ABSTRAKUntuk mendukung pembangunan infrastruktur jembatan, pemerintah mengeluarkan panduan untuk perencanaan jembatan gantung dengan judul Surat Edaran Menteri Pekerjaan Umum No. 02/SE/M/2010 tentang Pemberlakukan Pedoman Perencanaan dan Pelaksanaan Konstruksi Jembatan Gantung Untuk Pejalan Kaki. Jembatan gantung yang dirancang sesuai dengan panduan tersebut harus mampu menahan beban pejalan kaki sebesar 5 kPa. Dengan mengacu pada pedoman tersebut, direncanakanlah sebuah jembatan gantung dengan panjang total 127.34 meter. Agar dapat mengetahui perilaku jembatan terhadap beban yang direncanakan, dibuatlah pemodelan jembatan menggunakan software MidasCIVIL dengan menggunakan 4 variasi letak pembebanan dan 80 variasi beban mewakili bobot pejalan kaki dan kendaraan bermotor roda dua. Tujuan dilakukannya analisis ini adalah untuk mengetahui nilai keandalan struktur yang direncanakan dengan beban sesuai Surat Edaran Menteri Pekerjaan Umum No. 02/SE/M/2010 terhadap variasi beban pejalan kaki dan kendaraan bermotor yang sesungguhnya mungkin terjadi pada jembatan. Evaluasi struktur menggunakan metode probability based menghasilkan keandalan struktur jembatan sebesar 100% yang dianalisis terhadap lendutan, tegangan kabel, tegangan batang penggantung serta tegangan pilar. Sehingga dapat dikatakan bahwa beban 5 kPa yang disyaratkan oleh pedoman memiliki nilai yang konservatif dan akan menghasilkan struktur jembatan yang sangat aman.Kata kunci: : Jembatan Gantung, Variasi Letak Beban, Pejalan Kaki, Probability Based Design ABSTRACTTo support the establishment of bridge infrastructure, the government issued a guide for planning a suspension bridge with the title Surat Edaran Menteri Pekerjaan Umum No. 02 / SE / M / 2010 concerning the Implementation of Guidelines for Planning and Construction of Suspension Bridges for Pedestrians. Suspension bridges designed according to these guidelines must be able to withstand pedestrian loads of 5 kPa. With reference to these guidelines, a suspension bridge is planned with a total length of 127.34 meters. In order to know the bridge's behavior towards the planned load, a bridge modeling was made using MidasCIVIL using 4 position of loading and 80 load variations representing pedestrian weight and two-wheeled motorized vehicles. The purpose of this analysis is to determine the value of the bridge reliability that planned with load according to the Surat Edaran Menteri Pekerjaan Umum No. 02 / SE / M / 2010 against variations in pedestrian and motor vehicle loads that might actually occur on bridges. Structural evaluation using probability-based methods produces 100% bridge structure reliability which is analyzed for deflection, cable stress, hanger stress and pillar stress. So, it can be said that the 5 kPa load required by the guidelines has a conservative value and will produce a very safe bridge structure.Keywords: Suspension Bridge, Load Position Variation, Pedestrian, Probability Based Design

A self-anchored suspension bridge is analyzed for its structural system reliability, and the bridge reliability is relatively high under vehicular load. Through seeking the distinct structural system fault modes the relatively weak structural elements can be identified, which can be the basis on its reasonable design and offer the reference to the analysis for the similar bridge structures. The results verify that the global -Unzipping method and the improved difference equivalent recursion algorithm is efficient and applicable for system reliability evaluation of the complex structures such as self-anchored suspension bridges.

The Effectiveness of E-Samsat, Progressive Tax and Quality of Service in Improving Vehicle Tax Compliance. The more the economy develops, the more needs and welfare of the community will increase, thus increasing the implementation of government tasks in development and services to improve the welfare of the community. As time goes on, Indonesian State revenues increasingly depend on revenues from the tax sector. Tax is the most dominant source of revenue and is one of the government's efforts to realize national development. Motor Vehicle Tax is one of the highest tax contributors in Regional Original Income and each year the number of motor vehicles continues to increase. Therefore the government issued an E-SAMSAT innovation as a means of convenience for taxpayers to pay taxes, and imposed a progressive tax to control the level of congestion that was generated by the high use of motorized vehicles, as well as the quality of services provided to taxpayers to feel comfortable when performing their obligations. This study has a focus on problems, namely the effectiveness of E-SAMSAT, progressive tax and service quality on motor vehicle taxpayer compliance in 2018, whether by implementing the system and the regulation can improve motor vehicle taxpayer compliance.The results of the study found that the effectiveness of the use of e-Samsat can affect motor vehicle tax compliance in the UPT. Regional Revenue Agency of the Province of Bali in the City of Denpasar. With the implementation of the Progressive Tax at the UPT. The Regional Revenue Agency of Bali Province in Denpasar City greatly influences the level of compulsory tax compliance of motorized vehicles. The level of compliance of motor vehicle taxpayers declined but was not very meaningful. Service quality at UPT. The Provincial Revenue Agency of Bali in Denpasar City strives to be improved in accordance with the rules and SOPs of regulation, by providing the best attitude, excellent service to improve service quality. The application of eSamsat and Progressive Tax and the quality of service can improve motor vehicle taxpayer compliance.

This study aims to determine how is the contribution of PKB (Taxes) and BBNKB (Transfer Fees for Motorized Vehicles) in East Java Province to the Regional Revenue. The study is conducted at the Regional Revenue Agency of East Java Province with a qualitative descriptive method. The data are collected in the form of secondary data, field surveys in the form of documentation. The results of the study show that PKB and BBNKB revenues in 2018 - 2020 in East Java Province is that the average contribution of motor vehicle taxes (PKB) to the regional revenue is 40.10% called as in a good category and the average contribution of motor vehicle title transfer fees (BBNKB) to the regional revenue is 20,10% called as in the medium category. However, the revenue of motor vehicle tax and motor vehicle transfer fees always exceeds the target. The Regional Government policy on the increasing of PKB and BBNKB revenues during the Covid-19 pandemic is to waive fines for late payment of PKB as well as exempt administrative sanctions of PKB and BBNKB and provide basic payment cuts of PKB for two-wheelers and four-wheelers. In order to increase the contribution level of PKB and BBNKB to the regional revenue of East Java Province, cooperation between the government and taxpayers is needed.Keywords: Contribution, Regional Revenue, PKB, BBNKB, the Covid-19 PandemicPenelitian ini bertujuan untuk mengetahui seberapa besar kontribusi PKB dan BBNKB di Provinsi Jawa Timur terhadap Pendapatan Asli Daerah. Penelitian dilakukan di Badan Pendapatan Daerah Provinsi Jawa Timur dengan metode yang bersifat deskripsi kualitatif, yaitu dengan mengumpulkan data yang berupa data sekunder, survey lapangan berupa dokumentasi. Hasil Penelitian menunjukkan bahwa penerimaan PKB dan BBNKB tahun 2018 – 2020 di Provinsi Jawa Timur yaitu rata-rata kontribusi Pajak Kendaraan Bermotor terhadap PAD adalah sebesar 40,10 persen dalam kategori baik dan rata-rata kontribusi Bea Balik Nama Kendaraan Bermotor terhadap PAD adalah sebesar 20,10 persen dalam kategori sedang. Namun, penerimaan Pajak Kendaraan Bermotor dan Bea Balik Nama Kendaraan Bermotor selalu melebihi target yang sudah ditetapkan. Kebijakan Pemerintah Daerah terhadap peningkatan penerimaan PKB dan BBNKB pada masa pandemi Covid-19 yaitu dengan membebaskan denda keterlambatan PKB serta membebaskan sanksi administratif  PKB dan BBNKB dan memberikan potongan pokok PKB untuk roda dua dan roda empat. Supaya tingkat kontribusi dari PKB dan BBNKB terhadap PAD Provinsi Jawa Timur terus meningkat maka dibutuhkannya kerjasama antara pemerintah dan wajib pajak. Kata Kunci: Kontribusi, PAD, PKB, BBNKB, Covid-19.

The flexibility and low damping of the long span suspended cables in suspension bridges makes them prone to vibrations due to wind and moving loads which affect the dynamic responses of the suspended cables and the bridge deck. This paper investigates the control of vibrations of a suspension bridge due to a vertical load moving on the bridge deck with a constant speed. A vertical cable between the bridge deck and the suspended cables is used to install a hydraulic actuator able to generate an active control force on the bridge deck. Two control schemes are proposed to generate the control force needed to reduce the vertical vibrations in the suspended cables and in the bridge deck. The proposed controllers, whose design is based on Lyapunov theory, guarantee the asymptotic stability of the system. The MATLAB software is used to simulate the performance of the controlled system. The simulation results indicate that the proposed controllers work well. In addition, the performance of the system with the proposed controllers is compared to the performance of the system controlled with a velocity feedback controller.

In order to research on mechanical properties of flexible suspension bridges, a geometric nonlinear analysis method was used to simulate on the experimental results, and carried on static loading test finally. In the loading test process, the deformations were measured in critical section of the suspension bridge, and displacement values of measured are compared with simulation values of the finite element simulation. Meanwhile the deformations of the main cable sag are observed under classification loading, the results show that the main cable sag increment is basically linear relationship with the increment of mid-span loading and tension from 3L/8 and 5L/8 to L/2 section, the main cable that increasing unit sag required mid-span loads and tension are gradually reduce in near L/4 and 3L/4 sections and gradually increase in near L/8 and 7L/8 sections and almost equal in near L/2, 3L/8 and 5L/8 sections. From the experimental results, the flexible suspension bridge possess good mechanical properties.

This paper presents a reliability analysis to assess the safety of corroded main cables of a long-span suspension bridge. A multiscale probability model was established for the resistance of the main cables considering the length effect and the Daniels effect. Corrosion effects were considered in the wire scale by relating the test results from accelerated corrosion tests to the corrosion stages and in the cable scale by adopting a corrosion stage distribution of the main cable section in NCHRP Report 534. The load effects of temperature, wind load, and traffic load were obtained by solving a finite element model with inputs from in-service monitoring data. The so-obtained reliability index of the main cables reduces significantly after operation for over 50 years and falls below the design target value due to corrosion effects on the mechanical properties of the steel wire. Multiple measures should be taken to delay the corrosion effects and ensure the safety of the main cables in the design service life.

Pajak adalah kewajiban yang harus dibayar oleh masyarakat pada pemerintah untuk kegiatan pembangunan di segala bidang, Pajak dapat dikatakan keharusan atau kewajiban yang dibayar oleh masyarakat pribadi maupund badan. Penelitian ini bertujuan untuk menganalisa pengaruh pengenaan pajak pertambahan nilai, pajak penjualan atas barang mewah dan Pajak kendaraan bermotor tarif progresif terhadap daya beli konsumen. Populasi penelitian ini adalah konsumen kendaraan bermotor roda empat yang ditemui di kantor Badan Pendapatan Daerah Sulawesi Selatan,Pengumpulan data menggunakan data primer yang diperoleh dari kuesioner dengan menggunakan sample Slovin,Teknik analisis data yakni analisis regresi linier berganda.Hasil peneltian  yaitu pengenaan PPN tidak berpengaruh terhadap daya beli konsumen, PPnBM mempunyai pengaruh positif signifikan, serta PKB tarif progresif berpengaruh positif pada daya beli konsumen kendaraan bermotor roda empat. Taxes are obligations that must be paid by the public to the government for development activities in all fields. Taxes can be said to be imperatives or obligations paid by private and maupund bodies of society. This study aims to analyze the effect of the imposition of value added tax, sales tax on luxury goods and progressive motor vehicle tax on consumer purchasing power. The population of this study is four-wheeled motor vehicle consumers found in the office of the South Sulawesi Regional Revenue Agency. Collecting data using primary data obtained from a questionnaire using the Slovin sample, the data analysis technique is multiple linear regression analysis. consumer purchasing power, PPnBM has a significant positive effect, and PKB progressive tariffs have a positive effect on the purchasing power of consumers of four-wheeled vehicles.

Based on Large-displacement Non-linear Elastic Generalized Variational Principle, coupling effect of axial and flexural action, shearing strain energy, torsional strain energy of stiffening girder were considered, the large-displacement incomplete generalized potential energy functional of space coupling free vibration of a three-span self-anchored cable-stayed suspension bridge was presented. By constraint variation, fundamental differential equations of vertical flexural vibration, lateral flexural vibration, longitudinal vibration and torisional vibration were formulated, also presented the equations for the main tower with respect to longitudinal and lateral vibration. The linear free vibration differential equation was obtained when the nonlinear items were discarded. This approach provides theoretical basis for analysis of natural vibration character of self-anchored cable-stayed suspension bridges.

In this study, an experiment platform was built up to determine the key parameter, mass transfer coefficient, of the ventilation and dehumidification process in main cable of suspension bridge. On the basis of experimental studies, an empirical formula of the mass transfer coefficient was obtained, which can greatly contribute to control the content of moisture in the main cable of suspension bridges.
