Public always demanded quality public services from the bureaucrats, even though these demands are not in line with expectations because the empirically public services that occurred during this still characterized by such things asconvoluted, slow, expensive, exhausting, uncertainty. Under such circumstances occur because people are still positioned as the party to “serve” is not being served. If considered public service issues in Indonesia, the main problems of public service today is associated with improved quality of service itself. According to Albrecht and Zemke (1990) the quality of public services is the result of interaction of various aspects, the system of care, human resources service provider, strategy, and customers. While Mohammad (2003) states that quality service is dependent on aspects such as how the pattern of its implementation, support human resources, and institutional management . New Perspectives for Public Service and Good Governance is considered most appropriate for the conditions present in addressing issues of public services in Indonesia, using a model like the model citizen’s charter, model KYC (Know Your Customer), and m-Government model.Publik selalu menuntut kualitas pelayanan publik dari birokrat, meskipun tuntutan ini tidak sesuai dengan harapan karena pelayanan publik secara empiris yang terjadi selama ini masih ditandai dengan hal-hal seperti berbelit-belit, lambat, mahal, ketidakpastian melelahkan,. Dalam keadaan seperti itu terjadi karena orang masih diposisikan sebagai pihak yang "melayani" tidak dilayani. Jika dianggap isu-isu pelayanan publik di Indonesia, masalah utama dari pelayanan publik saat ini dikaitkan dengan peningkatan kualitas layanan itu sendiri. Menurut Albrecht dan Zemke (1990) kualitas pelayanan publik merupakan hasil interaksi dari berbagai aspek, sistem pelayanan, sumber daya manusia penyedia layanan, strategi, dan pelanggan. Sementara Mohammad (2003) menyatakan bahwa kualitas pelayanan tergantung pada aspek- aspek seperti bagaimana pola pelaksanaannya, dukungan sumber daya manusia, dan manajemen kelembagaan. Perspektif Baru untuk Layanan Publik dan Pemerintahan yang Baik dianggap paling tepat untuk kondisi saat ini dalam menangani isu-isu pelayanan publik di Indonesia, dengan menggunakan model seperti piagam warga teladan, model KYC (Know Your Customer), dan m-Government model.

This paper discusses the quality of public services from Islamic banking. Quality of service is one of the important things for customers or customers compared to companies engaged in the company. Quality of service can be realized through its employees, among others: honest, humble service and services in accordance with Islam. THE APPLICATION OF GOOD GOVERNANCE IN PUBLIC SERVICES (Study on the Quality of Electronic Services of Good Governance Identity Card in Sukolilo District Surabaya). The principles of good governance is the government whether it is done in the government in the implementation of the public service. So this research aims to determine and analyze the value of the application of good governance and also knowing and analyzing yhe value of the quality of public service in the Sukolilo in Surabaya. The gathering data carried out by using interviews conducted with the head of the sie the government, as well as questionnaires in the spread of the Sukolilo in Surabaya with the amount of an informant for the 25 people who take care of the sevice E – ID cards, and also use techniques the observation of data – data obtained from the Sukolilo in Surabaya. The data analysis carried out in this study is the reduction of data to select the data according to the research, also the presentation of data with the present data that has been reduced and obtained from the Sukolilo, Surabaya, and also use techniques of pigeons gathered to conclude the data that has been reduced and is served. The results of this that the value of the implementation of the principle of good governance in the service of the E – ID cards in the Sukolilo of Surabaya was enough it’s fine with the value of approximately 21,6 and obtained also the results of this research that the value of the quality of service E – ID cards in the Sukolilo of Surabaya was enough it’s fine with the value of approximately 51. Keywords: good governance, the quality of public service.

Penelitian ini bertujuan untuk mereformasi birokrasi dalam aspek pelayanan publik dan kebebasan informasi. Rendahnya kualitas pelayanan dan kebebasan informasi yang telah diselenggarakan di birokrasi membuat beberapa masalah dalam mencapai kualitas pelayanan yang baik. Peraturan tentang pelayanan publik harus menjadi acuan yang dapat dimaksimalkan dengan baik oleh regulator ketika diimplementasikan. Hal ini membuat pelayanan publik menjadi rumit, panjang dan mahal, Hal ini juga yg menjadi pemicu penyalahgunaan dan korupsi di berbagai tingkat pemerintahan. Ditambah dengan cara berpikir birokrasi yang tidak membuat masyarakat sebagai aktor yang harus dilayani. Agenda reformasi birokrasi juga cenderung tidak memiliki orientasi yang jelas dalam berbagai masalah birokrasi terutama dalam kinerja birokrasi Kata Kunci :  Birokrasi, Pelayanan Publik, Keterbukaan Informasi Publik.This study purposes to bureaucratic reform in terms of aspects of public services and freedom of information. Low quality of services and freedom of information that has been held in the bureaucracy make some troubles in attaining a good quality service. The regulations concerning public services should become a reference that can be maximized well by the regulator in the execution. This made public services being complicated, long and expensive, this also triggers an abuse and corruption in various levels of government. Coupled with the manner of thinking of the bureaucracy that does not make the community as an actor that must be served. Abstract – It cannot be denied that at present the public service is a concern of the public. Ordinary public service come from agencies that serve the community for the needs of every community. This study aims to determine quality of service for prepaid electricity installation at PT. PLN (Persero) Banyumanik Semarang service area. Analysis of the data used is a score interpretation (IS) obtained from respondents. Respondents numbered 80 people using purposive sampling. While to complete this research, the author also uses secondary data obtained from various existing sources. Based on the results of the research conducted it can be concluded that the dimensions that show service quality include tangibles ( direct evidence), reliability, responsiveness, assurance and emphaty show a strong interpretation where customers feel satisfied with the quality service of PT. PLN (Persero) Banyumanik Semarang service area.Key words : quality, service, satisfaction

District is part of the government organization that is closest to dealing directly with the community and spearheading the success of regional development, especially in Medan, where the District will be seen directly in planning and controlling development and services, and a reflection of good governance in Medan. The objectives of this study are as follows: (i) to describe the Good Governance implementation in the District, especially in the District of Medan Helvetia, (ii) to analyze the factors that support and inhibit the implementation in the District, especially in the District of Medan Helvetia.The form of descriptive research using a qualitative approach, this research was conducted in the District of Medan Helvetia. The informants consisted of key informants, namely the Head of District and their apparatus as many as 4 people who were determined purposively and the Main informant namely the community who were taken accidentally as many as 20 people at the time of the study. Primary data comes from interviews and secondary data from literature studies and other written documents. After the data and information needed has been collected, the researcher then sifts through the data and information into the research indicators that have been determined. After the data and information are grouped, the researcher then presents the data and analyzes the data qualitatively.Research Results: The good governance implementation in Medan Helvetia District Office refers to the Decree of the District of Medan Helvetia number 138/19-17/SK-MH/IX/2015 on Standard Operating Procedures (SOP) in Medan Helvetia District Environment. In general, the implementation analysis as follows: (i) Standards and Policy Objectives: public servants have attempted to achieve the public service goals they have set, (ii) Resources: human resources and support resources or facilities, researchers see still shortcomings, (iii) Inter-Organizational Relations: inter-organizational relationships implemented in Medan Helvetia  District are good, (iv) Characteristics of the Implementing Agent: the characteristics of the existing implementing agent can already be applied by the implementor of public services in both the public service in Medan Helvetia district, (v) Social, Political, and Economic Conditions: on the variable social, economic and political conditions, the implementors of public services in providing public services do not discriminate between each other, (vi) Implementor Disposition: the attitude given by the implementor of public services is friendly and courteous when providing public services. Supporting factors are cooperation with stakeholders, commitment of the head district (Camat), and the economic potential of the region and opportunities of private CSR, while the Inhibitor Factors are Lack of community participation, lack of human resources apparatus, lack of funds and some damaged road and drainage infrastructure.

This research entitled Quality Organization of Public Service (Study About Quality Service Transportation Services at Wonokromo Station Surabaya). This study aims to determine the quality of service at Wonokromo station. This research is descriptive using qualitative. Technique of data collection is done by observation, interview, and documentation. The research informants in this study are Head Station Wonokromo, Kasubur CC Station Wonokromo and passenger Station Wonokromo. From the results of the research can be seen that the service quality is considered good. The result of this research is connecting from Parasuraman theory that is from Direct Evidence dimension, Reliability, Responsiveness, Guarantee, and Empathy. Keywords : Quality of Service, Public Servuce, Qualitative

The problem of quality of human resources is an important thing in realizing a quality public service. The role of human resources, especially the government apparatus, is important in improving the quality of public services provided to the community. This study aims to analyze the effect of Work Ability (work ability) and Quality Work (work quality) on the quality of public services at the Office of Social Affairs Bangkalan. This research uses explanatory research type with quantitative approach. Samples taken are employees of Bangkalan District Social Service counted 98 people. Data collection was done by distributing questionnaires. Data analysis technique used is Structural Equation Modeling (SEM) with Partial Least Square (PLS) program. The results of this study indicate that work ability and work quality have a significant influence on the quality of public services in Bangkalan District Social Service. Keywords: Work ability, work quality, Public Service Quality.

<p class="Judul2">Undang-Undang RI no. 6/2016 tentang desa menyatakan bahwa Pemerintah Daerah berkewajiban mengembangkan sistem informasi desa dalam menjalankan <em>e-government </em>menuju<em> good governance</em>.  Website Desa Jagalempeni yang telah dikembangkan pada tanggal 22 Februari 2017 akan menjadi wajah desa di dunia maya dengan menyediakan informasi untuk publik, promosi potensi desa dan terciptanya interaksi layanan masyarakat dengan perangkat desa tanpa sekat tempat dan waktu baik untuk masyarakat di dalam maupun luar lingkungan Desa Jagalempeni. E<em>-government</em> di Indonesia hingga saat ini jumlahnya terus meningkat, tetapi secara kualitas masih banyak yang belum memenuhi standar kualitas yang baik. Padahal faktor layanan mempunyai pengaruh yang sangat besar dari keberhasilan sebuah <em>e-goverment</em>. Begitu pula dengan website Desa Jagalempeni di alamat <a href="http://www.jagalempeni.desa.id/">www.jagalempeni.desa.id</a> untuk mencapai cita-cita pemerintah desa menuju <em>good governance</em> tentu harus memenuhi standar kualitas yang baik dari kualitas kegunaan, kualitas informasi, kualitas layanan dan kualitas visual, oleh karenanya pengukuran kualitas website desa perlu dilakukan. Penelitian ini mengukur kualitas website Pemerintah Desa Jagalempeni dengan menggunakan metode Webqual 4.0 dan menggunakan 4 (empat) instrumen yaitu <em>Usability Quality, Information Quality, Service Interaction Quality</em> dan <em>Visual Quality</em>. Data penelitian ini menggunakan 122 data dan diolah dengan software SPSS melalui uji validitas, reliabilitas, analisis deskriptif, korelasi dan regresi linier. Hasil pengukuran memberikan kesimpulan bahwa website Desa Jagalempeni saat ini dari sisi <em>Usability Quality</em>, <em>Information Quality, </em>dan <em>Visual Quality</em> sudah mempunyai kualitas yang baik, sedangkan dari sisi <em>Service Interaction Quality</em> belum mempunyai kualitas yang baik, karena kepuasan pengguna (<em>user satisfaction</em>) belum terpenuhi. Dengan demikian maka website Desa Jagalempeni perlu adanya pengembangan khususnya di kualitas layanan interaksi, agar website Desa Jagalempeni menjadi lebih baik, berkualitas, mempunyai daya saing dan kebanggaan Desa Jagalempeni sesuai dengan cita-cita menuju <em>good governance</em>.</p><p class="Abstrak"> </p><p><strong>Kata kunci</strong>: <em>Kualitas Website, Usability Quality, Information Quality, Service Interaction Quality, Visual Quality, User Satisfaction,  Webqual</em><em></em></p><p class="Judul2"> </p><p class="Judul2"><em>Abstract</em></p><p class="Judul2"><em>Laws of the Republic Indonesia 6/2016 about the village said that the local government is obliged to develop village information system in running e-government towards good governance. The Jagalempeni Village site built on February 22, 2017 will be the face of the village in cyberspace by providing information for the community, promoting village potential and creating interaction services with village apparatus with no space and time for people inside and outside Jagalempeni Village. E-government in Indonesia to date is still increasing in number, but still very many who do not meet the standards of good quality. The service factor has a major influence on the success of an e-Government. Similarly, the Jagalempeni Village website at www.jagalempeni.desa.id address to achieve the ideals of village governance of good governance must meet good standards of  quality of use, quality of information, service quality and visual quality, so the quality of website measurement should be do. This study measures the quality of the Jagalempeni Village Government website using the Webqual 4.0 method and uses 4 (four) instruments of Quality, Quality of Information, Quality of Service Interaction and Visual Quality. This research data uses 122 data and processed with SPSS software through test of validity, reliability, descriptive analysis, and linear regression. The result of the measurement gives conclusion that the website of Jagalempeni Village now from the side of Quality, Information Quality, and Visual Quality have good quality, while the Quality of Service Interaction does not have good quality, because the user satisfaction (user satisfaction) has not been fulfilled. Thus, the website of Jagalempeni Village needs to be developed especially in the quality of service interaction, so that the website of Jagalempeni Village become better, qualified, have the competitiveness and pride of Jagalempeni Village in accordance with the ideals towards good governance.</em></p><p class="Judul2"> </p><p class="Abstrak"><strong>Keywords</strong>: W<em>ebsite Quality, Usability Quality, Information Quality, Service Interaction Quality, Visual Quality, User Satisfaction,  Webqual</em></p>

Good governance developments in Indonesia, further encouraging improvements in many areas of government in Indonesia. One important thing that can be done in the development of good governance is the renewal of the public service. One of the values of good governance is essential to be implemented in the public service is service quality. As with any promotion services provided by the Regional Employment Board of Gunung Mas, good service quality are the expectations of the service users are civil servants who proposed the promotion. Research, seminars and writings of experts on service delivery promotion of civil servants are good quality and havemany. The issue of promotion services qualified civil servants are still not running as it shauld. For the research conducted at the Regional Employment Board Gunung Mas is to see how the quality of service of civil servants promotions given and what are the constraints in service promotion. The maincore of service delivery promotion of civil servants is the timeliness quality of service, things that need to be considered here related to the waiting time and processing time, then the accuracy of service, relating to service reliability and error-free service as well as Ease of Getting Care, associated with a service, a serving officer/administrative staff, support facilities are like computers and others.
