The weak competitiveness of domestic science is one of the painful realities of the present. Experts in the field of science-research studies note the low publishing activity of Ukrainian scientists and the lack of knowledge of foreign colleagues in the results of domestic scientists. All this leads to insufficient integration of Ukrainian science into the world scientific community and complicates the cooperation of our scientists in the field of global scientific projects. One of the ways to intensify interaction with the international scientific community is to create competitive professional editions, with high-quality content, published in several languages and having analogies on the Internet. The article summarizes the experience of development of domestic scientific editions of the economic profile (EEP). The purpose of the publication of this work is to describe the internal and external environment of the innovative project of the site of the scientific national journal of the economic profile, namely the substantiation of the project of the electronic version of such edition (EVE). The influence of macroeconomic factors has been investigated. It has been shown that legal and technological factors affect the development of the publication and its electronic analogue positively, and the social, economic and political factors affect the project rather contradictory. The competitive advantages of a modern national economic journal are formulated, such as the availability of an electronic version of the magazine with support for multimedia, access to full-text archives, as well as a well-considered editorial policy and a stable reviewing system. The priority areas for the development of the EEP are the improvement of the quality of scientific publications and a registration of the journal in the science and technology databases of Web of Science and SCOPUS, which presupposes compliance with such requirements as, ISSN availability, periodicity of release, a stable review system, a well-considered editorial policy, a statement of compliance with publication ethics, wide enough geography of authors, presence of a site of a scientific journal (EVE), high quality of polygraphy.

What is the problem? • Weak editorial policy: most of scientific medical journals in Kazakhstan do not have their own website and do not support open access to their content that makes difficulties in acceleration of the circulation of scientific knowledge; low level of peer review or its complete absence; frequent violation of the principles of publication ethics; • Poor quality of the content of issues of domestic scientific medical journals: low level of scientific significance of published articles, which are not always relevant for the international scientific community and are little cited; low proportion of English-language articles, as well as insufficiently high level of their style and grammar; • Absence of a comprehensive and dynamic system of expertise, monitoring and certification of scientific medical journals, standardization and regulatory control of editorial and publishing activities in general. Policy options Option 1. State support for the promotion of Kazakhstani scientific medical journals into international scientometric databases by: - development of a program for the development of scientific medical journals in Kazakhstan with a clear funding mechanism; - development and implementation of specific measures to increase the demand for developing Kazakhstani scientific medical journals among domestic scientists (stimulating the development of highly cited research projects; revising the requirements for awarding academic titles in favor of domestic scientific journals; increasing the number of points awarded for articles published in domestic journals during rating assessment) ; - development of effective mechanisms to attract reputable foreign scientists as authors and reviewers for Kazakhstani scientific medical journals; - creation of an association of editors of scientific medical journals in Kazakhstan and systematic training of members of the association on best practice in publishing. Option 2. Intensive development of scientific medical journals in Kazakhstan in accordance with the main international publishing standards at the level of the publishing house-owner, by: - creating your own website for a medical scientific journal that meets the basic international requirements; - introduction of a system of double "blind" reviewing; - strict adherence to the principles of publication ethics. Option 3. Creation of an integrated and dynamic system of examination, monitoring and certification of scientific medical journals, standardization and regulatory regulation of editorial and publishing activities at the level of the Ministry of Education and Science of the Republic of Kazakhstan, by: - the introduction of a comprehensive and dynamic system of examination and monitoring of the activities of scientific, including medical, journals (as an option, on the basis of the National State Book Chamber in close cooperation with subdivisions of state governing bodies in charge of the development and quality of science at the national and sectoral level, and also with associations of scientific journal editors; close cooperation of the team implementing the program for the development of scientific journals in Kazakhstan with the Content Selection Advisory Board of the Scopus team; - joint responsibility of all participants in the publication process (editorial offices of journals, authors and organizations - universities, scientific organizations, etc.) for the preparation of high-quality manuscripts and the development of scientific medical journals in Kazakhstan. Policy options realization perspective Abovementioned three policy options are mutually supportive. Combined realization of these policy options will raise domestic medical scientific journals to a qualitatively new level. There is an increasing demand for what we can call pop-science that is pertinent scientific information dedicated to the non-specialists. This demand comes both from professional categories and the general public. Simultaneously in the scientific community there is an increasing consciousness that diffusion of the scientific information is an asset the scientific community cannot afford to overlook. The Internet is a perfect tool to meet this demand. It reaches a large and ever-increasing number of people and permits an interactive and detailed exchange of information. As an experiment of how to combine high quality services and the information technology, we have set up Ulisse - In the net of science (http://ulisse.sissa.it), an innovative Italian project for the popularisation of science via the Internet. Its main purpose is to establish a connection between scientists and the general public. Ulisse is based on three major characteristics: a) high technology to create an efficient and friendly system, b) customisation of the services, c) a network of scientists, which guaranteed the quality of the materials.

Producing the Linked Open Data (LOD) is getting potential to publish high-quality interlinked data. Publishing such data facilitates intelligent searching from the Web of data. In the context of scientific publications, data about millions of scientific documents published by hundreds and thousands of publishers is in silence as it is not published as open data and ultimately is not linked to other datasets. In this paper the authors present SPedia: a semantically enriched knowledge base of data about scientific documents. SPedia knowledge base provides information on more than nine million scientific documents, consisting of more than three hundred million RDF triples. These extracted datasets, allow users to put sophisticated queries by employing semantic Web techniques instead of relying on keyword-based searches. This paper also shows the quality of extracted data by performing sample queries through SPedia SPARQL Endpoint and analyzing results. Finally, the authors describe that how SPedia can serve as central hub for the cloud of LOD of scientific publications.

One of the most exciting social movements of our time is the surging interest in Yoga practice and research. It is important that bridges between Yoga practitioners and academic scientists be forged in order to produce high-quality, reliable research. Such bridges often arise from formal and informal discussions at conferences, local Yoga studios, and centers for mind-body practice or research. One important upcoming event that will connect the Yoga community and the scientific community is the inaugural Symposium on Yoga Therapy and Research (SYTAR) to be held in Los Angeles in January 2007.

This article covers some development directions for the professional statistical journal that is the journal «Voprosy statistiki». There are two fundamental principles of editorial policy of the journal: first, the adherence to best traditions of the established editorial school; second, implementing reasonably required modernizations that is essential for the development of the journal. The author comments on the positive trends in updating the remit of the journal, its information density; improving the quality of scientific publications and their compliance with contemporary tasks facing the state statistics system. The paper argues that the journal should enhance its function as an instrument of feedback for the editors and the readers, and the institute of official statistics and the general public. In this regard, there is a necessity to revise the ways to increase the journal’s audience and the pool of potential authors who determine the content of the journal as well as its distribution forms - printed and electronic format. The author addresses further steps towards improving the competitiveness of the journal «Voprosy statistiki», its promotion in the global science and information space of professional statistical publications.

Editorial board members (EBMs) of academic journals have been frequently studied for better understanding the principles of their functioning, impact on editorial policy, publication ethics, and entire scientific progress. One of the promising trends is to quantitatively evaluate the contribution of EBMs to the scholarly output of parent journals. This paper represents the results of the study on publication activity of editorial board members of the Russian Library and Information Science journals. To detect a share of papers by EBMs in the journal’s scholarly output, we studied a share of EBMs papers in parent journals and other sources. Generally, we detected the active participation of EBMs in increasing scholarly output of parent journals. We also studied the publication activity of foreign members of EBMs in Russian journals that turned out to bedramatically low. Formal involvement of foreign researchers to enhance the level of journal’s internationalization may explain this situation. It is shown, that the fact of publication fails to significantly impact on journal’s ranking positions. The scientific quality of EBMs papers has proved to be of higher value: in case of high quality of EBMs papers, the number of readers and citations start to increase. On the other hand, uncited papers by EBMs have the lowest or even negative effect on the journal’s rank. The findings can be of interest to editors-in-chief and founders of academic journals.

To be high quality and international recognized scientific journal for health care professions, such as medical and nursing disciplines, a well-structured and effective peer review system is of an utmost importance. Beckstead (2009) in his guest editorial published in the September issue of International Journal of Nursing Studies suggested that it was important for authors, as well as editors and publishers, to have a clear understanding of whom the intended readers of the journal are; and for the peer reviewers, to answer a key question: <em>whom are we writing to?</em> and more importantly, to assure a transparent, rigorous and quality peer-review. Their questions and declarations stimulated us to think about two important issues: first, the importance of a high quality and effective peer-review in a scientific nursing journal and second, the peer-review system, its monitoring and contribution to quality improvement.

An article in a scientific journal is the key element of modern scholarly communication system, in which scientific journals act as conductors of national science and researchers to the international level. Integration of Russian scientific journals into the global knowledge system and improving their competitiveness are necessary conditions for improving the competitiveness of Russian science itself.Today, we see a low quality of Russian scientific periodicals with an excessive number of journals. The highly competitive environment and the total use of bibliometric approaches in the research and assessment of science born unfair race for indicators, developing imitation science.The study aims to analyze, determine and propose solutions of topical issues of Russian scientific journals. The article is a case study of the oldest monthly scientific and production journal “Occupational Safety in Industry”. The transformation of the work of the editorial board is considered within the 2016–2019 period. We analyze the history of formation, development and the common problems of restructuring the activities of the editorial boards that have occurred in recent years.It is shown that the formalization of scientometric indicators and their impact on funding cause a sharp increase in the number of authors with multiple affiliations. In general, the use of bibliometrics in Russia has generated a number of systemic risks that threaten the development of national science.The study formulates the tasks and nearest prospects for the development of scientific journals as the basis for a changing scholarly communication system. It is necessary to develop the qualitative scientometrics with new scientometric indices and qualitative author-evaluating indicators (with more precise scientometrics, new tools will appear, including those for identifying dishonest scientists).To improve the evaluation system of Russian scientific journals, we propose: improving the generally accepted scientometric methods taking into account Russian specifics and introducing a system for assessing and monitoring the quality of Russian scientific journals, combining the use of bibliometric information and independent expert evaluation. The creation of high-quality scientometrics is possible with the use of artificial intelligence systems.The proposed steps will build a self-regulatory ecosystem on the Russian space of scholarly communication with well-functioning high-quality expertise, which will determine the future of scientific journals.

The article analyses the state of the art and the prospects of the Russian political science in terms of scientific communication. Political science develops through discussion on key problems of its subject matter: political power, legitimacy, justice, political regimes, etc. The quality of the discussion shapes the development of political science. The basic medium of the discussion remains an article in a scientific journal. Editorial policy of the leading journals is a key instrument for shaping the discussion and defining its norms and standards. There are few challenges for the Russian political science with respect to the development of a dialogue among its authors and scientific schools. First, it still has a form of a monologue rather than dialogue. There are a number of attempts to establish a dialogue with the leading foreign authors and a deficit of discussion among Russian political scientists. Second, double blind peer review still remains a rear practice. It is the only means for ensuring the high quality of scientific communication. Third, the quality of the discussion directly depends upon the differentiation of political science in the form of scientific schools. The Russian political science has a low degree of school differentiation. And the few schools that did manage to get established evade a dialogue on constitutive questions on theory and practice of political science. The author suggests that coordination of the leading journals’ editorial policy through different forms of institutional interactions including the Russian Political Science Association and the Russian International Studies Association might be an effective tool to encourage the discussion in the Russian political science and dialogue among its schools.
