The celebration of one hundred years of women's suffrage in New Zealand in 1993 has provided a welcome opportunity to undertake something of a "stock-take" of many aspects of women's participation in the social and economic life of New Zealand. Participation in the paid workforce is one of the most important of these, given the centrality of employment and work to social identity and economic well-being. The current re-assessment has, however, raised more questions than it has answered, given the rapidly changing social and economic environment in which women work. This includes the restructuring of the economy, the growth of the service sector, social policy changes in health and education, and the greater emphasis on market regulation of many areas previously subject to legislative regulation.

Like a number of other capitalist countries, New Zealand has recently undergone considerable economic restructuring. As part of this process, and representing a major policy redirection, the state has introduced a process of corporatisation and privatisation into the social service sector. In this paper we examine the processes involved in the shift from social rented housing to the emergence of a state-owned, commercially-oriented company, Housing New Zealand Ltd. We propose that the policy changes are ill-conceived, risking fiscal blowout for the state, and are likely to increase the marginalisation and poverty of tenants.

Although the contribution of Fisheries to the revenue of both State and Central Governments are commendable, the social and economic life of fishermen all over India are not satisfactory. In Kerala, the socio-economic status of the fishermen community is still not better, the result of which is that the educational, health, occupational and income status have not been good enough to achieve personal economic well-being. The microfinance industry can play a major role in bringing up the status of fishermen upto a desired level. The objective of the main study is to assess the outcome of microfinance operations for the benefit of fishermen community in Kerala. The main study mainly aims to measure the changes in the socio-economic status towards personal economic well-being of the fishermen community. As a part of the main study, here presents the study relating to the most important aspects of socio-economic status of the fishermen community in Kerala as it is and a classification according to the socio-economic status. Hospitality within the Indigenous paradigm of manaakitanga (translated as ‘warm hospitality’) is founded on an ‘ethic of care’. This ethic of care creates the space for a multi-dimensional wealth, encompassing “spiritual, cultural, social, environmental and economic well-being” [1]. This is similar to the UNWTO’s sustainable development goals, which are underpinned by the three dimensions of economic, socio-cultural and environmental sustainable development [2]. Manaakitanga in Māori contexts such as marae and many iwi (tribal) organisations demands a values-centred approach that is based on the principle of reciprocity. This form of exchange extends beyond the economic focus of traditional business models and, when applied to non-Māori contexts, demands a degree of culturalising commerce rather than commercialising culture. In the global tourism and hospitality industries, Indigenous cultures have become more significant to countries as a means to differentiate themselves from others [3]. Indigenous cultures are appealing to emerging tourism markets and the resultant economic benefits have led industry stakeholders, throughout the global-local nexus, to include Indigenous cultures in national tourism and hospitality offerings. In the context of the New Zealand tourism and hospitality industry, Māori culture is presented in several key ways. For example, the use of manaakitanga in New Zealand tourism marketing [4] highlights and promotes the significance of the culture to the nation. Tourism and hospitality can both support economic development as well as promote the uniqueness, authenticity and beauty of Indigenous cultures that encourages visitation, differentiates nations and showcases national pride. The tourism and hospitality industry is not always beneficial, however, to the actual Indigenous communities from which the intellectual property is derived. There is evidence that shows the use of deep and meaningful cultural values are sometimes misunderstood, exploited and not reflected in actual practice within the industry. Indeed, analysis of the engagement of Māori women in the hospitality industry, for example, shows that there are distinct inequities in employment [5]. While these inequities are not unique to tourism and hospitality, the evidence shows that Māori women in service-sector employment, such as hospitality, are disproportionately represented in low paid, lower skilled, precarious work [6]. It is a paradox that Māori women’s contribution as the face of the industry is not associated with decent work and career progression. This paper follows a presentation delivered at the Critical Hospitality Symposium in 2018, where the concept of manaakitanga was critically applied to a range of ‘hospitality’ contexts as a point of social analysis. The importance of sustainable development in the industry lends well to engaging in further research on how Māori cultural frameworks can be used to address inequalities in hospitality as a starting point for a broader research agenda in creating high impact future value and growth for New Zealand’s hospitality industry. This research agenda challenges current business models that tag on Māori cultural concepts as promotional tools for organisational profit-driven praxis. Indigenous frameworks of knowledge, such as manaakitanga, can create the space to bring together the key dimensions necessary for a more equitable, richer, ethical and sustainable global tourism and hospitality industry. <p>Theory and practice are intertwined, woven inextricably together by the way that each informs and is informed by the other (Moss 2002, Pihama 2001, Simmonds 2009). This research confronts and analyses the legal bases of gendered and race-based inequalities by critically analysing New Zealand social policy legislation through a mana wahine perspective. Mana wahine and critical policy analysis share common goals to challenge dominant theoretical and methodological norms in order to recognise unequal power distributions, of which colonisation is implicit (Tomlins-Jahnke 1997).  This research has been guided by a reading of literature that suggests Māori social disadvantage has become ingrained and that policies designed to address this inequality and to include Māori people and Māori perspectives in mainstreamed systems are both confusing, and yet to be successful. This study has been designed to explore present policy legislation concerning social development. A case study of the education system has been used, which draws on historic and more contemporary Western political agendas as reflected in legislative shifts.  Key findings of this research include the exclusion of mana wahine through the ongoing processes of colonisation that do not give rise to Māori cultural understandings. To summarise, the social policy context at present is characterised by: Māori demands for greater self-determination; an absence of Treaty rights for Māori; liberal interpretations of Treaty principles, and scant processes to implement them; a devoid of aspects pertinent to mana wahine, and; the contradiction between Government's articulated position on rights and inclusion in social policy and the language used in and concepts enforced by legislation.  The findings are significant and reveal the ongoing complexities of Indigenous inequalities in the context of widespread policy ‘commitment’ to inclusion and equality. The central argument developed throughout this study is that there is an urgent need to shift policy thinking toward Māori if there is to be a significant movement toward justice for Māori women, which will involve Māori-centred decolonisation and the inclusion of aspects pertinent to mana wahine.</p>

Social services are those dedicated to enhancing people’s economic and social well-being by helping them lead more stable, healthy, self-sufficient and fulfilling lives. New Zealand’s social services – specifically, those provided, funded or otherwise supported by government – were the subject of a recent New Zealand Productivity Commission inquiry (Box 1). The commission’s final report is wide-ranging, covering subjects from service commissioning to purchasing and contracting, programme evaluation, institutional design and system stewardship. The report’s recommendations on many of these topics reflect standard social policy principles and may hold few surprises for readers of Policy Quarterly.

This final chapter concentrates on global environmental challenges to rich-country welfare states: climate breakdown and associated ecological disasters. These common threats add two new raison d’êtres for welfare states: first, that the security and equity they seek should be sustainable through time; second, that their scope is broadened to take account of global equity and well-being. With a few notable exceptions, these fundamental questions have been ignored in the social policy community. I argue here that we need to transform our understanding of social policy in four ways, each more difficult than the previous one. First, we need to develop novel eco-social programmes to tap synergies between well-being and sustainability via transformative investment programmes such as a Green New Deal. Second, we need to recompose consumption in rich countries in two ways: to realize the best principles of the welfare state by extending the range of universal basic services and to work towards a private ‘consumption corridor’ to end waste, meet basic needs, and reduce inequality. Third, we must develop strategies of ‘reduce and redistribute’ to adapt welfare systems for a future of slower, if not negative, economic growth. And finally, we need to develop a global equity framework to meet climatic and ecological threats in a globally just way that recognizes current international inequalities.

This paper contributes to an ongoing conversation between development studies (DS) and social policy (SP) as academic fields, particularly in the UK. Using Andrew Abbott's analysis of the social sciences as an evolving system of knowledge lineages (KLs), it reflects on the status of DS and its relationship with SP. Defining DS as a distinctive KL centred on critical analysis of ideas and projects for advancing human well-being, I suggest that it has lost coherence even as research into international development thrives. Indeed it is easy to envisage its gradual assimilation into other KLs, including SP. The two increasingly overlap in their analysis of the causes of relative poverty and injustice, and what can be done to address them, within countries and globally. Strengthening links between the two fields can be justified as a political project, even at the risk of some loss of plurality and plenitude across the social sciences.

This book presents and interprets evidence for women’s lives in the social context of the New Testament. Some of the evidence from this period of Roman history suggests that women’s roles were sharply restricted. Other evidence shows women taking on leadership roles, managing property, and the like. Previous interpreters have often argued that the two kinds of evidence describe different groups or arenas where women’s activity was either forbidden or allowed. However, this book argues that the evidence points to complex gender norms that were sometimes in tension. The culture widely recognized modesty, submission to men, and silence as virtues of women. Yet society also encouraged women to contribute to the economic well-being of their families and to serve as patrons of individuals, groups, and cities. The chapters of the book address the virtues of women, their legal status, wealth, patronage, occupations, and speech. Each chapter explores the way the New Testament writings emerge out of and reflect this complex set of social expectations for women.

Social policy and taxation have commonly been regarded in Britain as quite separate aspects of government policy. Changes in taxation appear to be decided largely independently of the aims of social policy, and reforms of the social security system are often proposed with no regard to their fiscal consequences. Despite the fact that Chancellors of the Exchequer have recently arrogated the right to announce increases in National Insurance benefits, there is little evidence of co-ordination between the Treasury and the Department of Health and Social Security over income maintenance. Yet there is clearly a close relationship between these two arms of government policy, and it is important that any proposal for reform should consider taxation and social policy in conjunction.
