The main results of surveys of the population of the Russian Federation on the use of information technologies and information and telecommunication networks for the period from 2014 to 2016 have been described. An analysis of the population’s use of the Internet, including in terms of gender, age, place of residence has been made. Particular attention has been paid to the study of the use of the Internet for the purchase, ordering of goods and services. The article characterizes the most popular goods and services ordered by the population via the Internet. The use of the Internet for the purpose of interaction with public authorities and local self-government has been considered. This paper pays attention to using by our population of the Single portal of public services of the Russian Federation.

The paper analyzes various types of threats in the commission of a crime under Article 163 of the Criminal Code of the Russian Federation, using information and telecommunication networks (ITS), including the Internet. The problematic issues in classification of the acts under consideration, caused by the lack of criminal law protection of property relations in case of encroachments using ITS, are identified. The increased public danger of the threat of using information and telecommunication networks, including the Internet, when disseminating information that dishonors the victim or his relatives, or other information that may cause significant harm to the rights or legitimate interests of the victim or his relatives is substantiated. It is concluded that it is necessary to supplement the Criminal Code of the Russian Federation with new norms aimed at eliminating the gap in the criminal legal protection of property relations in case of encroachments in a way, the danger of which is due to the rapid development of information technologies.

The purpose of the paper is to identify the correlation between illegal migration, migration crimes and the use of the Internet resources. The content analysis of advertising sites, social networks in combination with other research methods has revealed that in the virtual space there is both active promotion of services facilitating illegal migration and a wide demand for them. Based on the results of the study, the authors develop the following proposals for improving measures to combat illegal migration in the global network. 1. A strategic direction for countering illegal migration should be the adjustment of the state’s migration policy through the establishment of a correlation between this phenomenon and the use of modern information and telecommunication technologies aiming at organizing and developing a criminal business providing illegal entry, stay (residence) services, fictitious registration, and registration on migration registration, etc. 2. The counteraction to illegal migration in cyberspace should be implemented through an integrated approach. From the perspective of criminal law, it is necessary to add the element “using the media or information and telecommunication networks (including the Internet)” into Part 2 of Art. 322.1 of the Criminal Code of the Russian Federation, which provides for liability for the crime elements of the organization of illegal migration. From the perspective of criminology it is important to identify and record the real conditionality of the development of illegal migration, migration crimes and the use of the Internet to commit them; to improve statistical reporting on crime by including information on the organization of illegal migration committed via the media or information and telecommunication networks (including the Internet) in the report of the State Automated Police Center of the Ministry of Internal Affairs of the Russian Federation on crimes committed in the field of telecommunication and computer information.

he article presents an analytical review of the All-Russian Library Congress, held in Vladimir — the Library Capital of Russia 2018 — on 12—18 May 2018. The Congress was devoted to the theme “Ba-sing on the Past, We Build the Future. The Role of Cultural Heritage in Transforming the Librarianship in Russia”. The Congress held an open Discussion on the concept of librarianship development in the Russian Federation; it adopted the Guidelines on local lore activities for public libraries of the Russian Federation and approved the Regulations on the Council for Professional Qualifications in the Field of Library and Information Activities, planned for creation under the Russian Library Association. The Congress worked in various formats: pre-session events, plenary sessions, section meetings by library types and activity areas, and special events. The 19th Exhibition of Publishing Products, New Information Technologies, Goods and Services complemented the Congress. The Congress determined Tula to be the Library Capital of Russia 2019.

On 16—20 May 2021, the All-Russian Library Congress: XXV Anniversary Annual Conference of the Russian Library Association (RLA) was held in the Library Capital of Russia for 2020/2021, Petrozavodsk (Republic of Karelia), with the support of the Ministry of Culture of the Russian Federation and the Government of the Republic of Karelia. The theme of the Congress was “Library 2030: Building the Future Today”. For the first time, this forum was held in a hybrid format, i.e., both offline and online, while all the events were streamed online, which made it possible to expand the audience reach. The strategic goals of the Congress were to identify the main trends in the development of librarianship and to form the image of the library of the future. Consequently, many speakers focused on the pivotal document for the library field “The strategy for the development of librarianship in the Russian Federation until 2030”, approved in 2021. In addition, the participants deliberated the draft of the new professional standard “Specialist in library and information activities”. The plenary and sectional sessions involved the discussions on the development of libraries of various types, the library profession in the modern world, etc. The Congress was accompanied by the XXI Exhibition of publishing products, new information technologies, goods and services, which was also organised in a hybrid format. At the final plenary meeting, the results of the elections of the President of the RLA and the members of the RLA Board for 2021—2024 were announced. M.D. Afanasyev was elected President of the RLA for a second term. One of the important outcomes of the Congress was the adoption at the final plenary session of the RLA normative and advisory act “Methodological recommendations for the formation of basic standards for the provision of public libraries services in the constituent entities of the Russian Federation”. Nizhny Novgorod received the status of the Library Capital of Russia for 2022, and it is going to host the XXVI All-Russian Library Congress next year.

The paper considers the problem of preserving the civilization cultural diversity by creating online resources about indigenous peoples. Study results carried on by the Research Institute of Information Technologies in Social Sphere of Kemerovo State Institute of Culture are analysed. The research objective is to identify and analyze websites content including information about indigenous peoples. The investigation was based on the system of structural-functional and culturological approaches. The study established that owners of websites containing information on aboriginal peoples are the organizations engaged in the media, educational and research institutions, associations, cultural institutions, as well as individuals. The local index of the Internet resources owners about indigenous peoples is proposed that allows organizing and systematizing them into groups. The paper applies the analysis of information about indigenous peoples of Russia as a part of websites content of Central Libraries (CL) of the Russian Federation subjects. Materials on aboriginals at CL websites of the Russian Federation are fragmented, incomplete, implicit ways of information presenting. It is proved the necessity to create navigators of Internet resources devoted aboriginal peoples based on CL of the Russian Federation entities. It gives the possibility of dispersed material cumulative reflection in the Internet about them. The inclusion of electronic guides on the Internet resources about indigenous peoples into the local history block of official website of CL of Russian Federation subjects is aimed to solve the problem of high quality information-library service, the growth of the libraries social status in modern society.

Now the process of information and communica-tion technologies introduction in the activity of public authorities goes beyond the framework of some infor-matization programs and projects and becomes a driv-ing transformation force of both the organization of public authorities work, and approaches to execute state functions in general. At the same time there is lack of systemacity and integral regulation of using information technologies in public administrative activity, uncertainty and discrepancy of some provisions of the legislation, lack of the uniform concept of "the electronic government". Using a generalization method, comparative and formal-logical approaches, the article attempts to represent a complex attitude towards the problem of "electronic government" formation in the Russian Fed-eration as one of possible instruments of increasing public administration efficiency. Studying a definition of "the electronic government" has allowed to formu-late an author's interpretation of this term, to systemat-ize and generalize its functioning principles, and also to plan the possible directions of solving the organiza-tional and legal problems connected with the develop-ment of this concept in the Russian Federation.

Совокупность взаимосвязей конструктивного сотрудничества представителей бизнес-сообщества со структурными единицами государственно-муниципального регулирования социально-экономических взаимосвязей на различных территориях Российской Федерации формируется и развивается на основе реализации GR-менеджмента. Тем самым в статье определяется специфика методики оценки и исследования особенностей использования имеющихся ресурсов при достижении запланированных показателей в производстве товаров и услуг, востребованных в современном частном секторе экономики. Осуществление GR-менеджмента характеризуется определенной степенью эффективности и результативности как ключевых характеристик полученных итогов предоставления государственно-муниципальной поддержки субъектам частного бизнеса. Степень указанных эффективности и результативности GR-менеджмента характеризуется соотношением ряда социально-экономических показателей в рамках реализации государственной программы «Информационное общество», что, в частности, отображается в субъектах РФ Южного федерального округа, выступающего одним из макрорегионов в структуре федерально-региональных взаимосвязей функционирования органов публичного управления и проявления бизнес-инициатив. Авторы приходят к выводу о том, что методика оценки уровня эффективности и результативности государственно-частного партнерства и реализации GR-менеджмента может быть основана на вычислении показателей по ряду параметров. Эти параметры должны отражать специфику электронно-инфор­мационного взаимодействия структур публичной власти и частного бизнеса с учетом уровня электронного участия в этом взаимодействии субъектов предпринимательства и финансового обеспечения государственно-частных взаимосвязей. The set of relationships between constructive cooperation between representatives of the business community and the structural units of state and municipal regulation of socio-economic relationships in various territories of the Russian Federation is formed and develops on the basis of the implementation of GR-management. Thus, the article determines the specificity of the methodology for assessing and studying the features of the use of available resources when achieving the planned indicators in the production of goods and services in demand in the modern private sector of the economy. The implementation of GR-management is characterized by a certain degree of efficiency and effectiveness as the key characteristics of the obtained results of the provision of state-municipal support to private business entities. The degree of the indicated efficiency and effectiveness of GR-management is characterized by the ratio of a number of socio-economic indicators within the framework of the implementation of the state program "Information Society", which, in particular, is reflected in the constituent entities of the Russian Federation of the Southern Federal District, which is one of the macroregions in the structure of federal and regional interconnections of the functioning of bodies public administration and manifestation of business initiatives. The authors come to the conclusion that the methodology for assessing the level of efficiency and effectiveness of public-private partnerships and the implementation of GR-management can be based on the calculation of indicators for a number of parameters. These parameters should reflect the specifics of the electronic information interaction between public authorities and private business, taking into account the level of electronic participation in this interaction of business entities and financial support of public-private relationships.

The relevance of the topic under study is due to the wide penetration of new technologies in all spheres of public relations. Due to its special situation, the electoral process is the most susceptible not only to the introduction of modern technologies, but to a greater use of the information and communication network "Internet" as well. Adaption of the electoral legislation to the requirements of the time appears to be important. The present study is aimed at a comprehensive analysis of the Russian legislation regulating the issues of election campaigning in the information and communication network "Internet". The article analyzes Federal Law № 43-FZ dated March 9, 2021 "On Amendments to Certain Legislative Acts of the Russian Federation", Federal Law №67-FZ dated June 12, 2002 "On Basic Guarantees of Electoral Rights and the Right to Participate in a Referendum of the Russian Federation Citizens", Federal Law № 149-FZ dated July 27, 2006 "On Information, Information Technologies and Information Protection", Federal Law № 20-FZ dated February 22, 2014 "On Elections of Deputies to the State Duma of the Federal Assembly of the Russian Federation". Amendments to the legislation regarding regulation of election campaigning in the Internet are considered as a timely and adequate response to the growth of Internet use for campaigning purposes. Election commissions have additional rights to prevent dissemination of campaign materials and information in the Internet that do not meet the requirements of the electoral legislation. Concerning these appeals, election commissions can contact the Federal Service for Supervision of Communications, Information Technology and Mass Media. Attention is drawn to possible difficulties in new legislation enforcement, such as additional resources, professional skills in tracking, identifying and documenting violations.

Introduction. The article defnes the place and role of the institution of national anti-corruption planning in the context of the implementation of the state strategy to combat corruption practices, presents the main directions, principles, priorities and objectives of the new national anti-corruption plan, the main components of the mechanism of its implementation.Materials and methods. The scientifc and methodological basis of the this research is formed by the dialectical-materialistic concept of scientific analysis, a set of general scientifc and special methods of research of political, legal, social, moral and managerial aspects of the state strategy in the sphere of combating corruption.Results. The features of the content of the anticorruption powers of public authorities are presented; the nomenclature of innovative components of political, legal, economic, scientifc and educational initiatives of the state in the feld of combating corruption is presented; the main problems that should be paid attention to in the implementation of anticorruption measures under the national plan for the next three years are identifed. The issues of fighting elite corruption, de-offshorization of the economy, de-bureaucratization of management, optimization of the system of organization of tenders and auctions for procurement of goods and services for state and municipal needs, improving the effciency of legal, political and administrative mechanisms to combat corruption are also explored.Conclusion. The necessary generalizations and conclusions are made, some proposals are made to improve the existing anti-corruption mechanism in the Russian Federation.

In this article the author points to the use of the Internet by terrorist organizations to promote their views. The author notes particularly active in this area of such organizations as "Al - Qaeda" Hezbollah "," Abu Nidal "who use the Internet as a means of information warfare. In this author´s opinion, the negative impact is primarily on the younger generation not only Russia but also other countries. In the Russian Federation, the author singles out particularly in this difficult situation towards the North Caucasus republics. The author comes to the conclusion that the solution of the problem on an international scale, and therefore proposes to support the Russian initiative, proposed in 2011 for discussion in the framework of the UN Convention on International Information Security (concept).
