This article describes the Implementation of the Personnel Management Information System (SIMPEG) at the Regional Education and Training Personnel Board. This study uses a descriptive qualitative approach with data collection through observation, documentation, and interviews. This study uses data analysis developed interactive data. The results showed that the implementation of SIMPEG in BKPPD was not optimal. This is because the implementation of socialization was not effective, human resources were less competent, the level of commitment held by BKPPD employees was still low, and there was no SOP in implementing SIMPEG.Keywords: implementation, public policy, information systems, staffing

This article will review the achievements of implementing the East Kalimantan Provincial Regulation Number 5 of 2015 concerning Inhalant Abuse prevention. With a qualitative descriptive analysis research model with data collection techniques by observation, interviews, documentation, and interactive data analysis, the results showed that East Kalimantan Provincial Regulation Number 5 of 2015 concerning Inhalant Abuse Prevention Samarinda City has not been going well. There are various kinds of obstacles in the implementation process, such as the lack of human resources, lack of facilities and infrastructure, and people who comply with local regulations.Keywords: implementation, prevention, abuse, inhalation, local regulations

This article will describe and analyze waste management by the Samarinda City Environmental Service based on Samarinda City Regional Regulation Number 02 of 2011 concerning Waste Management. This article uses qualitative research methods and data obtained by interview, observation, and documentation, and analyzed using an interactive analysis model. The research findings show that it has not been running optimally because there are still people who do not understand waste management starting from the source of waste, there are still people who litter, lack facilities and infrastructure, lack field workers, lack of awareness of community participation on cleanliness and weak supervision and sanctions people who break the rules. Community satisfaction in the public service process conducted by the government is very important. The principle of community satisfaction in Samarinda Ulu District is represented by the implementation of the Community Satisfaction Survey (SKM) which is routinely carried out every year, using 9 (nine) elements. This study aims to analyze efforts to strengthen the responsiveness of the implementation of PATEN in Samarinda Ulu District. The survey guidelines apply to the Minister of Administrative Reform and Bureaucratic Reform Regulation No. 14 of 2017. This research is a descriptive study (description). The research approach is carried out using a qualitative approach. In general, the Community Satisfaction Survey (SKM) conducted by the District of Samarinda Ulu, has referred to the guidelines as stated in the Permanpan No. 14 of 2017. However, there are several things from the provisions as stated in Permenpan No. 14 of 2017 has not been followed up perfectly in its implementation, including related to an explanation of the implementation of activities, completeness of survey forms, survey analysis, inventory of service complaints, and follow-up planning.Keywords: public service, community satisfaction, survey

The research objectives were to determine the type of service, analyze and identify supporting factors and inhibiting factors for empowerment services for women and children in Samarinda City. With this type of qualitative research. Data collection techniques are observation, interviews and documentation. Then the interactive model data analysis technique. The results of research on empowerment services for women and children at the Integrated Service Center for Empowerment of Women and Children "Citra Tepian" Kota Samarinda include the provision of information and data collection services through hotline calls or through the SIPPEKA application. Medical and psychological referral services are carried out in collaboration with hospitals and HIMPSI, legal aid services are provided for victims of women and child violence from the police office to the court and in the mediation stage. Safe home services to provide protection for victims. Supporting factors for empowerment services for women and children at the Integrated Service Center for Empowerment of Women and Children "Citra Tepian" Kota Samarinda, namely the existence of an application, namely the SIPPEKA application, while the inhibiting factors are the lack of human resource availability, lack of facilities and infrastructure and lack of budget support.Keywords: Women's and Children’s Empowerment Services, Integrated Service Centers

This article will discuss the comparison and analysis of public information disclosure laws at the Plantation, Environment, Forestry, Energy and Mineral Resources Office in East Kalimantan Province. The methodology used is in the type of comparative research, where data is collected and analyzed that is narrative in nature, as well as in-depth information about the issues or problems to be solved. This study aims to analyze the significant influence between the implementation of the Complete Systematic Land Registration policy on Land Order in the City of Bontang through the implementation of the PTSL policy, which is measured from the aspect approach: communication; resource; disposition; and bureaucratic structure. This research uses a quantitative method approach. The results showed that the implementation of the Systematic Complete Land Registration policy in the City of Bontang; well implemented in the aspects of communication, availability of resources, disposition, implementing policies, and aspects of the bureaucratic structure. The implementation of the Systematic Complete Land Registration policy in the City of Bontang has a positive impact on the creation of an orderly land law, seen from the decreasing number of land disputes and increased awareness of the people of the City of Bontang of the importance of an orderly land. This research aims to describe the implementation of tourism development policies in the Tenggarong District, Kutai Kartanegara Regency, and to identify the supporting and inhibiting factors for tourism development efforts in Tenggarong District, Kutai Kartanegara Regency. This research uses descriptive research type with qualitative methods. Later, the data obtained through interview techniques, observation, and documentation will be analyzed with interactive model analysis so that a conclusion can finally be obtained. The results showed that the implementation of tourism development policies in the Tenggarong Subdistrict, Kutai Kartanegara Regency, was running well but not yet effective, especially in the communication process, human resources, budget, birocracy structur and disposition.Keyword: implementation, policy, tourism development

This research is to describe, analyze and interpret the Implementation of Procurement Principles in the Goods / Services Procurement Section of the Samarinda City Regional Secretariat through a research focus: effective, efficient, transparent, open, competitive, fair, and accountable, as well as to find out what are the supporting factors and the barrier. Collecting data through observation, interviews and documentation. The results showed that the principles of efficiency, effectiveness still need to be improved, the principles of transparency, openness have worked well. The principle of competition, fairness, is still an indication of intervention. This study uses a qualitative approach in order to obtain an in-depth description of the Election Supervision Evaluation of the Governor of East Kalimantan by the East Kalimantan Bawaslu. Data obtained and obtained through interviews, observation and documentation, which are then analyzed interactively through the stages of data collection, data condensation, data presentation and drawing conclusions. The results showed that the evaluation of the supervision of the Provincial Bawaslu in the East Kalimantan Governor election in 2018, which was carried out from the stage of updating the voter list, campaign monitoring, the implementation of the Pilgub, as well as the follow-up of findings and reports were in accordance with the duties and functions of East Kalimantan's Bawaslu. As for the inhibiting factors there are still people who do not report suspected violations, limited human resources and the authority of Bawaslu is still hampered by rules and regulations.Keywords: Monitoring, Evaluation, Election
