Abstract   The number of traffic accidents that occur in Indramayu Regency continues to increase and causes many casualties and material losses. From the available data, it is known that there is one road section which is an accident-prone area, namely the North Coast Java Road section, KM 46-47, which is located in Patrol District, Indramayu Regency. The flow and speed of traffic on this road is quite high, because of its function as a primary arterial road. This study aims to improve safety on the North Coast Java Road section, KM 46-47. The method used is in the form of observation and field data collection. Furthermore, the data obtained is processed, analyzed, and followed by formulating appropriate recommendations. This study shows that the main cause of accidents is the human factor, especially those related to high traffic speeds. To improve the existing conditions, it is proposed to provide road equipment, especially traffic signs, which are adjusted to the stopping sight distance required by motorized vehicles using the road. In addition, it is necessary to apply speed management as part of efforts to improve traffic safety.   Keywords: traffic accident; stopping sight distance; road equipment, traffic speed; traffic signs.     Abstrak   Angka kecelakaan lalu lintas yang terjadi di Kabupaten Indramayu terus meningkat dan menyebabkan banyak korban jiwa dan kerugian material. Traffic safety is an integral part of transportation engineering. In developing countries, its importance is even more. Additionally, at uncontrolled median openings, the severity of road crashes increase many fold. Conventionally, road crash data were used to analyse safety. However, in developing countries, the accuracy of this data is highly questionable. Therefore, in this study, a new technique in addition to post encroachment time (PET), which is a surrogate safety measure is used to predict the severity of probable road crashes at median openings. After the extraction of PET values from field data, they have been compared with the minimum braking times obtained from calculation of minimum stopping sight distance. The comparison shows that while the number of road crashes may be less at lower traffic volume levels, however the severity of those crashes is much higher as compared to the road crashes occurring at high traffic volumes.

Impaired visibility resulting from rainfall contributes greatly to the occurrence of traffic accidents. This study presents a numerical simulation approach to analyze the extent to which the coupling of spray and raindrops reduces visibility and thus proposes safe speeds against inadequate visibility. The spray-raindrop coupling particles were modeled by considering the real highway design parameters and rainfall conditions. The road visibility was estimated through simulating the multiple scattering process of taillights in the spray-rain medium, and the maximum safe speed against inadequate visibility was then derived by comparing the visibility with the required stopping sight distance. Results show that: 1) either a high speed of the front truck or a thick water-film results in a significant reduction in road visibility and the maximum safe speed of the ego vehicle, 2) front vehicle speed plays a more important role in visibility reduction than the water-film thickness does.

Sight distance during driving may be limited by side factors such as mountain slopes or trees and buildings in horizontal curves and by the dome of the arc in vertical curves, and the night vision also can be limited in the sag vertical curves by the vehicle’s light. Analyzing driver’s sight distance in the road is very important for traffic safety. In this regard, in order to help the designer, the current rules and guidelines propose the two-dimensional analysis model for the sight distance. In this analysis, the sight distance is calculated separately in the combination of horizontal and vertical curves, and the smallest amount is considered as the sight distance. While, after constructing and operating the road, drivers control their vehicle according to the conditions in their 3D space. Nowadays, given the remarkable advances in computer science, there are many possibilities for 3D modeling of the route. In this research, the goal is to calculate the three-dimensional stopping sight distance at each spatial point by computer modeling the existing roads. The speed of various drivers with conventional riding vehicles under free traffic conditions was obtained by a GPS device. The results showed that, in places such as curves, given the provision of sufficient stopping sight distance, driver’s free-flow speed reduces. Thus, another factor affecting the speed of the drivers is the curvature change rate. Finally, using nonlinear regression modeling a logical relationship was determined and extracted between the three factors of driver’s free-flow speed, 3D stopping sight distance, and curvature change rate of the path.

ABSTRACTAnalysis of The Need for Road Signs and Markings to Improve Safety in Bangka Belitung Province (Case Study of Provincial Roads in Bangka Regency): The existence of several accident-prone points that cause the number of victims with varying fatality rates and cause a lot of fatalities and material. For this reason, it is necessary to analyze the cause of the accident, determine the survey location in order to provide appropriate handling solutions to overcome the accident riots on the Bangka Belitung Islands Province road. This study uses a quantitative and qualitative descriptive approaches. The result is the four black spot locations surveyed had 90% smooth and good road conditions, with sloping topographical conditions and normal road geometries, no hazardous road geometric conditions were identified. The average speed of four-wheeled and two-wheeled vehicles at the Provincial road black spot location in Bangka Regency is in a safe position (80 km/hour), so it can be concluded that the accident that occurred at the black spot location was not caused by speed factors. Traffic conditions at the black spot location are smooth without delay, and the number of vehicles that pass tends to be low. The results of observations were identified most of the road network not yet installed traffic signs, as markers of vulnerable locations, public facilities and so forth. The installation of traffic signs according to The American Traffic Safety Services Association (2008) can reduce traffic accidents. Recommendations to improve road safety on provincial roads in Bangka Regency, it is necessary to install 52 signs on Jl Sungai Liat - Puding Besar in the direction of Pangkal Pinang (survey location 1), and 80 signs on Jl Lintas Timur Desa Rebo Kec. The groups of participants of the pedestrian and automobile flows, whose actions cause the greatest danger to the occurrence of conflict situations in the zone of unregulated transition, are identified. The factors determining the likelihood of a traffic accident at an unregulated transition are systematized, for which probability estimates of the occurrence of road traffic accidents are calculated. As an estimated parameter, the hazard coefficient of a conflict point of an unregulated transition is proposed, which is determined by the ratio of the probability of a traffic accident in the real-time hourly interval to the average annual probability of a traffic accident reduced to the hourly interval. The dependences of the hazard ratio of an unregulated transition are established on the most significant factors: the speed mode of transport in the area before the transition and the state of the road surface.

The application of intelligent transport systems (hereinafter ITSs) on roads enables continuous monitoring of road users during a whole year with the aim to collect good-quality data based on which the more complex analyses could be done, such as monitoring of certain traffic safety indicators. Automatic traffic counters are one of the most commonly implemented ITSs for collecting traffic flow parameters that are relevant for traffic management on state roads in Republic of Serbia. This paper presents one of the possible ways to collect, analyze and present data on road users’ speeds using automatic traffic counters, where certain traffic safety indicators are analyzed in terms of road users’ compliance with the speed limit on the road section from Mali Pozarevac to Kragujevac. Based on the analyses of data downloaded from automatic traffic counters, it is observed that an extremely high percentage of vehicles drive at speed higher than the speed limit, indicating clearly to higher traffic accident risk, as well as to the need for a tendency to implement speed management on roads using ITS in the forthcoming period.

<p><em>The existence of the coast in the northern part of Karawang Regency is very worrying. Seawater<strong> </strong>that was far up to tens of meters from the side of the road, is now on the lip of the road, even some parts of the road are cut off due to abrasion of seawater. Some villages were affected by abrasion erosion. One of the effects of damage due to abrasion and sedimentation is the occurrence of shoreline changes. This change in coastline will affect people's lives and spatial planning for the development of the area. For this reason, this study aims to determine the extent and rate of shoreline changes that occurred on the coast of Karawang Regency in the periods of 1989, 1995, 2001, 2005, 2009, 2016, and 2018. The shoreline data was obtained from the extraction of Landsat 3 MSS, Landsat 5 TM, Landsat 7 ETM +, and Landsat 8 </em><em>OLI</em>-<em>TIRS after the NDWI process was previously carried out. While the rate of change is calculated at 6 sample point locations scattered along the northern coast of Karawang Regency. The results showed that the largest area damaged by abrasion occurred in Sedari Village covering an area of 166.802 hectares, and the area formed by the largest sedimentation occurred in Muara Cilamaya Village at 276,318 hectares. Meanwhile, the fastest rate of shoreline change due to abrasion occurred in Sukajaya Village at 10 meters </em>/<em>year, while the slowest in Sedari Village at 3.77 meters / year. The fastest sedimentation process in Muara Cimalaya Village is 4.5 meters / year, while the late one in Tanjung Pakis Village is 3.09 meters / year.</em><em></em></p><p><strong><em>Keywords: </em></strong><em>Abra</em><em>sion, Accretion, Coastline Changes, Karawang</em><em></em></p>

The safety of road traffic in small towns in the Republic of Croatia is not at a satisfactory level. As proof, the safety of road traffic participants in the area of the town of Nova Gradiška and its wider environment has been studied and analyzed. The paper includes the available data in the period from 2000 to 2007. The analysis and the assessment of road traffic safety can be applied also to other towns and counties of the Republic of Croatia. Having in mind that there are 531 settlements in the Republic of Croatia (119 towns and 412 districts), out of which only 78 are larger than 10,000 inhabitants or 14.69% of the total number, which means that the analysis could be made for any settlement in the Republic of Croatia. The road traffic safety assessment was conceived according to the modified Smeed model which may be applied for any settlement or town. The road traffic safety analysis has led to the conclusion that safety of all the traffic participants is endangered. This paper provides solutions about what has to be done in order to reduce the danger to all the road traffic factors. KEY WORDS: drivers, traffic, traffic accidents, safety and small towns

The problem of traffic safety has become increasingly prominent owing to the increase in the number of cars. Traffic accidents often occur in an instant, which makes it necessary to obtain traffic data with high resolution. High-resolution micro traffic data (HRMTD) indicates that the spatial resolution reaches the centimeter level and that the temporal resolution reaches the millisecond level. The position, direction, speed, and acceleration of objects on the road can be extracted with HRMTD. In this paper, a LiDAR sensor was installed at the roadside for data collection. An adjacent-frame fusion method for vehicle detection and tracking in complex traffic circumstances is presented. Compared with the previous research, objects can be detected and tracked without object model extraction or a bounding box description. In addition, problems caused by occlusion can be improved using adjacent frames fusion in the vehicle detection and tracking algorithms in this paper. The data processing procedure are as follows: selection of area of interest, ground point removal, vehicle clustering, and vehicle tracking. The algorithm has been tested at different sites (in Reno and Suzhou), and the results demonstrate that the algorithm can perform well in both simple and complex application scenarios.
