The article is devoted to the history study of the formation and functioning of district societies «Prosvita»in Volyn between the two world wars. The formation of the public-educational organization in Volyn was in 1918 and functioned up to the end of the 30s of the twentieth century in the region, until it was banned by the Polish authorities. The article analyzes the main directions of the educational work of the society, national cultural work on the background of development and changes in socio-political relations. The role of the Ukrainian intellectuals in the preservation and development of culture and education in Volyn voivodeship between the two world wars was revealed. The author highlighted the achievements and untapped opportunities of the district Prosvita in Volyn, the difficulties and problems, which the society faced and followed the relationship between Prosvita and the Polish state administration in Volyn voivodeship. This chapter examines the aftermath of the Persian conquest of Babylonia in the sixth century BCE. It explores the relationship of the Iranian rulers and the indigenous Babylonian urban upper class and analyses the effects of administrative change introduced by the Achaemenid rulers and their officials, especially in the realm of taxation. It suggests that Cyrus the Great and his administration had achieved continuity by securing the cooperation of the traditional Babylonian elite, specifically by honouring the long-standing claims of these families on important offices both in temple and state administration.

The existence of the Administrative Court in the judicial system in Indonesia as a manifestation of the commitment of the state to provide legal protection of individual rights and the rights of the general public so as to achieve harmony, harmony, balance, and dynamic and harmonizing the relationship between citizens and the State. But the execution of the decision of the Administrative Court which have permanent legal force by the State Administration officials are not fully effective, although the mechanisms and the stages of execution has been carried out. Factors causing poor execution of the decision of the Administrative Court, among others; absence of rule of law that forced the officials to implement the State Administrative Court's decision: the commandment of the judge's decision that dare not include the forced payment of a sum of money when the state administration officials concerned did not implement the decision of the Court; factor and compliance officials in carrying out the State Administrative Court decision. The relationship between state and religious denominations in communist Romania was mediated, supervised and enforced among others by a member of the state administration—the local inspector for religious denominations. Inherited from the Soviet practice this position is new in the state apparatus. The present article offers an overview of the particularities of the inspector’s work. Constantly moving between the requirements of his position, his communist orthodoxy and his own belief system and world view he had a difficult task of going between the state administration and the religious communities and make the policies and regulations of the totalitarian state palatable and enforceable. A sounding board for state policies whose applicability they tested in the field they were the last link of the newly designed relationship between the communist state and religious denominations.

Subject. This article explores the relationship between financial and non-financial motivations of top executives of State administration agencies in the context of aligning the interests of board-level managers and the general public. Objectives. The article aims to create a model for assessing the financial and non-financial incentives of top managers of the administration bodies of regions and districts to develop a reasonable reward and recognition scheme. Methods. For the study, we used a multi-objective genetic algorithm. Results. The article presents a developed model for assessing the financial and non-financial incentives of top managers of the administration bodies of regions and districts. As well, it presents certain results of an analysis of board-level managers' incentives use through applying the model. Relevance. The results obtained can be useful to government agencies to develop a reasonable system of financial and non-financial incentives of the agencies' top leadership.

In his contribution, the author presents the work on the codification (initially on the Act) of procedural criminal law in Poland in the years 1919–1928. Those works were initially led by the Criminal Department of the Codification Committee, and then by the Criminal Proceedings Section of the Codification Commission. The first period of the work on the criminal procedure law was characterized by some disputes between the members of the Department, i.e. supporters of the classical school (E. Krzymuski) vs. the sociological school (J. Makarewicz), the discussion aiming at defining the relationship of procedural criminal law and substantive criminal law. The work on the draft law was carried out faster after the appointment (on 16 July 1920) of the Criminal Proceedings Section, which in 1924 published the first version of the draft criminal law bill. E. Krzymuski, A. Mogilnicki, Z. Rymowicz and E.S. Rappaport had played the main role in the development of the project. After a very deep criticism in the columns of Gazeta Administracji i Policji Państwowej [The Gazette of State Administration and Police], Ruch Prawniczy, Ekonomiczny i Socjologiczny [The legal, economic and sociological movement] and Palestra [The bar], the project was rejected. Only the second version of the bill prepared in 1925-1926, re-worked by the committee composed of W. Makowski, A. Mogilnicki and S. Śliwiński (appointed by the Minister of Justice), became the basis for the President of the Republic of Poland to adopt the first Polish Code of Criminal Procedure of 19 March 1928.

The growth in size and significance of NGOs and particularly of Grameen Bank and the Bangladesh Rural Advancement Committee (BRAC) in Bangladesh challenges the idealtypical relationship between the state, donors and NGOs. Such an ideal envisions a clear demarcation of roles in which NGOs compete with other NGOs for resources from the state and/or donors and one in which NGO activities and programmes are regulated or held accountable by their respective funding sources. The emergence of large multitasking NGOs in a relatively small and weak state such as Bangladesh belies this ideal. Grameen and BRAC compete with government ministries for donor funding; statal institutions designed to regulate the activities of such NGOs are functionally ineffective; and international donors face insuperable hurdles in assessing accountability.

The accident and death data from 2002 to 2015 were obtained from State Administration of Work Safety of China to investigate the relationship between gross domestic product (GDP) and accident. The statistical analysis shows that the accident, death and the death rate of per hundred million yuan present an exponential decreasing trend with the increase of national GDP. The chemical accident data in different provinces were further analyzed. It shows that the dangerous chemical accidents primarily distribute in the regions with better economic development, so more safety measures should be taken to prevent the accidents during economic development. In addition, the next three years of accidents were predicted based on auto-regressive integrated moving average (ARIMA) model. The results show that the following two years accidents predicted will be reduced by 4.3% and 6.5% than the last year.
