The article explores the state and prospects of social policy development in Ukraine. The purpose of the article is to determine the main directions of social policy implementation in Ukraine, the subject composition of social policy. Methods which was used in the article: analytical, statistical, monographic. The study revealed the patterns of socio-economic turmoil in Ukraine and their impact on the implementation of social policy. The haphazardness in the implementation of social policy in the country is emphasized. The main directions of reforming the system of social benefits and benefits are outlined, which must be subordinated to the following goals: constitutional, political, economic, social, financial.Keywords: politics, social policy, mechanisms, benefits and payments.

This article discusses the politics of social policy development in Hong Kong following the Asian financial crisis. It examines the cause, mode and political significance of social policy reform in an Asian late industrialiser that has been experiencing the twin pressures of economic globalisation and socio-economic change. Financial austerity has prompted the state to adopt social policy reforms through re-commodification and cost containment, resulting in the retrenchment of the residual welfare state. The state's policy choices are structured by local politics, including the state of political development and the path dependence nature of policy change. The article questions the effectiveness of the social authoritarian approaches adopted by the state in attempting to renegotiate the social pact with its citizens, and contends that progressive development in social policy is inevitably bound to democratisation.

In this article I link surplus food with the politics of capitalist production and consumption in order to shed some useful light on the strange case of food not being food once it has been discarded but not thrown away. I develop an analysis of waste policy as a dimension of capitalist surplus management (after Sweezy, 1962 ) by reconfiguring Claus Offe's (1984) essay on the state and social policy and construe waste policy as effecting a ‘lasting transformation’ of non-accumulating capital into accumulating capital. My intention is to provide a sketch of the labyrinthine semantic and political structures emerging around waste (in general) and waste food (in particular). I show that transforming waste food into capitalist surplus is a multi-layered and multi-stranded endeavour embedded in larger political, economic and cultural arrangements and cosmologies. I undertake this analysis of the transformation of waste into surplus by exploring, first, waste as an imaginary construct; second, the strange case of discarded food not being ‘discarded’ (and not being ‘food’, either); third, the convoluted cosmology of European waste policy; and, fourth, aspects of political sociology which help to reveal the status of waste as a source of capital accumulation. I conclude by proposing a sociological account of food waste that situates the critique of excess not in the ignorant, sordid voraciousness of individual citizens but in the structures and institutions of capitalist accumulation.

One of the important tasks of social policy is to ensure the social security and development of a state. Protection of the individual, society and the state from internal and external threats is ensured by social security. Social development is reflected in the effective implementation of social programs aimed at improving social welfare and the well-being of citizens. The article is aimed at suggesting some approaches to define social policy as a basis for the formation of social security of a state. Legal documents regulating security formation in the social sphere are considered. The components of social security are identified. Approaches to define the social policy of a state in the context of social security formation are offered. The types and models for carrying out social policies in the view of forming the social security of a state are analyzed. Ukraine’s social policy needs to be transformed, as it is characterized by low economic efficiency, this being the reason for the state’s inability to ensure a high level of well-being for all its citizens. Domestic social policy is characterized by a low level of security and limited social benefits for ordinary citizens, but the elite can use a whole system of social benefits and privileges. All this threatens the social security of the state. The ideology of domestic social policy makes the citizens highly dependent on the state, instead of promoting the citizens’ initiatives. However, the social security formation is impossible without improving life quality and bringing in social welfare, and without reforming and developing the social sphere. It can only become possible if social consensus is reached between different groups of political and economic interests and the state.

Many commentaries on social policy in the UK assume that policy as developed in England applies to the constituent countries of Wales, Scotland and Northern Ireland. However, the advent of political devolution in the last five years is slowly being reflected in the literature. This paper takes education policy in Northern Ireland and discusses recent policy developments in the light of the 1998 Belfast Agreement. The Agreement, it is suggested, is providing a framework which promotes equality, human rights and inclusion in policy making. Some early indications of this are discussed and some of the resultant policy dilemmas are assessed. The paper concludes that accounts of policy development in the UK, which ignore the multi-level policy-making contexts created by devolution, do a disservice to the subject.

Introduction. The article focuses on the process of formation of the organizational structure of the customs authorities of Ukraine. Purpose. The article aims to analyse and systematize the main stages of the formation of the system of customs institutions in Ukraine that implement customs control. Method (methodology). To achieve this goal, the following tasks are defined: to characterize the legal and regulatory aspects of the formation of the customs authorities in Ukraine; to analyse the organizational provision of customs control during 1991-2016; to determine the fiscal effects of the formation of the customs authorities of Ukraine. The functioning of the system of state financial control in the customs sphere has become the object of the research. The organizational and applied aspects of the formation of institutions that carry out customs control in Ukraine have become the subject of the study. Results. The administrative and organizational structure of the customs authorities of Ukraine does not remain stable. It is in constant dynamics under the influence of political, economic and social changes, increase of subjects of foreign economic activity and their activity in foreign markets, growth of indicators of cargo and livestock flows through the customs border the state and in general the development of the Ukrainian economy and its integration into the world economy. The results of the survey will be useful to the state authorities in developing management decisions on optimizing the bodies that carry out customs control in Ukraine.

The relevance of the subject matter is conditioned by the fact that the innovative development of the Republic of Kazakhstan, which is based on the introduction of technological advances, the use of computer and resource-saving technologies, industrial and innovative achievements, is currently of great importance for the country’s economy. The paper aims to prepare recommendations for the development of public-private partnerships (PPP) in the conditions of innovative development of the Republic of Kazakhstan. The leading methods of researching the issues of the paper include the analysis of theoretical sources, analysis of statistics, and comparison. The analysis of statistical indicators plays a crucial role in the study since data on the innovation level on the development of PPP can be directly obtained from statistical databases. The research results showed that for the development of projects that are carried out on an innovative basis, cooperation between the state and business is necessary. Certain risks and consequences are inherent in innovative projects. Therefore, such projects require private partners who agree to PPP even under unstable political, economic and social conditions and also have corresponding production and innovative potential. Given the improvement of the regulatory framework at the national and regional levels, increasing the attractiveness of such cooperation, and providing comprehensive support for such projects, a partnership between the state and business in the innovation sector will develop. The scientific novelty of the research is determined by the fact that the method of analysis of statistical indicators was used for the first time to analyse the concept of PPP in the context of the innovative development of the Republic of Kazakhstan. The observations of the paper have practical value for the development of PPP in the conditions of innovative development of the Republic of Kazakhstan.

А new approach to policy-making in the field of economic reforms in modernizing countries (on the sample of SME promotion) is the subject of this article. Based on summarizing the ten-year experience of de-bureaucratization policy implementation to reduce the administrative pressure on SME, the conclusion of its insufficient efficiency and sustainability is made. The alternative possibility is the positive reintegration approach, which provides multiparty policy-making process, special compensation mechanisms for the losing sides, monitoring and enforcement operations. In conclusion matching between positive reintegration principles and socio-cultural factors inherent in modernization process is provided.

В современной методологии юриспруденции происходит переход от изучения состо­яний ее объекта, которыми выступают право и государство, к постижению этого объек­та в его изменениях и превращениях. Две подсистемы методологии юриспруденции, подсистема обращенная к состоянию права и государства; и подсистема обращенная к изменениям права и государства, — получают свое отображение в концептуальной форме, методологических подходах, методах, специфических понятиях. Показательны перемены в содержании методологии юриспруденции, где определяю­щее значение имеют методологические подходы, определяющие стратегию исследова­тельских поисков во взаимосвязи юриспруденции с правом и государством. Среди наи­более характерных подходов антропологический, аксиологический, цивилизационный, синергетический и герменевтический — определяют плюралистичность современной методологии и свидетельствуют о становлении новой парадигмы методологии юриспру­денции.   In modern methodology of jurisprudence there is a transition from the study the states of its object to its comprehension in changes and transformations. Hence the two subsystems of methodology of jurisprudence: subsystem facing the states of the law and the state as well as their components and aspects; and subsystem facing the changes of the law and the state in general and their constituents. These subsystems of methodology of jurisprudence receive its reflection in conceptual form, methodological approaches, methods, specific concepts. Methodology of jurisprudence should not be restricted to the methodology of legal theory. In this regard, it is an important methodological question about subject of jurisprudence. It is proposed to consider the subject of jurisprudence as complex, covering both the law and the state in their specificity, interaction and integrity. Indicative changes in the content methodology of jurisprudence are the usage of decisive importance methodological approaches that govern research strategy searches in conjunction with the law and the state. Among the most characteristic of modern development approaches: anthropological, axiological, civilization, synergistic and hermeneutic. Modern methodology of jurisprudence is pluralistic in nature alleging various approaches to the law and the state. Marked approaches allow the formation of a new paradigm methodology of jurisprudence.

O estudo do Planejamento familiar, no contexto da bioética, abre-se para diversas perspectivas, entre elas a valorização dos seus diferentes atores. Situado neste contexto o artigo tem como objetivo identificar o perfil de gênero na produção científica sobre Planejamento Familiar no Brasil, entre 2000 e 2014, assim como a área de formação e especialização dos autores. Foram utilizadas metodologias que permitiram mapear o estado da arte do tema estudado, a partir de uma revisão da literatura. O resultado da pesquisa identifica que a produção científica sobre Planejamento Familiar no Brasil se compõe de perfil destacadamente feminino (71,76%). Dos 73 artigos analisados, 42 (57,53%) o foco do tema está direcionado à mulher assim como evidencia-se a área de ciências da saúde com maior concentração das publicações do tema.  Este aspecto da pesquisa abre para uma realidade complexa onde se buscam criticamente as razões para a pesquisa em Planejamento Familiar ter ênfase na mulher e ser um tema de relevância nas ciências da saúde.Palavras-chave: Produção científica, Planejamento Familiar, Gênero.  ABSTRACT: The study of Family Planning, in the context of bioethics, opens to diverse perspectives, among them the appreciation of their different agents. Situated in this context the article aims to identify the profile of gender in scientific literature on Family Planning in Brazil, between 2000 and 2014, as well as the area of training and specialization of the authors. Methodologies were used which allowed to map the State of the art of the subject studied, from a review of the literature. The results found identify that the scientific production on Family Planning in Brazil is formed with a outstandingly female profile (71,76%). Of the 73 articles examined, 42 (57.53%) the focus of the topic is directed to women as well as showing the health sciences area with highest concentration of publications. This aspect of the research opens to a complex reality where we seek critically the reasons for Research in Family Planning have emphasis on woman and be a topic of relevance in health sciences.Keywords: Scientific Production, Family Planning, Gender.
