Traffic safety is influenced, among other factors, by characteristics of the roads, which include the width of the shoulder. Shoulder width was noted to have a large effect on crash frequency, as well as on traffic speed. In this paper, we focused on paved shoulders. Previous studies confirmed that increasing the width of the paved shoulder is associated with a decrease in crash frequency. However, wider shoulders may encourage higher driving speed, which is related to an increase of impact speed and crash severity – this issue was hypothesized, but not statistically investigated. Thus, conclusions based on crashes and speeds contradict each other, and there is no simple answer to the question of the safety impact of wide shoulders. To address this gap, we analyzed a sample of two most typical categories of Czech secondary roads, which differ only in the paved shoulder width (S9.5 roads with 0.75m-wide shoulder, and S11.5 roads with 1.75m-wide shoulder) and thus present a suitable example for studying the safety impact of paved shoulder width. We used generalized linear models of crash frequency, and multinomial logistic models of crash severity (separately for single-vehicle and multi-vehicle crashes), as well as a statistical test of differences in speed for the two road categories. The results showed that: Firstly, there were fewer crashes on S11.5 roads compared to S9.5 roads; this was true for both single-vehicle and multi-vehicle crashes. Secondly, single-vehicle crashes on S11.5 roads were more severe compared to S9.5 roads; the change of severity in multi-vehicle crashes was not statistically significant. Thirdly, driving speeds on S11.5 roads were approx. by 7 km/h higher compared to S9.5 roads. These findings support the hypothesis of an association between wider shoulders, higher speeds, and increased crash severity, especially in the case of single-vehicle crashes. As a practical solution, various speed management measures, including widening to a 2+1 road, may be recommended.

Abstract Evidence suggests that drivers with cataract self-regulate their driving, but there is a lack of objective information. This study compared speed behavior in older drivers with and without cataract and how the parameter is influenced by road traffic complexity and driver characteristics. The study included 15 drivers with cataract and a control group of 20 drivers. Visual status was assessed using visual acuity, contrast sensitivity, and intraocular straylight. Speed management was studied using a driving simulator. Driving difficulty and self-regulation patterns were evaluated by means of the Driver Habits Questionnaire (DHQ). The cataract group showed a significant decrease in visual function in all the parameters evaluated (p<0.05). These drivers tended to drive at lower speeds than the control group. Road characteristics, gender, and intraocular straylight in the better eye were identified as significant predictors of speed management. Drivers with cataract experience greater driving difficulty, particularly when driving at night (p<0.05). Drivers with cataract reduce their driving speed more than older drivers without visual impairment. The straylight parameter may be a good indicator of each driver’s subjective perception of their own visual ability to drive. This work helps shed light on the mechanisms through which age-related visual impairment influences driving behavior.

The Government of the Islamic Republic of Iran (Iran) has embarked on a challenging project aiming to demonstrate how to make road travel safer through speed management measures based on Safe System Approach (SSA) and Result Based Management (RBM). This follows from mounting concern in curbing a high death rate from motor vehicle crashes in recent years. However, despite the Government’s commitment to address this problem, there have been setbacks owing to the challenges of putting in place a strong collaborative framework involving all the agencies charged with responsibilities for road engineering, traffic law enforcement and public education. Iran has established a National Road Safety Commission (NRSC) to lead and coordinate actions. In implementing a demonstration project, specific partnership arrangements have been established at national and provincial levels, as well as pillar-based project teams in 3 provinces. This paper examines the governance structure and opportunities to strengthen the collaborative management of the project and how similar programs can be established and executed in other countries to improve road safety based on SSA and RBM.

This paper explores the development and implementation of the M7 to M2 pre-congestion speed limit management trial conducted on workdays between 26th June 2018 and 31st December 2018. This trial was the first of its kind in NSW and was implemented using a live loop reporting system utilising key trigger values (specific loop metrics) to identify the opportune time to reduce speed limits prior to flow breakdown. Through measuring the rate at which speeds dropped during flow breakdown, the heatmap footprint of congestion, and the instance of congestion related crashes it was established the trial was able to have a calming effect on traffic flow and reduce the overall footprint of congestion.

In Bogota, the speed limit in five corridors with the highest concentration of traffic crashes victims in the city was reduced from 60 to 50 km/h since November 2018. The average speed reduction in the corridors with speed management was 1.48 km/h during daytime and 3.04 km/h during nighttime. In arterial corridors without speed management, the average speed reduction was 0.7 km/h during daytime and 2.2 km/h during nighttime. The speed management measure influenced a reduction of 16.6% in the number of fatalities and an 10.5% increase of crashes with injuries. The severity of the crashes decreased. The average count of run over crashes was also reduced by 10%. Changes in the geographical distribution of crashes with injuries and fatalities along the corridors with speed management indicate the necessity to implement stricter enforcement measures to increase the effectiveness of speed management operations during nighttime.

In recent years, cycling has become an increasingly popular transportation mode around the world. In comparison with other popular modes of transportation, cycling is economical and energy efficient. While many studies have been conducted for the analysis of bicycle safety, most were limited in bicycle exposure data and on-street data. This study tries to improve the current safety performance functions for bicycle crashes at urban corridors by utilizing crowdsource data from STRAVA and on-street speed management strategies data. Speed management strategies are any roadway alterations that cause a change in motorists’ driving behavior. In Florida, these speed management strategies are defined by the Florida Department of Transportation design manual. Considering the disproportionate representation of cyclists from the STRAVA data, adjustments were made to represent more accurately the cyclists based on the video detection data by developing a Tobit model. The adjusted STRAVA data was used for bicyclist exposure to analyze bicycle crashes on urban arterials. A Bayesian joint model was developed to identify the relations between the bicycle crash frequency and factors relating to speed management strategies. Other factors, such as vehicle traffic data, roadway information, socio-demographic characteristics, and land use data, were also considered in the model. The results suggest that the adjusted STRAVA data could be used as the exposure for bicycle crash analysis. The results also highlight the significant effects of speed management strategies, such as parking lots and surface pavement. It is expected that these findings could help engineers develop effective strategies to enhance safety for bicyclists.

Abstract   The number of traffic accidents that occur in Indramayu Regency continues to increase and causes many casualties and material losses. From the available data, it is known that there is one road section which is an accident-prone area, namely the North Coast Java Road section, KM 46-47, which is located in Patrol District, Indramayu Regency. The flow and speed of traffic on this road is quite high, because of its function as a primary arterial road. This study aims to improve safety on the North Coast Java Road section, KM 46-47. The method used is in the form of observation and field data collection. Furthermore, the data obtained is processed, analyzed, and followed by formulating appropriate recommendations. This study shows that the main cause of accidents is the human factor, especially those related to high traffic speeds. To improve the existing conditions, it is proposed to provide road equipment, especially traffic signs, which are adjusted to the stopping sight distance required by motorized vehicles using the road. In addition, it is necessary to apply speed management as part of efforts to improve traffic safety.   Keywords: traffic accident; stopping sight distance; road equipment, traffic speed; traffic signs.     Abstrak   Angka kecelakaan lalu lintas yang terjadi di Kabupaten Indramayu terus meningkat dan menyebabkan banyak korban jiwa dan kerugian material. Dari data yang ada diketahui bahwa terdapat satu ruas jalan yang termasuk daerah rawan kecelakaan, yaitu ruas Jalan Pantai Utara Jawa, KM 46-47, yang terletak di Kecamatan Patrol, Kabupaten Indramayu. Arus dan kecepatan lalu lintas di ruas jalan tersebut cukup tinggi, karena fungsinya sebagai jalan arteri primer. Studi ini bertujuan untuk meningkatkan keselamatan di ruas Jalan Pantai Utara Jawa KM 46-47. Metode yang digunakan berupa observasi dan pengumpulan data lapangan. Selanjutnya data yang diperoleh diolah, dianalisis, kemudian dirumuskan rekomendasi yang tepat. Studi ini menunjukkan bahwa faktor penyebab kecelakaan yang utama adalah faktor manusia, khususnya yang berhubungan dengan kecepatan lalu lintas yang tinggi. Untuk memperbaiki kondisi yang ada, diusulkan pemberian perlengkapan jalan, khususnya rambu lalu lintas, yang disesuaikan dengan jarak pandang henti yang diperlukan oleh kendaraan bermotor yang melintasi jalan tersebut. Selain itu perlu diterapkan manajemen kecepatan sebagai bagian upaya meningkatkan keselamatan lalu lintas.   Kata-kata kunci: kecelakaan lalu lintas; jarak pandang henti; perlengkapan jalan, kecepatan lalu lintas; rambu lalu lintas.

The level of road trauma is high in the Eastern Mediterranean Region with the Islamic Republic of Iran having a particularly high fatality rate at 20.5 per 100,000 population. The Government, assisted by the World Health Organisation (WHO), committed to implementing demonstration projects in three provinces that will form the basis of road safety actions to be advanced by the WHO across the Region. In recognition that speed management is a pivotal factor in achieving a safer road and traffic system, and as a component of the project, a review was carried out in 2019 by a team of international experts in the field in collaboration with national consultants. This review was undertaken in consideration of the Safe System Approach and the Results-Based Management Approach. The findings of this review and their implications for future actions in Iran are discussed in this paper.
