The city of Tirana is subject to constant physical and spatial metamorphosis. In its urban territory, the different residential typologies are well distinguished by socio-economic conditions and the technical-constructive characteristics which have been influenced by political development of the country. The multi-family residential buildings from the post-war period up to the 1990s, in addition to the problems that accompanied them from their initial construction, are found today in front of a physical degradation derived from the years they have. Problematic residential spaces are also most of the buildings constructed in the first decade after 1990, characterized by a low technological and housing quality, derived from an uncontrolled and informal development of the building sector. The building quality in this research, is focused on the applied architectural standards, the technological solutions adopted and the energy consumption derived from them. From the analysis made it has been reached in the conclusions that a renewal and requalification process is necessary to reduce the energy waste and to increase the quality of housing within residential spaces. The main objective of this research is to contribute to the sustainable development of the residential area of Tirana, referring to both the architectural and technological scale. Sustainable development in this paper is closely linked to the quality of residential spaces, which is directly related to the quality of life of the inhabitants. Due to the complexity of the urban environment and its transformations over time, the identification of light regeneration and redevelopment strategies is fundamental, minimizing demolition works. This article includes numerous European examples and a theoretical part, from which proposals for the future development of the residential areas of the city of Tirana can be extrapolated.

To provide a good level of the quality of life of the city inhabitants, it is indispensable to follow sustainable development strategy, allowing to create social capital. This is important especially for local authorities, which should govern society by cooperating with them. Therefore, the main purpose of the article is to present implementation process and its conditions of the sustainable development strategy within the structures of local government units in Poland. Analysis is based on the authoress’ own qualitative research conducted in four voivodships in the Southern of Poland.

In Romania, territorial/spatial development is understood as the process of transforming the geography of inhabited territories, taking into consideration: territorial planning, urban planning and development, public works, habitat and housing, construction. It is governed by the regulatory framework in force, aligning its policies and strategies with the main reference documents at the European level. The construction sector is a key sector for investment and economic development, playing an important role in achieving the sustainable development objectives through the impact that the quality of construction has on the quality of life and by ensuring the necessary environment for most human activities. The building permit is the final authority act of the local public administration on the basis of which the execution of construction works is allowed in accordance with the measures provided by law regarding the placement, design, construction, operation and post-use of buildings. Starting from comparative structural analyses on the number of building permits issued by the local public administrations in the South-East Region, the objective of this research has been to obtain a dynamic image, through a quantitative assessment, of the number of building permits issued for residential buildings, highlighting the way in which they directly influence the sustainable development of urban and rural localities in the South-East Region of Romania.

The publication is devoted to the problem of choosing a strategic direction for further development of the Odessa seaport territories. According to some urban planning experts, the main problem of these territories is that the development of a cargo port, handling of bulk cargoes and increasing the traffic load in the city center of Odessa inevitably leads to the degradation of the city-port system. Therefore, they raise the issue of the cargo port remove outside the city to develop these territories as a recreational facilities. But their opponents believe that the port is not only noise and dust, it is also thousands of jobs for inhabitants and the source of state revenue refill and taxes to the local budget. Sea ports are also plays an important role in state interests as a gate for export of Ukrainian products. So the aim of the study is a comprehensive assessment of the port activity based on the sustainable deve-lopment concept, which considers the sustainable development of complex systems of human settlements, states or civilization as a whole by ensuring  balanced development of the social, economic and environmental spheres of these systems. The article provides an integrated analysis of the Odessa seaport activities in the economic, social, environmental and urban planning fields. The role of this enterprise and the strategic directions of its further development in the context of transportation, the ecology of the urban environment and urban planning activity are defined. The analysis showed the complexity and ambiguity of the Odessa seaport location and its further deve-lopment in residential area in the historic center of the Odessa city. In order to reduce the environmental and traffic negative impact of the port to residential buildings, it is necessary to modernize the port and ensure the development of appropriate infrastructure, as well as eliminate impossible activities from an urban planning point of view at the port's location. As the main private investment attractor for the seaport development can be used some areas freed up after the optimization of the port activity, which will be provided under certain investment conditions for building recreational facilities. The development of a model for the comprehensive assessment of similar development projects is a promising direction for further research in this field.

In order to ensure the implementation of the “Strategy for the Development of the Construction Industry of the Russian Federation until 2030” and the implementation of the UN resolution on sustainable development, there is a need to develop new strategic management initiatives. They should allow authorities to make inter-city comparisons, considering specific cities and their objects against the background of others undergoing similar development processes. In this article, the authors propose strategic initiatives for the management of urban facilities. In particular, the authors’ approach to the assessment of the sustainable development of housing and communal service facilities in the city is proposed. According to the authors, the housing and communal city service objects mean capital construction objects in different forms of reproduction. Moreover, the article examines both residential buildings and structures, and utility networks. The authors’ approach consists in the constant assessment of the city’s housing and communal service facilities at different stages of their operation. For this, the authors use several types of analysis: ex post analysis, ex ante analysis, and foresight analysis. For each type of analysis, the authors form a set of assessment indicators and indicate the period of the analysis. The result of the study is the development of an indicator for the assessment of the level of sustainable development of housing and communal service facilities in the city, and a roadmap for their development strategy. The roadmap is formed considering the introduction of modern end-to-end technologies and digital tools into the work of state bodies. The proposed approach, on the one hand, considers the internal complexity and heterogeneity of the city’s housing and communal service facilities. On the other hand, it is a simple tool for the making of effective management decisions by power structures, as it uses data which are available on a regular basis.

Understanding the air quality grade difference among cities in our country plays a role in promoting the improvement of the city air quality and the sustainable development of human environment. This paper analyzes the air quality of the main 31 cities in China with the methods of cluster analysis and correspondence analysis, and according to the index related to air quality, cluster analysis classifies these areas air quality into 5 kinds. The result shows that Haikou and Lhasa rank top 2 in air quality, but Lanzhou and Urumqis air has been polluted most heavily.

AbstractThe city of Prishtina has constantly been changing in urban, architectural, and technological terms. This has political, ecological, economic, and cultural consequences, especially in the downtown area, where higher-density, taller office buildings and commercial spaces and even more congested residential areas are planned. In this study, the Urban Gastro-Lounge is taken as an example of an adaptive reuse strategy for a whole building or its interior. This example of adaptive reuse aims to revive urban and architectural areas as a way of promoting the sustainable development of the city in terms of its general formal architectural morphology. The Urban Gastro-Lounge is an excellent example of this approach and is worthy of being considered a particularly useful intervention.

The purpose of this study has been to identify the degree of sustainability in the development of the Province of Warmia and Mazury. The theoretical and empirical investigations were conducted between 2003-2014 based on data from the Local Data Bank. Using a comparative indicator method, 20 indicators were developed, with different directions of preference. The evaluation involves the concept of uniform preference, hence the higher the assessment indicator, the better the situation in the evaluated area unit. Our studies on the sustainable development of the Province of Warmia and Mazury suggest that the indicators measuring the environmental dimension and consequently the quality of life of the residents (in this aspect) score higher than the country's average values. It is also optimistic that some progress, however small, can be seen in this area based on the analyzed dynamics of changes.

In the article the system of indicators for assessing the balanced functioning of the complex green zone of the city are suggested and substantiated in accordance with the concept of sustainable development. There are distinguished three groups of criteria: ecological, social, and economical. In accordance with each group of criteria there are criteria categories suggested: bioecological, geoecological, landscape and climate-regulating - ecological group; recreational, educational-cultural, and quality of life - social group; market-based and planning - economical group. Each category corresponds to the system of indicators: 27 indicators for the ecological group criteria, 20 for social and 9 for the economical group. The suggested approach to differentiating the criteria for the assessment of the sustainable functioning of the complex green zone of the city allows to summarize and integrate the data about the green zone of the city, define its strong and weak points, and develop a plan for the management of its territories and  increase resilience to human induced pressures. The assessment of the balanced functioning of the complex green zone of Ternopil city was carried out in accordance with the functional-territorial approach. The main geospatial parameters have been defined: deficit of green planting of the forest-park area of CGZC is 614.5 ha, forestry - 2889.5 ha., the deficit of green planting of restricted use is 12 ha, green planting of special-purpose - 62.5 ha., the level of the greening of the city neighborhoods is 4.5 m2/person (at a standard of 6 m2/person). Based on the results of the functional parameters calculations it has been established that  to «provide oxygen» to the residents of Ternopil it needs to increase the area of forests in the forest-part district of CGZC by 83.5 ha to ensure the optimal indicators of recreational capacity of this area, it is essential to increase the area of parks by 90 ha and forests by 965 ha. In Ternopil, the speed of the maximum flow is 6 million m3/hour with the rainfall intensity of 55 mm/hour, while the sewerage network of the city can only handle the flow of 30 thousand m3/hour . Therefore, it could be argued that the complex green zone of Ternopil city is characterized by the imbalance of the main functional-territorial parameters and requires the implementation of the optimization measures.. This article examines the socio-economic development of monotowns in Kazakhstan on the example of Zhezkazgan city. The authors analyzed the satisfaction of citizens with the living conditions in monotowns, as well as identified the problems of sustainable development and prospects for socio-economic transformation of this region. The results of the study showed that the main problem of a monotown is its dependence on the city-forming enterprise. At the same time, respondents expressed a high desire to migrate to other regions (78% of respondents).
