scholarly journals The issues of rational use of natural resource potential of the western region of Ukraine

The present article deals with the current state of natural resource potential (NRP) of the Western region of Ukraine and the main challenges in line with eurointegration processes and rational environmental management. The place of region in total Ukraine’s NRP and its internal structure in section of six oblasts: Lviv, Zakarpattya, Ivano-Frankivsk, Chernivtsi, Volyn, Rivne, Ternopil and Khmelnytsky are analyzed. Land resources of the region, which constitute approximately half of the total value of NRP are characterized. Tendency of reduction of arable land in the region is grounded and problems of land valuation are considered. The growing role of water resources and its national and international importance is investigated. Biological potential of the region, which is representing mainly by forest resources are studied. Forest fund of region, its square, structure and stand of timber are characterized. The problem of illegal deforestation on large areas of the Western region of Ukraine was described with particular attention. Special attention is paid to the growing role of recreational resources of the region, similar in structure to the appropriate resources of neighboring European countries. Western region is a leader for protected areas in Ukraine (about 40% of total area of nature reserve fund). The current state of mineral resources, the importance of which for the Western region needs revaluation is considered. A significant share of mineral resources is characterized by the depletion of deposits and their exploitation unprofitable. The authors detected territorial combination of natural resources, that centralize close in space one to others. Ten local territorial combinations in the mountainous part of the Western Region are allocated. New trends in the use of NRP and prospects of renewable energy in the region are studied. The authors predict an increase in the role of recreation and water resources and rising land prices. The problem of low investment attraction, that should be solved based on the cross-border position of the Western region is analyzed.

The seacoast is one of the most pronounced natural geographical boundaries, which divides and connects simultaneously the geographical structures of the land, seas or oceans. The formation of the types of nature management in coastal zones, as well as on other types of geographical space, is based on the natural resource potential. Being spatially differentiated phenomena, the natural resource potential and the types of environmental management should be considered, first of all, within the framework of classical geographical approaches and assessments, such as zoning of the territory and water areas. In this case, spatial combinations of the land and sea natural, naturalresource components are considered as the most important prerequisites for the infrastructure and economic development of coastal regions. Identification of borders, at the intersection of which the natural resources and conditions change significantly, is a necessary stage of natural resource zoning. This work is carried out by example of consideration of mineral resources of coastal municipal unions and appears to be a part of studies of naturalresource combinations of the landocean zone of the Russian Far East in the framework of studies of spatial differentiation of factors, conditions and restrictions of formation and development of structures of nature management in the coastal zone of Pacific Russia, taking into account the influence of extreme natural processes and phenomena. The comparative characteristic of mineral deposits of the Russian part of the coast of the Sea of Japan is given. Their species and a geographical structure are determined. Based on the fact that the mineral deposits are grouped into eight main resource groups, zoning of the Russian part of the coast of the Sea of Japan by a combination of the main types of mineral resources is performed. The types of municipalities are allocated by a combination of mineral resources and their features are shown. Six areas are singled out by a combination of mineral resources. Due to the need to take into account the geographical features in combination with the specifics of mineral resources, the northern and southern parts of the territory of one type of areas have obtained their own names. According to the results of the studies, the map has been compiled.

The challenging concern regarding how the benefits of inbound tourism can be evenly distributed, especially among urban and rural individuals, has received considerable attention in China. To address this concern, a spatial econometrics approach is used to estimate the spillover effects of inbound tourism on urban–rural income disparity (URID). An empirical analysis using the spatial Durbin model was conducted for 31 Chinese provinces covering the period from 2003 to 2017. Our findings suggest that at the national level, local inbound tourism significantly reduces the local URID, while neighboring inbound tourism significantly increases the local URID. At the regional level, the role of inbound tourism in reducing the local URID is only detected in the western region. The spillover effects of inbound tourism are positive and significant in the eastern/northeastern region but negative in the western region. In general, these findings provide insights into the importance of interregional tourism policies and strategies for inbound tourism development in China.

A serosurvey of Toxoplasma gondii infection in apparently healthy subjects (n=404) living in Achham (n=215) and Dang (n=189) districts in western Nepal was carried out. An interview with 249 participants, each representing a household, was also conducted. This interview pertained to their meat eating habits and the keeping of cats in their houses. Toxoplasma antibodies were detected by using the microlatex agglutination test. The overall seroprevalence was 65.3% with no significant difference in the two districts (Achham: 66.9% and Dang: 63.5%) included ( p=0.546). Females and the Indo-Aryan ethnic-group showed marginally higher prevalence compared with their male ( p=0.545) and Tibeto-Burman ( p=0.075) counterparts. The majority of the infections was found to have occurred during childhood. The frequency of meat eating in western and eastern regions differed greatly ( p=0.000) with the people in the eastern region being frequent meat eaters than those in the western region. About one-third of the subjects, all Indo-Aryans, in the western region had the raw meat eating habit but none in the eastern region. Approximately 7.0% of households in both western and eastern regions kept cats. The present findings demonstrated a typical role of meat eating habits of people in the high Toxoplasma seroprevalence in Nepal.

This article examines the formation of the Open Up the West policy from the 1980s to the present. Focusing on the dynamic interaction between central party-state and provincial-level players, it analyses the various ideological and pragmatic factors that have shaped the policy over time. The campaign to Open Up the West is decribed as a “soft policy” to highlight a very diffuse decision-making process which has produced a highly diverse set of agendas and instruments. Due to the amorphous nature of the policy, the article finds, its realization depends to a great extent on the specific interpretations and arrangements of the provincial jurisdictions involved. In June 1999 in the ancient city of Xi'an, Comrade Jiang Zemin made the appeal to the whole party and the people of the whole country on the great development of the western region. Three years have gone by, and the roads have become passable, the lights have become lit, the mountains have become green, the rivers have become clear and the travelling traders have become abundant. One after another, wonderful stories about the homeland of the western region have been circulated and sung.

The aim of this paper was to compare the pottery kilns of the Chernyakhiv culture in two disparate regions for evaluating the organization in pottery manufacturing based on the kilns, their construction and material. Today 11 sites in the western region and 5 sites in the eastern region are known each with one or several kilns. The kilns can be divided in type 1—6 after Bobrinskiy (or the variant A—C after Henning). On the current state of research type 2 seems to prevail in the western region, type 3 in the eastern region. As an example for new investigations the kilns found in Voitenki (Kharkiv county) are presented in detail. Furthermore structures / constructions around the kilns were considered to find evidences for the existence of workshops. In both regions under discussion such remains has been observed rarely (Komariv, Voitenki). Concerning the question, if pottery was produced seasonally or all-the-year, remains of repairs in the kilns were taken into account in both regions (Lepesovka, Voitenki). Another point was the position of the kilns within the settlements. In the western region they were situated at the border of the settlement or even apart them. In the eastern region they were found in several parts of the settlement, in Voitenki in a special part, where evidences of technical works and craft activities are concentrated. After all it seems that in both regions of the Chernyakhiv culture the organization of pottery production worked on a similar economic level, but with local modifications in every settlement.

The subject of this article is the legal regime for natural resource in the United Mexican States. The author examines the system and structure of government branches in the area natural resource management. Special attention is given to the questions of ownership of the subsoil, allocation of powers for their administration to the federation, and foreign investment to fuel and energy complex of Russia. The object of this research is the relations in the area of natural resource management in Mexico. The author describes the users of subsoil and the procedure of accessing natural resource management, addresses the questions of taxation with regards to usage of mineral deposits, traces the trends in Mexican natural resource law in part of regulating the development of strategic sites. The main conclusion consists in the statement that constitutional consolidation of ownership of the mineral resources along with natural resources, and the authority of their management allocated to the “center” in federate and confederate states meets rather national interests and ensures protection of economic grounds of the country, security and inviolability of the constitutional order. The scientific novelty of this work consists in demonstration to the audience of “cross-section of the side track of the Mexican tree of natural resource law". The “rings on a fresh cut” give an idea on the development of this branch of law, its current state, “vectors for expansion”, as well as possess substantial originality. The author suggests “nationalization of natural resource management” within the framework of its pursuit of factual Unitarianism, leaving de jure federalism as an opportunity for historical reunification with the lost territories.

Goal. The purpose of the article is to find such an approach to the calculation of the component structure of the integrated NRP territory, which will give real indications on which areas of nature use are promising for development within specific territories. Method. The research is based on the results of calculating the structure of the NRP of Verkhovyna and Putil districts, which was received by V. Rudenko. Particularly detailed analysis was subjected to the share in the integral potential of both areas of water resources. It is established that the potential of water resources, which according to V. Rudenko is more than 50%, can be used no more than by 0.1. Therefore, it was decided to combine cost estimation of resources with the bind-index approach. Results. On the basis of the calculations made a conclusion about the necessity of necessarily taking into account the need for each specific resource of the territory. The resulting result, taking into account the demand for the resource, has been called the productive natural resource potential (PNRP). Under this concept, it is proposed to understand the part of the total productivity of the natural resources of the territory to which there is a potential demand and at present, these resources could actually be used as means of production or consumption. Having obtained a completely realistic component structure of the nature-resource potential of the territory in the form of the Eastern Partnership, the influence of some external factors limiting development at the present stage was taken into account in order to determine the priority directions of the use of nature within the studied territory. Scientific novelty. The scientific novelty of the article lies in the fact that the concept of productive natural resource potential (PNRP) and the mechanism for its calculation have been introduced. This, in turn, allowed us to obtain such a structure of NRP, which can be considered as an optimal structure of nature use for a specific territory. Practical significance. The practical significance of the results obtained is that today we can use the received calculations to optimize the use of nature in the Verhovinsky and Putil'sky administrative regions. The applied approach to the recalculation of the component structure of the PNRP and the location of certain types of resources can be applied to other specific territories.
