The issues of administrative coercion are classic for the theory of administrative law, however, despite this, they do not cease to be relevant. New challenges and threats, as well as the paradigm of social and economic development, necessitate the revision of established points of view regarding the effectiveness of administrative coercion. The key issues of today are the problem of determining the balance of the combination of private and public components in the application of administrative coercion measures, as well as determining those criteria that do not allow such coercion to be excessive. The article draws attention to the functionality of administrative coercion, highlights its police and managerial aspects, and also examines the effectiveness of the implementation of this type of state coercion.

Despite the fact that the questions of administrative enforcement are classic for the theory of administrative law, they retain their relevance. New challenges and threats, as well as the paradigm of social and economic development, substantiate the need for revising the traditional points of view regarding such phenomenon as “administrative enforcement”. The key question on the agenda is the problem of determination of balance between private and public components in application of administrative enforcement measures, as well as the criteria that prevent excessive enforcement. Attention is turned to the functionality of such enforcement. The author describes its procedural and administrative aspects, as well as analyzes the effectiveness of implementation of this type of public enforcement. The questions of administrative enforcement do not cease to be relevant in the time of political and social instability; therefore, in order for the administrative enforcement to discharge its functions, the legislation should take into account the emerging processes and realities. The author notes that for preventing excessive administrative enforcement, the individual rights and freedoms should not be unduly restricted; only this guarantees fair public enforcement. It is also underlined that the administrative enforcement is of procedural nature, which justifies introduction of the category “procedural enforcement” into the formal legal discourse.

The paper is devoted to the analysis of the dynamics of Russian youth values in the circumstances of moral and ethical instability of Russian society in 2012–2018. The central focus of the research was inspired by the idea of analytical extrapolation of R. Inglehart’s theory of intergenerational value change in the context of contemporary Russian society. The period between 2012 and 2018 was accompanied by complexities in international situation and difficulties in social and economic development of Russian society. These new challenges changed the context of the growing up and socialization of Russian youth. Implementation of R. Inglehart’s theory helps to formulate a hypothesis about the essence of influence of these changes on the values of youth. It is possible to say, that complication of the circumstances of growing up and socialization created a favorable basis for popularization of materialistic values among Russian youth. This hypothesis was tested by the author by comparison of youth’s surveys data, conducted in Yekaterinburg, Russia in 2012, 2015, 2017 and 2018. The survey has shown that the evolution of youth values between 2012 and 2018 was noticeable. It should be noted that materialistic values are not the key ones for Russian youth. Situation of new risks and challenges made young Russians even more indifferent to these values. Around the Millennium we experienced the worldwide development and the growing importance of the role of higher education played in the social and economic development. A few years later, however, a crisis appeared in the situation of higher education (Kadocsa, 2002). The Hungarian higher education system faces the perspective of serious changes in its fundamental principals – such as its main activities and the economical ways which are used to finance these activities – even if only parts of the new educational scheme come into effect. Considering this fundamental activity aspect of the issue, there are new challenges which make necessary to rethink the role and aim of higher education and to define the new tasks needed in connection with education, research and other services. Hungarian Education needs to be renewed and improved to avoid a completebreak away; therefore, future priorities and tasks in order to fulfill these priorities need to be defined (Vincze and Harsányi, 2011). The new conception seems to be based on restrictions of the budget as it is experienced recently: a new structure available for a smaller part of society with a restricted budget has been under development. However, not even a battle, let alone a war can be won without money, horses and arms. The recent financial restrictions as well as the parts of the Széll Kálmán plan concerning education prove that serious amounts of governmental funds is taken away from education. The international improvement tendencies contradict to basically all of these Hungarian priorities.All in all, no reform or change – no matter how much wanted – can be achieved without appropriate funds.

Metropolitan areas are increasingly often regarded as the key drivers of economic growth and the main targets of social and economic development strategies. Those processes are fraught with numerous limitations and barriers. The aim of this study was to identify major problems in the development of Polish metropolitan areas. The key issues were characterized based on a review of the available literature. Attempts were made to propose general solutions to selected problems. In Poland, the identification of metropolitan areas poses a problem, which lowers the effectiveness of management strategies for those regions. Polish urban agglomerations have weakly developed metropolitan functions, which compromises their status in European rankings and European metropolitan area networks.

The article aims to summarize new conditions and new challenges, which currently determine the possibility and even the need for substantial revitalization of the strategic management of the social and economic development of Russian municipalities.Five years of practice of implementing the provisions of the Federal Law no. 172 on trategic planning in the Russian Federation revealed a sufficiently large number of gaps in this legislative act, which currently need to be filled. However, the complexity of the situation cannot be reduced only to the initial mistakes made during the development and adoption of this legislative act. Much of the issues which need to be amended or supplemented in the law on strategic planning today is connected with new conditions and priorities of the social and economic development of the country, its regions and municipal territories. The mentioned above fully concerns the issue of the logical (in the legal and economic sense) completion of the “hierarchical relationship” of strategic planning through a more complete and clear legal regulation of the main forms and key functions of strategic planning at the municipal level of management. The solution of this problem is not limited only by the elimination of the dualism or uncertainty that is necessary for positioning municipal strategizing in the current version of the Federal Law no. 172. The point is that legal regulation should cover a lot of new phenomena of territorial organization of production, settlements (for example, megacities, agglomerations); identify the features of municipal management and strategizing in such specific “points” as towns and mono industry cities, particularly depressed settlements, intercity municipalities, etc. However, the necessity to achieve the coordination of positions on this wide range of issues between the legislation on strategic planning and the legislation on the general principles of the organization of local self-government in the Russian Federation is shown.

The future of the national economy is based on the green economy because after the multitude of discussions it was concluded that this concept is essential in order to achieve the proposed objectives. The "Green economy" is meant to foster sustainable development, especially in the long run, by creating an enabling environment through research, innovation and a knowledge-driven concern. At the basis of the transition to a "green economy" is the practice of a typology of economy based exclusively on policies and investments, the latter linking economic development, health, biodiversity and last but not least climate change, both long-term and long-term medium. As at present the practiced economic system is in full collapse, it was decided that it is necessary to rethink it from all points of view. So, the transition to the green economy is considered as the main solution that aims to adapt the economy and with it its evolution and new challenges that arise globally, by increasingly integrating the environment into the paradigm that refers to lasting development.

Transformations in the sphere of federal relations concern the most important directions of the reforming processes in the country. However, not all proposed and actually developing components of the federal reform seem well-argued and corresponding to long-term, strategic interests of the Russian statehood. The basic course of reform should meet the objective requirements of further decentralization of governing economic and social processes and the need to ensure strengthening the responsibility of RF subjects’ executive bodies and local self-management for steady social and economic development of their territories. The solution of these problems calls for a new model of federal policy of regional development, specification of some important components of the municipal reform as well as inserting certain amendments into the system of intergovernmental fiscal relations in order to stir up their stimulating function.
