This article publishes the memoirs about Andrei Sergeevich Monin – an outstanding scientist in geophysics, oceanologist, public figure, doctor of physical and mathematical sciences (1956), professor (1963), academician of the Russian Academy of Sciences (2000), director of the of the Shirshov Institute of oceanology of RAS in 1965–1987. A.S. Monin was not only a brilliant scientist (theoretician and practitioner), not only a talented leader and organizer of scientific research, which made it possible to bring oceanology in our institute, and in the country as a whole, to a new – higher – level, but also an interesting, outstanding person. Personality with a capital letter. And we, the authors of this article, are proud that we knew Andrei Sergeevich personally and worked with him.

This memorable article is the memories of Andrei Sergeevich Monin (1921–2007) – an outstanding scientist, geophysicist, oceanologist, mathematician, corresponding member of the USSR Academy of Sciences (since 1972), academician of the Russian Academy of Sciences (since 2000), the former director of Shirshov Institute of Oceanology, Russian Academy of Sciences of the USSR in 1965–1987. A.S. Monin possessed the broadest horizons, the talent of an organizer and leader, as well as a powerful scientific intuition. All this allowed him to leave a bright mark both in Russian science and in the memory of everyone who worked and communicated with him.

On November 21, 2020, at the age of 70, one of the world’s largest specialists in the science of tsunami, Doctor of Physical and Mathematical Sciences, Chief Researcher of the Tsunami Laboratory in the Shirshov Institute of Oceanology, the Russian Academy of Sciences, Evgueny Arkadievich Kulikov, suddenly passed away. From 1980 to 1986 he was the Head of the Ocean Physics Laboratory in the Tsunami Department of the Sakhalin Complex Research Institute / Institute of Marine Geology and Geophysics, Far East Scientific Center of the USSR Academy of Sciences (Yuzhno-Sakhalinsk). From 2004 to 2018, E.A. Kulikov headed the Tsunami Laboratory of the Shirshov Institute of Oceanology, Russian Academy of Sciences. E.A. Kulikov had students and colleagues all over the world – in Russia from Sakhalin to Moscow, in Europe, Canada, and the U.S.A. He left a bright mark in oceanology, in the science of tsunami, as well as in the memory of numerous friends and colleagues around the world as a remarkable scientist, teacher, and wonderful person. The presented article describes the main scientific stages of E.A. Kulikov.

He was Doctor of Physical and Mathematical Sciences, Honored Professor of the Moscow Institute of Physics and Technology, Honored Scientist of the Russian Federation, winner of the Makarov Prize, Chief Researcher, former Head of the Laboratory of Sea Currents at Shirshov Institute of Oceanology of the Russian Academy of Sciences, the famous oceanologist.

The article is dedicated to Pavel A. Stunzhas, a highly qualified specialist in the field of Marine Hydrochemistry, a graduate from the Moscow Institute of Physics and Technology. He was a Senior Researcher at the Laboratory of Biohydrochemistry at the Shirshov Institute of Oceanology Russian Academy of Sciences, PhD on Physics and Mathematics sciences. July 2, 2020, he celebrated his 80th birthday, but by the will of fate and COVD'19, he suddenly passed away on October 29 of this year. He worked at the Institute of Oceanology for 46 years – from the first to the last days of his life.

The results of many years of research have identified the best peach varieties (Redhaven, Favorita Morettini, Larisa, Medin red, Veteran, Fayet), distinguished by resistance to stress factors and high palatability of the fruits.

The article shows the contribution of two representatives of multinational Russia of the 19th century to the study of the ethnic culture of the Mongols: the first corresponding member of the Russian Academy of Sciences from the Chuvash, the founder of Sinology, an outstanding scientist-monk N. Ya. Bichurin (Fr. Iakinfa) (1777-1853) and the first Buryat scientist, the Buryat “Lomonosov”, Dorzhi Banzarov (1822-1855). Coming from the lower classes of the people, they became prominent representatives of the Russian democratic intelligentsia of the 19th century.

The aim of the research was to reveal main problems associated with the use of state programs funding mechanisms for basic research in health (medical) sciences in Russia, as main instruments of state policy. The source of information were �State Academies of Sciences Program of basic investigations for the period of 2013�2020 years� and other normative and legal acts in the sphere of planning and public financing of science and research. A study completed by using documentary, analytical methods, as well as methods of descriptive statistics and expert estimates. In analyzing financing from the federal budget for scientific research for civilian use within government programs calculations section, subsection of the budget classification, reflecting expenditure on scientific research (0110, 0112, 0208, 0313, 0403, 0411, 0504, 0604, 0708, 0803, 0908, 1005, 1104, 1203). Feature of the current situation is in an indeterminate state basic science after the liquidation of the Russian Academy of Sciences as a structure that generates through subordinate organizations the bulk of new knowledge and innovation in the country. Reform of the Russian Academy of Sciences led to the destruction of a coherent system of relations in science, to the Federal agency of scientific organizations for management of resources, Ministry of Education and Science and Russian academy of Sciences. Strict rationality and bureaucracy was extremely negatively perceived in academic science. The analysis of the subject structure of the medical unit actualized in 2015 of the Program of basic research of the state academies of sciences for the period of 2013�2020 showed that the distribution of the federal budget for basic research are not consistent with the priorities in the health sector, it does not account for changes in departmental affiliation Organizations of Medical Sciences. The authors prove the necessity of functional and managerial integration of academic medical institutions in the unified system of scientific research, creation and implementation of medical innovations into practical health care.
