Introduction. The use of pipeline transport for the movement of hydrocarbons and petroleum products is the main strategic system of Russia with a huge volume of cargo turnover. The share of pipeline transport in the freight turnover of the Russian transport system is over 48 %. Maintenance of the pipeline system is impossible without the use of mechanization and special equipment. So, to restore its working condition, various options for sets of machines are used.Implementation of the methodology. As a result of the research carried out, a set of machines was selected for performing the technological operations of the overhaul of a section of the steel main pipeline. The main technical and economic indicators are calculated, taking into account the efficiency and expediency of using a set of machines.Results. The economic efficiency of a set of machines, including a hydraulic excavator with a developed milling working equipment, the novelty of which is confirmed by patents for a useful model of the Russian Federation, has been determined.Discussion and conclusions. The directions of further research are the calculation and substantiation of the necessary operating parameters for the introduction into operation of the milling working equipment of a hydraulic excavator.

Introduction. The pipeline transport of the Russian Federation makes up a significant share in the economy of our country. However, the service life of many pipelines at the moment is several decades. In this regard, the number of emergency situations is increasing. Moreover, the degree of their impact on infrastructure and the environment is increasing from year to year. It is important to solve the problem of timely repair of the pipeline system using modern and effective methods. The use of mechanization means can significantly reduce the time of repair work and their cost.Materials and methods. As a result of the research, a mathematical model of the interaction of the cutter of the milling working equipment of a hydraulic excavator with the excavated soil has been developed. It takes into account the physical and mechanical properties of the soil and the speed of penetration of the cutter at the point of contact with the soil.Results. The dependence is obtained, which allows determining the force of penetration of the cutter of the milling working equipment into the soil.Discussion and conclusions. It is recommended to use the results of the performed theoretical studies for calculating the design and operating parameters in the design and creation of milling working equipment.

The choice of risk assessment procedure is one of the essential stages of efficient structuring of processes on prevention, localization and elimination of the consequences of accidents at main pipeline transport facilities. The authors analyzed themed publications and regulatory documents, governing procedures of risk assessment and forecasting of the consequences of possible accidents, and defined main problems in this area. Procedure for the risk assessment of accidents at main pipeline facilities was developed, the basis of which is the expert evaluation method. The procedure includes the determination of the main criteria for the assessment the probability of accident initiation and development and the evaluation of the severity of its consequences, an expert evaluation of criteria significance, their classification, and creation of a rating for hazardous pipeline sections. The application of the procedure application allows to specify the list of facilities that require high priority forecasting of accidents consequences, thus to optimize the distribution of resources and the overall increase of efficiency in planning while defining forces and special technical devices, necessary for containment and rectification of emergencies. Expert evaluation method application allows considering the specifics of certain enterprises, their technical and technological peculiarities, thereby increasing forecasting accuracy.

The procedure for action in cases of a threat or an accident at oil pipeline transport facilities is defined in the relevant plans for emergency spillage prevention and response – ESPR. The purpose of the article is to analyze the requirements of the legislation in the field of development and approval of ESPR. The specifics of ESRP development at trunk pipeline facilities in Russia are noted, the US experience in combating oil and oil products spillage is presented. The problematic issues in the development and approval of ESRP, relevant for the domestic system of main oil pipeline transport, have been considered. It was established that the Federal Law No. 207-FL, adopted in July 2020, fundamentally changed the outdated and required revision approach to the coordination and approval of ESRP. At the same time, further work is needed to create a regulatory framework that establishes requirements for ESRP, as well as to improve ESRP, taking into account modern methods of predicting accidents, identifying emergencies, risk-oriented approaches to planning measures to localize and eliminate accidents, the specifics of operating organizations.

But in addition to these benefits, government31 taxes and subsidies for petroleum pro• ducts result in losses in economic efficiency through the misallocation of resources. How do the benefits compare with these losses? Are revenues raised in a manner that minimizes economic waste? Do the subsidies achieve equity or other social benefits at minimum cost?

Путевая деградация противотурбулентных присадок (ПТП) может стать причиной изменения основных параметров режима магистрального трубопровода - давления и расхода - относительно установившихся значений и осложнить контроль их отклонений от нормативных показателей. При этом до настоящего момента отсутствовала методика расчета режимов перекачки при использовании ПТП с учетом деградации. Авторами была поставлена цель по разработке методики для математического описания распределения давления в трубопроводе с учетом путевой деградации присадки, а также при различных концентрациях ПТП. Для достижения указанной цели предлагается дополнить уравнение баланса напоров с учетом эмпирической зависимости эффективности присадки от длины трубопровода. При расчетах давления в промежуточных точках трассы предлагается использовать данные опытно-промышленных испытаний по изменению эффективности ПТП. Для иллюстрации применения методики рассматриваются примеры перекачки нефти и нефтепродуктов с добавлением присадок в различных концентрациях. На основании экспериментальных данных получена адекватная математическая модель снижения эффективности ПТП по длине магистрального трубопровода для различных концентраций вводимой присадки. Path degradation of drug reducing agents (DRA) can cause changes in the main mode parameters of the main pipeline; pressure and flow rate, relative to the stable values, and complicate the adjustment of their deviations from the standard indicators. At the same time, up until now there has been no methodology for calculating pumping modes when using DRA that takes degradation into account. The authors set a goal to develop a methodology to mathematically describe the pressure distribution in the pipeline, taking into account the path degradation of the agent, as well as the parameters at different DRA concentrations. To achieve this goal, it is proposed to supplement the equation of the pressure head balance with the empirical dependency of agent efficiency on the length of the pipeline. When calculating the pressure at intermediate points of the route, it is proposed to use the pilot run data on the change in the DRA efficiency. To illustrate the application of the methodology, examples of pumping oil and petroleum products with added agents in various concentrations are discussed. On the basis of the experimental data, an adequate mathematical model of the DRA efficiency reduction along the length of the main pipeline for different concentrations of introduced agent was obtained.

Operation in difficult climatic conditions and the large extent of the main gas and oil pipelines causes the need of search of new decisions for ensuring the reliable and safe operation of pipeline transport objects. The technique offered in this article is based on the plotting of seismic vulnerability function of the main pipeline embedded in soil by calculated dynamic analysis of stresseddeformed state in conditions of experimental information lack.

Сформулированы общие требования к пожарной технике и оборудованию, аварийно-спасательным средствам, предназначенным для эксплуатации в Арктической зоне Российской Федерации (АЗРФ). Рассмотрены основные факторы, связанные с использованием пожарной техники в условиях экстремально отрицательных температур и затрудняющие тушение пожаров, проведение аварийно-спасательных работ. Основным фактором является неприспособленность к работе при значениях температуры окружающей среды ниже минус 40 °С имеющейся пожарной техники или ее отсутствие. Этот фактор определяет и другие негативные факторы, снижающие эффективность пожарной техники или делающие невозможным ее применение. Указаны основные приоритеты развития системы материально-технического обеспечения сил и средств ФПС ГПС МЧС России в АЗРФ. The main directions of FPS GPS divisions development in the Arctic zone of the Russian Federation (AZRF) are formulated. The paper draws attention to the problem of equipping fire and rescue units operating in the AZRF with special equipment adapted to extreme operating conditions. A number of factors have a negative impact on providing fire and rescue units with the necessary equipment. They include an insufficient number of equipment types designed specifically for operation in AZRF conditions, the lack of a regulatory framework containing the requirements to certain types of fire and rescue equipment of HL climatic performance. In addition, the authorizing departmental documents, defining the order of material and technical support of divisions of FPS GPS EMERCOM of Russia, do not consider the features of material and technical support of divisions in AZRF. There are formulated the following main development priorities for the system of material and technical support of forces and means of the FPS GPS EMERCOM of Russia in AZRF: development and implementation of innovative models of multifunctional mobile fire and rescue vehicles and equipment, improvement of the system of maintenance and repair for fire and rescue equipment and vehicles in the Arctic zone. In addition, it is necessary to build, reconstruct and equip the infrastructure objects for divisions of FPS GPS EMERCOM of Russia including the provision with modern information and communication technologies and life-support systems that allow to monitor the situation effectively and, if necessary, to warn the population.
