The increasing fisibility of the children with disability or special needs enhanced the debate and efforts for a new philosohy related to the treatment‎ of disability problematics in general and, especially, to their education. The concept of diasbility has evolved to a model of integration and social inclusion, especially the social ‎inclusion of children with disability in common schools‎. The law 'On the protection from discrimination' prohibits discrimination on grounds of disability, and refusal of registration in an educational institution because of this ground. Furthermore, this law provides the obligation of statal institutions to take positive measures to make possible the enhance of education of vulnerable groups, including children with disability or special needs. These provisions would lack if not accompanied with the creation of a legal framework that explicitly provide for this inclusion philosophy and create the proper mechanisms to make it applicable. It is evident the indispensability of a multi-dimensional treatment of this problematic, that requires also the collaboration of many actors.‎ ‎The innovative stands just in the creation of mechanisms that would make possible such an inclusion. This process requires directors of educational institutions and active and teachers, devoted on the integration of children with disability in every aspect of teaching and educational process.

The connection of Ukraine with the world and European community implies a focus on the Person, his/her spiritual education, upbringing of value attitude to the social environment and him/herself, with a thorough education and deep knowledge, the ability to successfully solve his/her own life problems, readiness to take on the responsibility conditions of international relations, capability of self-development and self-improvement, responsibility for other people. This fundamental approach requires a rethinking of the process of education in universities with a technical profile of training specialists, and in general in the educational system of the state. The problem of development of the Concept of educational system of the modern higher technical educational institution for today and the necessity of finding effective ways of formation of world outlook positions and values landmarks of the student youth on the basis of spiritual, moral and cultural bases of life of the Ukrainian people, coordination of interaction of educational institutions of professional education, state institutions are considered.

The article considers aspects of pedagogical partnership between participants in the educational process in educational institutions and preschool institutions as an effective factor of interaction. The article analyzes the principles, opportunities and ways of partnership pedagogy as a system of effective interaction between teachers, educators and parents for the purpose of personal development of participants in the educational process. The concepts of "partnership", "partnership pedagogy", "social institutions" in the system of relations between all participants in the educational process (teachers, future educators, employees of preschool educational institutions, parents) are revealed. The paper focuses on the criteria that determine the effectiveness of the idea of developing partnership relations as the most productive system of relations in the context of pedagogical interaction. The article highlights the social and pedagogical partnership as a separate form of social interaction of an educational institution with individuals and the importance of the determining role of a higher educational institution in the implementation of its personal and developmental functions in the training of future educators, which includes family, teachers, and the administration of educational institutions. The article considers the purpose and objectives of social and pedagogical partnership as the establishment of partnership relations between participants in the educational process to determine the value orientations of joint activities and ways to achieve partnership. The issues of organization and social and pedagogical partnership as the most effective form of involving parents in the structure of technology, designing a model of partnership interaction between educational institutions and family in the training of future educators are outlined and justified.

The article is devoted to an actual pedagogical problem the creation of new valeological directions and services in the organization and content of education in educational institutions. The creation and establishment of the valeological service in educational institutions significantly expands the opportunities for continuing education of valeopedagogics. The modern education system needs qualified specialists who are prepared to work in the valeological service, which can be divided into medical, psychological, educational and social. The content of the activities of the valeological service may include preventive, correctional, diagnostic, educational, coordination, experimental, scientific and methodological, information and educational work. A modern educational institution is obliged to help every child maintain and develop health this is a priority and urgent problem of pedagogy. The proposed program of the valeological service Сenter for healthy child development, experimentally created and implemented in the work of schools in Ulan-Ude by teachers and students of the Pedagogical Institute of the Buryat State University, will help solve this problem. Considerable attention is paid to the mechanisms of formation, preservation, and health promotion of participants in the educational process. This view will be of interest to teachers of higher and secondary schools, students, and specialists in the field of valeological education

The article investigates theoretical frameworks of the organization of methodological work in educational institutions under the conditions of reformation and modernization of the Ukrainian education system.The author discusses how, a great deal of educational institutions, peculiarities of parents’ requests, and interaction with the social environment cause the need for teachers in the methodological assistance of experienced and competent professionals, in particular, the educator-methodologist. The necessity to re-orient methodological work to meet the modern needs of the education sector and requirements of the society is determined. The goal of the current work is to conduct a psychological and pedagogical analysis of theoretical approaches to understanding the content of methodological work, in preschool educational institutions, under the conditions of challenges and changes of the twenty-first century. The tasks of an educator-methodologist and conditions, which should be created in an educational institution in order to motivate teachers to develop their personality and creativity are illustrated by the author. Different aspects of organization of methodological work are introduced and analysed in the article. Generalization of the theoretical and practical studies on the problem enabled us to conclude that the methodological work in educational institutions is a unifying, managerial systemic activity of the educator-methodologist, which must meet the modern needs of the society. This systematic activity is composed of the following components: tasks, principles, approaches, forms and methods of work, means of influencing the subjects of the educational process. Thus, the article contextualizes the tasks and conditions of effective methodological work with the teaching staff, considering innovations in preschool education.The conducted study is not completed, and it is planned to study and develop specific functions, forms, methods and technologies of the educator-methodologist work in a modern preschool institution. The article presents the results of the analysis of historical and pedagogical literature and regulatory documents in the field of education of children with special needs. It was found that the new regulatory documents State Standard (2011), the Resolution of the Cabinet of Ministers of Ukraine "On Approval of the Procedure for the Organization of Inclusive Education in General Education Institutions" (2011) and others have played a large role in the development of not only the educational process of children with special needs but also their rapid adaptation to society. It was determined that children with special needs, having their own characteristics, studied in special and inclusive classes. The urgency of the problem in this direction was substantiated and it was proved that their education and upbringing was carried out in specially created conditions, it was found out what services were provided to children with special needs by general educational institutions in classes with inclusive education, and it was also established how the educational process of children with special needs. It was determined what needs belonged to the peculiarities of the educational process of such children, namely: correctional development classes that, taking into account the conclusion of the psychological, medical and pedagogical consultation and standard curricula of special general educational institutions for children in need of physical and / or mental correction development. It was found that educational services were provided in educational institutions in classes with inclusive education using personality-oriented teaching methods and taking into account the individual characteristics of the educational and cognitive activities of children with special needs. It is proved that the educational process in classes with inclusive education was carried out in accordance with the working curriculum of a general educational institution, drawn up on the basis of standard curricula of general educational institutions, taking into account the individual characteristics of the educational and cognitive activity of children with special educational needs. It has been established that inclusive education contributes to the rapid adaptation of such children to society. It has been proven that the introduction of inclusive education is still one of the pressing problems of the development of children with special needs.

The article highlights the organizational issues of social inclusion in modern educational institutions, ensuring equal access to education without discrimination at all levels. The author argues that inclusive education guarantees every child the right to self-realization, socialization in society, promotes the disclosure of natural abilities, obtaining the necessary help and support from parents, peers, teachers, and professionals. It is necessary to create a new culture of acceptance and social inclusion so as to allow every individual to feel a part of the community and be recognized in society. Psychological and pedagogical support is perhaps the most important for stimulating the successful provision of inclusive education. Inclusive education provides an equality-based learning environment for children with mental and physical disabilities and their healthy peers. In the focus are the main aspects of psychological and pedagogical support: the creation of a tolerant attitude to students with disorders of psychophysical development, the favorable climate in an educational institution; involvement of every child in social processes, acceptance by teachers, peers, family, and understanding the special educational needs of everyone; providing a correctional and developmental component of inclusive education. The article considers the basic principles of correctional-pedagogical work in educational institutions, emphasizing the strengths and weaknesses of this activity. The author states that the quality of the educational process largely depends on the extent to which the potential opportunities for learning and development of each child, his/her individual characteristics are taken into account and realized. The professional competence of a teacher and its constant improvement in the changing conditions of inclusive education contribute greatly to the learning process efficiency. To ensure the principles implementation effectiveness, teachers ought to concentrate on the organization of correctional and developmental work. They have to develop a system of correctional, preventive, developmental tasks, promote the unity of diagnosis and corrective methods of psychological influence, taking into account age and individual characteristics, and active involvement of the immediate social environment. The study seeks out to identify the main problems that arise during the organization of inclusive education (shortcomings of the legal framework, funding, content of education, adaptation of secondary schools, lack of proper teachers' training, specialized textbooks, and various socio-psychological issues). The findings of the study argue that in today's rapidly changing conditions, the educational environment is not isolated from external and internal factors that can cause both positive results and generate destructive changes. A system of preventive measures is offered to ensure the successful implementation of social inclusion

The article notes that in recent years Ukraine has identified new priorities for the development of its education system. Since 2018, the concept of the New Ukrainian School has been introduced in general secondary education institutions. There has been created an appropriate legal framework, and practical reforms in the field of education have begun, i.e. the Ukrainian school must change radically. One of the priorities of the state's development is inclusive education, which is one of the main factors in reforming the system of institutional care and upbringing of children in Ukraine. This means that in general educational institutions in classrooms different children will learn and interact together, including children with special educational needs. The goal of educational institutions is the all-round development of any child, creating conditions for the assimilation of effective models of behavior with peers, taking into account all the features of the development of each individual child. However, frequent occurrences of violence, bullying and a high level of conflict among peers do not allow schoolchildren to fully achieve their goals. The article considers the problems that students may face during the educational process in inclusive learing institutions; one of the issues is bullying in the children's community. The authors analyzed the legislation of Ukraine on combating bullying. They outlined the measures of preventive work of teachers to prevent bullying. As a result, the prevention of bullying in educational institutions contributes to the improvement of the microclimate in communities and the creation of a safe educational environment in educational institutions. The establishment of school services of mutual understanding and implementation of a restorative approach can improve the socio-psychological microclimate in school (or higher educational institution) communities, creating a safe environment for all participants of the educational process, because it is a well-established process of interaction between mediators, an efficient way of peacebuilding and nonviolent communication.

This research deals with an important state and public problem concerning the expertise of higher school teachers; according to the authors, the latter is determined by their formation level of the social dimension of personality. In the paper, issues are discussed touching on the essence and content of the social dimension of personality in relation to teachers of modern higher educational institutions in their professional activity. The paper covers requirements set for teachers of modern higher educational institutions, problems, and controversies preventing Russian higher school from developing efficiently, etc. The objective of the research consisted in providing grounds for the necessity of making the focus area associated with the formation and development of higher school teachers' social dimension relevant within the Russian education system (in terms of theory and practice). Conceptual statements on the development of consciousness and worldview of higher educational institution teachers within their professional activity are substantiated. Similarly, so are provisions on adoption, acceptance, and inclusion of meanings and values of the Russian culture into the educational process, as well as on the teachers' understanding their state and public mission as serving their Motherland.

The article analyzes various trends in the construction of a model of information and communication maintenance of education quality management in modern preschool education institutions, in accordance with the International Educational Standards. The authors have developed and tested the model of information and communication maintenance of modern preschool education institutions quality management which provides the awareness on all subjects of the management process with the problems of management, information and communication maintenance, the most preferable forms and methods of interaction in the team, team work, the establishment of cross-sectoral links in the management of preschool education institutions educational activities. Approbation was carried out on the example of preschool education institutions in Kyiv. The presented tools included the analysis of the relevant theoretical and methodological sources, as well as generalization of the teacher's experience in teaching "Management in the system of preschool education" to students of National Pedagogical University named after M.P . Dragomanov. The emphasis is placed on the importance of effective mechanisms of interaction in the educational space, which are followed and supported by information flows, and bring together both the direct participants of the educational process and the social environment with the educational institution, and form an integral system. Main attention is paid to identify the factors that encumber the creation of a fully-fledged information and communication maintenance of the management of preschool education; new approaches in overcoming or minimizing a number of difficulties that arise in the educational process are substantiated. The authors have substantiated the importance of the creation and functioning of the multidisciplinary team; revealed the features of planning of collective actions in the aspect of management of educational institutions; specified the process of coordination of the activities and characterized the control system for their implementation.

Abstract The theme of the paper is very topical in global and European context. It brings theoretical information on the concept of asocial model of early care in the Czech Republic and practical case studies and final reports related to the early care provision which demonstrate tangible activities within the system of the complex support and assistance to children with disability and their families. The author applies the theoretical-practical approach as she is of the opinion that „the practice without theory is as a blind person on the road and the theory without practice is as a cart without an axle”. The aim of the paper is to extend theoretical information on the topic in the Czech Republic by individual examples of final reports related to the provision of social prevention of the early care in the Czech Republic. The overall aim of the paper is to justify topicality and eligibility of early care in its broad reference framework, including its practical impact. The theoretical basis of the paper is elaborated with respect to the analysis and comparison of Czech and foreign literature, legislation, methodology document and other relevant written resources. The practical level is elaborated with respect to 3 cases and final reports of the provider of an early care of the social prevention. The early care in the Czech Republic represents a professional, modern and recognized system in European and global comparison and is legally anchored in the Act 108/2006 Coll. on social services. It aims on the minimization of child´s disability impact upon child´s development, especially the social inclusion of a child and a family and their capability to cope with limitating disability in natural environ, i.e. by the preservation of standard way of life. It represents a multi-dimensional model, overcoming limitation of sectoral division of the early care and facilitating complex assistance from a series of subject fields at the same time. Services for families with an endangered child in early age are the background for social, educational and pedagogical inclusion of a child and the re-socialisation and re-inclusion of a family. Early care is considered preventive, from the point of the prevention of the second disability (i.e. is effective), in the prevention of institutionalized and asylum care (i.e. is economical), in the prevention of segregation (i.e. is ethical).
