The key problems of the development of the labor market in the conditions of formation of the digital economy have been considered. The digital economy dictates to all countries of the world the paradigm of development of new directions in the economic sphere. The influence of the digital economy on the state of the labor market has been investigated, a number of its new features has been shown. The number of people employed in the economy by gender and status has been analyzed, and it has been shown, how changes, related to the digital economy, affect the issues of retraining and personnel training. The importance of implementing information and communication technologies in modern Russia, taking into account the needs of the labor market, has been emphasized. Measures have been proposed to solve problems, identified by the results of the study.

Introduction. In 2021 the labor market takes on a new format. Under the influence of various factors, a new social and labor platform “Trud” is being formed. The COVID-19 virus pandemic has dealt a devastating blow to the economy and the world of work in all countries and in the world in particular, causing triple consequences for eco­nomic growth - a supply shock, a demand shock, and an international trade shock. Three main phe­nomena of our time - demography - XXI, globaliza­tion - XXI and "Industry 4.0" have changed and continue to radically change the world of econom­ics, institutions and the world of society [18]. Digi­talization, virtualization of the economy, its hybrid nature, the emergence of various modifications - platform economy, on-demand economy, general consumption economy, gig economy - transform not only the social and labor space [19]. Changes are taking place in the entire social structure of the economy and society, the classic lines between pro­ducers and consumers, workers and employers are being erased; the former polarity of relations and interdependence between the owners of labor and owners of capital is changing. Thus, the social stra­tum of the new digital economy and network socie­ty is acquiring the character of non-classical, atypi­cal, dynamic and unstable forms. The whole system of social and labor relations in the labor market is becoming the same. In the short term, in the econ­omy and society as a whole, under the influence of information and communication and other break­through technologies, the growth of the availability of digital infrastructure, certain changes will occur in the labor market, in this connection, the article highlights groups of technologies that will signifi­cantly affect it: cognitive technologies, cloud tech­nologies, artificial intelligence, industrial Internet, Internet of things, Big Date, blockchain, quantum technologies, neurotechnologies, virtual reality technologies. It has been proven that technologies have already rapidly entered human life, radically changing the conditions of life, motivational at­titudes, and the value of forming the competitive­ness of labor resources. Thus, the transformations taking place in the social and labor sphere under the influence of information and communication technologies, network systems, other resources and institutions of the new digital economy are a com­plete, comprehensive transformation of values, mo­tivational attitudes, hierarchies, sources of develop­ment, resource structure, forms and technologies. interaction, forms and scale of employment, level, structure, income differentiation.Materials and methods. The study was car­ried out on the basis of the following methodologi­cal framework, namely: an integrated approach, a systematic approach, methods of comparative, situational analysis and synthesis, a method of abstract-logical assessment, a method of concre­tization, methods of detailing, typology, grouping, systematization and generalization, induction and deduction, methods of statistical analysis, graphi­cal method.Research results. As a result of the study, an assessment was made of the potential for intra-in­dustry polarization, taking into account the use of information and communication technologies (here­inafter - ICT). It has been proven that information and communication technologies replace individual tasks that are performed by people; respectively, in the market the share of highly qualified experts as well as low-skilled service personnel will increase.The proportion of workers who used ICT in their activities is identified. It was determined that in Russia the maximum number of workers who used ICT in their professional activities were employed in the fields of information and telecommunica­tions, as well as scientific and technical activities. Indicators of the share of workers who used ICTs that were close to the average for Russia were noted in industry, the minimum use of ICTs was in the field of transport, warehousing, postal and courier activities, in the field of water supply. As a result, this made it possible to identify a number of enter­prises with the maximum potential for introducing the latest breakthrough technologies and for refor­matting the structure of the employed population.Discussion and conclusion. The role of the skills and competencies of workers necessary for the formation of competitive labor resources and over­coming various challenges in the labor market is revealed. A core of skills and competencies for effec­tive employment is proposed based on the O*NET content model. It has been proved that promoting the development of non-routine skills is the most relevant strategy for the formation of the competi­tiveness of labor resources in the context of digital and post-viral trends in the transformation of so­ciety. Non-routine social skills related to employee interpersonal interactions and social perception are complemented by ICT applications, with the aim of empowering human capabilities with technology.

The article is devoted to an overview of the development and state of the digital economy of the Republic of Uzbekistan and the world as a whole. In particular, the role of information and communication technologies in enhancing the economic growth of countries and facilitating access to public services is being examined. The main components that stimulate the development of the country’s digital economy (investments in information and communication technologies and their development, digital infrastructure, e-government) are revealed. When studying the material, the methods of analysis, observation, grouping, comparison of world experience in the development of information and communication technologies, and the digitization of the economy were used. A review of the main world ratings that are significant in the development of the digital economy is carried out and the place of the Republic of Uzbekistan in the ratings is revealed, a growth trend is noted. The analysis of the prospects of digital technologies in the Republic of Uzbekistan is carried out, the special role of the documents issued by the government on the development of the digital economy, as well as the organizations created that allow making innovative proposals, is noted. Based on the results of the study of the material, recommendations were made for improving the state of the digital economy in the country and in the world as a whole. These recommendations are also reflected in the regulatory documents on regulating the digitalization of the economy of the Republic of Uzbekistan.

The priority vector of development of many countries of the world is digital transformation and creation of a hypercompetitive digital economy. The key trend of modern global economic development in all countries of the world is the rapid spread of information and communication, digital technologies and the development of the digital economy, which causes changes in the business environment, transaction methods and the level of connections between individual entities. The digital economy is an innovative dynamic economy based on the active introduction of innovations and information and communication technologies in all types of economic activities and spheres of society, which increases the efficiency and competitiveness of individual companies, the national economy and living standards. In the third wave of globalization, the digital economy plays an important role in the development of countries, the most important factor of which is information and knowledge, as well as ways to access them. Increasingly, the digital economy is intertwined with the traditional economy, making clear demarcations increasingly difficult. The main products of the digital economy are the same goods and services of the traditional economy provided by computer equipment and digital systems such as the global Internet. However, the rapid development of digitalization is becoming a source not only of new opportunities, but also of serious threats and problems for all segments of the population that need to be taken into account. That is, the digitalization of the economy and all spheres of public life, on the one hand, becomes a challenge and threat to established business models and successful strategies of behavior of enterprises in a market economy, on the other - opens new opportunities for improvement and competitive advantage. Digitalization has significant benefits for economic development. Benefits at the level of the whole society include: economic and social effect of digital technologies for business and society; improving the quality of life; increasing the productivity of all social labor; the emergence of new models and forms of business that can increase profitability and competitiveness; increasing the transparency of economic transactions and ensuring the possibility of their monitoring. The article analyzes the key digital technologies and their impact on the formation of new trends in the labor market. Particular attention is paid to the stages of development of the digital economy and the current state of Affairs in the practical application of information and communication technologies in the Russian Federation. A meaningful analysis of the key digital technologies, the practical use and application of which make modern business successful and effective in terms of its final results. The article presents the results of the analysis of indices (indicators) most commonly used in practice to assess the level of development of information and communication technologies in various countries of the world community. Based on the analysis of the values of various indexes using the methodology of SWOT-analysis, assessed the situation in the Russian Federation practical use of information and telecommunication technologies. The main reasons for the insufficient use of ICT in the development of the Russian economy are highlighted. The result of the analysis was the identification of the main factors that positively affect the effectiveness of the use of digital technologies in the production and management practices of domestic companies. The article presents the author’s position on the new trends of the labor market, formed as a response to the increasingly active penetration of the digital economy in the socio-economic sphere of society.

The use of information and communication technologies (ICTs) is increasing in legislative bodies around the world. The use of computers, cellular phones, and email by elected leaders has promoted the implementation of new ICTs to support various legislative tasks. Mexico is no exception to this trend, and there are some interesting initiatives at the federal and state levels. Based on the experience of the State of Mexico, this chapter has two main purposes. First, it suggests a methodology to assess a legislative web site and applies it to the case of the legislature of the State of Mexico. Second, it discusses the political implications of a website redesign project and explains why the redesign proposal never became a reality. The experience of assessing this type of website, building new instruments, and developing understanding about the phenomenon could be used as the basis for future research related to e-parliament, e-legislature, or e-democracy more broadly.

Based on the latest statistics, an analysis of indicators, indices and sub-indices wasmade, showing the level of development of information and communication technologies in the world, and a comparative description of Russia with the leading countries was carried out. Using methods of analysis, comparison, induction and decomposition, it is possible to determine which areas of the Russian digital economy are successfully implemented and competitive, and which suffer and need support. The process of global digitalization has been started. In order to reach a higher level of development, it is necessary to increase the share of activities in the field of information in relation to GDP.

The world today is witnessing unprecedented changes in every walk of life. Most of these changes can be attributed to advancements in information and communication technologies (ICT). It is because of ICT only, the trade between various economies, the education, physical movement, and everything else that can be thought of, takes place. Governments of today have realized that in this digital era, traditional methods of remaining connected with its citizens are not going to be sufficient. Therefore, they must come up with innovative measures to find out ways of providing government services to citizens through digital means. When governments adopt ICT to achieve this, it is called e-governance. This chapter will touch upon what e-governance is all about, the state of e-governance, the successful e-governance implementations, and the barriers and constraints that prevent the adoption of an e-governance platform. The chapter has an Indian context due to the unprecedented change in India's economy and e-governance implementation.

This study focuses on how students of vocational courses related to Information and Communication Technologies (ICT) perceive the use they make of technologies in their learning. A questionnaire survey was applied in classroom to 314 students from 4 private and public schools, with the aim of understanding if the students recognize benefits in the use of ICT in teaching and learning, by answering the 34 premises presented to them. Most students recognize benefits from the use of ICT in teaching considering it improves and facilitates learning. They recognize the need to improve the pedagogical use of ICT and that teachers from the scientific and sociocultural components still make little use of the technologies in the classroom. These students consider that the courses they take prepare them to integrate the labor market, indicating good practices in learning with and from technologies in the technical classes. The premises about the disadvantages and obstacles resulting from the use of ICT were the ones that gathered the lowest consensus among students. They consider that the use of ICT is essential in learning and preparing to work with ICT and in a broader sense to live in a society of information and knowledge.
