The only implementation of the most modern technologies can ensure the implementation of the most effective management in all areas of society, reducing bureaucratisation processes, accelerating the process of providing services to the population, and generally reducing the human factor on those aspects that are possible and necessary to shift to digital systems.

The basis of the formation of a theoretical-methodological and practical reason for making effective management decisions to support and maintain the process of socio-economic development of territories is studied in the article. It was found that in order to solve this problem, it should be necessary to form an effective management policy through the improvement of mechanisms to support and maintain the process of socio-economic development of territories in the context of significant changes in the format of national and municipal management of territorial communities. The essence of the “socio-economic development of territories” category has been clarified. The functional responsibilities of subjects of the system of socio-economic development of territories supporting and maintaining the process of socio-economic development of territories by making effective management decisions are systematized. The main characteristics of the elements of the system of socio-economic development of the territory are summarized and it is concluded that the key for making management decisions is planning, mechanisms of public governance and diagnostics of the effectiveness of the developed system of socio-economic development of the territory. It was concluded that the process of supporting and maintenance management decisions on the socio-economic development of the territories of Ukraine is a complex, multidimensional and mutually agreed system, which includes many elements and relationships between them and the basis for the functioning of which is the effective distribution of functional responsibilities among the subjects and objects of this system.

The decisions concerning post-modern technologies, which have many good and bad (and often hardly predictable) consequences that modify our world, involve difficult scientific, political and axiological questions. The management of technological risk ever more frequently leads to social conflicts where expert knowledge clashes with (not always manifested) preferences regarding the desirable socio-economic development of our world. These “technological conflicts”, being an area where the legitimization of both science and authority are questioned, create, nevertheless, the platform for the solution of this crisis. The article reviews the range of sociological problems related to the management and communication of technological risk as well as to its social representation (both in the form of common-sense and scientific knowledge). It also indicates the trans-disciplinary and philosophical dimensions of this issue and stresses the importance and social functions of the democratic debate on the risk and advantages of post-modern technology and their governance.

The second part of the article is devoted to the theory of leading socioeconomic development. It is shown how in Western Europe, as a result of the interaction of culture, institutions, technological progress and the level of welfare, specific forms and combinations of the three main mechanisms of coordination — competition, power and cooperation — emerged at each stage of evolution. I emphasize the importance of ideology and the phenomenon of technical progress in the formation of institutions of economic and political competition that contributed to the emergence of the welfare state. These changes and economic growth created the conditions for further transformation of civil culture: increasing levels of trust, tolerance, altruism and cosmopolitanism, expanding the planned horizon. The decrease in the level of coercion built into the mechanisms of power and competition is demonstrated as well as the expansion of the role of collaboration. A hypothesis is advanced that the speed of this process depends on geographical factors. The idea of welfare world is discussed.

A new approach to understanding socio- economic development is proposed, based on consideration of the evolution of coordination mechanisms. The work consists of two parts. In the first part, a critical analysis of four recently proposed theories of development, focusing on geographical, institutional, or cultural factors, is given. These theories have greatly enriched our understanding of the evolution of society. However, as our analysis shows, none of them provides a satisfactory description of the driving forces and mechanisms of this evolution; the main reason is rooted in their common shortcoming — monocausality. It is proposed to distinguish between two types of development, catching-up and leading one. Basic ideas of the theory of catching-up development are presented. It explains the phenomenon of the “economic miracle” as a result of mutually conditioned changes in culture, institutions, technological progress and well-being in the context of interaction of competition, power and collaboration mechanisms. The second part is devoted to the theory of leading socio-economic development.

This study contributes to the development of global sustainable development index (GSDI) as an integration of environmental sustainability development index (ESDI), socio-economic development index (SEDI) and science and technological progress index (STPI) for selected 39 countries during 2000–16. It uses the composite Z-score method, while ESDI, SEDI and STPI are the assimilation of 33, 19 and 9 factors, respectively. Subsequently, it examines the association of sustainable development (SD) with ESD and vice versa using linear, log-linear and non-linear regression models. Descriptive results show that there is a significant variation in SD due to a high diversity in environmental development, socio-economic development and science and technological progress-associated factors in selected countries. Empirical results imply that SD has a positive and significant association with ESD, socio-economic development and science and technological progress-related factors. This study emphasizes that global economies are desired to adopt conducive policies towards environmental, socio-economic and science and technological development to attain SD. Also, it advises that the protection of forest area, use of environmental and green technologies in production activities, creation of more jobs in all sectors and strong IPR regimes would be effective for sustainable, socio-economic, environmental development and science and technological expansion worldwide.

The low-profile foreign policy of the Fernando Collor de Mello government remained faithful to the major outlines which had guided Brazilian diplomacy for the last thirty years. In fact, during the 1990-91 period, the administration reaffirmed — in both actions and words —its commitment to such basic principles of Brazilian policy as national sovereignty, socio-economic development, international cooperation, multilateralism, universalism, and devotion to peace.In addition the government continued to pursue the twin goals of technological progress and regional integration, both tenets of Brazilian foreign policy since the 1950s which continued to rank high on the executive agenda in 1990-91.In fact, some of the above-named principles had become so established as national articles of faith that they were incorporated into the Federal Constitution of October 1988.

To date, the tourism business is developing rapidly and the mountainous territories are not inferior in competition to other tourist territories. For the development of the tourism business, it is necessary to conduct effective management of socio-economic development. The main purpose of the study is to identify and assess the main threats to the socio-economic development of the tourism business in the mountainous territories of Eastern Europe. We have applied the methods of synthesis, analysis, deduction, induction, mathematical methods, methods of expert research. The importance of research on the management of socio-economic development of the mountains in the conditions of increasing the efficiency of the tourism business is proved. Peculiarities of managing the socio-economic development of the mountains in the conditions of increasing the efficiency of the tourism business are considered. As a result of the study, threats were identified that most negatively affect the management system of the socio-economic development of the tourism business in the mountains. The novelty of the study is the formation of coordinate systems in the trust or distrust of the management and executive staff of travel companies in making management decisions.

Socio-economic development in Ukraine and in the world can occur in various areas, among which tourism has one of outstanding places along with machine building and oil processing sectors. The directions of such development are constantly specified through the widespread application of innovative technologies in social life. It is established that such application takes place within the digitalization processes, its primary goal being unobtrusive and prompt satisfaction of society’s needs and its interest protection. The tourism sphere can certainly be related to the services industry. It is established that this area together with the economy branch, business, and others is distinguished in Ukraine as one of perspective fields for modern technologies introduction. Therefore, the goal of this article is to determine the peculiarities in the use of modern technologies in tourism sphere as a direction in socio-economic development of the state. It is offered and justified to consider e-tourism not only from the position of the use of modern technologies, but also to introduce the following scientific principles: promptness, consistency, efficiency, rationality, and others that suppose a balanced and efficient use of natural recreation resources, as well as cultural and historical heritage preservation for generations to come. Due to significance of various complex characteristics of e-tourism, it was decided to study it within two sections of the research. The first section relates to the study of tourism as a component of the e-commerce, while the second section is devoted to the study of its ecological aspects. As to the first section of the research, it is accentuated that in conditions of uncertainty it is difficult to provide precise prognostications concerning the rates of e-tourism development. Nevertheless, certain factors, risks, and perspectives of this process for Ukraine can be outlined to some extent. It is established that the recent intensification of e-tourism is determined by the spread of the COVID-19 virus. Therefore, development of tourism sector is recognized as perspective primarily in the following areas: 1) the use of modern technologies that facilitate access to tourist services due to the closure of state borders; 2) ecological, green, therapeutically-sanatorium, and medical tourism. It is accentuated that e-tourism development is called to ensure a raise in efficiency of medical, educational, scientific, migration, and other areas of social activities. It is clarified that efficient use of modern technologies in the tourist and other spheres is called to: 1) improve the implementation of a person’s rights and interests; 2) ensure a long-term competitiveness of Ukraine in the international markets; 3) to raise the level and quality of tourist services; 4) to ensure access to information needed for providing of the mentioned services, etc. It is substantiated that in Ukraine in a short-term period, it is possible to expect the actuation of the e-tourism development scenario in the outlined areas depending on the functions performed by e-tourism.
