In the article the authors cover a problem of formation of an effective state policy of counteraction to terrorism in the Russian Federation. Political and legal aspects of ensuring the state and public security in modern Russia are characterized. The objective reasons and factors of emergence of terrorism in the modern state are generalized. The main general directions and institutional mechanisms of realization of a state policy of counteraction to terrorism in system of ensuring national security in Russia are revealed.

Статус современного государства во многом определяется состоянием и качеством окружающей природной среды и ее компонентов, количественными и каче- ственными показателями ее территории и природных богатств, эффективной «зеле- ной» экономикой, в совокупности демонстрирующих реализацию государством функции по обеспечению прав на благоприятную окружающую среду. The status of a modern state is largely determined by the state and quality of the natural environment and its components, quantitative and qualitative indicators of its territory and natural resources, an effective "green" economy, which together demonstrate the state's implementation of the function of ensuring the rights to a favorable environment. For these purposes, the state is obliged to establish a state policy based on environmental principles; comply with high international standards for the development and implementation of green institutions, accompanied by effective implementation mechanisms.

The article is dedicated to development features of the state policy on land relations in Ukraine. Promising directions for the development of the concept of formulating and implementing the state policy on land relations in Ukraine have been presented. It has been ascertained that the land reform implementation in Ukraine should not inhibit the economic development of the country but help build a new competitive model of business-government relations. Increasing investment attractiveness in this dimension should be provided not through increasing the market value of land as a type of enterprise asset, but through radical innovation and structural changes in the use of natural resources; not through the land market denationalization, but through the motivation of domestic entrepreneurs to thrive on socially responsible business. It is necessary not to sell the land resource base formed over millennia, but to move reasonably and gradually from the analysis of quantitative characteristics of enterprises to intensive changes in management, to measure the social responsibility of agraricultural business, to maintain land use ethics and the formation of environmental values, mechanisms and instruments of the state environmental policy. Four stages of development and implementation in public administration of the author’s concept of complementary type have been suggested: 1) determining the dominants of the concept; 2) developing the mechanism of state regulation of the land relations development adequate to real processes with objectification of its elementary components; 3) developing a methodological scheme for implementing the mechanism of state regulation of land relations; 4) identification of the most important factors influencing the effectiveness of the state policy on the land relations development.. Russia's financial requirements in respect to foreign countries have considerably lowered during recent years without noticeable return for the country's budget. Different assessments of the value of foreign financial assets are considered in the article and main reasons that have led to their lowering are revealed. Beginning in the early 1970s, Jewish and Muslim feminists, tackled “oral law”—Mishna and Talmud, in Judaism, and the parallel Hadith and Fiqh in Islam, and several analogous methodologies were devised. A parallel case study of maintenance and rebellion of wives —mezonoteha, moredet al ba?ala; nafaqa al-mar?a and nush?z—in classical Jewish and Islamic oral law demonstrates similarities in content and discourse. Differences between the two, however, were found in the application of oral law to daily life, as reflected in “responsa”—piskei halacha and fatwas. In modern times, as the state became more involved in regulating maintenance and disobedience, and Jewish law was backed for the first time in history by a state, state policy and implementation were influenced by the political system and socioeconomic circumstances of the country. Despite their similar origin in oral law, maintenance and rebellion have divergent relevance to modern Jews and Muslims.
