The subject of the study is the long-wave dynamics due to the impact of scientific and technological progress and examined from the standpoint of institutional economics. The goal of the paper is identification of the features of the long-wave dynamics phases from the standpoint of technological, institutional and world-wide structures. Analytical and logical methods of institutional analysis have been used. The need of correcting the long-wave dynamics notions, caused as by objective changes of economic development as well as by the evolving nature of institutional theory has been identified. The results can be used by executive power authorities relating to strategic management of the development and connecting with the design of social and economic institutions that support self-organization and sustainable functioning of ecosystems. It has been proved that the development of economic systems depends on the relevant selection of technological, institutional and world-wide economic structures and ways of managing them. It has been shown that intra-firm transactions are based on the implicit ternary contracts, market with the mediators on the explicit ternary contracts, market without mediators on the explicit binary contracts, and the network transactions in ecosystems are based on the implicit binary contracts.

Studying the historical facts of past wars and armed conflicts and natural and man-made emergencies, today in the Republic of Kazakhstan one of the most important security issues is the preparation and organization of the evacuation of the population from possible dangerous zones, taking into account the emergence of new threats to the country’s security. The paper presents an algorithm for constructing universal scales of the distribution function of opportunities by types of support and rebuilding them into subject scales using display functions. The purpose of the paper is to determine the integral indicators characterizing the possibility of accommodation of the evacuated population and the impact on resources during relocation. On the subject scales of cities and districts of the region, indicators of the possibility of relocation of a certain amount of the evacuated population by types of support and indicators characterizing the impact on the district’s resources during resettlement of a certain amount of the evacuated population are determined. It was concluded that the use of integrated indicators allows the selection of areas to accommodate the evacuated population without the use of statistical data, in conditions of incomplete and inaccurate information. The presented method does not replace traditional methods based on classical methods of territory assessment by the level of life sustenance, but also allows their reasonable combination with the experience of specialists in this field, taking into account the incompleteness, uncertainty, and inconsistency of the initial data of the study area, which does not allow the application of existing methods.

This article aims to build knowledge on the theme “green logistics” and “institutional pressures”, focused on identifying opportunities on its research topic. We used the ProKnow-C intervention instrument, resulting in the selection of 11 relevant articles that came to represent the bibliographic portfolio. Therefore, the bibliometric indicators based on the most prominent journals, the impact factor, the number of citations, the origin of the research centers, the research methods/tools, the most used terms and the subjects covered were used to analyze the articles selected. research in the form of networks. The results showed that the most prominent journal is the International Journal of Production Economics; the article with the largest number of citations (343 citations) is written by Sameer Kumar and Valora Putnam. In relation to the origin of the research centers there was a diversity of institutions of various nationalities, the USA being the country with the largest number of institutions, followed by United Kindon and Malaysia. As for the research methods, we have identified literature reviews, case studies, surveys, conceptual framework proposal and monitoring system development. In relation to the mapping and research networks, we highlight terms such as logistic, regulatory pressure, practice, driver, economic performance, institutional pressure, among other relevant terms. In this context, this information can “shed light” on interested parties and researchers on the subject in order to conceptualize, interpret and visualize their relevance, as well as the coverage networks and related researches.

The five rotor models of traditional 850mm, 200*400,200*500,250*500,300*500 and 300*600 were imported into EDEM for dynamic simulation, indicated that the acceleration efficiency of new rotor was better than the traditional. In the new rotor, when the subject rotor radius was the constant, the greater the impact plate installation radius, the better the acceleration efficiency; when the impact plate installation radius was the constant, the greater the subject rotor radius, the better the acceleration efficiency.

The article discusses the ways of creating unified economic theory describing the functioning and interaction of significant units of the national economy and the economy as a whole. The general construction of a unified economic theory, its connection with the system economic theory and its system components (object, process, project, environmental economic theories) is determined. Based on the example of institutional economic theory, it is shown that the expansion of its terminology and conceptual apparatus within the framework of the construction of a unified multi-level economic theory allows minimizing the contradictions between the “old” and “new” institutionalism, methodological individualism and methodological holism. This expansion is carried out following the principle of the maximum possible system community in two lines. The first line is expanding the subject area (along with organizations as systems of the object type, systems of the process, project, the environment types are also considered as the focal subject of study). The second line is the expanding the instrumental area (analysis of the influence on the behavior of agents from not only institutional subsystems but also information, infrastructural, network, mental, and other environmental subsystems). As a result, each system receives the compact and maximum volumetric internal systemic content and, at the same time, the minimum volumetric external systemic environment, which creates conditions for the effective application of the duality principle in the theory of economic systems. Thus, the system expansion of institutional theory should take place in two lines: content of the theory per se and creation of its immediate environment.

On the basis of contemporary results of the philosophy of science the author renews the debate on methods (Methodenstreit). The current dominant conception of "scientific" stems from classical natural science. New Institutional Economics has been trapped in the classical paradigm by imitating not even contemporary natural science but that existing one hundred years before which studied simple systems. Practically-oriented first institutionalists in Germany and in the USA who dealt with complex socio-economic systems properly found out the interpretative approach appropriate for this kind of systems. This approach has recently received an increased development. The author uses these results for renovating the vision of the subject matter and the method of institutional economics.

In the context of a steady increase in the mutual dependence between the economic systems of various countries, the identification and quantitative analysis of key parameters determining the quality of development of the economic environment of individual states are becoming increasingly relevant; at the same time, it is certain that, not least, the qualitative level of the country's economic development is determined by the effective functioning of the territories of innovative development, that is, free economic zones. The report provides a detailed description of the subject area, namely, the classification of modern Russian SEZs and an overview of the main factors of their development; a set of factors is proposed for analyzing the impact of the functioning of SEZs on regional and macroeconomic indicators with the aim of further developing a methodology for assessing the effectiveness of the functioning of free economic zones.

In modern conditions, to ensure the progressive development of accounting, it is necessary to improve its basic foundations, one of the elements of which is the concept of «subject of accounting». Taking into account the lack of unity in views among scientists on this concept and the significant changes that have occurred in recent years in the national accounting system, it is necessary to improve the position regarding the understanding of this concept and its clarification. The purpose of the article is to describe the subject of accounting in accordance with national legislation and IFRS and determine the directions for the development of the basic foundations of accounting. The main reasons for the lack of unity in the views of scientists regarding the understanding of the essence of the subject of accounting have been grounded. The need to differentiate the subject of accounting as a practical activity and as a science has been noted. The subject of accounting as a practical activity is what is accounted for (transactions, events and conditions). The subject of accounting as a science is practical, theoretical, meta-theoretical, methodological and organizational aspects of the functioning of the accounting system and the impact of accounting information on users. The existing approaches of scientists to the selection of the subject of accounting have been analyzed and the absence of their application at the level of national accounting legislation has been identified. The procedure for the formation of the subject of accounting at the present stage of the development of the national accounting system has been disclosed. The subject of accounting has been described based on the provisions of national accounting legislation. The subject of accounting has been described based on the provisions of international financial reporting standards. The necessity of including conditions as one of the elements of the accounting subject has been grounded. The reasons for the need for a deeper study of the subject of accounting based on the development of the theory of accounting reflection has been disclosed. The result of such research should not be the invention of another concept of the subject of accounting, but it should be more detailed and scientific description based on the application of new theoretical constructs as elements of the theory of accounting reflection.

Abstract. The Sympson-Hetter (1985) method provides a means of controlling maximum exposure rate of items in Computerized Adaptive Testing. Through a series of simulations, control parameters are set that mark the probability of administration of an item on being selected. This method presents two main problems: it requires a long computation time for calculating the parameters and the maximum exposure rate is slightly above the fixed limit. Van der Linden (2003) presented two alternatives which appear to solve both of the problems. The impact of these methods in the measurement accuracy has not been tested yet. We show how these methods over-restrict the exposure of some highly discriminating items and, thus, the accuracy is decreased. It also shown that, when the desired maximum exposure rate is near the minimum possible value, these methods offer an empirical maximum exposure rate clearly above the goal. A new method, based on the initial estimation of the probability of administration and the probability of selection of the items with the restricted method ( Revuelta & Ponsoda, 1998 ), is presented in this paper. It can be used with the Sympson-Hetter method and with the two van der Linden's methods. This option, when used with Sympson-Hetter, speeds the convergence of the control parameters without decreasing the accuracy.

The article examines the impact of various socio-economic and financial indicators on the resilience of Russian regions. For each region, the integral index of resilience is calculated, and its correlation dependence with the selected indicators is revealed. The study confirms the relationship between fiscal resilience and socio-economic resilience of the regions. The analysis of panel data for 75 regions from 2007 to 2016 shows that there are significant differences in the dynamics of indicators in different periods. In particular, the degree of exposure to the negative effects of the crises of 2008—2009 and 2014—2015 in non-resilient regions is higher than in resilient ones.
