tunjangan sertifikasi, guru yang sudah diangkat menjadi Pegawai Negeri Sipil dan sudah mendapat tunjangan sertifikasi akan berusaha untuk mempertahankan posisinya pada satuan pendidikan tempat bekerjanya.<br />Kata Kunci: Kebijakan; Mutasi; Guru Pegawai Negeri Sipil.</p>
