Active creation and accumulation of document complexes by citizens, which exist only in digital environment, has led to a change in types, forms, and content of personal documentary materials, to their multiplication, thus inevitably entailing a change in documents composition of future personal provenance fonds. It is in the personal archives of citizens that the greatest diversity of documents is observed and changes in the methods, types, and formats of data documenting are reflected most quickly. However, the composition of electronic documents received in recent years for storage in archival institutions is presented, in the overwhelming majority, by audiovisual forms. These are mainly photo and video documents. One of the reasons for limited range of electronic documents transferred for archival storage is lack of clear understanding of what personal electronic archives are today, which materials are of greatest value for the society. The article presents the results of a study conducted in the collaboration of researchers from the Tomsk State University and archivists of the State Archives of Tomsk Region. The method of semi-structured interviews has been used to describe practices of creating, preserving, and using personal electronic archives by representatives of the Tomsk academic community. The description of such an archive makes it possible to highlight main features of such complexes of documents, to identify changes in their composition, structure, features, and to trace personal strategies for their preservation and transfer to the State Archives of the Tomsk Region wherein they form personal provenance fonds. In the work of archivists, the results of this study can be used for developing criteria for evaluation and technological capabilities for reception of electronic documents of personal provenance. The results of this research can be used by the state archives as guidelines for building their relations with citizens on the issues of streamlining and preserving personal electronic documents by their creators. Changes in practices of usage, value perception, and attitude of owners towards their electronic materials demonstrate a need for developing recommendations for documents preservation, selection, and preparation for transfer to the state archives. To support the best practices presented in such recommendations, archival professionals will have to organize additional opportunities for dialogue with citizens via workshops, questions and answers sessions, etc.

Under present-day conditions of digital transformation of the economy, the problem of storing and using electronic documents is quite relevant. As a result of consistently pursued state policy of informatization of Kazakhstan, in recent years the share of electronic documents accumulated in various national information systems has significantly increased. The article is devoted to the project “Unified Archive of Electronic Documents” (UAED) implemented within the frameworks of the State Program “Digital Kazakhstan” adopted in all departmental and state archives of the republic. It represents a practical solution for organizing long-term and permanent storage, order, and usage of electronic documents. The author describes main components and functionality of the system for automating the activities of both departmental and state archives, maintaining the State Fonds Catalog, providing remote access to archive’s data through web portals "E-Archive" and "Electronic Government," generating statistical reports on various indicators for various time periods, composition and content of archival fonds, state of storage of documents, etc. The article describes procedure and form for accepting electronic documents for storage in the UAED, where the main condition is to confirm the validity of electronic digital signature. It also underscores the problem of verification of documents that did not pass this check. The regulatory legal framework for implementation and functioning of the system has been investigated. The article notes existing loop-holes in the legislation on the issues of ensuring legitimacy and authenticity of electronic documents when transferring for storage, of electronic digital signature integrity, and of electronic files formation. In particular, it underscores the necessity of legislative consolidation of the “time stamp” concept and the mechanism of its use when verifying electronic documents. The problem of choosing a format for long-term data storage is outlined. An example of using such electronic documents property as possibility of their machine processing for automation of the process of forming files and compiling series is considered. It is noted that nation-wide introduction of the UAED has made it possible to unify and systematize the process of transferring archival documents into digital format. The author concludes that, in order to solve practical problems of archival storage of electronic documents, it is necessary to conduct scientific research and acquire theoretical understanding of a number of issues (selection, examination of value, organization of storage, use of electronic documents, etc.).

The study presented in this paper investigates LIS doctoral students’ perceptions and experiences about the supervision during their doctoral experience, with special emphasis on the qualities of good supervisors and doctoral students. Data were collected through an online survey and follow-up semi-structured interviews with doctoral students from Croatia’s three state universities offering a doctorate in LIS. A total of 60 respondents participated in a quantitative study, and 13 respondents were interviewed. The survey results show that doctoral students tend to prefer formally regulated supervisory relationships whereas supervisors and students have unambiguous and clear understanding of their roles and responsibilities. The findings also reveal that doctoral students seek support in the following areas: research, methodology, emotional support and administrative procedures. Interview participants suggest that a successful supervisory relationship could be facilitated by adequate training, both for supervisors and students. Large majority of survey respondents think that four main characteristics of good supervisors are the following: having time for the student, providing students with timely and constructive feedback, setting research goals and timeline together and helping students become independent in scientific work. Respondents agree that doctoral students, in order to be successful in their study, must be internally motivated and well informed about the chosen study program, they must attend to their responsibilities in a timely manner, meet physically with the supervisor and work toward achieving scholarly independence. The findings of this study can contribute toward better understanding of supervisory relationship at doctoral level, in particular in Croatian LIS academic community, and development of guidelines for successful supervision based on the first hand experience of doctoral students.

Drawing on data from 116 survey responses by School Business Managers, and 7 semi-structured interviews with education professionals carried out between October 2017 and February 2018, this article reports on findings from a research project focussing on the opportunities and constraints for career progression into leadership roles for School Business Managers (SBMs) in the state sector in England. The article considers the differing roles and responsibilities of SBMs, how leadership is perceived in schools, the visibility of the SBM role, career aspirations of the SBMs who were surveyed, and the perceived constraints to progression to leadership roles. Analysis of the data was carried out using an inductive research approach using mixed methods. Snowballing was used to obtain a meaningful sample size for survey responses. Interviewees were chosen on the basis of judgement sampling. The sampling design for the survey and the interviews was one of non-probability. Findings suggest that leadership roles for SBMs do exist but that there are considerable constraints to these being achieved, not least the lack of appetite amongst SBMs to do so.

AbstractIn the past decade, Doha has witnessed fast-urban growth, an increased population rate, and an over-reliance on the automobile as the main mode of urban transportation. These factors caused social and environmental problems related to (1) the loss of a compact urban pattern, (2) an increased level of air pollution (3) high traffic congestions and (4) increasing landscape fragmentation. In consideration of such concerns, The State of Qatar invested large funds into the urban landscape development of Doha, as envisioned by Qatar National Vision 2030. As a result, in the past five years various parks and/or green areas, such MIA Park, a major public green space located around the Museum of Islamic Art (MIA), were planned and developed within metropolitan Doha. The authors argue that this park is currently facing issues and challenges related to (1) accessibility to/from the neighboring districts, and (2) connectivity to/from the neighboring parks. Therefore, this research study aims at assessing the existing conditions of MIA Park, at considering the broader city context and, at recommending strategies for implementing MIA Park’s green network system. It approached the investigative challenge using a multi-pronged comprehensive methodology, that deployed focus groups, semi-structured interviews and a comprehensive network analysis based on graph theory. The findings, revealed through these hybrid research tactics, allowed the researchers to generate a framework to enhance accessibility and connectivity of MIA Park through a green network system, planned at inter-related neighborhood-scale and city-scale levels. While the research examines most notably a single case, it is advocated that the proposed framework represents not just an optional feature pertaining to the case in Doha, but a valuable reference for the sustainable master planning of future cities in the State of Qatar and across the GCC. The paper proffers numerous key contributions, including the critical exploration of manufactured landscapes in Doha Qatar and the delineation of broadly applicable environmental design strategies to improve the fabric and livability of cities.

This study investigated perceptions of organizational change management among executive coaches working with British higher-education leaders and factors that make leaders effective when managing change. This basic qualitative research used semi-structured interviews with eight executive coaches selected through purposeful sampling. As main challenges to efficient, inclusive change management, participants mentioned leaders’ lack of a strategic vision or plan, lack of leadership and future leader development programs, and lack of clarity in decision-making. They recognized that leaders’ academic and professional profiles are positively viewed and said that, with coaching and support in leadership and strategic planning, these people can inspire the academic community and promote positive change. Additional emphasis was given to the role of coaching in the development of key soft skills (honesty, responsibility, resiliency, creativity, proactivity, and empathy, among others), which are necessary for effective change management and leadership in higher education. The paper’s implications have two aspects. First, the lessons of the actual explicit content of the coaches’ observations (challenges to efficient change management and views of leaders); second, the implications of these observations (how coaching can help and what leaders need).

After the financial crisis, journalism scholarship has extensively pointed out how the journalistic debate on economic policy has been dominated by a strong emphasis on austerity and a limited range of elite sources. Building on 19 semi-structured interviews with Finnish political and economic journalists, this article examines how journalists themselves evaluate the pluralism of the economic policy debate. This article shows how journalists covering economic policy are critical when evaluating the level of pluralism in economic journalism, referring to a narrow range of expert sources and a widely shared economic policy consensus. These findings testify to the ability of ‘primary definers’ to set the boundaries of ‘legitimate controversy’ in economic journalism. Also, the interviews show how ruptures in economic policy, such as the COVID-19 pandemic and the resulting vast amount of monetary and fiscal stimulus, create space for more pluralism in economic journalism.
