RABIES EPISOOTIC SITUATION IN THE CITY OF MOSCOW AND THE MOSCOW REGION IN THE PERIOD FROM 2017 TO 2020

Rabies is one of the most dangerous and socially significant infectious diseases. The city of Moscow is the largest metropolitan area in the Russian Federation with the largest number of pets and a tense epizootic situation. The city of Moscow is bordered by the large-scale Moscow region, which for many years has been unsuccessful in terms of animal rabies. There is a fairly large livestock sector on the territory of the region: hunting farms, animal complexes, personal subsidiary farms of the population and livestock farms of other forms of ownership.This article presents the results of the analysis of reporting data in the 4-vet form: City Veterinary Laboratory, GBUV MO "Tervet Management No. 4", Zhukovskaya Veterinary Station, GBUV MO "Teruvrashenie No. 3" of Egoryevsk Veterinary Station, GBUV MO "Teruvrashenie No. 2" Sergiev Posadskaya veterinary laboratory and GBUV MO "Terrupravlenie No. 1" of the Ruza veterinary laboratory.

Coronavirus infection caused by a new strain of SARS-CoV-2 virus contributed to an increase in the number of infectious patients. The Ministry of Health of the Russian Federation and Rospotrebnadzor took over the organization of work to combat the pandemic. In Moscow, medical and preventive events were organized by the Government of the capital and the Department of Health of the city. As soon as possible, it was decided to reassign medical institutions to infectious hospitals for the treatment of patients with COVID-19 or with suspicion of it. “Maternity hospital No. 8” – the branch of State Clinical Hospital named after V. P. Demikhov was redesigned as a hospital on March 13, 2020. The decision was due to the presence of isolated boxes and an intensive care unit in the institution. The task was solved in one day: the first patients with coronavirus infection were admitted to the hospital for medical care at 17:00 on March 13, 2020.

This article examines the urban public and business subcenters as secondary elements of the city system, the closest in properties to its main center. The criteria defining the public business subcenters are highlighted. The current trends in the formation of social and business subcenters in large cities and megalopolises are considered. Analysis of world experience is produced. Foreign concepts of spatial development are analyzed on the example of several existing urban subcenters. Various available cartographic materials and literature sources have been studied. They cover the development of urban business centers and various aspects of urban development. The methods of spatial formation of the planning structure of urban public business subcenters are highlighted: the cluster and channel. The development stages of urban subcenters from the territory of concentration of small trade and residential establishments to large-scale multifunctional urban planning formations are presented. The prospects for the development of business subcenters in major cities of the Russian Federation are analyzed and trends are identified: social and business polycentrism, disposition of administrative and business centers on the outskirts of cities and the formation of self-organizing business subcenters, mainly based on shopping and entertainment centers in residential areas. Prospects for development of urban subcenter in a large city are considered on the example of the city of Belgorod. Conclusions are drawn on the need to develop new models of urban public business subcenters taking into consideration the modern planning specifics of large cities and megalopolises of the Russian Federation. Models of urban public business subcenters must meet the requirements of polyfunctionality, to have high architectural and town planning qualities, to take into account the needs of population in the design area and to ensure the sustainable development of the urban periphery.

The article deals with the problems of creation and functioning of Tourist and Information Center (TIC) in Russia as one of the most important segments of the hospitality industry. With the example of TIC «Moscow suburbs. DMITROV» the main problems that appear in process of creation and functioning of Russian TIC in current conditions are considered. The article presents basic features and capabilities of TIC, the range of services, examples of applications of citizens, the main difficulties in process of work. In addition, this article considers TIC not only as an organization that provides information to residents and visitors to the city, but also reflects their role as a bridge between business and municipal authorities in the territory for more effective their interaction and the formation of a competitive tourism product in the region. Big attention is paid to lack of normative legal acts defining and regulating the activities of TIC, their powers, which greatly complicates the process of work and the further development of such centers. To address these issues the integration of the work of all state and municipal bodies responsible for the development of tourism in the Russian Federation is required. The article provides a brief analysis of creation and functioning of Tourist and Information Center «Moscow region. DMITROV», experience of its work and problems that have been encountered. It also contains proposals relating to the regulation of Tourist and Information Centers´ activities, defining their powers and duties as well as cooperation with each other and other organizations.

The paper presents the results of measures for the organization of specialized medical care in infectious diseases during the preparation and staging of the 2014 XXII Olympic Winter Games and XI Paralympic Winter Games in the city of Sochi. There is analyzed the complex of measures to ensure the readiness of infectious services in the Krasnodar territory. Special attention in the pre-Olympic period was focused on the training ofmedical personnel with regard to the peculiarities of the work at major international competitions and available epidemiological risks, including those associated with the possibility of skidding especially dangerous and exotic for the Russian Federation infections. There were strengthened the material and technical equipment of the infectious service of the Krasnodar territory and Sochi, updated inventory of medicines, medical supplies in case of emergencies in the field ofpublic health. In the framework of the target program of the Krasnodar territory «Provision of construction of Olympic venues and the development of Sochi city as a mountain climatic and balneological resort» there was built and put into operation a new hospital «Infectious hospital № 2», which became the main base for the treatment of patients with infectious pathology of the resort city of. Sochi. At the time of the Games there was implemented personnel strengthening infectious service Sochi by bringing in specialists from other regions of the Krasnodar territory. The article also presents data on the structure of infectious morbidity in the period of the Games staging. In conclusion, it is noted that due to results of the work including preventive and anti-epidemic measures it was possible to avoid serious complications of sanitary and epidemiological situation. No cases group and flare infectious morbidity during the Games were recorded.

Tourism in the Russian Federation is developing rapidly, exerting a significant influence on socio-economic processes of the regions. This influence can be followed especially strong in certain types of tourism: rural tourism and of one of its directions - agro-tourism. Today, agrotourism is quite new trend of territory development, including and Moscow region, but it has already proven itself. The Moscow region has enormous resources and great, but at the same time not fully realized potential, unique cultural heritage, history and unique nature for the possible development of agro-tourism. The Moscow region has enormous resources and great, but at the same time not fully realized potential, unique cultural heritage, history and nature. All this can be used for agrotourism development. Moscow region occupies a worthy place in the Russian Federation by the number of sites of cultural heritage. The famous manor complexes, the city with unique architecture, historical monuments and other are situated in the region. The article considers the potential of agrotourism of Moscow region, the available resources and agro-tourism complexes that are already working across the territory of localities near Moscow. Moscow region has all development prerequisites for this type of tourism. This conclusion can be done based on what has already been achieved in this area. Such well-known agrotourism complexes as "Kuznetsova", "Konovalovo", "Olkhovo" are the examples.

Background: Epidemiological characteristics of chronic hepatitis C virus (HCV) infection presented in the literature are not representative for the real situation with its incidence and prevalence in the Russian Federation. In the Moscow Region, which is the second largest population in the Russian Federation (7.2 million people), the Moscow Regional Registry of patients with hepatic disorders has been continuously maintained since 2010, as well as screening programs for anti-HCV positive individuals. Analysis of this data allows for generalization of the results obtain to the general population and for description of the prevalence of the infection among adult population of the Russian Federation. Aim: To analyze the epidemiological situation with chronic hepatitis C in the Moscow Region. Materials and methods: We analyzed data from the Moscow Regional Registry of patients with hepatic disorders as per April 2016, as well as the results of large scale screening of the population of the Moscow Region with oral express test for anti-HCV antibodies (OraQuick HСV Rapid Antibody Test). Based on the registry, we assessed the following parameters of the patient cohort with chronic HCV infection (n = 17 182): age, gender, HCV genotype, grade of liver fibrosis, allele variants of interleukin 28В. Within the large scale screening program among the population of the Moscow Region, 1447 individuals from 6 districts of the region were screened for anti-HCV antibodies. Results: As per April 2016, the proportion of patients with chronic viral hepatitis in the Registry was 75.3% (n = 12 938 of 17 182). The vast majority of them (80.3%, or n = 10 393) had chronic hepatitis C, with 84% (n = 8726) of referrals were patients of productive age (from 20 to 50 years). 8.4% (n = 873) of all HCV infected patients had liver cirrhosis. Although the proportion of patients with cirrhosis was negligibly low (< 1.5%) in patients below 30 years of age, it was progressively increasing with age, with a maximum of 23.8% in those above their 50-es. As far as the HCV genotype distribution is concerned, it was as follows: genotype 1, 54.1% (n = 5622) of patients, genotype 2, 7.2% (n = 747), genotype 3, 38.4% (n = 3990). According to the results of assessment of IL28B genetic polymorphisms (n = 3212), СС rs12979860, which is associated with the most favorable sensitivity to interferon α, was found in 27.5% (n = 883), СТ allele, in 58.4% (n = 1876), and ТТ in 14,1% (n = 453). Prevalence of HCV infection in the Moscow Region, assessed by the screening program, is 1.38% of adults, or 77 200 anti-HCV positive persons, whereas estimated number of patients with chronic hepatitis C may amount to 54 000 to 61 700. Conclusion: HCV infection is the most prevalent among other viral hepatites in the Moscow Region (80.3%), and the largest numbers of infected individuals are of productive age. Almost three quarters of these patients are referred for medical care at the stage of minimal liver injury, and antiviral therapy can be used on an elective basis. Knowing the proportion of patients with liver cirrhosis (8.4%) allows for planning of the need in emergency treatments. The true prevalence of HCV infection estimated from the results of the screening program is at least 5-fold higher than that in the Registry. This indicates the necessity to upgrade the system of primary assessments. In particular, it seems reasonable to include detection of anti-HCV antibodies into the list of obligatory screening laboratory tests.

Cruel and inhumane acts that harm human life and health, as well as humiliate the dignity, are prohibited in most countries of the world, and Russia is no exception in this issue. The article presents an analysis of the institution of responsibility for torture in the Russian Federation. The author comes to the conclusion that the current criminal law of Russia superficially and fragmentally regulates liability for torture, in connection with which the author formulated the proposals to define such act as an independent crime. In the frame of modern globalization, the world community pays special attention to the protection of human rights, in connection with which large-scale international standards have been created a long time ago. The Universal Declaration of Human Rights and other international acts enshrine prohibitions of cruel and inhumane acts that harm human life and health, as well as degrade the dignity.Considering the historical experience of the past, these standards focus on the prohibition of any kind of torture, regardless of the purpose of their implementation.

Высокие потенциальные возможности и адаптационные свойства гибрида F1 Энеж 21 наиболее значимо проявляются в Московской области (63,8 т/га), Чувашской Республике (39,4 т/га) и Рязанской области (31,2 т/га).The article presents the results of testing a new promising parthenocarpic pickling cucumber hybrid F1 Enezh 21, selected by the breedrs of the Agricultural holding «Poisk» in conditions of open ground in the North-West, Central and Volga-Vyatka regions of the Russian Federation: Kostroma, Yaroslavl, Moscow, Ryazan, Tula regions and the Chuvash Republic. The high potential and adaptation characteristic of the F1 Enezh 21 hybrid are most significantly presented in condition of the Moscow region (63.8 t / ha), the Chuvash Republic (39.4 t / ha) and the Ryazan region (31.2 t / ha).

Cancer is increasing worldwide. Th e Russian Federation is no exception in this regard with an increase of the total number of new cases predicted to rise from 529,062 in 2018 to 587,622 in 2040. Th e present high burden and increase in incident cases at the same time increases the pressure on healthcare infrastructure and related costs. Th us, primary and secondary prevention of cancer becomes essential. Occupational cancers related to exposure at the workplace are among the preventable cancer burden, due to the modifi ability of the risk through minimisation of occupational exposures and adequate worker protection. For the Russian Federation, some 20,000 cancers each year may be att ributable to occupation, but systematic recording is currently lacking. As information is also lacking on the absolute eff ect of various occupational carcinogens in the Russian workforce due to lack of large-scale epidemiological studies and because for many suspected occupational carcinogens the evidence may become stronger, the true burden may in fact be higher. Th e Russian Federation appears particularly suitable for research into occupational cancer given the sizable workforce, the heavy industr ialisation as well as the good documentation and workplace surveillance over time, so that results are both informative for the situation in the Russian Federation and on a global scale. Five challenging but not unfeasible steps of nationwide population-based cancer registration, development of a legal framework for record linkage of registries and data collections, recording of occupational cancers, large scale epidemiological occupational cancer research and rigorous implementation of worker protection on known carcinogens, lead the way to a continuously updated cancer control plan that includes the elimination of occupational cancer in the Russian Federation.
