The article analyzes the main indicators of the technical condition of buildings of outpatient medical organizations (units) in the Russian Federation for the period 2012–2019. The number of outpatient medical organizations (units) in emergency condition and requiring demolition tended to decrease from 215 units to 96 for the period from 2012 to 2017 in the Russian Federation. The number of units requiring reconstruction in the Russian Federation declined from 511 to 179 for 2012–2019. The number of units requiring major overhaul in the Russian Federation went down from 4,347 to 2,378 for the period from 2012 to 2018, and in 2019 rose sharply to 4,113. The number of units located in adapted premises increased from 6,723 to 8,126 for 2014–2019 in the Russian Federation. The number of units located in the rented area in the Russian Federation decreased from 1,443 to 1,414 for 2014–2019. The number of units with central water supply went up from 17559 to 19440 for 2012–2019 in the Russian Federation. The number of units with hot water supply in the Russian Federation increased from 13,012 to 15,124 for 2012–2019. The number of units with central heating rose from 16,893 to 17,546 for 2012–2019 in the Russian Federation. The number of units with a central sewer went up from 17,111 to 18,969 in the Russian Federation for 2012–2019. The number of units with telephone communication increased from 17,806 to 19,266 for 2012–2019 in the Russian Federation. The number of units with autonomous power supply rose from 941 to 1,227 in the Russian Federation for 2012–2019. The total number of outpatient medical organizations (units) in the study period increased by 7.9 %. The number of buildings requiring renovation and modernization between 2012 and 2018 tended to decrease. Not all indicators have a positive trend. Health care modernization is not completely structural.

The financial stability of a company is one of the most important criteria for assessing the situation of enterprises both for the current period and for subsequent periods of functioning. Of course, every enterprise wants to have business liquidity, otherwise the basis of entrepreneurship collapses; however, the purpose of doing business is to make a profit. An enterprise can make good profits, but at the same time have large liabilities, that is, debts. In this case, it is difficult to call the company financially stable. The onset of the economic crisis in the Russian Federation only prompts the conduct of such studies. Firstly, because it is necessary to understand how the situation in the country's economy as a whole affects a single enterprise, and secondly, what the prerequisites for this influence can be noticed in advance and how to try to prevent them. The relevance of this study lies in the fact that today in Russia there are a number of difficulties with assessing the status of organizations and their adequate comparison with reality. There are many different methods for assessing the financial condition and, in particular, the financial stability of a company. However, when choosing one of them, it is necessary to consider them in order to identify the shortcomings of their application to certain market conditions. Identification of these disadvantages of different theories will allow us to competently and reliably analyse the financial condition of various companies. It is also worth noting that this topic is relevant not only for the companies themselves. The presence of positive dynamics of financial stability indicators as an integral part of the financial condition of the enterprise is one of the most important bases of investment attractiveness. Therefore, not only a company itself is interested in such studies in the inside, but also other market entities from the outside.

This article is devoted to a comparative analysis of the financial stability of the development of regional budgets of certain constituent entities of the Russian Federation – Rostov Region, Republic of Kalmykia and Orel Region in comparison with the dynamic fluctuations of Russia’s economic development over the period 2010–2019. The relevance of the research topic is due to the need to create a methodology for assessing the financial stability of regional budgets of the constituent entities of the Russian Federation. The purpose of this scientific article is to study and test the methodology suggested by the authors for the analysis of financial stability of regional budgets of Russia in the process of cyclical changes in the financial and economic environment of the national economy, as well as to demonstrate its practical application. The regional budgets of such constituent entities of the Russian Federation such as Rostov Region, Republic of Kalmykia, which are part of the Southern Federal District, and Orel Region, which is a constituent entity in the Central Federal District, were selected as the objects of the study. The authors define the subject of research as a system of financial and economic indicators that characterize the implementation of regional budgets of territorial units under analysis in the period 2010–2019. The obtained statistical data for the regions under analysis will be used in the subsequent material for the tests of the suggested methodology. When choosing the criteria for the assessment of the independence of the regional budget, the authors rely on the fundamental budget parameters, including its effectiveness, financial stability and balance of the revenue and expenditure parts of the budget. When analyzing the dynamics of the level of stability of the regional budgets of Rostov region, Republic of Kalmykia and Orel region, it was found that the region with a more developed social and economic infrastructure is more comfortable with cyclical shifts in the national economy (with the least losses, both for further development prospects of the region and for the population living in this territory). For regions where the social and economic situation is deteriorating, economic crises in the country have a multiplier effect, increasing both the gap in comparison with the developed regions of the Russian Federation, and the degree of imbalance of the regional economy and finance.

The relevance of researching of the topic of migration to the Russian Federation from neighboring countries is determined by the constant increasing of the number of migrants in Russian Federation. Essays of migrants were used as a source for writing the article. Essays were written in the framework of the competition "Is it Easy to be a Migrant?" that was organised by the women's Council of mi-grants in ANO "Migration". The analysis of competitive essays of migrants allows us to conclude that in the process of adaptation migrants successfully solve the problem of financial stability, form a new view of the world, fitting into a new social environment for them.

The main results of surveys of the population of the Russian Federation on the use of information technologies and information and telecommunication networks for the period from 2014 to 2016 have been described. An analysis of the population’s use of the Internet, including in terms of gender, age, place of residence has been made. Particular attention has been paid to the study of the use of the Internet for the purchase, ordering of goods and services. The article characterizes the most popular goods and services ordered by the population via the Internet. The use of the Internet for the purpose of interaction with public authorities and local self-government has been considered. This paper pays attention to using by our population of the Single portal of public services of the Russian Federation.

The main drawback of the modern power supply system is centralization. Renewable energy is a promising alternative for supplying electricity to remote settlements. Solar energy is more preferable, since it is least dependent on the geographical location. (Research purpose) The research purpose is in studying the possibilities of creating an autonomous renewable energy system based on solar photoconvertors for remote villages. (Materials and methods) Authors examined small rural settlements in various climatic regions of the Russian Federation and Uzbekistan, identified promising regions for solar-powered systems similar in climatic and socio-economic parameters – the Krasnodar Territory and the regions of Uzbekistan. There was used data from the NASA POWER project for analysis. (Results and discussion) The article presents the comparison of a diesel generator and a renewable solar-diesel system as an autonomous source of electricity for small settlements. Due to the lack of sun in winter and due to lower temperatures, there is a need for an additional source of energy. (Conclusions) The article presents the methodology for assessing the technical and economic potential of renewable energy sources in the regions under consideration. Due to the high solar activity and geographical location, the cost of energy in the regions of Uzbekistan was 0.153, 0.155, 0.166 dollars per kilowatt-hour for hybrid renewable energy systems and 0.387, 0.371, 0.401 dollars per kilowatt-hour for a diesel generator. In the Krasnodar Territory these costs are 0.138 dollars per kilowatt-hour for a hybrid system and 0.316 dollars per kilowatt-hour for a diesel generator. It is possible to create fully autonomous power supply stations in these regions based on solar energy stations. For this purpose it is necessary to add an energy source that will be used during periods of insufficient solar activity. The most promising solution is the use of a wood gas source.
