scholarly journals REVITALIZATION AS A COMPONENT OF URBAN STRATEGY

Revitalization is a key challenge of modern city that requires an integrated approach. This is not only the preservation of monuments, the reconstruction of old houses or fragments of urban space, but a process, that is characterized by comprehensiveness and long duration, the main purpose of which is primarily economic recovery combined with measures to address social and environmental problems. The task of this process is to guarantee the development of cities. Revitalization means the release of degraded (or depressed) areas from the crisis through projects that integrate actions for the well-being of the local community, space and local economy, territorially concentrated and carried out in cooperation with the local community.The elaboration of the legislation in the field of regional policy allowed to state that at present there are no strategic documents that would cover the development of cities and include the revitalization program as a component that should become the main axis of the whole strategy. The glossary proposed in the study defines the main terms of revitalization and outlines the difference between the revitalization program and the regional development program and can be used in the territorial development strategies. The success of the revitalization program requires high-quality legal tools, consolidation at the legislative level, which will clearly define the conditions for the creation of such programs, as well as guarantee funding for the revitalization program in accordance with the development strategies of the city or region. The revitalization program as a key component of the territorial development strategy should contain a specific goal, outline the scale of its implementation, give a detailed description of the tools and financial support, as well as have broad public discussions and the involvement of all stakeholders in the implementation of the program. To increase the effectiveness of revitalization programs it is necessary to improve legal regulation; ensure consistency of revitalization processes not only with development strategies, but also with spatial policy; create a set of financial instruments to provide local governments with diversified financial resources; to guarantee legal and financial security of revitalization measures.

Community-based ecotourism is one of the efforts in rural development to improve the local economy. The purpose of this study is to analyze the potential for community-based ecotourism development (CBE) in terms of ecological aspects (flora and fauna characteristics, Carrying capacity and waste management) and socio-economic aspects of culture and local community wisdom and formulate CBE development strategies. The study was conducted in April to July 2019 in the area of natural attractions in the village of Kuala Terusan Pelalawan Regency. The method in this study uses a survey method with a qualitative approach. The results of this study are that the flora found in Kuala Terusan is a type of peat forest and freshwater swamp forest so that there are no special flora that are characteristic of the Kuala Terusan Village area, fauna types in Kuala Terusan are reptile animals, mammals, birds and fish species that exist in the Kampar River. Based on the calculation of physical carrying capacity (Physical Carrying Capacity / PCC) PCC values obtained for swimming / snorkeling activities can accommodate 40 people / day. Activities carried out by Kuala Terusan tourist visitors are accompanied by beach tours and family picnics. The family picnic and beach tourism site has a utilization area of 3,000 m2. Carrying capacity that can accommodate tourists for beach tourism activities is 240 people / day. Facilities still need improvements such as in the processing of waste that has not been going well. CBE development strategies that can be carried out include planning CBE development programs, increasing stakeholder knowledge and awareness, formulating the concept of ecotourism with the government and involving community groups, developing food (local snacks typical of the Kuala Terusan region), improving the economy of local communities, utilizing the important issues of natural forest and the sustainability of nature, utilizing and enforcing existing regulations to support the community-based ecotourism development program at Kuala Terusan Village.

The actualization of the results of financial decentralization in Ukraine as part of the reform of decentralization of power and the development of proposals for its improvement is explained by the fact that a clear division of functions, powers and financial resources between national and regional levels is the basis for the well-being of our citizens. opportunities for its sustainable socio- economic development on a democratic basis. It is noted that financial decentralization is a process of giving authority to mobilize revenues and expenditures of local governments in order to increase the effectiveness of the implementation of these powers and better management of community budgets. It is established that unlike traditional entrepreneurship, which focuses on profit generation, the purpose of social entrepreneurship is to create and accumulate social capital. Abroad, social enterprises operate successfully in the fields of education, the environment, human rights, poverty reduction and health care, and their development and dissemination is one way to improve the living conditions of citizens. A similar mission is entrusted to local governments, which allows us to consider the revival of social entrepreneurship as an important element in improving self-government policy. It is determined that in modern conditions social entrepreneurship is one of the tools to ensure the ability of the local community to provide its members with an appropriate level of education, culture, health, housing and communal services, social protection, etc., as well as plan and implement programs efficient use of available natural and human resources, investment and infrastructural support of territorial communities. Due to financial decentralization, local governments have received additional resources that can be used to create economic incentives to promote social entrepreneurship in small and medium-sized businesses at the community level.

Industrial Heritage Tourism: a Regional Perspective (Warsaw)When touring a region, one of the things previous generations certainly overlooked were the industrial areas. With the exception of the old saltmine "Wieliczka" in the south of Poland, industrial heritage was mainly unknown. Industrial landscape (mills, factories with chimneys emitting all-blackening smoke, poverty-stricken workers' houses) have been regarded with dislike and considered grim.Using the example of Warsaw's industrial heritage revitalization projects, we examined already modernized historic buildings, which sought to respond to tourist and leisure needs (museums, art galleries, cultural centres). We were interested in their new functions and meanings for urban space quality. We wanted to consider how much revitalized architecture help to change (socially, culturally, economically) declining areas and their painful "inner-city" image (Thorns 2001). Our research (carried out in 2005-2006) covered nine historic industrial compounds, already converted and having new functions. Results of our inquiry polls (taken in 2005-2006) confirmed the thesis, that revitalized historic industrial architecture might enrich urban space with values visible in many dimensions: social, historical, aesthetical and economic (Evans 2005). Although selected and studied cases in Warsaw were not completed equally successfully, due to the objective barriers or carelessness in the planning process, all show good results in space quality and cultural services improvement, appreciated by the local community members and visitors relevantly.Once neglected run-down Warsaw districts (Wola, Praga) now draw benefits from new identities, attracting tourists and enhancing the local community's sense of belonging and well-being. Similar cases were described by scholars after studies in other European cities (Jones 2006).

The study deals with the formation of a model of sustainable and effective development of agriculture and rural areas as the main task of implementing the State agricultural policy. The relevance of the tasks set by the author lies in considering the living conditions in the countryside as an integrated approach to the country's economy in order to diversify the types of activities in rural areas, create new sources of income. The directions representing a new economic paradigm of rural development in Kazakhstan are justified. The ways of implementing a comprehensive policy are shown, which consists in the partnership of public structures, local governments, public organizations and private sector, so that in the future, rural areas will become the most important socioeconomic and ecological subsystem of society. One of the key issues in the development of a model of modernization of the Kazakh countryside - the methodology for assessing the strategy and taken measures are highlighted. It is noted that monitoring of a wide variety of regional situations in rural settlements is of great scientific importance in creating a reliable and objective basis for developing substantiated measures to improve the quality of life of the rural population and determining priorities. The author states that the implementation of the "Auyl - El besigi" program contributes to the development of support and satellite villages, which have the potential to increase the level of life and well-being of rural residents, modernize the social infrastructure of the SNP JSC "Fund for Financial Support of Agriculture" allocated significant amounts to ensure employment of the rural population. The program condition in the funded projects should be startups, proposals for non-agricultural areas of expansion of activities in rural areas.

In this work, the authors have made an attempt to develop a methodological approach to substantiate the socio-economic efficiency of enterprise performance within an industrial ecosystem in the context of a circular economy. The proposed approach has been verified via a case study of the industrial ecosystem in Novokuznetsk city. Based on the calculations, it has been evidenced that the creation of an industrial ecosystem in the region where the city is located would eliminate area sources of pollution and improve the quality of life of the population, which would advance regional sustainable development and strengthen territorial attractiveness for citizens. Thus, having used the proposed methodology, the prospects for the implementation of circular business models by enterprises in order to increase the efficiency of resource use and balanced and sustainable economic development of a territory have been substantiated. The transition to a circular economy can support the creation of favorable environmental conditions and increase the local community resilience, well-being, and quality of life.

The concept of sustainability and sustainable development, especially systemic sustainable development, still raises controversy in literature. The article makes an attempt to re-examine these concepts from a systems perspective, seeking foundations and applications in the selected sector. It is becoming increasingly clear that sustainability and sustainable development are aimed at integrated economic, social, cultural, political, and ecological factors. This causes a need for a constructive approach to the issue, taking into account all the actors, areas and dimensions involved in the pursuit of systemic sustainable development. As a result, both local and global dimensions and the way they interact must be explored in a multifaceted manner in order to offer a perspective more effective and useful than other analytical approaches, as the systems view is a way of thinking in terms of connectedness, relationships, and context. The article aims to review selected publications and studies so as to form the general idea of systemic sustainable development and define the systemic development of sustainable transport, including in particular the perspective of the actors of the sector, transport providers (passenger, urban), and transport development program, implemented both by local governments and on the European scale. An attempt was made to identify elements of the systemic sustainable development model, setting it in the reality of the following subcategories: “Society”, “Economy”, and “Environment” in sectoral terms. It is supposed that systemic sustainable development is a conglomerate of public administration entities, companies operating in the sector, individual and corporate customers, acting in certain conditions for economic, social, and environmental well-being, and a number of their initiatives of major or minor significance, grouped in six sub-areas, undertaken to achieve systemic value in the examined sector, with a positive or negative business/economic, social, and environmental impact.

The article is devoted to determining the priority directions of local self-government bodies’ activity in the development of regions. Local self-government bodies are public entities that are empowered to deal with issues that are relevant to the well-being of the respective territorial community. Protecting the interests of the local community is a key objective of local self-government. The reform of local self-government in Ukraine is currently underway, the main purpose of which is decentralization of state power with the provision of territorial communities with resources and the mobilization of their internal reserves to provide the population with an adequate level of services. Such a goal could be achieved through effective local government action on regional development. The article analyzes the normative and legal support of the capacities of local self-government bodies to determine the priority opportunities for the development of regions and to provide support for such development. It is established that the local self-government bodies in determining the priority directions of development of the regions should take into account various factors such as: geographical, demographic, personnel, environmental, economic, historical and cultural. Attention is drawn to the need for a comprehensive approach to the analysis of such factors by local governments. The article analyzes a number of factors that have a negative impact on the current state of regional development. The directions of activity of local self-government bodies to avoid or minimize the consequences of such influence on the development of regions are suggested. It has been established that local governments can use tax, information, innovation and other measures of influence in order to stimulate priority directions of regional development. The emphasis is placed on the role of local authorities in the development of tourist attractiveness of regions, in particular in the field of international and interregional cooperation as a means of forming a positive image of the regions, providing information and financial support for the development of this area of regional development.

The decommunization of urban symbolic space through the renaming of streets and settlements commemorating communist figures (toponymic remapping) has become a characteristic feature of the decommunization process across Eastern Europe. This paper provides an overview of the vigorous discussions over the toponymic remapping of urban space in the Ukrainian megalopolises of Kyiv, Kharkiv, Dnipro and Odesa. These case studies illustrate the important role of symbolic efficacy in consolidating Ukrainian society around the idea of democracy and the country’s aspirations for European integration. The main focus of our research was to analyse the actions taken to fulfil Ukraine’s decommunization laws, particularly with regard to the renaming of streets and settlements. We focus on the actions taken by local governments, the content of public debates, the decisions taken by regional authorities to step in if local outcomes did not fulfil the stipulations of national decommunization laws, and litigations initiated by local community groups aiming to push back against the changes. Our analysis of these debates allowed us to identify four key models of discourse, namely: case-law or litigation; the use of open letters; the Deputy’s address; and recommunization. We also consider how demographic characteristics of cities (especially age and ethnicity) affect the decommunization process, and look at how attitudes towards decommunization varies across the regions of Ukraine, finding. We argue that a multiperspective approach to Ukraine’s history, leading to a shared vision of its past, is vital in order to promote social cohesion, peace and democracy, whilst building the capacity of individual cities.

Ten identified edible green infrastructure (EGI)-related urban regeneration case studies within the Campania region, Italy, are explored in relation to local community development, involvement, and education. Urban space and agriculture are promoted as sustainably planned networks for edible food components and structures. Within an urban ecosystem, city planners are actively promoting urban agriculture after an increase in the availability of unused land. Advantages for public health include stress reduction and physical activity, as well as sustainability of urban gardens by way of far-sighted urban planning. Case studies within the Campania region illustrate EGI know-hows and awareness, and they elucidate upon a number of beneficial reasons for its implementation. Within the Campania region, all five provinces showed positive impacts when using EGI for urban regeneration and well-being. Recent developments from the COVID-19 pandemic are reinforcing a rethink of food security and food supply chains.
